Strategic spatial planning which takes an integrated approach to the development of a territory seemed to go out of fashion, but now there are signs that it is being re‐established. This paper explores these developments using case studies from 10 European countries. The analysis uses an ‘institutionalist’ approach, which examines how the ‘agency’ of spatial planning practices responds to the ‘structure’ of contextual forces, at the same time influencing that structure. The ‘driving forces’ which are influencing strategic spatial planning are investigated, as are two aspects of the changes in spatial planning: institutional relations and policy agendas. The conclusions are that—at least in the case studies—there is a movement in the institutional relations towards horizontal articulation, territorial logic, and negotiative forms. Policy agendas too are changing, becoming more selective and using new conceptions of space and place. Those institutional developments, however, are not necessarily being translated into territorially‐integrated policy (as distinct from functional/sectoral policy). That translation appears to require simultaneous re‐framing of relational resources (trust, social capital), knowledge resources (intellectual capital), linked to strong mobilization efforts (political capital). The cases considered varied significantly in how far that had been done. Where it had, strategic spatial plan‐making practices were playing a key role in developing institutional territorial integration and re‐invigorating territorial identities. 相似文献

Following the Italian Government’s decision to fund strategic planning in order to promote a sustainable and competitive development in city-regions in southern Italy, the regional governments were asked to steer proactively strategic planning initiatives within their respective territory. In the cases of Bari and Taranto, it was the first time that 31 municipalities constituting Metropolitan Bari and 28 municipalities constituting sub-region Taranto attempted to think collectively in order to prepare the strategic plan. This paper evaluates strategic planning in Bari and Taranto sub-regions and discusses lessons learnt for future efforts in strategic planning. We examine why were the strategic plans made and how was the planning process organized and what, if any, impact these attempts had on development strategies and governance models at the urban-regional level. 相似文献

Spatial planning in Europe has reached new frontiers. The European Spatial Development Perspective covers the entire European Union and, in spite of having an informal, non-binding status, it is creeping into the regulatory frameworks of the European Union. To stimulate cooperation between the Member States of the European Union, including the accession countries, the map of Europe has been divided into a jigsaw puzzle formed by large transnational areas. In three of these areas, spatial visions have been developed. Bearing in mind the enormous spatial diversity in these new European ‘super-regions’ and the great variety in planning systems, it is astonishing that these visions came about in the first place. In this respect they should be welcomed. On the other hand, the way in which they have been prepared could be questioned. Although they contain policy frameworks with an intended impact stretching far beyond the domain of spatial planning, they have basically been written by spatial planners acting alone. And although the mere idea of transnational areas was to a large extent to stimulate novel conceptualizations of the spatial position of countries and regions, the development of spatial concepts has proved to be extremely problematic. This paper looks at spatial visions for three transnational areas: 1) the Central European, Adriatic, Danubian and South Eastern European Space, or CADSES (VISION PLANET); 2) the North Sea Region (NorVision); 3) North-West Europe (NWE Spatial Vision). The analysis of these visions, following a common format, leads to some fundamental conclusions about the various principles on which such visions can be grounded and the architecture of the processes to be followed. This introductory contribution presents some results of the EURBANET project, dealing with European urban networks in the framework of the INTERREG IIC programme of the North‐western Metropolitan Area (NWMA). This project was conducted between 2000 and 2001 by researchers of Delft University of Technology, the University of Glasgow, the University of Dortmund, the Catholic University of Leuven and the University of Nijmegen. The central objective of the EURBANET project was to explore the role of polynucleated urban regions in the reinforcement of the competitive strength and quality of life in the NWMA, as a contribution to transnational spatial planning in the NWMA. Four polynuclear urban regions are involved: Randstad Holland, the Flemish Diamond, the RheinRuhr Area and Central Scotland (Glasgow‐Edinburgh region). One of the conclusions is that it is necessary to move between scales: from the European Union to national spatial policies (and vice versa), between national policies and regional spatial policies and between regional and urban spatial policies. At each scale, specific demands for spatial planning policies in polynuclear urban regions are becoming increasingly relevant. This is a challenge for spatial policies and policy domains like infrastructure policy, transport policy, housing policy, economic and environmental policy. We present an analysis of how polycentricity has become central to recent discussions on European and north‐west European spatial and economic planning. We launch a spatial network approach to integrate spatial policies. These wide perspectives contrast heavily with the current less satisfactory practice of spatial planning on the level of urban networks and transnational governance. 相似文献

This paper seeks to conceptualize and explore the changing relationships between planning action and practice and the dynamics of place. It argues that planning practice is grappling with new treatments of place, based on dynamic, relational constructs, rather than the Euclidean, deterministic, and one‐dimensional treatments inherited from the ‘scientific’ approaches of the 1960s and early 1970s. But such emerging planning practices remain poorly served by planning theory which has so far failed to produce sufficiently robust and sophisticated conceptual treatments of place in today's globalizing’ world. In this paper we attempt to draw on a wide range of recent advances in social theory to begin constructing such a treatment. The paper has four parts. First, we criticize the legacy of object‐oriented, Euclidean concepts of planning theory and practice, and their reliance on ‘containered’ views of space and time. Second, we construct a relational understanding of time, space and cities by drawing together four strands of recent social theory. These are: relational theories of urban time‐space, dynamic conceptualizations of ‘multiplex’ places and cities, the ‘new’ urban and regional socio‐economics, and emerging theories of social agency and institutional ordering. In the third section, we apply such perspectives to three worlds of planning practice: land use regulation, policy frameworks and development plans, and the development of ‘customized spaces’ in urban ‘regeneration’. Finally, by way of conclusion, we suggest some pointers for practising planning in a relational way. 相似文献

Strategic planning, as developed in the military and business sectors, offers a procedural model with important differences from the earlier comprehensive approach. Economic and physical development strategies, often called for by national planning legislation in European countries, frequently have little in common with the model proposed by Steiner for private firms, or espoused for the public sector by Bryson and others: there appears to be confusion resulting from use of similar terms. This paper investigates efforts to employ at least the major features of strategic planning in two institutionally and culturally different contexts, nearly half a world apart. In Bergen, Norway, these principles have informed economic development planning and planning for a major district of the city. In the case of Seattle, Washington, USA, the new comprehensive plan is based on framework policies developed during a 2‐year public process, and now that the city‐wide plan is adopted, Seattle is turning to developing neighbourhood plans which will provide more operational detail for guiding public and private investments. Comparison of these two cases both provides contrasts and similarities stemming from the two different contexts, and help to evaluate the transférability of strategic planning from the private to the public sector. 相似文献

The creation of devolved administrations in Scotland and Wales, coupled with the proposals for the English regions are creating new operational environments for local government in different parts of the UK. This paper reviews both the key factors affecting these new environments and their relationship with local government. The paper assesses the factors influencing the context for change, and considers these comparatively within England, Scotland and Wales. Attention is focused on emerging forms and practices of spatial planning within the devolved countries at the local level, caused by sub-national, local and community institutional change. Spatial planning is utilized as an example of the changing nature of central–local government relationships within the UK. The article concludes that there is evidence of convergent and divergent trends occurring at different speeds within the three countries and that the new local government relationships in Scotland and Wales may be more defined as a direct consequence of devolution. In England, by contrast, the new relationships between local government and central government appear more complex, not least as a result of the emerging picture of governance being brought about by regionalization. This leaves the future structure and powers of spatial planning within English local government more uncertain at the present time. 相似文献

This article describes the preliminary outcome of interdisciplinary research that arises from a study by the Italian Ministry of Infrastructures and Transport and the Abruzzo Region (IT) on local development processes in central Italy, and specifically in the Median Macroregion, whose results have been extended to European context. It concerns the European spatial planning, specifically the study of an original interpretative model of European space, called Territorial Frames – TFs, a particular multi-scale infrastructural mesh that connects the ‘local’ territories with ‘global’ ones and that can represent the activating element of processes and policies of spatial development of settlements, of processes of valorization of the productive, naturalistic and landscape sectors. This new model interfaces with the territorial reticular component through the concept of polycentrism, also projecting evolution, and with that of the governance of development projects, using the potential of European Macroregions. The main objective of the research is to feed the topic of spatial planning, oriented to the integration between territories through a cross-scale approach, and to the activation of new processes of sustainable territorial development, with reference to the economically disadvantaged inner areas in a context of Macroregional governance. 相似文献

Since the publication of the European Spatial Development Perspective (ESDP), a growing body of literature has emerged related to European spatial planning. Much of this literature is focused on the influence of the ESDP on city regions and urban policy in individual member states. Much less attention has been paid thus far to the influence of the ESDP on the formulation of spatial strategies and plans for rural areas. Within this context, this paper aims to explore the formulation of a national framework for spatial development in the Republic of Ireland, and in particular to examine the expression given to rural development and planning issues. This paper reviews the extent that the Irish National Spatial Strategy can provide a basis for a spatially defined (rather than sectoral based) rural policy by examining the policy construction of rurality and how this will impact on three aspects of rural planning policy: the conceptualization of the urban–rural relationship; managing rural settlements; and rural development. The paper concludes by developing wider lessons from the Irish example in the application of the European Union discourse of spatial planning to rural regions, and the difficulties associated with developing and implementing spatial policies in a deeply contested rural arena. 相似文献

This paper aims to highlight the problems and possibilities for improving the nature protection zoning of protected areas (PA) in spatial planning. It analyses and compares the systems of spatial planning and the legal basis for protecting nature in PAs in selected EU countries and Serbia. It investigates and compares the role of nature protection zoning and the practice of spatial planning for selected European countries. The case study of a national park in each of the selected countries is used to analyse the nature protection zoning and its role in the coordination of spatial planning for PAs and their surroundings. The initial hypothesis is tested and confirmed that, regardless of differences in the planning systems of the selected European countries, the models of nature protection zoning established for PAs are defining for the coordination of planning instruments in achieving the protection and sustainable development of PAs. The lessons learnt concern the identification of similarities and differences in approaches to nature protection zoning, and their relationship with the spatial planning for PAs in six European countries. Based on these lessons and existing research, recommendations are given for improving the legal basis for the nature protection zoning and spatial planning of PAs in Serbia. 相似文献

This article examines the emergence, the present configuration and the perspectives of a spatial planning policy at a European level in the light of the institutional and economic properties embodied in the nature of the European integration process. First, it recapitulates the main historical steps through which the idea of a European view about spatial questions has been developed as a combined result of cohesion and solidarity objectives and liberal market constraints. On the basis of these complementary and competitive principles, the article explores the conceptual identity of the emerging policy and discusses especially the reorientations of the spatial justice concept under a market integration paradigm. Finally, it presents the fundamental traits for the institutional design of the new policy, which lead to the reshaping of the traditional hierarchical, substantialist and normative profile of welfare spatial intervention towards an horizontal, procedural and pluralist model of collective spatial coordination. The article comes to the conclusion that the conceptual and institutional innovations to which the emergence of a European spatial planning policy is submitted constitute a part of a more general rearrangement in the legitimation basis of public policies in a post‐national and post‐welfare Europe. Recognition of these transformations could be seen both as a search for new forms of governance beyond the state and as a chance for rethinking traditional concepts of social theory in a time of change. 相似文献

The territorial expansion of the European Union (EU) to the new central and eastern European member states raises difficult challenges for European spatial planning. In almost the same manner as structural policy, the conceptual side of European spatial planning has to acknowledge that with enlargement a quantum leap regarding its politics and policy is about to occur. A new spatial pattern developed out of a long process of economic, social and physical restructuring which changed Veneto, a poor, mainly agricultural, region into a technologically advanced industrial one, without the major imbalances characterizing other areas. We can assume this new pattern of development as a consequence of a specific growth model. Its typical features are mixture, contemporaneousness, mobility: in such a situation, traditional planning approaches lose most of their validity. Nor is it worth, at this stage, mentioning the economic and environmental reasons that go against such a pattern of scattered growth, since this type of development is the result of an advanced civil and economic condition. This kind of urban development raises a number of new problems: environmental pollution, waste of land, irrational use of the existing infrastructural network. They all require large‐scale planning, which is just what never worked before: the success of the model was largely the result of a set of unplanned policies. 相似文献

Previous analyses of forced migration have drawn attention to the increasing discretion held by asylum sector decisionmakers. According to these accounts, as the state reacts to the political risks associated with asylum migration control, responsibility for forced migration management is increasingly transferred onto a range of intermediate actors, between state and society, including local government employees, asylum interviewers, immigration judges and security staff. Yet little research has directly addressed these intermediaries' collective experiences and the influences to which they are subject. The article therefore focuses attention explicitly upon the nominal conduct of this increasingly authorised, discretionary and highly heterogeneous population. Drawing upon 37 interviews across four sites at which asylum sector intermediaries have significant and increasing discretion over asylum seekers' experiences, the findings demonstrate the importance of institutionalised timing and spacing for the determination of their volitional conduct. The timing and spacing of government institutions are important, not only through their influence over asylum seekers directly, but also because they present asylum seekers to those with discretionary authority in ways that are conducive to exclusionary uses of this authority. 相似文献

This study undertook a quantitative analysis of town master plans to define future urban growth. Spatial direction and intensity of urban expansion were analysed in relation to local contexts using land zoning and a comprehensive database of socio-economic indicators at the municipal scale in Catalonia, Spain. Our results illustrate a progressive shift towards discontinuous settlements consolidating urban centres in most accessible rural areas. Contrary to what was hypothesized (and partly observed) in recent decades, settlement expansion will modestly contribute to a balanced urban spatial structure. Future urban development in Catalonia will not follow a polycentric model, fuelling instead the growth of medium and small urban centres. This process may consolidate the incipient divide in rural areas with high accessibility and a dynamic economic base with remote inland areas experiencing land abandonment and depopulation. The use of indicators derived from town master plans in the assessment of (scattered or polycentric) future urbanization in Europe is finally discussed. 相似文献

City planning deals with designing and managing institutions that affect the future quality of urban places. The research reported in this article is on the evolution of urban planning in Madrid from 1857 to 1995. In Madrid, important aspects of planning have changed over this period, while others have remained almost unaltered. The tension between forces supporting continuity or struggling for change provided an animating dialectic that explains the evolution of urban planning and its institutions in Spain's capital. This dialectic of continuity and change is inherent in the nature of planning institutions themselves, as we argue in the conclusion, and has important implications for planning theory. 相似文献
