This paper aims to discuss institutional capacity building in spatial planning focussing on two experiences of public policy in Portugal involving institutional cooperation. These experiences reveal the importance of factors associated with the roles of the central state and local political leadership in the way integrated tools of urban and territorial policy are implemented. They also show that the capacity to mobilize local agents is mitigated by the deep-rooted presence of highly personalized institutional ties, reflecting a relational model that is particularly characteristic of Portuguese society. We will conclude that territorial policies may be jeopardized when these policies are centred mainly upon the mobilization of local agents. In fact, these two case-studies, as well as similar experiences in Italy, suggest that, in southern Europe, two other aspects are central for the definition of territorial policies on the inter-municipal and local scales: the influence of the state, and the role of political leadership at local level.  相似文献

A prominent American geographer and specialist on energy and environmental policies in developing countries assesses the challenge to sustainable development posed by Asia's rapid economic growth and the concurrent need to reduce the environmental impacts of energy production and use. A particular focus is on China and India, as rapidly growing energy consumers and greenhouse gas emitters, and on Russia as a potentially important supplier of natural gas and liquid alternatives to coal use. The author suggests some elements of a strategy to resolve the dilemma of reducing global environmental impacts without penalizing Asia's economic development, although a significant energy transition over the next several decades appears quite difficult.  相似文献

There certainly exists an African civil society which is actively seeking to raise the living standards of citizens as well as to promote and protect their rights and interests.The lack of such crucial resources as finance and an environment conducive to civic activity are, however, as the author suggests, major inhibitions to the development of Africa's civil society. Certain levels of public access in the process of the statutory land-use planning have been part of Czech planning legislation since the 1970s, but actual citizen participation has become an issue in practice only during the last decade. Currently citizens have a say but their involvement seldom exceeds mere opposition towards active involvement. Their attempts to be heard in the decision-making process is perceived as a nuisance by developers and some local governments as well. Except for the opponents of specific project proposals, most people feel that involvement in the planning process is futile, having little comprehension of how urban and regional planning may actually influence their lives, their property and their local environment. The paper analyses the effects of the pre-1989 powerlessness on the recent changes in the planning process and it reviews the research and opinions of several scholars in this field. The formal planning process, which deals mostly with land use, is often felt to be too narrowly defined and too restrictive, with limited opportunities for citizen involvement. Strategic planning has been introduced by some municipalities in recent years as a less rigid, more flexible and potentially more participatory approach, but also here the trend that copied the accustomed patterns of statutory land-use planning prevailed in the end. Apart from the 'mainstream' planning, alternative, 'informal' planning has emerged, often supported from abroad and organized by non-governmental organizations (NGOs). Although still marginal, it has introduced active planning by citizens. The absence of legal definition and guidance in the case of non-statutory planning allowed greater diversity in the planning method itself. After several years of this experience, however, it has primarily proven just how diverse the concept of citizen participation might be. On the basis of the analysis of the current diversification of planning methods, an attempt is made to draw some conclusions concerning the evolving process of citizen empowerment and participation in Czech planning, as well as to indicate patterns of the changes of the involvement process in the current stage of transformation.  相似文献

Western Australia and Queensland are often seen as the most developmentalist states in the Australian federation, largely because they remained less developed for longer and have seen much mineral and agricultural development in the latter part of the twentieth century. Developmentalism is usually seen as anathema to a commitment to environmental policy, which most states have taken on in response to environmentalism in the same period, yet these two developmentalist states exhibit markedly different trajectories in response to this environmentalist stimulus. This paper explores the reasons for these differences, finding a variety of causal factors including both socioeconomic influences (such as affluence and demographics), political structures, and personalities and the force of ideas. It suggests that we should be wary of monocausal explanations of such differences.  相似文献

China's internationalization has been heralded by some as a new era of South–South cooperation. Yet such framings of development are pitched at an abstract space of the ‘global South’ which conceals more than it reveals. With some theory moving towards ontologies of ‘global development’, we need to capture both the connectedness and the local specificity of increasingly diffuse processes. This article sets out a more fine‐grained understanding of how political territories and processes are imagined and produced by and through China's internationalization, focusing on infrastructure as a ‘technology’ of territorialization. Much of the focus on China's internationalization has been on state‐to‐state relations, but this obscures the ‘omni‐channel politics’ that China practises. Using a critical literature review and illustrative case study, this article develops the idea of omni‐channel politics to posit a view of ‘twisted’ territories in which political processes and development outcomes are more complex and contingent.  相似文献

This article discusses how land-use planning and management can combine the aim of local development with the protection of mountain areas. The basis for this double approach comprises protected areas and the land-use element of the Municipal Master Plan according to the Nature Diversity Act and the Planning and Building Act (PBA), respectively. Case studies performed in six mountain municipalities show that the planning processes in general are performed by a combination of rationalistic and communicative rationality based on consensus and with little awareness of power structures. Today's two-part system is dominated by the interests backing protection, not only in the protected areas, but also in the buffer-zones. Though the conflicts are rather few, they nevertheless often seem deep-set and rooted in national–local power relations. We argue that a more agonistic and decentralized approach where the protection-area management is transferred to the PBA will, to a larger extent, be able to combine both use and protection and to stimulate local development in mountain municipalities.  相似文献

This article traces the use of the term ‘technocratic’ to describe development practice, and the concomitant use of ‘technocrat’ to describe professional experts who engage in development work. It locates the use of these terms as pejorative labels within understandings of professional experts as part of an apparatus of governmentality that depoliticizes development intervention. It argues, however, that such understandings miss the crucial point of engagement in development practice between these agents and other actors which opens ‘learning spaces’ that have the potential for a range of outcomes.  相似文献

There exists a longstanding association between youth and revolution, partly due to the assumption that the politics of the former are inherently “prefigurative” in nature. Youth politics can often actually be quite conservative, however, as can be observed in contemporary Nicaragua, where rather than attempting to “change the world” in the way that previous militant youth generations were famously associated with, current Sandinista youth activists engage primarily in forms of neo‐patrimonial clientelism. At the same time, the evolving experience of everyday political action by university educated youth in Uttar Pradesh, India highlights how economic endeavours can, under certain circumstances, become a form of politics, often of a more transformative variety than classic forms of collective mobilization. The comparison of Nicaragua and India thus highlights the critical importance of considering the wider environment within which youth mobilize and take action in order to understand how and why particular political “ontologics” emerge.  相似文献

This paper seeks to describe power shifts in the European Union's multi-level system of governance in the area of spatial planning. It begins by investigating, through the economic theory of federalism, the increasing 'Europeanization' of member states' policies that produces asymmetrical power shifts towards the European Union. It draws from German, Spanish and British case studies which confirm such shifts to the European Union level as well as to sub-national levels of government, although there is a tendency for competences to be shared between the European Union, national governments of the member states and sub-national authorities.  相似文献

Abstract. The United States of America is conspicuous by its absence from most studies of nations and nationalism. The reasons for this omission are essentially twofold: America is a ‘nation of immigrants’, and therefore clearly lacks the ethnic homogeneity that sustains many modern European nations; more importantly, the focus, the core of the American nation has, since the late-nineteenth century, become obscured as American society has continued to diversify and expand. In those studies which do examine the American case, an over-concentration on the colonial and revolutionary periods has led both scholars of nationalism and historians of the United States to miss the most crucial period in the development of the American nation, the early to mid-nineteenth century. Evidence is offered here that this period witnessed an identifiable process of ‘nation building’. In order to demonstrate this, the period 1854 through 1856 has been isolated for particular attention, since those years witnessed the emergence of a new political party, the Republicans, whose ideology and rhetoric were aggressively national, yet whose appeal was essentially sectional.  相似文献

Levels of child malnutrition in India have fallen only slowly during the 1990s, despite significant economic growth and considerable expenditure on the Integrated Child Development Services (ICDS) programme, of which the major component is supplementary feeding for malnourished children. To begin to unravel this puzzle, this article assesses the programme's placement and its outcomes, using NFHS data from 1992 and 1998. The authors find that programme placement is clearly regressive across states. The states with the greatest need for the programme — the poor Northern states which account for nearly half of India's population and which suffer from high levels of child malnutrition — have the lowest programme coverage and the lowest budgetary allocations from the central government. Programme placement within states is more progressive: poorer and larger villages have a higher probability of having an ICDS centre, as do those with other development programmes or community associations. In terms of outcomes, the authors find little evidence of programme impact on child nutrition status in villages with ICDS centres.  相似文献

This paper explains how a permissive planning permit system is embedded in Belgian/Flemish society and how this contributes to urban sprawl. We base our analysis on an institutionalist approach as developed in previous and current research and analyse the Flemish planning permit system since 1962 as one of different interacting planning systems, all (re)produced, maintained, transformed and struggled over by specific individual and collective actors and shaped by a range of institutional dynamics. The analysis shows how in the dynamics of the Flemish planning permit system, a general struggle between actors defending property-based private initiative and actors arguing for collective action in space is especially apparent. In this struggle, property ownership expressed through a permissive planning permit system and limited enforcement of regulations is seen to be predominant, especially in the 1960s, 1980s and 2000s. Changes in the 1990s, making the planning permit system more strict, have partly and momentarily challenged the institutional frame which structures the predominant planning permit practice, but left the logic of individual property largely untouched. Today, the Flemish planning permit system has again been reoriented towards the protection of private property, which hampers the capacity of government to implement a coherent spatial policy.  相似文献
