During the 1970's several policy analysts developed estimates of the effect of in-kind transfers (e.g., Food Stamps and Medicaid) on poverty. Unfortunately, many of these studies have, drastically overstated the antipoverty impact of in-kind transfers, leading some to claim that there are no mart? poor people in America. This article reviews these, studies, provides new evidence on the impact of in-kind benefits on poverty, and concludes that there is still a substantial poverty problem in America today which need be addressed by policymakers.  相似文献

How do elites perceive poverty and the poor? In this article, we present the results of interviews with eighty members of the Filipino elite, undertaken as part of a larger six‐country study of elite perceptions of poverty and the poor. Poverty, we argue, is a highly subjective phenomenon. People's perceptions of poverty, of who is and who is not poor, of how poverty affects them and others, and of how poverty can be effectively tackled, vary enormously between different types of people (defined in terms of class, status, occupation, nationality, ethnicity, gender or a myriad of other social identities). Wherever people cohere as groups, classes or other social constructs, perceptions of poverty are aggregated and refined and then embedded in social dynamics. The study of elite perceptions of poverty and the poor, we conclude, can both add to our understanding of the social dynamics of poverty and inequality and inform pro‐poor public policy.  相似文献

Questions relating to the ability of particular groups in society to access information and communications technologies (ICTs) have become a growing part of the academic and policy literature. The issues raised in this literature have revolved around a number of themes, many of which can be subsumed under concerns about a growing digital divide whereby society is being divided into information rich and information poor sectors. This differentiation can be between particular social groups irrespective of place, or between people in particular places be these large regional areas (e.g. metropolitan versus non‐metropolitan) or localities and communities within an urban area. This paper focuses on the existence of a ‘digital divide’ across the Sydney metropolitan area. Using ABS 2001 census data the paper presents an analysis of computer and internet access and use for clusters of local communities and focuses on how usage differs across communities as differentiated by socio‐economic status, household and family status and ethnic background.  相似文献

The importance of understanding the livelihood strategies of poor people has received a fresh impetus over the last few years with the emphasis by many Western donors on poverty reduction. This article examines the livelihood strategies of San people in three villages on the northern peripheries of the Okavango Delta in Botswana. Their economic marginalization is compounded by their ethnic background; a stigma that also marginalizes them politically and socially. The analysis presented here not only challenges stereotypes commonly associated with San by demonstrating the interconnectedness of different means of ‘looking for life’, but it also brings to the fore the importance of considering institutional factors that regulate livelihood strategies. The article focuses on some of the unexpected consequences of the wider policy environment, and on how the values associated with different ways of life affect material subsistence strategies. These are particularly pronounced for people with a heritage of hunting and gathering living in a society that regards such practices as ‘backward’.  相似文献

This article focuses on the Rwandan peasantry to confirm how "views from below" can contribute to a better understanding of the "pro-poor" growth challenge. Based on micro-level evidence gathered in 2007, it examines local peasants' perceptions of the characteristics and degree of poverty for different socioeconomic categories (i.e., peasant groups). It looks at the various opportunities and constraints that influence the potential of these categories or groups for social mobility and their capacity to participate in growth strategies. Further, it considers how local peasants perceive specific policy measures in the Rwandan government's "pro-poor" rural strategies. Their insights could inspire Rwandan policymakers and supporting donors to redirect their efforts toward distribution-oriented growth strategies.  相似文献

Public policy toward the poor has shifted from an initial optimism during the War on Poverty to an ever‐increasing pessimism. Media discussion of poverty has shifted from arguments that focus on the structural causes of poverty or the social costs of having large numbers of poor to portrayals of the poor as cheaters and chiselers and of welfare programs doing more harm than good. As the frames have shifted, policies have followed. We demonstrate these trends with new indicators of the depth of poverty, the generosity of the government response, and media framing of the poor for the period of 1960–2008. We present a simple statistical model that explains poverty spending by the severity of the problem, gross domestic product, and media coverage. We then create a new measure of the relative generosity of U.S. government policy toward the poor and show that it is highly related to the content of newspaper stories. The portrayal of the poor as either deserving or lazy drives public policy.  相似文献

Drawing on historical debates on gender, poverty, and the ‘feminisation of poverty’, this paper reflects on current evidence, methods and analysis of gendered poverty. It focuses on initiatives by UN Women, including the Progress of the World’s Women 2015–16. Our analysis of the data compiled by UN Women raises questions about what might account for the over-representation of women among the poor in official accounts of poverty, and how this is plausibly changing (or not) over time. The paper highlights that analysis of what is measured and how needs to be understood in relation to who is the focus of measurement. The lack of available data which is fit for purpose questions the extent to which gender poverty differences are ‘real’ or statistical. There is a continued reliance on comparing female with male headed households, and we argue the move by UN Women to adopt the notion of Female Only Households reflects available data driving conceptual understandings of women’s poverty, rather than conceptual advances driving the search for better data. Wider UN processes highlight that while sensitivity to differences among women and their subjectivities are paramount in understanding the multiple processes accounting for gender bias in poverty burdens, they are still accorded little priority. To monitor advances in Agenda 2030 will require more and better statistics. Our review suggests that we are still far from having a set of tools able to adequately measure and monitor gendered poverty.  相似文献

This article explores one of the classic questions in the history of old age: what happened to the status of the elderly in the nineteenth century? How do we explain the emergence of the modern notion of an old age defined by ‘declines’ of every sort (cognitive, physical, financial)? The article focuses on Germany, then and now a global leader on this issue, and it focuses on women, whose ageing was more widely discussed than that of men. It shows that the great nineteenth-century debate about the elderly was not about industrialisation, labour, health or social policy. It was a debate about time. The cultural understanding of the elderly changed because the culture of temporality did. The focus on futurity and the youth around 1900 is well known, as modern Germany became convulsed with imperial fantasies and electric urban life. This had, it turns out, negative repercussions for older Germans. No longer the accretions of a long past of wisdom and experience, they were identified instead with their short future of corporeal decline and death. The social attitude towards older people is therefore related to the broader social attitude towards time, history and change: a finding that might apply in other times and places, including our own.  相似文献

This paper considers themes of species maintenance and place engagement in Yanyuwa country, northern Australia. It traces the complexity of interpretations and relational contexts involved in places that are commonly – and we argue – misleadingly, referred to as increase and magic sites. Examining one specific place, at which people carry out maintenance rituals, we explore the complex bonds that unite Yanyuwa with the geography that is the Ancestral Hill Kangaroo. Not content with the classificatory habit of declaring actions either increase oriented or hunting magic, this research more fully explicates the relational substance of places that play a key role in ecological health. This is achieved by asking how might the profundity of a place of relational importance, such as a maintenance site, be better understood and written of in ways that convey an Indigenous ontology and epistemology?  相似文献

以马斯洛需求层次理论为视角,运用大别山片区微观调研数据,通过理论分析与数理推导,构建结构方程模型,对贫困人口扶贫政策获得感进行综合评价与提升路径研究。结果表明:贫困人口物质需求、安全需求、社交需求、公平需求、能力需求在一定程度上得到满足后均能对其扶贫政策获得感的提升产生正向促进作用,且位于需求层次高低两端的物质需求与能力需求的正向促进作用最强;各维度正向促进作用在不同脱贫状态群体中差异性较大,能力需求对于已脱贫群体获得感提升的影响更为显著;大别山片区整体贫困人口扶贫政策获得感较高,各维度上指数得分差异性较小,但不同地区间存在一定差距。基于研究结果,本文提出一些贫困人口扶贫政策获得感提升路径。  相似文献

This paper advances a households-in-place perspective to understanding socio-spatial disadvantage in energy-carbon restructuring. This reflects evidence that the costs and benefits of low carbon restructuring will not be distributed evenly or fairly between people and places. Some households and localities will benefit from decarbonization but others will be disproportionately affected by rising energy costs and job loss. In this paper we use the example of England to explore different dimensions of advantage and disadvantage in low carbon restructuring and how they might be reinforced or mediated by intervention by governments, NGOs and citizens. The paper makes a distinctive contribution by linking different sites and policy areas in the distributional politics of decarbonization from the perspective of individuals and households. Emphasis is placed on understanding just energy-carbon transitions from a households-in-place perspective. The analytical framework is exemplified through case studies of the coming to ground of different strands of energy-carbon restructuring in England.  相似文献

This article questions the export of ‘social exclusion’ discourse to the field of development and poverty studies. It considers the findings of ongoing research into chronic poverty in the Western Cape district of Ceres, one of the centres of the South African deciduous fruit export industry. It explores the links between the livelihood options of poor people and processes of global integration, agro‐food restructuring and the modernization of paternalist farming styles. In this context the concept of ‘social exclusion’ is of only limited utility, and has significant disadvantages. Although it has the potential to focus attention on the disabling effects of poverty, its most common usage often fails to capture how poverty can flow not only from exclusion but also from processes of integration into broader economic and social networks. The author argues that these are better captured by the notion of ‘adverse incorporation’, and calls for a more cautious approach to the modernizing myths and moralizing narratives that shape policy debates.  相似文献

As part of the World Bank's poverty reduction strategy, Poverty Assessments have been carried out for a number of countries which analyse who the poor are, the causes of poverty and poverty reduction policies. This article reviews what can be learnt from the twenty-five Assessments prepared for countries in sub-Saharan Africa up to 1996. Whilst other factors are acknowledged in identifying the poor, the Assessments over-emphasize income-poverty defined against an inevitably arbitrary poverty line. The Assessments are shown to be weak in addressing the causes of poverty, often ignoring the historical perspective, political context, and international dimensions such as debt and commodity price trends, focusing instead on the lack of growth in recent years as the main cause of poverty. Weak understanding of the causes of poverty undermines the basis for country-specific poverty reduction strategies: policy recommendations are usually an uncritical presentation of the World Bank's three-pronged strategy of growth, investment in human capital and social safety nets. Although the Assessments do not explicitly acknowledge the point, they suggest that the number of poor people in Africa will continue to rise; nor is there any basis for confidence that policies are being put in place to redress the situation.  相似文献

ABSTRACT This paper uses a logit model of consumer choice to examine how changes in the spatial behavior of rural consumers will affect the commercial base of smaller urban places. Various socio-economic changes in a region can be expected to cause a number of behavioral changes, including changes in where people work and shop. The analysis presented in the paper emphasizes the importance of location to the commercial prospects of small trade centers as consumers become more spatially mobile and engage in more multipurpose shopping. Places that are centrally located have the best prospects for ensuring that functions are either maintained or suffer the least decline as a result of competition from higher-order centers. Remoter locations will be adversely affected by these competitive pressures.  相似文献

Using the Vietnam Household Living Standard Survey in 2004, this article seeks to quantify the potential role and impacts of a social pension scheme for reducing elderly poverty in Vietnam. The authors simulate changes in the poverty rate, poverty gap and poverty severity of the elderly in the counterfactual situation that such a scheme had been introduced to Vietnam in the past. They consider a number of categorical targeting groups of elderly people along with various transfer parameters to assess the impacts of the scheme on social welfare. They conclude that, depending on the characteristics of the social pension, there would be beneficial poverty reductions, but also large leakages to the non‐poor people. For a variety of measures, the results suggest that targeting the elderly in rural areas might be the most effective use of limited resources. Simulations for different budgetary constraints show that, even with limited budgeting, a social pension scheme would significantly reduce poverty incidence for the elderly. Furthermore, for a given programme cost, combining lower benefits with lower eligibility requirements is more effective at reducing poverty than providing larger benefits to a more limited group of recipients.  相似文献

Agricultural research in marginal dry areas can contribute to reducing poverty through the development of technological, institutional and policy options for poor farmers. Such research should address diversified opportunities and development pathways. This article analyses the diversity of livelihood strategies of rural people living in the Khanasser Valley in northwestern Syria, an area that is typical of marginal drylands. It proposes an operational classification of households based on their different livelihood strategies, applying an integrated methodology within a Sustainable Livelihoods framework. Households are classified into three clusters: agriculturists, labourers and pastoralists. The article examines the diversity of livelihoods involved, and considers where and how research should be directed to have greatest impact on poverty. Given that rural households are not homogeneous but dynamic entities, with diverse assets, capabilities and opportunities, the definition of household typologies can help to target development research. The article concludes that while agriculturists benefit most, poor labourers with enough land can also gain from pro‐poor agricultural research. The poorest households with little land, and pastoralists, benefit little or only indirectly.  相似文献

How do policymakers respond to crises? The Narrative Policy Framework (NPF) answers this question by focusing on the contest over policy narratives. This paper focuses on the individuals constructing those policy narratives, conceptualizing them as policy narrators. Using a case study approach, we analyze seven counties located in a major oil and gas formation in Texas, which in early 2020 faced both an oil bust and the onset of COVID-19. We explore four sets of propositions about how policy narrators source, synthesize, and share their policy narratives. We find that while their narratives vary, the structure of those narratives is similar; their backgrounds shape how they source narratives, and they tailor their levels of narrative breach to the action (or inaction) they hope for. They avoid casting other local actors as villains, place their audience as the hero, and situate themselves as either supporting or a member of that audience, stressing their common ties. From these findings, we put forward a working definition of policy narrators, identify how they fit into the NPF, and discuss how they relate to other types of policy actors, including policy entrepreneurs.  相似文献

陕甘宁接壤区是西部最为贫困的地区之一,2000年末仍有50余万人口未能脱贫。文章在分析本区贫困问题现状基础上,提出未来反贫困的主要途经是:转移贫困人口,减少贫困区人口数量;加快交通建设,提高贫困区与外界的空间可达性;加强生态环境建设;控制人口增长,提高人口素质;发展特色经济;加速乡镇企业及非公有制经济发展;大力发展旅游业。并相应提出新世纪反贫困的制度创新对策:加大对贫困地区的扶持力度;建立生态保护补偿机制;放弃粮食自给;赋予地方政府对大型矿藏资源的较大支配权。  相似文献

Discussions of the framing of policy issues have developed in the policy process and policy analysis literatures. This article uses a concept of “ethical traditions” derived from ideology theory to analyze the framing of programs promoting homeownership for the poor. It argues that the rhetoric surrounding the legislation of these programs was drawn from a tradition of agrarian republicanism, and concludes with some comments about the implications of this finding for designing antipoverty policy.  相似文献
