In the absence of an independent poverty standard, postwar Britishgovernments have tended to use current, politically determinedsocial security scales (from Unemployment Assistance in the1930s to Income Support today) as their definition of minimallyadequate income levels, commonly known as an ‘officialpoverty line’. A basic principle of taxation since thedays of Adam Smith, however, has been that incomes below theminimum income required for socially defined necessities shouldbe free of tax. The personal tax allowance which determinesthe income tax-paying threshold thus also provides a practicaldefinition of such an official poverty line. Royal Commissionsand official committees since the nineteenth century have endorsedSmith's principle, but it only acquired major political significanceafter the Second World War when income tax began to affect lowearners, particularly after the 1960s when poverty was ‘rediscovered’in the UK. In spite of this potential coincidence of purpose,a review of evidence and interviews with officials shows thatthere has been no co-ordination of policy between the Treasuryand Inland Revenue responsible for determining the level ofthe tax allowances, and the Social Security ministries responsiblefor the minimum benefit scales. The tax threshold has consequentlycontinued to be determined by considerations of political economyand administration and not by the alleviation of poverty. * This paper is part of a larger project on concepts of povertyand need in British income maintenance systems, chiefly the‘Assistance’ schemes which ran from 1934 to 1966.I am grateful to the many people who have helped with the project,regrettably too numerous to name here. In Turkey, poverty has been a main subject of debates since 1960s. It used to be a serious problem for both rural areas and the big cities that gained migration. In Turkey and world-wide since the 1980s, however, there have been more research interests in the concentrated urban poverty, especially along with the increase in levels of impoverishment around the world. With the help of a case study in Izmir (Turkey), this paper aims to examine the process of concentrated urban poverty from different points of view in the literature. This is a case study developed at the peripheries of the traditional city centre—or inner areas—of the city of Izmir, Turkey. The paper, first, discusses the parameters of concentrated poverty according to the literature. Then it introduces the study findings of the author, which point out the macro-scale, micro-scale and ecological dynamics that are important in the development of concentrated urban poverty. The macro-scale dynamics suggest that poverty in inner areas of the city are related to the unbalanced development trends within the country, such as the overgrowth of metropolitan cities, economic restructuring processes, migration trends and the development of informal economy. The ecological dynamics address to the housing and job location preferences and invasion-succession processes in the city, which emphasize that socio-economic characteristics of inner areas of the city are different from those of other city parts. Micro-scale dynamics are related to poors' ability of developing solidarity relations among themselves, which is also related to the spatial characteristics of inner areas of the city, according to this study's findings.  相似文献

Alleviating poverty, mitigating inequality and achieving growth are all acknowledged goals of development, whatever the degree of success with which these goals might have been addressed in various economies of the world. Apart from questions of resolve and genuine commitment, what makes it hard to engage with these goals is that the pursuit of any one of them does not necessarily secure the ends of either or both of the other two. Such engagement requires a measure of conceptual clarity, an identification of normative priorities, and the deployment of carefully crafted policies that accommodate trade-offs among competing goals. In particular, policies such as the single-minded pursuit of growth as a panacea for all the difficulties of development appear to be misguided, and based on a faulty application of deductive reasoning to past experience. These issues are addressed here by attending to some elementary arithmetic revolving around the measurement of money-metric poverty and inequality, and the decomposition of poverty changes into effects attributable to growth and distributional changes.  相似文献

This article examines the proposal suggesting that policy designs are consistent with the social construction of target groups. Associated with policy design theory, the proposal pessimistically suggests that underprivileged citizens will be targeted with policies that do little to help them, creating a vicious circle of degenerative politics. This article argues that the prevalence of degenerative politics depends on policy styles. Significant where the adversarial style prevails, degenerative politics is less common in consensual systems. This proposal is examined through a systematic content analysis of action plans to reduce poverty in Newfoundland and Quebec.  相似文献

This article addresses the impacts of cluster-based economic development strategies on (a) low- and middle-income people, (b) economically distressed urban and rural places, and (c) small enterprises. It draws on the collective experiences and ideas of a small group of experts and practitioners from various parts of the US and Europe to pinpoint some of the reasons why certain people, places, and firms are left out or fall behind in regional efforts to develop economies based on clusters, identify the barriers to more widely dispersed benefits, and suggest some opportunities for surmounting those barriers. It goes on to recommend new approaches and initiatives that extend opportunities to marginalized populations, less favoured regions, and very small firms and thereby produce more just clusters.  相似文献

The main goal of the paper is to study Jan Monk's contribution to the development of international gender geography, in particular in Spain. Our aim is also to explain the experiences and numerous connections among places, people and ideas that she has been weaving to foster international scholarship and, in this way, how she has challenged hegemonic approaches in feminist geography. Jan Monk comes originally from the Southern hemisphere and therefore she is well aware of the extent to which ‘Northern’ (or Anglo-American) ways of seeing the world define concepts, theories and ideas in geography (and also in feminist geography). Being an ‘insider’ and an ‘outsider’ as well as her sensibility to the important of place has permeated Jan's contribution to international gender geography.  相似文献

This article examines the pattern of minimum wage changes in Malawi and some of their effects, and considers more generally the appropriateness of a minimum wage policy in developing country situations similar to that of Malawi. After a progressive decline in the real value of the minimum wage during the 1970s there is evidence that the government is attempting, through periodic and rather erratic corrective action, to maintain something like a constant real wage. Data from a Ministry of Labour survey demonstrate that such changes in the minimum wage do have a direct effect on wages paid, but that this is concentrated in specific sectors: outside these, minimum wage policy is ineffectual, and the effective coverage achieved in terms of the national work-force is very narrow. Since the most significant influence on the wages of hired workers is the elastic supply of unskilled labour available at very low wages from the smallholder sector, efforts need to be concentrated on raising the supply price of labour through positive policies pursued in the rural sector. Some special features of the rural labour market are therefore examined. Various measures could be taken here: one which seems likely to be effective in producing immediate results is the progressive transfer of burley tobacco quotas to smallholders.  相似文献

The development of what Mayne and Lawrence (Urban History 26: 325–48, 1999) termed “ethnographic” approaches to studying nineteenth-century households and urban communities has gathered momentum in recent years. As such research agendas have taken hold and been applied to new contexts, so critiques, methodological developments, and new intellectual and theoretical currents, have provided opportunities to enhance and develop approaches. This article contributes to this on-going process. Drawing upon household archaeological research on Limehouse, a poor neighborhood in Victorian London, and inspired by the theoretical insights provided by the “new mobilities paradigm,” it aims to place “mobility” as a central and enabling intellectual framework for understanding the relationships between people, place, and poverty. Poor communities in nineteenth-century cities were undeniably mobile and transient. Historians and archaeologists have often regarded this mobility as an obstacle to studying everyday life in such contexts. However, examining temporal routines and geographical movements across a variety of time frames and geographical scales, this article argues that mobility is actually key to understanding urban life and an important mechanism for interpreting the fragmented material and documentary traces left by poor households in the nineteenth-century metropolis.  相似文献

The study of public policy deals with subsystems in which actors cooperate or compete to turn their beliefs into policy solutions. Yet, most studies concern mature subsystems in which the main actors and their allies and enemies can easily be identified. This paper tackles the challenge of studying nascent subsystems, in which actors have begun to engage in politics but are uncertain about other actors’ beliefs. Actors therefore find it relatively difficult to identify their allies and opponents. Focusing on the Advocacy Coalition Framework, we examine three main ways in which actors might agree to support the same policy design before they decide whether or not to form long‐term relationships within advocacy coalitions: they see the issue through the same lenses, they follow leaders, or they know each other from earlier cooperation. We use the case of fracking policy in Switzerland and the UK as a key example, in which actors have begun to agree with each other, but where final policy outputs were not yet defined, and long‐term relationships not yet observable. We find that, when dealing with new issues, actors strongly rely on former contacts rather than shared ideologies or leadership.  相似文献

This article examines the intricate process of developing the European Union's Water Framework Directive. It sees the Directive as a response to recent economic, political and social changes related to water management, including the shift from government to governance, the liberalization of water markets and the emergence of a new set of institutions, actors, etc. and their respective relations (i.e. social capital). The article focuses on the key points of disagreement between the Council of Ministers and the European Parliament that threatened to prevent the Directive from being materialized and interprets this controversy as the culmination of conflicting interests between different actors at the local, national and European levels. Finally, it asserts the increasingly important role of the nation state in the decision-making and implementation of the Directive and sets this against recent arguments about the death of the State.  相似文献

Although accessibility has become one of the major concerns in both urban design and architecture, many urban facilities are still non-compliant with accessibility standards. This paper aims to assess designers' attitudes towards disabled people in Istanbul and to test their responses by determining the compliance with access standards for Istanbul's public open places. The study used the United Nations implementation checklist on accessibility, which covers 19 items of 4 main groups. Data were collected at four crowded public squares of old and new centres of Istanbul chosen randomly. The highest compliance was found in Kadiköy square (39%), whereas the lowest was found in Be?iktas (26.3%). To assess designers' knowledge of disabled people's needs, a questionnaire was presented to 114 architects and contractors. Data showed that the majority of them did not learn about disabled people's needs in the physical environment during their professional education and that in their projects today, they provide accessible environments only for wheelchair users. In short, due to gaps in the system that educates professional designers and the absence of enforcement, the examined open public squares in Istanbul have accomplished very little in terms of accessibility for disabled people.  相似文献

The objective of this paper is to obtain several poverty reduction effects by using multipliers based on social accounting matrices. Expressions relating them to Foster, Greer and Thorbecke poverty measures were derived, and two simulations were carried out for the Spanish region of Extremadura. In the first, we posited a per capita transfer equivalent to certain social policy instruments already existing in this region. Structural path analysis is also used to determine the paths by which poverty reduction effects are transmitted. In the second, we calculate the minimum government expenditure in transfers needed to reduce the regional poverty indices to the national values. The results confirmed that the main feature of poverty in Extremadura is incidence.  相似文献
