Central banks worldwide are developing, piloting and launching new central bank digital currencies (CBDCs). As the hub for the central banking community, the Bank for International Settlements (BIS) promotes a curiously botanical CBDC imaginary. From ‘money flowers’ to ‘tree trunks’ and a ‘strong canopy’, This helps to naturalize CBDC without clarifying its sociopolitical implications or envisioned monetary future, such as geopolitical tensions and financial fragmentation, new modes of financial interaction or the strengthened role of central banks. While omitting the paradoxes and ambivalences of CBDC, the imaginary of the BIS structures the enfolding discourses and allows the bank to function as a think tank for financial policy-making.  相似文献

From early April to late June 2018, the nearly 2,600 immigrant children – mostly refugees fleeing violence and poverty in Central America – were forcibly taken from their parents at the United States’ southern border following implementation of the Trump administration's ‘zero tolerance’ policy. The policy took effect when the US Justice Department began aggressively prosecuting undocumented immigrants crossing the US‐Mexico border. Following a public outcry and growing protests, President Trump issued an executive order declaring an end to family separations on 20 June. Several days later, a federal court mandated that the government reunite those immigrant families affected by the ‘zero tolerance’ policy. In mid‐August, more than 550 children who had been detained following the implementation of the policy remained in federal custody. Thousands more ‘unaccompanied minors’ – typically teenagers who were caught crossing the border without adults –remain in indefinite detention. This editorial analyzes this situation from an anthropological perspective by reviewing relevant ethnographic literature on undocumented Latin American immigrants in the US.  相似文献

This paper considers how debates over the instrumentalisation of the arts have informed the cultural production of an Australian arts organisation – Multicultural Arts Victoria (MAV). In an effort to make multicultural arts more ‘mainstream’, MAV has increasingly adopted market‐based rationales for its work – particularly the use of ‘audience development’ policy frameworks. It is easy to evaluate this marketisation of multicultural arts negatively as an acceptance of neoliberal policy agendas and as a weakening of its commitment to ‘cultural development’ goals. This paper suggests, however, via a critique of Ghassan Hage’s analysis of multiculturalism, that such accounts do not consider how economic rationales actually sit in practice with MAV’s other (cultural development) agendas. Such critiques, therefore, preclude an affirmative reading of the instrumentalisation of multicultural arts. An alternative analytical framework is proposed – one which can more readily account for multicultural arts as a set of practices informed by diverse agendas, and which acknowledges how such practices might both contest and converge with official government policies.  相似文献

This article focuses on a key element of the IMF's agenda for change: the repackaging of its economics of crisis around inflation targeting. It examines how this new policy regime redefines the political economy of the IMF's policy advice, and contextualizes it by focusing on Eastern Europe, the region worst affected by the global financial crisis which began in 2007. The article compares the conditionalities designed under the new and old policy regimes and argues that the mainstreaming of inflation targeting reproduces the IMF's function within a neoliberal political economy. It shows how, depending on the role of the IMF in the policy process, the models that inform policy are employed differently. During ‘normal’ times, models engender a contractionary bias that favours speculative capital. When acting as ‘lender of last resort’, the IMF retains the traditional emphasis on fiscal contractions, paying only lip service to its new economics of crisis while further ignoring crucial questions of macroeconomic policy coordination or the destabilizing potential of short‐term capital inflows.  相似文献

This article proposes three possible reasons why political leaders abide by policy decisions in the face of vigorous opposition – because they perceive the policy to be ‘right’, because abiding by a decision is necessary to appear ‘strong’, or because of personal motives arising from the leader themselves. The article applies this framework to Paul Keating's apparent refusal, as Treasurer in 1989, to consider mortgage relief in the midst of prohibitively high interest rates arising from monetary policy at that time. The article concludes that it is the ‘personal’ dimension that most explains Keating's decision-making on this issue. This is a significant finding given that such personal motives are incapable of legitimation in liberal democratic terms, yet policy decisions arising from them can have an immense impact.

This paper discusses perceived benefits and disadvantages of direct inflation targeting for economies in transition in Central Europe. It examines the experience of net inflation targeting in the Czech Republic and of CPI forecast targeting regimes in Poland, providing specific suggestions for enhancing transparency of monetary policy. Inflation targeting is compared with exchange-rate pegging and is viewed as a superior solution for facilitating the monetary convergence of central European EU candidates to the inflation level prevailing in the eurozone. Other benefits of inflation targeting for central banks in transition economies are described as well. Abstract

This essay offers a critical analysis of the ‘culture and sustainable development’ discourse, notably among cultural activists and in actually existing cultural policy. It interrogates the utility of the narrative, seeks to uncover the semantic manoeuvres it employs and challenges the conventional wisdom it represents. The essay first explores the itinerary of the ductile notion of ‘sustainability’, the ways in which it has been stretched far beyond the original intent of those who coined the term, and identifies the conceptual discontents that this semantic multiplication has entailed. It hypothesizes that precisely because the term ‘sustainable’ and its derivatives are so acceptable and malleable at the same time, they have been easy to yoke to the bandwagon of the many-faceted and totalizing process that is ‘development’, allowing many different actors to project their interests, hopes, and aspirations under this composite banner. The essay then analyses the campaign to make culture ‘the fourth pillar of sustainability’ under the banner of the movement called ‘Agenda 21 for Culture’. It concludes with a plea for a return to the original ecological focus of the term ‘sustainability’ – notably as regards climate change – and outlines some cultural policy responses such a focus can and should generate.  相似文献

Even as the world’s sole superpower, the United States requires the cooperation of other states to achieve many of its foreign policy objectives. The President of the United States thus often serves as ‘Diplomat in Chief’ in public diplomacy efforts to appeal directly to publics abroad. Given Donald Trump’s antagonistic approach to foreign relations and widespread lack of popularity, what are the implications for support for US policy among publics abroad – particularly among middle power states allied to the US? While previous research on public opinion relying on observational data has found that confidence in the US President is linked to support for American foreign policy goals, the mechanisms at work remain unclear. Using original data from survey-based experiments conducted in Canada and Australia, this article seeks to clarify the effect of ‘presidential framing’ (presenting a policy goal as endorsed or not endorsed by Trump) on attitudes toward key policy issues in the Canada–US and Australia–US relationships. Results point to a negative ‘Trump framing’ effect in Canadians’ and Australians’ trade policy attitudes, but such an effect is not observed in other policy domains (energy policy in Canada, and refugee policy in Australia).  相似文献

Contemporary Australian Indigenous policy changes rapidly and regularly fails to deliver its stated aims. Additionally, political and social relationships between Aboriginal and Torres Strait Islander peoples and the Australian state remain complex and contested. This article draws on critical Indigenous theory, alongside the increasingly influential scholarly paradigm of settler colonialism, to draw these two elements together. It highlights the ongoing nature of colonial conflict, and the partisan nature of state institutions and processes. While policy is usually framed as a depoliticised, technical practice of public management for Indigenous wellbeing, I suggest that it also seeks to ‘domesticate’ Aboriginal and Torres Strait Islander peoples, perform their dysfunction and demonstrate state legitimacy. This is especially the case in Australia, which has a long tradition of framing domestic welfare policy – rather than legal agreements – as the ‘solution’ to settler colonial conflict.  相似文献

High and unstable inflation rates have prevailed in Brazil during the period 1985-92. All attempts to stabilize the economy have failed and ‘living with inflation’ has become politically feasible. The structure of the financial market in general, and financial adaptation mechanisms in particular, have played a crucial role in implementing and maintaining this political-economic option. Financial adaptation mechanisms sway the management of monetary and fiscal policies, with a direct influence on the credibility of macroeconomic policy announcements. More importantly, distributive asymmetries generated by those financial instruments, in association with differences in political motivation for different groups in the society, have created a stalemate regarding stabilization efforts. This article argues that, for the Brazilian case, the positive economics literature has failed to explain the inflationary phenomenon because it has not considered financial adaptation as an important linkage between political motivation of certain groups in the society and the correspondent desirable economic outcomes. The validation of social-economic objectives of certain classes became an important raison d'être of financial adaptation. Consequently, change of inflationary regimes carries costs and benefits far beyond those implied by fiscal reform alone.  相似文献

This article aims to reintegrate the colonial history of Canada as part of the grids of analysis for understanding the evolution of its Federal cultural policy. Building on the notion of settler colonialism and its implication for Indigenous population (For the purposes of this paper, the term ‘Indigenous’ is used in place of, perhaps, more popular or familiar terms – such as ‘Aboriginal’ or ‘Native’ – in order to remain consistent with current Indigenous politics. In particular, some Indigenous scholars are reluctant to accept the label Aboriginal because they feel it is consistent with the colonial order imposed by the Canadian government [Alfred and Corntassel 2005, p. 599]). The term Indigenous also alludes to a global political awareness and to forms of alterity between different populations from North America, South America, Asia, and the Pacific. in Canada, this paper documents different transformations in cultural policy and illustrates some of its paradoxes and challenges. Building on principles developed by Indigenous scholars, this article highlights some of the components for decolonizing cultural policy in Canada. Sen's entitlements approach has attracted much attention and imitation, including attempted extensions beyond its original context in the explanation of famines. It has evolved in various ways as it is applied to new regions, purposes and subjects – beyond South Asia, to policy design and to matters of routine hunger, environment, gender and overall intra-societal distribution. For analysis of famines, the approach provides a valuable set of concepts and questions in explanation and policy design; but it gives a general frame rather than a comprehensive theory or detailed explanatory model. For wider subjects, this general approach – a socially disaggregated, institutionally aware analysis of effective command over specific necessities – is again valuable. However, difficulties may arise with its concept of ‘entitlement relations’, and with confusions related to the label and the referent of the ‘entitlement’ concept, and to the original ‘exchange entitlement’ label. Sen's concepts and labels reflected, naturally enough, the purposes in his study of the 1940s Bengal famine and its specific conditions. A modified set of concepts and labels may be more helpful, together with an underlining of the variety of contexts and of the limits to any one theoretical frame.  相似文献

In this paper, I challenge the conventional view that trade agreements act as a major constraint on Australia’s industry policy options. Through a comparison with South Korea – a country with similar trade obligations to Australia – I find that the Australian government retains significant room to move in the industry policy sphere. However, Australian policy-makers appear far less willing than their foreign counterparts to use that space. To explain Australia’s comparative industry policy in-activism, I move beyond broad-brush explanations centred on ‘liberal ideology’ to explore the ideational, institutional and structural obstacles to the pursuit of a more proactive industry policy approach on the part of Australian policy-makers.  相似文献

ABSTRACT

In this paper, we argue that policy assumptions are shaped by mythical narratives carrying underlying beliefs and values. Drawing on narrative studies, organisational theory and Gramsci’s cultural hegemony theory, we examine how sense-making narratives create consensus, how they imply causation and individual agency, and finally how narratives fragment to reveal alternatives to hegemonic ‘common sense’ assumptions. Applying this framework to cultural policy we examine the place of mythic, sense-making narratives in the historical development of foundational national cultural policies in the UK and Mexico – respectively, narratives of ‘the civilising mission’ and ‘social transformation’. We then consider narrative emplotment and individualisation underpinning assumptions about individual creativity in the UK creative industries policy. Finally, we address the postmodern turn in narrative studies, showing how fragmented, polysemous narratives fracture cultural policy into ‘personalised truths’ and give voice to other, counter-hegemonic perspectives. We conclude by proposing an agenda for narrative research in cultural policy.  相似文献

1984年以来,中国的宏观调控在总体上可界定为以抑制总需求和以扩大总需求为特征的两大阶段,它们决定了中国货币政策的演变及其特点。具体说来,以1997年作为分界线,之前主要是以反通货膨胀为目标,表现出抑制需求的特征;之后是以反通货紧缩及促进经济增长为目标,表现出扩大需求的特征。与此相联系,我国货币政策工具演变的突出特点是计划性工具逐渐减少,市场经济意义上的工具不断增加。我国货币政策演变的进程反映了从直接的计划控制不断向间接的市场调节转变,展示了我国宏观调控向规范化方向发展的一般历程。  相似文献

Currently, the impacts of Covid-19 are receiving significant global attention. This also applies to the extractive industries, where this global crisis is directing the gaze of policymakers, donors and academics alike. Covid-19 is seen as having far-reaching and disruptive consequences, especially in the case of artisanal and small-scale mining. While the authors consider this attention important, their work on artisanal and small-scale mining in Ghana – and West Africa more broadly – reveals that for many miners, Covid-19 is ‘just’ another interruption to their lives and lifeworlds which are chronically affected by interruptions of different scales, magnitudes and temporalities. As anthropologists have shown, foregrounding this structural condition – which is emblematic for the lives of many people, especially in the Global South – is key to questioning, understanding and contextualizing the current moment of ‘global’ crisis and must be an element of any policy and research emerging from it.  相似文献

In recent years, ‘bottom of the pyramid’ (BoP) initiatives – from Grameen Phone Ladies and Solar Sister, to Women First and Living Goods – have captured increasing attention, not only in corporate boardrooms where the desire for untapped revenue streams looms large, but also in the arenas of development policy and practice, where entrepreneurship is celebrated as a way to repurpose ‘informal’ and/or ‘subsistence’ workers through new forms of private sector engagement. Based on fieldwork with BoP schemes in Bangladesh and South Africa, and cases drawn from other regions, this paper explores how development is outsourced through the figure of the BoP entrepreneur, the ‘poor’ woman who travels door‐to‐door delivering a range of branded manufactured goods across the ‘retail black spots’ of developing countries. These women are actively converted into entrepreneurial subjects through a set of ideological and material practices that aim to produce and hone the requisite traits of industry, market discipline and entrepreneurial distinction to succeed in global business; subject positions that can bring tangible rewards to those who successfully assume them. However, the process of outsourcing development to a reservoir of ‘informal labour’ unsettles BoP claims of ‘inclusive capitalism’, as an ethos of meritocracy and individual responsibility not only deflects the responsibility for development onto the poor themselves, but remakes their subjectivities in service to global brands.  相似文献

The end of the Bretton Woods system, following the US decision of August 1971, and the simultaneous re-launch of the European integration with the enactment of the Werner plan came at a critical moment of internal weakness for Italy. This article highlights how the Italian government and the monetary authorities – while not always on the same wavelength – tried to tackle these challenges with a view to preserving the principles of multilateral cooperation that had promoted the country's recovery in the post-war years. By launching the project denominated ‘Global Approach’ in the summer of 1972, Italy tried to interconnect the modification of the Werner plan with the reform of the international monetary system within the International Monetary Fund (IMF) in order to restrain the growing trends towards unilateralism. However, despite all efforts, both initiatives were doomed to failure while the country entered a dramatic period of political instability and social unrest.  相似文献

Prior to being sent to detention facilities located throughout the country, children were held in Border Patrol ‘processing centres’ like this one located in a converted warehouse in McAllen, Texas. The US Department of Homeland Security released photos of the facility, some of which revealed small children huddled on mats, wrapped in Mylar blankets. Following a public outcry and growing protests, President Trump issued an executive order declaring an end to family separations on 20 June. Several days later, a federal court mandated that the government reunite immigrant families affected by the ‘zero tolerance’ policy. Even so, in mid‐August, more than 550 children who had been detained following the implementation of the policy remained in federal custody. Back Cover GANESHA in THAILAND For increasing numbers of Thais, the ritual worship of the elephant‐headed god Ganesha is providing new ways for attaining prosperity. Although Ganesha devotion is hardly new to practitioners of Theravada Buddhism, in the past five years, the Northern Thai city of Chiang Mai has experienced a boom in the establishment and patronage of dedicated Ganesha institutions. With the new institutions come Ganesha‐related ritual events, merit‐making and the collective effervescence of festival revelry. At this 2017 Ganesha Chaturthi opening day parade at the Ganesha Museum in Chiang Mai province, devotees tow a giant float through the crowds. Here, sacred Ganesha dons distinctly Indian‐style attire as he lounges in a howdah atop an elephant. Other participants in the parade include teachers and students from three local elementary schools, and women from 11 local village housewives' associations. On the back of recent economic downturns, political and existential crises notwithstanding, what makes this Hindu god become the centre of a new Thai prosperity cult? Ganesha has long been worshipped as the god of new beginnings and the remover of obstacles. He is also associated with the creative arts. But today, Thais are increasingly turning to him for their physical and financial health problems, and new media and spirit mediums contribute to exciting new forms of enchantment. In this issue, Ayuttacorn & Ferguson explore how two Ganesha institutions in Chiang Mai facilitate these processes, and create new kinds of sacred, symbolic packages for spiritual assistance.  相似文献
