This article uses material from a series of case studies conducted in Latin America to analyse various aspects of the formalization of the informal sector. In particular, it examines the legal and bureaucratic barriers confronting informal sector micro-enterprises which seek to become part of the formal, legal circuit, and assesses the costs in time and money which are involved in the formalization process. The process itself is seen as consisting of two elements — achieving legality and retaining that status over time — each of which involves certain bureaucratic and financial demands. While recognizing that the requirements for formalization can represent a burden in some cases, the main finding of the article is that the procedures and related costs vary between countries to such a degree that it is impossible to claim, as some earlier studies have done, that disproportionate regulation and bureaucracy constitute an insurmountable obstacle to the legalization of informal sector enterprises.  相似文献

This article uses organization theory and political economy to develop a conceptual framework, for analyzing factors that shape relations between government agencies and their social environment. The framework conceptualizes these relations as social networks composed of actors engaged in the exchange of resources. Then, it develops an understanding of how cultural norms shape these exchanges. The article concludes by examining the framework's normative implications. In particular, it explores when agency autonomy promotes effective policy implementation and when it results in unaccountability. It also demonstrates that, in many cases, an agency's dependence on actors in its environment may enhance the effectiveness of policy implementation.  相似文献

Abstract

This paper studies how the local governance reforms carried out between 1997–2014 shape state-society relations at Georgia’s local level. Drawing on Foucault’s concept of governmentality, I analyze how the reforms shape practices and actors at the local level. Research interviews with state officials at the national and subnational levels and citizens of the Georgian district Marneuli highlight both government rationalities and how people react to them. I argue that the reforms, which have been declared to promote participation and accountability, hardly contribute to bridging the huge gap between state and society, particularly with respect to the case of the Azeri minority in Marneuli. Thus far, the newly introduced formal actors at the local level, the municipalities, lack power. Societal action in absence of the state and interaction with the state via informal networks remains dominant. The study contributes to literature on state-building and transformation in Georgia by shedding light on the often-neglected local level and to the debate on external democracy promotion and policy transfer by empirically studying the effect of a policy transfer.  相似文献

The participation of children and young people in decisions that affect them is now mainstream in social and public policy in the UK. Yet for many young people formal participation opportunities are abstracted from everyday lives and concerns. Children may not feel empowered despite the existence of formal structures for participation. This raises questions about how ‘spaces’ for participation are constructed. This paper critiques prevailing models of participation in formal structures and instead, argues for the need to rethink children's participation as a more diverse set of social processes rooted in everyday environments and interactions.  相似文献

The concept of human security, while much contested in both academic and policy debates, and highly fragmented across different meanings and forms of implementation, offers a potential locus around which global security discourse might converge, particularly in light of current shifts in US security thinking. However, key pioneers of human security, such as the United Nations and Canada, appear to be losing their enthusiasm for the concept, just at the moment when others such as the European Union, are advancing a human security agenda. This article examines the divergence of human security narratives between the UN and the EU. It argues that the UN's use of the concept ran aground owing to a triple problematic of lack of clarity, confusion between previously distinct policy streams on human rights and human development and conceptual overstretch. After assessing the EU experience with the concept to date, the article argues that future use of human security will require greater focus on how it deepens ideas of individual security, rather than treating it as an agenda for broadening security. As well as a need to project clarity on the conceptual definition of human security, there is also a need to associate human security with greater clarity of intent. If successful, this would contribute to establishing second generation human security as a new policy paradigm.  相似文献

This article argues that Cuba's economic demise following the collapse of the former Soviet Union should be seen as a crisis in reproduction as well as a crisis in consumption and production. Using qualitative field research carried out in 1994 and 1995 in Havana and in the province of Matanzas, the author shows that the commodities and services required for reproduction could no longer be guaranteed through the distribution system of the Cuban state. Consequently, people began to devise a range of survival strategies in order to ensure the reproduction of their households, including trading in unofficial markets, leaving formal employment and engaging in a portfolio of income-generating activities in the informal sector. Such strategies were patterned by the existing sexual division of labour and show a reinforcement of traditional gender roles. The article argues that these changes will have important political as well as economic consequences for Cuba's future.  相似文献

This article investigates the challenges currently facing Afghanistan. It argues that ‘post–conflict’ peace and reconstruction in Afghanistan may depend on a dramatic expansion of institutionalized economic interdependence: this will not necessarily require obeisance to standard international policy paradigms and it will have to draw on existing patterns of interdependence, even though many of these are rooted in brutally exploitative war economy conditions. The authors argue further that neither peace nor economic development will hold without a centralized, credible and effective state, that the emergence of such a state is a political problem more than a technical problem, and that it will depend on a monopolization of force by the state. Such developments cannot be envisaged without policy being based on a close reading of the long and decidedly non–linear, conflictual experiences in state formation and failure in Afghanistan, a history whose patterns and implications are summarized in this article.  相似文献

In recent years, donors and certain governments have committed to formalizing artisanal and small‐scale mining (ASM) — low‐tech, labour‐intensive mineral extraction and processing. Few, however, are able to do so effectively because of a limited knowledge of how the sector operates, who it employs and where the commodities it mines are being channelled. This article argues that a radical reconceptualization of ASM will be needed if these challenges are to be overcome. As a starting point, it calls on donors and policy makers to adopt the Global Production Network (GPN) as a ‘lens’ for analysing the sector's organizational structures. Popular in geography scholarship, the GPN, though rarely used to study the intricacies of largely informal sectors such as ASM, could prove valuable here, aiding with the mapping of key production processes. In this article, the GPN is applied to Ghana's artisanal diamond mining sector, yielding valuable insights into its organization, the roles played by the different individuals who populate it, and the nature of the relationships between these individuals. Such information is key to designing more robust formalization and support strategies for ASM in Ghana; more generally, the exercise provides important lessons for other governments working to achieve similar goals.  相似文献

Dominant narratives of the economy, as well as policy discourses in Papua New Guinea (PNG), tend to separate the ‘formal’ from the ‘informal’ economy. Concurrently, there is a development policy emphasis on women's economic empowerment. In urban areas this has meant a policy focus on larger market places as sites where women need support for economic engagement. Within these policy discourses, one activity in urban areas usually relegated to the ‘informal’ economy is small home‐based market stalls, referred to in this paper as haus maket. Located at homes or on nearby roads, haus maket are prolific and available to the public, and as such provide a similar function to public market places as spaces to make money. This paper considers these public yet intimate spaces as sites where vendors, usually women, embody and lead contestations between money and moral value spheres. At a time when the policy emphasis is on the formal economy and larger market places in PNG, why do such small market places persist? The first aim of this paper is to establish the role of haus maket as a site where spheres of value intersect. Rather than being ‘informal’ and peripheral, I seek to foreground its centrality to the economy but also as a site where economic and social moral values conflate. The second aim of the paper is to examine the role of sharing as a form of transaction in its own right distinct from exchange as a transaction between two actors. Haus maket stalls are sites of sharing and of moral action and value where forms of value in the settlement are shaped and negotiated.  相似文献

In the contemporary African context of rising competition and anxiety over access to land, neoliberal policy interventions designed to clarify property rights, broaden political participation and increase official accountability have frequently provoked rather than alleviated social and political conflict. Comparing case histories of local struggles over land and authority in selected rural areas in Ghana, Côte d'Ivoire and Bénin, this paper argues that in situations where access to land has been linked historically to claims on authority and social belonging, pressures to privatize or clarify ownership have intensified debates over citizenship and governance as well as over land claims per se. Ensuing struggles over land and entitlement have intersected with national as well as local economic and political dynamics, reinforcing ‘traditional’ hierarchies, contributing to the proliferation of formal and informal governing agents and institutions, and frequently disrupting or subverting open governance and sustainable resource use, rather than helping to create conditions for sustainable development and democratization.  相似文献

Methods for evaluating regional and urban policies have become increasingly sophisticated in recent years. However, this paper argues that the evaluation of Structural Funds programmes has systematically underplayed the effect of governance on both programme design and implementation. This paper uses the role of voluntary and community sector organizations in promoting community economic development initiatives within the European Union's Structural Funds programmes in South Yorkshire as a case study. An argument is made for extending evaluation methods, especially theory-based evaluation, through using multi-level governance as a “theory of change”. A key finding is that to explain how programmes work, evaluators need to consider formal partnership and management arrangements, their traditional focus, but also wider governance structures and the importance of informal policy networks. Such a focus allows for a consideration of issues such as resource mobilization and power.  相似文献

Conceptual history is a useful tool for writing the history of emotions. The investigation of how a community used emotion words at certain times and in certain places allows us to understand specific emotion knowledge without being trapped by universalism. But conceptual history is also an inadequate tool for writing the history of emotions. Its exclusive focus on language fails to capture the meanings that can be derived from emotional expressions in other media such as painting, music, architecture, film, or even food. Here emotion history can contribute to a rethinking of conceptual history, bringing the body and the senses back in. This article proposes a theoretical model to expand conceptual history beyond language by exploring three processes of emotional translation: First, how the translation between reality and its interpretation is mediated by the body and the senses. Second, how translations between different media and sign systems shape and change the meanings of concepts. Third, how concepts translate into practices that have an impact on reality. The applicability of the model is not limited to the research on concepts of emotion; the article argues that emotions have a crucial role in all processes of conceptual change. The article further suggests that historicizing concepts can best be achieved by reconstructing the relations that actors have created between elements within multimedial semantic nets. The approach will be exemplified by looking at the South Asian concept of the monsoon and the emotional translations between rain and experiences of love and romance.  相似文献

Power and authority in Russia are traditionally seen to reside with the president. Such an understanding was emphasized during the eight years of Vladimir Putin's presidency, from 2000 to 2008, as he sought to centralize power, strengthen the state and establish a strong vertical of power to implement policy. This article examines the nature of this power and authority in the light of the tandem, the ruling arrangement between current President Dmitry Medvedev and Prime Minister Putin. While acknowledging the central importance of Vladimir Putin in Russian political life, the article argues that emphasis on his role draws too much attention away from the leadership team that he has shaped with Medvedev. This team takes shape in formal institutional structures such as the Security Council, which has become an increasingly important group as a reservoir of experience and authority. It also takes shape in an informal network that stretches across state and business boundaries. Although there are some tensions in the network, this team ensures broad policy continuity. Furthermore, the article questions Putin's success in establishing a vertical of power, and the authority of both President Medvedev and Prime Minister Putin. The analysis explores evidence that suggests that, despite the appointment of loyal personnel in this vertical of power, presidential instructions, orders and personnel commands often remain incompletely and tardily carried out or even unfulfilled. In essence, therefore, although many have suggested a split within the leadership, particularly between Medvedev and Putin, the article suggests that the more important splits are horizontal ones between different layers of authority. Thus, a process of direct control is necessary, whereby the most senior officials are obliged personally to oversee the implementation of their instructions. The article concludes by suggesting a reconsideration of our terms of reference for Russian politics, replacing the tandem with the team, and introducing ‘manual control’.  相似文献

It is increasingly recognized that the work of (unpaid) informal caregivers constitutes an important contribution to care delivery in the United States and in many other societies. Accounting for the range of social, economic and political circumstances in which this care is produced has become the focus of a number of academics and others theorizing the ‘third sector’, or the ‘social economy’. However, some scholars are concerned that the increasing attention paid to the role of informal economic activity will either legitimate neoliberal state withdrawal from social reproduction or facilitate continued invasive commodification of relationships that were formerly part of social life. While these are possible dangers, J.K. Gibson-Graham's diverse economy framework and theory of community economy allow us to understand the social and economic conditions that support, rather than undermine, a caregiver's fidelity to the process of caring. Given the size of the informal caregiving sector, it would remain an important aspect of the care economy even if the United States developed a national health care system. It is important to understand informal caregivers as economic subjects, with their desires, motivations, hopes and anxieties. What emerges from my qualitative research is an understanding of informal caregivers as ethical subjects who operate best in a network of collective recognition and support. Informal caregivers are neither self-interested economic actors nor (necessarily) victims of failed social support. Rather, they are, potentially, agents of change in a new politics of health care reform.  相似文献

Informal financial markets in developing countries, and their role in the development process itself, form a relatively neglected area when it comes to research and policy planning. It seems, however, that this may be due to inaccurate perceptions of the value and effectiveness of this sector, and of its relationship to formal sector financial institutions. This paper uses data from an extensive research project on informal financial markets in Bangladesh to examine the size of the informal market, its relationship to the formal financial sector and the part it plays in the process of development. The paper concludes that, in all these aspects, the informal financial markets are more important, more efficient and more equitable than is generally supposed.  相似文献

This paper explores the relationship between active citizenship at a local level and the workings of local government, focusing on urban planning processes in the Greater Dublin Area, Ireland. The paper argues that to fully understand the role of community actors within urban planning, there is a need to look beyond the institutions of planning and formal avenues of decision-making to examine the overlapping, disorganized and informal practices that are increasingly mobilized to influence planning outcomes. We argue that a key motivation for community action within our case study areas relates to the perceived failure in traditional representative democracy in managing rapid urban growth and addressing quality of life concerns of local residents. Rather than collaborate with the state in organized planning arenas, community actors play a key role in informal politics both outside and against the state, leading to tensions between state efforts to promote active citizenship and the resultant community action.  相似文献

In recent decades, many Appalachian households have experienced declining incomes due to the loss of traditional male jobs in the mining and manufacturing sectors. One response to this decline has been an increase in female employment in formal sector activities. Another response is homework, or the home-based production of goods and services for sale in the formal and informal sectors. In rural Appalachia, where formal jobs are often unavailable or inadequate to support a household, many women are engaging in homework as an economic strategy. Consequently, economic restructuring cannot be fully understood without analyzing household strategies and gender relations. This paper examines the intersection of gender, households, and economic restructuring as it relates to women's homework and employment shifts in rural Appalachia. Research for this paper entailed qualitative interviews with 50 West Virginia women who are engaged in the home-based production of goods and services. The study analyzes the variety of homework activities done by rural women, their contribution to household incomes, and the effect of these activities on gender relations and divisions of labor in the home. The research forwarded in this study advances a conceptual understanding of household economic strategies and has some practical applications for women and economic development in underdeveloped regions .  相似文献

This article questions the export of ‘social exclusion’ discourse to the field of development and poverty studies. It considers the findings of ongoing research into chronic poverty in the Western Cape district of Ceres, one of the centres of the South African deciduous fruit export industry. It explores the links between the livelihood options of poor people and processes of global integration, agro‐food restructuring and the modernization of paternalist farming styles. In this context the concept of ‘social exclusion’ is of only limited utility, and has significant disadvantages. Although it has the potential to focus attention on the disabling effects of poverty, its most common usage often fails to capture how poverty can flow not only from exclusion but also from processes of integration into broader economic and social networks. The author argues that these are better captured by the notion of ‘adverse incorporation’, and calls for a more cautious approach to the modernizing myths and moralizing narratives that shape policy debates.  相似文献

Non-governmental organizations (NGOs) are the modus operandi in the development arena at this juncture. Many, including feminists, place much faith in these actors for creating a progressive space for social, political, and economic activities to be undertaken. This article employs fieldwork evidence from eastern Sri Lanka, carried out in 1998–1999 and early 2004, to challenge this simplistic reading. The primary social group that was studied during the fieldwork period was female-headed households. This article argues that there are different types of NGO working in multiple ways in the region, and it is important to distinguish between these differences. NGOs that primarily execute development-oriented projects without considering the ethno-nationalist and gender politics are culpable of the violence of development. It is only when NGOs are in local communities for the long haul that they are able to develop a commitment to reassess and evaluate the social transformative potential of their activities. Using a feminist political economy perspective this article argues that it is important and necessary that NGOs confront social, political, and economic structures, including ethnic identity politics, if their activities are to lead to transformative feminist politics. In other words, NGOs would have to do more than pay lip service to gender mainstreaming, as is more often the case. These actors need to recognize and understand the potency of ethno-nationalist politics, social structures, social exclusion, and social injustice in order to create social spaces that are enabling of women's agency in the local communities within which they work and operate.  相似文献

This article challenges the conventional interpretation of the transition from French to British rule in Quebec, which has emphasised the increasing marginalisation of women in the colonial economy. Using hitherto unexplored criminal and civil court records and newspaper advertisements, reveals that women and in particular married women, both French and English speaking, were active in all facets of business life. Given the importance of imported British luxury items in the colonial economy following the American Revolution, this article argues that women occupied a particularly dynamic segment of business life in Quebec, and were especially prominent in the critical textile and fashion trades. A major theme of this article is to show the significance of informal trade networks in expanding economic development in the late eighteenth century, where women were demonstrably key players. The presence of women in both formal and formal economies goes far to locating Quebec in a burgeoning Atlantic economy, and to explaining the nature of consumer society in this new British colony.  相似文献
