This paper analyses the current structure of the system of European cities and regions, relations within the system and how it is changing. Cluster analysis distinguished eight regional types: metropolitan, semi‐peripheral and peripheral service regions; central, semi‐peripheral, peripheral and collapsed industrial regions; and agricultural regions. The core of European industrial societies proves to be almost identical with the city belt that dominated economic development in pre‐industrial Europe. Two possible paths of change are discussed: delocalization of simpler, labour cost‐intensive activities towards the periphery (delocalization hypothesis), or structural changes in industrial core regions and persisting marginal status in the periphery (restructuring hypothesis). Neither hypothesis could be confirmed or rejected unequivocally: there were indicators for the continuing importance of urban service centres but no peripheral industrialization for the continuing dominance of industrial core regions while undergoing structural changes. It is concluded that there are hardly any signs of convergence between core and peripheral regions.  相似文献

Within the debates about the socio-economic advantages of cohesive urban regions, several barriers to institutional integration are said to exist, especially when a metropolitan government is absent and integration relies on inter-municipal cooperation. Some barriers are associated with different urban region structures, such as the asymmetric power relations and sociocultural contrasts between municipalities in systems with dominant core cities, or the lack of a leading city to overcome fragmentation and provide a shared identity in polycentric urban regions (PURs). This paper investigates whether urban regions formed around second-tier cities, whose features depart from both dominant core and PUR models, are able to mitigate these barriers when pursuing integration strategies. The analysis relies on interviews with municipal leaders in three representative European case studies, examining how they perceive the barriers to inter-municipal relations in second-tier urban regions. The findings show that perceptions vary not only between regions, with the three cases following different trajectories of integration, but also within regions, according to the geographical and socio-economic context of municipalities and the legacy of past relations. In general, barriers to integration are not minimized without explicit efforts to rebalance power relations, approach political cultures, mobilize core city leadership and develop a metropolitan identity.  相似文献

This article examines the intellectual background to debates in the town planning movement in early twentieth-century Britain. The movement drew heavily on two traditions, that of the anarchists, who provided much of the theory, and that of the philanthropists. The reception of the Classical city influenced these debates through the provision of key paradigms. These paradigms were predominantly sociological rather than architectural and related to the ‘ideal’ societies to be generated by the new cities. The article argues that urban planning followed a path parallel to British sociology in adopting Classical ideas and forming itself around particular Classicising imaginings of society. Whereas the anarchist tradition exploited the Classical cautiously, differentiating the cities of Rome from the Classical poleis of Greece and finding in those Greek traditions the possibility of radical associative democracy, town planners in the British tradition came to engage with the Classical in a very different way. Through figures such as Patrick Geddes, the influence of Classicism served to divest British urban planning of its political radicalism and the Classical polis was used to offer a utopianism which was hierarchical and conservative.  相似文献

Non-urbanized areas (NUAs) play an important role in reducing the effects of climate change by providing both carbon storage and sequestration. Urban areas are responsible for the emission of 60% of global greenhouse gas, 50% of which are produced by buildings. During the past decades, increasing urban growth and sprawl processes produced several urban layouts characterized by different morphological features and a common lack of sustainable energy and environmental solutions. Investigating the relationship between urban morphology, energy demand and carbon emission/sequestration represents a relevant topic for urban planning practices implemented to face urban climate change effects. This study proposes a method for a transformability assessment aimed at investigating the transformation suitability of different urban morphology types. The case study is the metropolitan area of Catania (Italy), characterized by an impressive urban growth since the 1960s. The proposed method identification of limits and options for increasing sustainability of urban areas considering the contribution of both NUAs and built-up areas. This approach allows to identify appropriate planning tools for new layouts of urban fabrics while increasing the objectivity of the decision process. In the framework of climate change mitigation and adaptation, the outcomes of this research may lead to innovative urban planning practices.  相似文献

This paper develops the concept of ‘cultural brownfields’ and discusses how organic cultural projects developed in derelict sites have been progressively included in mainstream cultural and urban planning strategies and policies over the last 10?years. To do so the paper assesses the transformation of three mature cultural brownfields in Berlin, Marseille and Lausanne and their distinctive internal and external dynamics. It develops a typology of cultural brownfields which stresses the diverse nature of these spaces and their differential role in cultural and urban planning policies. The paper concludes by highlighting a series of policy lessons for urban planning and cultural strategies.  相似文献

The events of September 11 2001 in New York and Washington, and of July 7 2005 in London, have ushered in a new era in protective counterterrorist planning within UK urban areas. With the mode of terrorist attack now encompassing the possibility of no‐warning suicide attacks, and target selection now often being seen as related to crowd density, a variety of public places such as sports stadiums, shopping centres, light rail systems, and nightclubs now have to consider ‘designed‐in’ counterterrorism measures. As such the UK has developed a national counterterrorist strategy (CONTEST) which is constantly revised, and one strand of which focuses on protective security measures. In the context of this ‘Protect’ strand of policy, and the increased targeting of crowded places by international terrorist groups, this article outlines the recent attempts to design‐in counterterrorism features to the urban landscape while paying attention not just to their effectiveness and robustness, but also to their acceptability to the general public and impact upon the everyday experience of the city. The article also addresses how the need to consider counterterrorism has affected the practices of built‐environment professionals such as spatial planners. Reflections upon how this aspect of counterterrorism policy might develop in the future are also offered.  相似文献

Selective migration, and the loss of highly qualified employees that it implies, is frequently mentioned as a major problem related to urban shrinkage [Fol, S. (2012). Urban shrinkage and socio-spatial disparities: Are the remedies worse than the disease? Built Environment, 38(2), 259–275.] However, despite the fact that research conducted on the issue of shrinking cities has increased, urban development strategies targeting human capital loss are rarely discussed in the literature on urban decline. This paper addresses this research gap. It focuses on the investment in secondary school infrastructure in Eastern Germany and presents the findings of an empirical study that observed how the issue of secondary education improvement was integrated into the urban development strategies of shrinking cities. Two case studies will be discussed in order to highlight initiatives for educational advancement, which directly targeted the problem of human capital loss. On the basis of this ‘reality check', the paper argues that an investment in secondary education is part of a potentially rewarding strategy in dealing with urban shrinkage that may be linked to the concept of social innovation.  相似文献

This paper outlines a theoretical framework to study collective social capital at the local scale using social network analysis. To do so, it develops a review on empirical research that found evidence regarding the impact of networks on the performance of cities and regions. Eight network topologies are identified with collective social capital: size and composition, connectivity, closeness, clustering, small world, openness, centralization and heterophily. The paper inquires into the effects of these properties concluding that they influence two aspects that are highly relevant for territorial development: they facilitate the diffusion of information and they foster cooperation among actors. Results help tracing roots among three different academic fields: literature on social capital, local and regional economics, and social network analysis. Furthermore, the article suggests a framework to obtain relevant conclusions regarding political and economic aspects of territorial capacities.  相似文献

Abstract: In many cities both rich and poor, new forms of outdoor advertising are emerging with potentially significant implications for the nature of the urban public realm. Public–private partnerships for advertising‐funded provision of basic items of urban infrastructure such as bus shelters, street signs and public telephones have grown as a result of structural changes in the advertising industry and shifts towards neoliberal forms of urban governance. This article critically interrogates the implications of these new outdoor advertising arrangements for the urban public realm, and argues that they have potentially harmful consequences for the accessibility and diversity of the outdoor media landscape. It then proposes three strategies for the democratisation of that landscape. These strategies are not premised on an outright rejection of outdoor advertising, but rather seek to contest the monopolistic capture of outdoor media by public–private partnerships involving urban authorities and outdoor advertising companies.  相似文献

The idea of strategic planning for networks of cities and towns, encapsulated in the polynuclear urban region concept, has attracted growing interest in many European regions. Key themes include cooperation between neighbouring cities and coordination between functional policies. This article explores the theoretical benefits, including increased economies of scale and improvements in the strength and quality of internal interactions. It also applies these arguments to Central Scotland. As the largest concentration of economic activity in Scotland, with a high level of organizational fragmentation but growing cross boundary issues and coincident growth pressures and deficiencies, there are potential gains from a common strategic perspective. These include improved communications for inter‐firm collaboration and trade, more efficient labour and housing market interactions, and an institutional framework for planning and marketing important regional assets. Closer cooperation within a regional perspective could help the Central Belt to function better as an economic unit and facilitate its ongoing development.  相似文献

The role of cities in fostering innovation has for long been taken for granted. Agglomeration and the knowledge spillovers generated in dense urban environments have been considered fundamental drivers of innovation. This view has, however, become challenged by research questioning the returns to physical agglomeration and local networking, placing instead more emphasis on the importance of interregional and international collaboration, and on innovation in peripheral regions. This paper delves into the debate on the role of cities for innovation by examining the interplay between urban location and local collaboration in Norway. It uses data from the Community Innovation Survey for 2006–2010 to map out the geographical dimension of R&D collaboration in Norwegian firms with a view to assessing whether different types of R&D collaboration in urban and rural locations affect firms’ propensity to innovate. The results show that local collaboration is associated with increased process and organisational innovation, while it does not produce higher levels of product or marketing innovation. Conversely, international collaboration is connected with higher probabilities of product, new-to-market and marketing innovations. Furthermore, location in urban or rural areas makes no difference for most innovation outcomes in Norway when other characteristics are controlled for. Location in cities also does not shape the returns to local R&D collaboration. Hence, the role of cities for innovation in Norway, whether in themselves or as sites for dense local interaction, is less relevant than the urban innovation literature would predict.  相似文献

In a seminal work on the evolutionary structure of wholesale trade published in 1970, Vance sharply attacked the mechanistic application of ahistorical central place concepts in efforts to explain the evolved form of urban systems in economically advanced regions. [1] As an endogenic model of highly localised tertiary interaction, Vance claims that central place theory is difficult to apply in old culture regions where the feudal inheritance provides some basis for cellular administrative organisation of small territories; moreover, as a paradigm for newly settled lands he sees it as historically inappropriate. [2] In regions such as North America, mercantilism forged powerful links between distant locations well before surrounding territory was well integrated in bureaucratic terms, and urban networks displaying central place characteristics arose only with later regional development and then only in selected areas of relative economic homogeneity. Thereafter, forces elaborating both mercantile and central place networks operated together, but central place systems always nestled within the larger-scale exogenous mercantile system.This reinterpretation of settlement history in new lands promises a fertile frame-work for understanding the complex historical layering of urban systems that still dominates their functional and locational structure. Vance's general proposition, however, needs evaluation in the light of empirical analyses of particular regions and time periods. This paper explores one aspect of transport provision (passenger service) in the American Midwest in the second half of the nineteenth century in an effort to assess the degree to which patterns of increasing spatial interaction and interdependency within the settlement system of the region can be interpreted in terms of Vance's mercantile model.  相似文献

In polycentric urban regions several distinct cities, none of which is dominant, cooperate and compete with each other to attract inhabitants and firms. In such settings city branding strategies do not solely affect one city, but the entire region. We examined how city branding in the face of ecological modernization, that is, delivering higher added economic value, while lowering environmental impacts, is playing out in the Dutch Randstad and the German Rhine-Ruhr. Our findings show that regional identity formation occurs at the sub-polycentric urban region level, coinciding more with (historical) economic profiles than with planning imaginaries. The Dutch cities profile themselves more along the lines of ecological modernization than their German counterparts. Differences between subregions within each polycentric urban region are also noticeable, where more industrialized regions, such as the Ruhr or southern Randstad focus on ‘green’, ‘liveable’ and ‘knowledge-oriented’, while cities with stronger knowledge-intensive sectors portray themselves as ‘smart’ or ‘sustainable’. Cities generally substantiate their profiles through projects, but a significant gap persists between reality and aspirations for improved environmental conditions. This is especially true for the Dutch cities, where many claims, but little visible action can be observed.  相似文献

Competition between metropolitan areas and old regions is one of the most visible results of the ‘new regionalism’ policy in the EU. The aim of this paper is to explain the newly emerged tensions between the regions and the cities within the EU in the context of the ‘new regionalism’. The newly introduced ‘Integrated Territorial Investments’ (ITI), a potentially powerful instrument of the cohesion policy of the EU was presented as ‘a flexible mechanism for formulating integrated responses to diverse territorial needs’. However, this flexibility produced a competitive relationship between cities and regions in their chase for money. Based on interviews with sub-state officials, the study focuses on two countries: Czechia and Slovakia. They are both major recipients of EU structural funds and the ITI tool is being implemented in both of them, however with different outcomes. Three variables have been identified as major factors causing the tensions: insufficient administrative capacity, political challenges and lack of shared understanding of priorities of regional development among sub-state actors.  相似文献

Debates centred on ‘planetary urbanisation’ have raised questions over the adequacy of existing theories and epistemologies to explain the quantitative and qualitative transformations of cities. However, this theorization of the urban has met with opposition from post-colonial and feminist researchers amongst others. The comparative, empirical research in this collection, from Bolivia, India and Turkey, highlights that the city remains an important analytical and concrete framework, demarcated by contingency and cultural change through which residents must navigate. In particular we focus on the specificity of women’s lives and their capacity to problematise universalist theory, documenting their interrogation of simplistic binaries such as modern/traditional; their innovative approaches to informal settlement, housing and markets; their production of urban knowledge in order to negotiate the city; and processes and practices of mobility, experimentation, risk taking and aspiration that contest or support a myriad of urban imaginaries. Whilst not rejecting the need for theories that allow comparative perspectives on cities, our conclusions underscore the importance of recognising the multiple logics that generate city space and urban cultures, and the consequent need to parochialise the empirical basis of theories that claim to be global in outreach.  相似文献
