Kurzfassung In der Wirtschaftsregion Chemnitz-Zwickau steigt in den kommenden Jahren – wie in vielen anderen Regionen auch – die Siedlungsfl?che pro Kopf der Bev?lkerung signifikant an. Damit verbunden ist die Gefahr, dass vorhandene Infrastrukturen nicht mehr ad?quat ausgelastet und ?ffentliche Haushalte sowie private Abgabenzahler durch deren hohe Fixkosten überproportional belastet werden. Aufgrund des bereits heute vorhandenen überhangs an Bauland und einer gro?en Zahl ungenutzter Brachfl?chen kann auch die zuletzt positive Entwicklung der regional ans?ssigen Wirtschaft diesen Trend absehbar nicht kompensieren. Deshalb ist eine aktive, auf Nachhaltigkeit orientierte Steuerung der Siedlungsfl?chenentwicklung notwendig. Die Wirtschaftsregion Chemnitz-Zwickau verfolgt dieses Ziel seit 1998. Derzeit bundesweit diskutierte, neuere und modifizierte Instrumente zum Fl?chenmanagement werden bezüglich ihrer konkreten Eignung in der Region untersucht. Im Ergebnis erscheint die Einführung eines Integrierten Fl?cheninformationssystems in der Region als vordringlich, um Transparenz, Konsistenz und Verfügbarkeit fl?chenbezogener Informationen zu verbessern. Ein dadurch m?gliches Regionales Fl?chenmonitoring kann die Basis und Kontrollinstanz für weiterführende Ma?nahmen liefern. Au?erdem wird die Zusammenarbeit regionaler Akteure zum Erhalt konkreter Informationen über die Fl?chenentwicklung angesprochen.  相似文献

This article discusses the relationship between global development and local changes and also analyzes long-term regional development in the Netherlands and Northwest Germany. Spatial patterns of population growth over the period of 1500–2000 are interpreted from a world-systems perspective. Initially, the coastal regions profited from the emerging trade-based agricultural world-system. Later, state formation enabled some of the previously developed regions to regain positions that were formerly lost. A seesaw of development between land and sea-based regions characterized the first two periods of the world-system. An additional seesaw between concentration in national cores and expansion toward the periphery characterizes the last two periods.  相似文献

Abstract:

In many ways, the Council of Europe paved the way for European Community (EC) action in local and regional affairs. It was the first European organisation to establish a conference of local and regional authorities in 1957, in which local actors and associations were represented and tried to influence the shaping of European regional policies. This article analyses the links between the Council of Europe and the EC in the development of regional policies from the 1970s to the 1990s by focusing on three transmission vectors: through institutional cooperation between the two European organisations; through competitive bargaining among local and regional groups; and through intensive lobbying at EC level. It argues that the transfer of ideas was not so much achieved through cooperation between the organisations’ experts or political committees but rather by means of transregional networking promoting the idea that local and regional authorities had to be associated with the elaboration and implementation of European regional policy. From 1988, these networks shifted their attention away from the Council of Europe towards the EC because of the possibility to receive direct funding from the European Commission.  相似文献

Due to the fragmented organizational landscape characterizing public transport, it is important to study and explore how regional governance of public transport adapts to national institutional reforms. By employing the term ‘governance cultures’ to a comparative case study of regional public transport planning in Sweden, we contribute to theories of governance by cultural sensitization. Combining governance theory with cultural analysis, we apply a cultural perspective to understand the two cases. We conclude that public transport planning in the Stockholm region is defined by ‘negotiations’ between stakeholders, whereas in the Västra Götaland region it is characterized by a governance culture of ‘collaboration’. The evidence from our case studies emphasizes the importance of understanding local governance practices as situated in cultural contexts as well as of viewing governance cultures as an important factor affecting the purpose, degree and outcomes of collaboration in planning practices.  相似文献

The March 2007 Japan-Australia Security Declaration has garnered more than its share of hyperbole. Described variously as an historic milestone for peace or an agreement designed to encircle China; the declaration's actual strategic consequences are somewhat unclear. The purpose of this article is to provide a critical analysis of the security declaration and to assess its impact in the context of the changing patterns of the region's security setting. Some have argued that it marks a small but qualitatively significant shift in the essential features of the regional security architecture. The article assesses this claim and argues that while the declaration is of some diplomatic importance, and clearly contributes to improving cooperation in disaster relief and other humanitarian operations, it is of little strategic significance to the broader patterns of East Asian security over the short to medium term. Each side's operational constraints, their different strategic priorities, most obviously their perceptions of China, as well as the continued military predominance of the US, means that the agreement will be of little immediate significance for East Asian security. That said, it remains an important development for the respective parties and is a leading edge indicator of broader forces for change that are increasingly present in East Asia.  相似文献

China is commonly assumed to be seeking hegemony in its region. Yet China's region involves it in relationships with major states with their own hegemonic or leadership interests—the US, Russia, Japan and India. This article examines each of China's regional relationships in terms of the prime interests of China's foreign policy framework. It concludes that it is important to distinguish between hegemonic capabilities and intentions: that while China will want to extend its influence as a regional power, its capability to do that will continue to grow in each of its subregions, its ability to exercise that power and influence will be limited. In the past its efforts have been largely to seek secure borders and economic opportunities and that for some years those objectives, together with energy security, are likely to remain the priority.  相似文献

Abstract

We offer a new methodology for the construction of annual population stocks over the very long run. Our method does not require the assumption of a closed economy, and can be used in situations in which local annual gross flows are obtainable. Combining gross flows with intermittent census-type data, it is possible to arrive at local, regional and national population stock estimates at annual frequencies. We provide an application to early modern and nineteenth century Portugal, using a large sample of parish-level statistics up to the first modern census of 1864. The ongoing international military withdrawal from Afghanistan has set the stage for energising the activities of Afghanistan's external stakeholders to re-evaluate their activities. The possible return of the Taliban in some form could compel Afghanistan's current external partners—Iran, India and Russia—to turn into limited spoilers. The absence of an international guarantor in Afghanistan from December 2014 is likely to encourage Pakistan—a greedy spoiler—to intensify its meddling as a means to reposition the Taliban—a total spoiler—at the helm of Afghan affairs. The combination of limited, greedy and total spoilers threatens to undermine security and state-building processes.  相似文献

There are only a few studies dealing with capabilities in the knowledge-based regional development and especially in implementation of contemporary innovation policy. Drawing upon the resource-based view, the capability perspective identifies combinations of regional resources and capabilities that generate competitive advantage. In light of theoretical and empirical advancement, this paper introduces a capability framework to reveal the multi-layered and dynamic nature of capabilities in knowledge-based regional development. The paper argues that in the regional context, it is important to consider and analyse (1) the organizational level resource and knowledge base and (2) ways in which the regional networks of organizations, engaged in knowledge-based development activities, exploit and renew regional resources and capabilities. The empirical analysis is based on personal in-depth interviews and document analysis. The findings indicate that studies on knowledge-based regional development should pay more attention to the capabilities of the actors involved in development processes. Innovation policy should be viewed as a means to mobilize, renew, build and acquire new resources and capabilities in a region and should aim to build and stimulate regional network-level capabilities for economic renewal.  相似文献

Throughout the last three decades efforts to regenerate British cities have been based around the construction of new institutional alliances and policy networks supported by a series of urban-based initiatives. Successive Conservative governments premised their intervention on the assumption that cities (and particular parts therein) were the most appropriate geographical level around which to organise policy intervention. In pursuing this city-based agenda, the policies were themselves instrumental in constituting the city as an object of policy: a problem in need of a solution. The aim of this paper, however, is not to explore how certain spaces or scales become constructed through, for example, government policy, political practices or state restructuring. Rather the paper augments work conducted on the socially constructed nature of ‘cities’ and ‘regions’. It explores for regeneration policy and politics the implications of the tendential shift away from a model of ‘new localism’ towards an alternative model of ‘new regionalism’. The origins of the central element of New Labour's emergent regional project — the Regional Development Agencies (RDAs) — are established before the paper moves on to examine the likely political relationships between the local state, drawing upon the example of Manchester, and the regional state, drawing upon North West England, under the new institutional arrangements.  相似文献

In the early years of the twenty-first century, Asian regionalism is at a crossroads. While the region is home to a broad array of multilateral organisations, the record of these bodies in fostering effective and legitimate cooperation has been decidedly weak. Drawing on insights from the work of David Mitrany on international cooperation, this article contends that the key problem facing Asian regionalism is a predilection for ‘top-down’ rather than ‘bottom-up’ regionalism strategies. These top-down strategies have involved efforts to find a single institutional design for regional cooperation (similar to the experience of Europe), which has been hindered by geopolitical rivalries and a lack of shared consensus around what constitutes the ‘Asian region’. By considering the contours of interstate competition in Asia, the track record of its existing regionalism efforts and insights from comparative regional studies, it is instead argued that Asia's future is one of regions rather than a single region. As Mitrany suggests, the unique geopolitical context in Asia means that functionally discrete and variegated strategies are likely to provide a more effective basis for regional cooperation. Indeed, trends towards such a functional approach to regionalism are already becoming evident in Asia today.  相似文献

The Ruhr area has advanced to the largest university region in Germany – often unnoticed within and outside. At the same time scientific institutions have become a major economic factor. Because of the higher and extra-university research institutions about 2.5 billion euros are effective as a demand potential in the region. 1.7 billion euros of this amount are directly associated with investments and operating expenditures of the scientific institutions as well as consumptions of employees and students. Additional 770 million euros result in revenues of many branches such as trade, housing, gastronomy sector, handcraft industry etc. It should not be underestimated that higher and extra-university research institutions generate with their research activities particular funding from the European Union or the rest of Germany for benefit of the region. Each euro spent by the state government for basic funding creates 39 cents third-party funding. These regional-economic effects result in noticeable employment impacts within the region. Around 25,000 people are directly employed in higher and extra-university research institutes or student unions (Studierendenwerke), about 22,000 jobs in other economic sectors are ensured or created by the induced demand. Science has thus become an important economic factor and represents an essential counterbalance to employment decline in shrinking industries of the region. The specific inclusion of science in a regional development strategy and targeted relining with appropriate measures to strengthen the science creates therefore an effective starting point for the design of structural change.  相似文献

The Italian linguistic situation is characterised by a remarkable number of language varieties, although the development of Italian in the past 150 years has been the cause of a language shift from local languages to Italian. The degree of endangerment suffered by so-called ‘Italian dialects’ is shown using the Major Evaluative Factors of Language Vitality drawn up by a UNESCO ad hoc expert group in 2003, and the data offered by the 2006 ISTAT survey on language use. The debate in Italy on the vitality of ‘dialects’ and their future has done little to activate mechanisms and strategies to reverse the worrying language shift that both minority languages and ‘dialects’ are undergoing.  相似文献

This article explores the role of two large European rivers — the Rhine and the Danube — in the structured development of the European territorial system. The water resources of the Rhine river, the tributaries and connecting canals have created the greatest industrial megalopolis on the continent. In this process and under contemporary conditions, the area is connected with the Danube basin by the newly built Rhine‐Main‐Danube canal. As a result, new structures are forming, having the character of an ecological‐economic system. It is in this direction that part of the European territorial system connected with the Danube is developing. As physical‐geographical and ecological factors accelerate economic development and integrate new economic structures, new opportunities arise. With the link to ecological and water resources, development of the Danube as Europe's newest, prospective zone of expansion is predicted.  相似文献

Since the late 1980s, there has been no explicit regional policy in Canada. Indirectly, though, equalization payments, industrial policies, as well as regional agencies encouraging the adoption of federal industrial and innovation policies, impact regional economies. In 2017, the federal government appeared to alter its approach: the Supercluster initiative was announced, drawing upon the idea that localized networks of interrelated firms can generate innovation and local development. In this paper, we discuss the mechanisms through which spatially focused industrial innovation policy can lead to regional development. We then focus on Canada's Ocean Supercluster initiative. The question we address is as follows: to what extent can this initiative (and, more widely, Canada's Supercluster policy) be understood as a regional development strategy driven by a coherent rationale for regional intervention? Apart from the fact that each Supercluster focuses on a pre-existing core of firms located within a region, there is little evidence that the Supercluster initiative has regional development objectives or impacts.  相似文献

Understanding the complex shifting geopolitics of the Mekong at a time when many networked arrangements and economic flows are disrupting earlier forms of regulation must involve a multidimensional view of geopolitical practices across time and engagement with their representations. This commentary on Hirsch (2016) underscores the importance of the local struggles and people whose voice is often silenced. Seven conodont biozones are recognized in the Upper Ordovician of Australia. The Pygodus anserinus, Belodina compressa and Phragmodus undatusTasmanognathus careyi biozones are successively represented in the Sandbian. Although the Erismodus quadridactylus Biozone of the late Sandbian North America Midcontinent succession was previously recognized in the Stokes Siltstone of the Amadeus Basin and the Mithaka Formation of the Georgina Basin in central-north Australia, we argue for a middle–late Darriwilian age for these two units. Four conodont biozones, from oldest to youngest the Taoqupognathus philipi, T. blandus, T. tumidusProtopanderodus insculptus and Aphelognathus grandis biozones, are established in the Katian of eastern Australia. Taoqupognathus species are particularly useful in correlation of the lower–middle Katian successions of eastern Australia with contemporary rocks in other parts of eastern Gondwana and peri-Gondwana, such as with the three major terranes of North and South China and Tarim. These regions, together with Sibumasu and eastern Australia, were part of the Australasian Superprovince during the Late Ordovician, with a strong palaeobiogeographic identity signalled by domination of Taoqupognathus, Tasmanognathus and Yaoxianognathus. Longstanding difficulties for precise correlation with the well-established North American Midcontinent or Baltoscandian successions in the Late Ordovician, owing mainly to strong endemism of the Australian faunas particularly from shallow-water settings, have been resolved by integration of regional conodont biostratigraphic schemes. The conodont biozonation of the Australian Upper Ordovician reviewed herein also provides a crucial chronological reference for better constraining the temporal and spatial range of Late Ordovician tectonostratigraphic events across the intracratonic basins of northern and western Australia and orogenic belts of eastern Australia.
