The industrial district is one of the theoretical concepts by which Italian economic geography has redefined a large part of its scientific and methodological status. The successful of industrial district is linked to the explanation of the Italian model of light industrialization, that is to the role played by small firms in Italian manufacturing industry. Nevertheless, it is worthwhile to know that industrial district was introduced as a theoretical paradigm to stress the territoriality of the production process and the gain of productiveness and innovativeness for the firm which sources from the embedding of economic activity within the local society where the production takes place. Support for this approach is found in the Marshallian external economies. This article addresses the importance of industrial district from the point of view of this neo-Marshallian reading of the organization of production. This framework of reference provides the basis for the formulation and implementation of local policies which recast traditional economic, social and infrastructural ones as specialist policies aimed at the creation of the institutional and environmental conditions for the competitiveness of places.  相似文献

Industrial districts and clusters of small- and medium-sized enterprises specializing in manufacture are an important feature of the Italian economy (Becattini, G. & Coltorti, F. (2006) Areas of large enterprise and industrial districts in the development of post-war Italy. A preliminary survey, European Planning Studies, 14(8), pp. 1105–1138). The textile district of Prato is an exemplary case of the industrial district model (Becattini, G. (2001) The Caterpillar and the Butterfly. An Exemplary Case of Development in the Italy of the Industrial Districts (Felice Le Monnier: Firenze)), contributing 25% of the Italian exports of woollen products. The paper analyses the recent transformations of Prato facing the winds of globalization and in particular the dual challenge of global pressure from outside the district (due to competition from new industrialising countries) and from inside it (due to an ethnic economy formed by Chinese immigrants). The paper concludes with some recommendations for the revitalization of local development, and sketches a possible course for the Prato district.

This paper builds on some previous results concerning: (1) a view of the industrial district as a learning region, and (2) a typology of features of local development and industrial policies. The aim here is to apply these results to a 'non-district' case study, that is the understanding of the inner logic of the economy and the framing of the local economic policy in an Italian dynamic city (Florence, and its urban system). The interest of such case is two-fold. Firstly, we see how the conceptual framework developed for the analysis of industrial districts can be applied, at least partially, to different types of local systems, and in particular to the important case of complex and dynamic urban systems. Secondly, the complexity itself makes easier, or not avoidable, the consideration of a trade-off in the inputs of local policy's relevance.  相似文献

Since the second half of the 1990s the Italian economy has experienced a significant slowdown in the rate of economic growth. The “dwarfism” of its manufacturing firms, their specialization in traditional sectors and their organization in industrial districts have been identified by many scholars as major structural weaknesses in the Italian industrial system. Nevertheless, there is a vast and flourishing empirical literature showing that many industrial districts are actually changing in terms of sector specialization, international and innovation strategies and emergence of new forms of enterprise organization. In this paper, we provide a critical survey of the new and different patterns of industrial organization emerging in industrial districts.  相似文献

It is often believed that industrial districts result from an entirely spontaneous process of economic development. On the basis of in-depth study of several Italian industrial districts, in this paper it is argued that the competitiveness and the dynamism of industrial districts' firms are dependent from social integration. Social integration, however, is usually the result of a conscious co-ordination among the local institutions: i.e. the 'high road' to competitiveness is not the outcome of market mechanism, but of a combination of market and concerted collective action among the representatives of the principal district categories and the local establishment.  相似文献

The question of economic integration is not new in Europe. Historically, the birth and construction of nation-states was important in stimulating interest in the systematic relationships between political and economic integration. In the case of the multinational structure of the Habsburg monarchy in the nineteenth century, the result was an economic policy that, for political reasons, aimed to unite the material interests of a state that was completely heterogeneous in other respects. Lombardy was a case in point. Traditionally the region had been in the economic vanguard in central Europe. When it again became part of Austria in 1815 it also became subject to the imperial policy of political integration. As a result its economic priorities were partially reformulated. On the one hand, Austria had a protectionist system aimed at autarky which made incentives to industrial production a priority. Lombardy's purely mercantilist outlook, on the other hand, was based around the production of a few highly specialized goods, most notably silk, for export. Conflict between economic interests in Lombardy was the inevitable result. Nevertheless, the imperial government had to take account of the fact that it was impossible to restrict Lombardy's international trade relations exclusively to the Austrian market. And the problems that beset any effort to tie the Lombard economy into a denser network of relationships with the Austrian market were not due to the political formation of the Italian nation because Northern Italy, and Lombardy in particular, continued to occupy an anomalous position within the context of the Italian economy.  相似文献

With this paper, the purpose is to test new theoretical and empirical tools to explain the deep changes that Italian industrial districts are experiencing. This issue is addressed by means of the evolutionist-multidisciplinary approach, and a mixture of qualitative and quantitative methodologies. Reliance is on the theoretical background of organizational ecology, and particularly on the theories of density-dependence. The focus of study is therefore: (a) the internal structure of district organization-forms and (b) their evolution, which means moving from a structural to a process-dynamic perspective. Drawing upon the seminal work of Hannan, Freeman and Carroll, their insights into the traditional conceptualization of Marshallian industrial districts as defined by Becattini are investigated. The paper analyses the evolution of the Arezzo jewellery industrial district according to the HEDRON methodology over the period 1947–2001 and investigates the firms' vital processes at a community level by grouping organizational populations into three multi-populations (complete-cycle, subcontractor, and trade and instrumental goods). The data used to reconstruct life histories was collected from the Firms Directory (Registro ditte) of the Arezzo Chamber of Commerce: in total, more than 34,000 records were considered, including 3610 foundings and 1618 failures.  相似文献

Our aim in this article is to lay some statistical and theoretical foundations for an understanding of Italian post-war economic growth, by devoting special attention to what has happened in the hundred different “Italies” that go to make up the mosaic of this country. We have concentrated our analysis on comparing “areas of large enterprise” with “industrial districts” through a distinction between district provinces (IDPs), large enterprise provinces (LEPs) and other provinces (OPs). We investigate manufacturing industry by means of in depth analyses of trends in employment and value added, as well as through breakdowns of export flows and income and prosperity levels. Since the end of World War II it appears that Italian economic growth has largely been formed by the constant, massive flow of exports of personal and household goods and light mechanically-engineered products, that a sizeable flow of exports is attributable to growth in the industrial districts, and that although the income gap between the different parts of the country has not been eliminated, growth by the industrial districts and the policy of industrialization in Southern Italy have together engineered a major territorial dispersion of both light and heavy industry. However, heavy industry and high-tech large Italian companies have found increasing difficulties and even lost many of the positions they once held. Our survey indicates that a policy for industrial development in Italy must take account of the weakness of the heavy industry sector along with the features and requirements of industrial districts.  相似文献

The purpose of this paper is to obtain a better understanding of the presence of Chinese manufacturing entrepreneurship in industrial districts compared to other Italian local economies. Statistical data are used to uncover where Chinese manufacturing entrepreneurs localize their businesses and to what extent this localization is an innovation within the geographical pattern of industrial districts. Data on Chinese manufacturing micro-enterprises (i.e. with less than 10 persons employed) started up in years 2005–2007 and 2008–2010 are cross-tabulated by industrial districts and other local economies to investigate their change over time. The empirical findings show a dominance of industrial districts: those located in Tuscany are on top and Prato district ranks first.  相似文献

Between 1975 and 1983 the Swedish labour movement discussed a proposal to establish wage earner funds that would gradually shift the ownership in medium to large companies from employers to workers. This article starts by shedding light on the genesis of the proposal in the 1960s and 1970s and the reactions it provoked in Swedish society. Focus then switches to how the Meidner plan was understood in Italy in a time of pronounced social conflict marked, on one hand, by the redefinition of the relationship between trade unions and politics and, on the other hand, by soaring opposition among the various trade unions and the growing distance between the two major leftist parties. These divisions reverberated on the ways the wage earner funds – in their various versions – were understood by the organizations of the Italian labour movement; the assessment of the plan's feasibility and its applicability to the Italian case came to reflect conflicting views on industrial and economic democracy and on the relationship between Nordic social-democracies and Italian reformism.  相似文献

The industrial district is an important element of the theoretical debates concerning the appearance of original features of regional development in Europe. Issuing from Marshallion theory, this concept was ‘reinvented’ in the late 1970s in order to interpret a series of ‘regional success stories’ of industrial development that occurred in middle Italy. Thus, for some economists and geographers, the industrial district has become a new ‘standard’ of regional development, appearing as an autonomous integrated system, whose functions are based on the principle of ‘automation’. This system represents an optimal structure in terms of economic efficiency and resource allocation, and owns its proper mechanisms of reproduction related to specific territorial regulations. A crisis for such a system can only be related to exogenous factors. Rejecting this static vision of economic structures, which reintroduces the ‘growth/crisis’ divide in the analysis of economic development, it seems necessary to promote a more dynamic approach in terms of ‘change through continuity’. This approach was initially developed by some Italian authors who tried to analyze the original features of regional development in the Third Italy in terms of ‘industrialization without fracture’. This approach does not deny the existence of industrial districts, but refuses to accept that they are static: districts can evolve, change, develop . . . Thus, they appear as a particular stage of development in a diffuse industrialization process. Their evolution is no longer simply related to exogenous variables but also to endogenous ones; and this evolution does not necessarily lead to an implosion or a complete transformation of space but can also lead, through the continuity of the industrial district's mechanisms, to a post‐district organizational configuration.  相似文献

The theoretical concepts of industrial district and regional innovation system though closely related, capture different aspects of regional economic development. Given the “nestedness” of a system in other systems, one regional innovation system can support several districts. However, in some cases, districts may be considered as local innovation systems with independent innovation patterns. In fact, the socio-economic characters of industrial districts can be so specific that the region's size and institutional framework may be inadequate in fully describing their innovation processes. In the case of the Italian region of Lombardy, this “autonomous” local innovation system model proliferates.  相似文献

ABSTRACT

The Lombard nobility’s loss of political power after the Napoleonic Wars has led economic historians to overlook the persisting role of traditional elites in social and economic life. The aim of the paper is to reassess the contribution of the Milanese aristocracy to Italian economic development, providing new insights into the business behaviour of the nobility in northern Italian areas. The article presents some new findings on noblemen’s investments and enterprises related to agriculture, manufacturing, trade and banking. The research focuses on the decades following Italian political unification, a period in which noblemen increased their interest in the financial sector and joint-stock companies (transport, banking, new sectors and industries) as a result of the transformations induced by the Industrial Revolution and the agrarian crisis of the 1870s and 1880s. Both quantitative and qualitative data will be used to assess not only the number of individuals involved and the capital they invested in new ventures, but also their role in orienting, stimulating, managing or supporting entrepreneurial activities and their openness to collaboration with the members of the middle class. The analysis combines the deeds produced by four notaries, chosen on the basis of their contiguity to the Milanese aristocracy, the foundation’s deeds of the main companies established in the city, conserved in the House of Trade, and the information provided by other local and national institutions. The cross-referencing of this data suggests that the Milanese nobility maintained a prominent economic role well beyond Italian political unification, contributing to the modernization of the national economy despite the weaknesses and contradictions that marked this process.  相似文献

The financial crisis hit Italy harder than many other Eurozone countries. In part this was due to the fact that the crisis came upon a system that was weakened by years of sub-par economic growth. One of the several endogenous factors that explain the stagnation of the Italian economy is the weak corporate governance in the industrial sector and parts of the financial one. A framework that was designed to maintain stability in the ownership of companies and of certain types of banking institution ultimately led to an inefficient allocation of capital and to a lack of investment, which contributed to the loss of competitiveness of Italian firms in a fast globalizing marketplace.  相似文献

Among the many troubles that southern Italy's economy is facing, its deficient trade performance receives little attention. Yet the Mezzogiorno's comparative disadvantage in trade is a recurring theme in the long history of Italian inter-regional disparities. Adverse conditions for firms in tradeables persist while European integration opens up new opportunities for this sector to expand. In this paper, a dataset of employment rates in tradeable and non-tradeable sectors from 2000 to 2010 is constructed to analyse the strength and development of the Mezzogiorno's export base during European integration. The analysis shows that the new trade opportunities alone did not suffice to even the Mezzogiorno regions' road to export orientation.  相似文献

This paper draws on export data from four of Iran’s key trade partners—the European Union, China, the United Arab Emirates (UAE), and Turkey—to examine the robust and positive correlations between the export of parts and machinery to Iran and Iran’s industrial output, as measured by production index data published by the Central Bank of Iran for industrial enterprises with over 100 employees. The period of analysis is 2000 to 2017. It may seem intuitive that the output of Iranian manufacturers depends on the ability of companies to source intermediate goods such as parts and machinery. However, the imposition of sanctions on Iran is shown to have temporarily decoupled the relationship between European industrial exports to Iran and the Iranian industrial production index—the index remained stable even as European exports fell. An analysis of trade data for the other three trade partners included in this study quantitatively substantiates reports noting that in order to sustain the industrial production index, Iran engaged in processes that can be collectively described as “import reflection.” This entails substituting European intermediate inputs with Chinese inputs while also circumventing sanctions pressures on trade by sourcing European inputs via re‐export from the UAE and Turkey. These processes were fundamental to Iran’s economic resilience in the face of multilateral sanctions and have played a central role in Iran’s defense of its industrialized economy and particularly its non‐oil exports as the administration of US President Donald Trump pursues a new unilateral campaign of “maximum pressure” sanctions.  相似文献

Abstract

The Italian trading stations in Tana were important in the long-distance trade system of the Italian maritime republics Venice and Genoa. The deeds of two Venetian notaries who worked there during the 1430s, Nicolo de Varsis and Benedetto de Smeritis, are an important source for tracing the transformation of the issues and directions of Italian trade in the Black Sea region, a trade which was recovering from the crisis of the fourteenth century. Notwithstanding the Venetian-Genoese struggle and previous crisis events, this recovery made the economic conditions favourable. Although some scholars see a regionalisation of trade in fifteenth century, the source evidence challenges this interpretation. Westerners began to import Italian, Flemish and English textiles to the Eastern markets, and the local goods (fish, caviar) were widely exported to Europe – even to the markets of Flanders. Finally, the slave trade was intensive. My main argument here is that though there were considerable transformations in the Italian trade, there was no real regionalisation of trade, which retained its long-distance character.  相似文献
