This paper is a case study of specialization in clinical medicine - it is a story of the difficult and complicated birth of a neurosurgery clinic in Russia and the Soviet Union. It demonstrates the futile attempt to institute a new specialty as surgical neurology advocated by neuro(patho)logist V.M. Bekhterev (1857-1927) and implemented by his pupils L.M. Pussep (1875-1942) and A.G. Molotkov (1874-1950). However, surgical neurology was gradually replaced by neurological surgery performed by general surgeons N.N. Burdenko (1875-1946), A.L. Polenov (1871-1947), and V.N. Shamov (1882-1962). Part of my paper is dedicated to the institutional history (emergence of the Institute of Surgical Neurology in Leningrad (in 1926) and the Central Institute of Neurosurgery in Moscow (in 1934). The Moscow Neurosurgical School was focused on lesions of the central nervous system whereas the Leningrad neurosurgical school dealt primarily with peripheral nerve surgery. In the 1930s neurosurgical clinics were established beyond the two capitals - in Rostov-on-Don, Kharkov, and Gorky. Similar to the centralized five-year planning in the Soviet economy, a new discipline of neurosurgery was also centralized and planned from Moscow in the 1930s. It was characterized by kompleksnost' - concentration of several auxiliary disciplines (neuroradiology, neuroophthalmology, neurophysiology, etc.) within neurosurgical research institutions in Leningrad and Moscow. Particular stress was made on the experimental nature of a new discipline, which was viewed as a sort of applied neurophysiology.  相似文献

During the period since the collapse of the USSR, a number of different history books have appeared in Russia. The book under review was published in Moscow in 2007 and appears to be the first textbook officially endorsed by the authorities. It has stirred up considerable controversy in Russia where liberals have portrayed it as an uncritical eulogy of President Putin and an attempt to gloss over Stalin's record. However, despite its sometimes polemical tone, the book is more nuanced. It is not pro‐Soviet, but is decidedly anti‐western; and claims to provide a new version of Cold War history and of Soviet collapse. It deserves study even by those who reject its arguments, because it throws further light on the emergence of nationalism as a political force in Russia.  相似文献

G.I. Rossolimo was attracted to neurology as a medical student in the late nineteenth century and remained affiliated with Moscow University most of his life. His training included psychiatry, neuropathology, and laboratory research in his postgraduate years. The domain of his neurological clinical interests was vast. His most enduring efforts were directed toward neurological illnesses and developmental delay. He established a children's institute for neurology and psychology that was the first of its kind in Russia. In addition he developed a neuropsychologic examination for assessing cognitive function. His sustained interests were pursued during and after revolutionary changes in his government.  相似文献

Abstract

The modern period of chart making in Russia began in the reign of Peter the Great. Peter created the country's navy, which became the main focus for cartography in the eighteenth century. In this paper the multi‐faceted duties of naval officers in the charting and mapping of seas, rivers, forest resources and other features important for ship building and the development of navigation, and essential to Russia's geo‐political interests, are considered. The history of the early stages of specialized naval education and the training of surveyors at the Moscow Mathematical‐Navigational School (from 1701) and the St Petersburg Naval Academy (from 1715) are outlined, and the first surveys in the Baltic and Caspian seas are described. Finally, special attention is paid to the hydrographical surveys and charting of the Aegean Sea during the Russian‐Turkish war of 1768–1774, the sources and methods involved, and the little‐known Atlas of the Archipelago (1788) which was created from the surveys.  相似文献

Russian foreign policy reflects an evolving balance between vulnerability and opportunity. For much of President Putin's second term, Russia has been on the defensive. Despite increasing economic strength, observed in greater activity and an apparently more confident rhetorical stance, Russian diplomacy reflected a sense of vulnerability in Moscow. Indeed, diplomacy was largely inward looking: on the one hand it was a tool with which to unite and mobilize the Russian population rather than confront the West; on the other hand, it was a means of preventing external interference in Russian domestic affairs. On another level, Moscow sees an international situation destabilized by the unilateral actions of the US and an attempt by the ‘western alliance’ to assert and export its value system. But Moscow also believes that the international situation has reached a moment of transition, one which presents an opportunity for a Russia that lays claim to a global role. Russian foreign policy reflects a broad consensus in Moscow that asserts Russia's status as a leading power with legitimate interests. This moment of opportunity coincides with Moscow's desire to rethink the results of the post‐Cold War period and to establish Russia as a valid international player. Continuing constraints and recognition that its domestic priorities proscribe Moscow from seeking confrontation with the West, which it cannot afford. Nonetheless, the attempt to establish the legitimacy of sovereign democracy as an international model of development appears to represent an important development in how Russia will approach wider European politics.  相似文献

Italian neurologist Vincenzo Neri was able to discover cinematography at the beginning of his career, when in 1908 he went to Paris to learn and improve his clinical background by following neurological cases at La Pitié with Joseph Babinski, who became his teacher and friend. While in Paris, Neri photographed and filmed several patients of famous neurologists, such as Babinski and Pierre Marie. His stills were published in several important French neurological journals and medical texts. He also collaborated with Georges Mendel, who helped Doyen film the first known surgical operation in the history of cinema. In 1910, when he came back to Bologna, he continued in his clinical activities and, for 50 years, slowly developed a huge archive of films, images, and prints of neurological, psychiatric, and orthopedic cases. This archive was extremely helpful to Neri, who especially needed to analyze neurological disorders and to differentiate them from functional conditions in order to understand clinical signs, rules, and mechanisms.  相似文献

Abstract. This paper considers the Chechen secessionist struggle against Russia. Although the Chechens had good moral grounds for claiming independence in November 1991, this paper shows that Yeltsin also had reasons, defensible in legal terms and liberal secessionist theory, for rejecting it. Even if Moscow had granted Chechnya independence, this would not have created peace and stability. Moscow had a right to defend its territorial integrity, but its conduct in the war has proved counter‐productive. It has polarised opinion in Chechnya and made any solution to the crisis more difficult to achieve. On paper, Moscow's longstanding proposal of political autonomy for Chechnya looks the best way forward, but it is unlikely to satisfy Chechen nationalists or the Islamic fundamentalists who have more expansionist aims.  相似文献

Late 1950s was a period of recognition of Russian neurophysiology by international neuroscience community and vice versa. This process of "opening windows in both directions" might be illustrated by the story of The Moscow Colloquium on Electroencephalography of Higher Nervous Activity. The Colloquium took place on October 6-11, 1958 at the House of Scientists in Moscow. It was organized by the Academy of Sciences of the USSR under the initiative of the Institute for Higher Nervous Activity and focused on (a) EEG correlates of cortical excitation and inhibition; (b) electrophysiological study of different brain structures and their role in conditioned reflexes; and (c) EEG of higher nervous activity in humans. At the final session it was suggested to launch an International Year for the Study of the Brain and to ask UNESCO for international coordination of brain research. This resulted into the International Brain Research Organization (IBRO) founded in 1960. This article is based on unpublished records of international contacts of Soviet neurophysiologists and organization of the Moscow Colloquium from the Archive of Russian Academy of Science (ARAN), reports in Soviet periodicals, publications in obscure Festschriften, etc.  相似文献

During the so-called "Gründerjhare" or "founding years" in Berlin it became necessary to build new hospitals because of the rapid growth of population. As a result, several infirmaries, asylums for the insane and institutions for epileptics were build between 1877 and 1912. The new building of the University of Neuropsychiatric Clinic ("Nervenklinik") of the Charité was opened in 1905 according to plans made by Friedrich Jolly (1844-1904), the physician who named myasthenia gravis pseudoparalytica. A "Neurological Central Station", under the direction of Oskar and Cecil Vogt, in existence since 1898, was a research center dedicated more to morphology. There the study of the structure of the cerebral cortex by Korbinian Brodmann (1868-1925) and research into basal ganglia diseases by the Vogts began. The Kaiser-Wilhelm Institute for Cerebral Research, which moved into a new building in 1931, also had its origin here. Hermann Oppenheim (1858-1919) promoted independent clinical neurology, as did his younger contemporary, Max Lewandowsky (1876-1918), who was already advising physician for neurology at the Berlin-Friedrichshain Hospital. Hug Liepmann (1863-1925), the creator of apraxia theory, worked at the asylums for the insane in Dalldorf (Berlin-Wittenau) and Berlin-Herzberge. In 1911, the first neurological unit was established in the large hospital in Berlin-Buch under the direction of Otto Maas. Not until after World War I were further neurological hospital units founded, under the direction of Paul Schuster (1867-1940), Kurt Goldstein (1878-1965), Kurt L?wenstein (died in 1953) and Friedrich Heinrich Lewy (1885-1950). These Jewish physicians, as well as C.E. Benda and Otto Maas, had to leave their posts in 1933 and emigrate. The clinical institutions and scientific achievements of these pioneers of independent clinical neurology will be presented up to the point of its violent dissolution.  相似文献

President Vladimir Putin's foreign policy can be characterized as a ‘new realism’, repudiating some of the exaggerated ambitions of Yevgeny Primakov's tenure as foreign minister in the late 1990s while asserting Russia's distinctive identity in world politics. Rather than acting as a classic ‘balancing’ power prescribed by classic realist theory as the response to the hegemonic power of a single state, Russia under Putin tended to ‘bandwagon’ and the country has been a vigorous ‘joiner’. Putin insisted that Russia retains its ‘autonomy’ in international politics while moving away from earlier ideas that Russia could constitute the kernel of an alternative power bloc. However, the opportunity to integrate Russia into the hegemonic international order may have been missed because of what is seen in Moscow as the resolute hostility of groups in the West who continue to pursue Cold War aims of isolating and containing Russia. The Cold War was transcended in an asymmetrical manner, and this has given rise to four major failures: political, strategic, intellectual and cultural. The world faces the danger of the onset of a new era of great power bloc politics, thus restoring a Cold War structure to the international system. With none of the major strategic issues facing the international community at the end of the Cold War yet resolved, we may be facing a new twenty years’ crisis.  相似文献

During the July Crisis, the United Kingdom was put under strong pressure from Russia and the latter's ally, France, to declare it would fight alongside them. Britain had made the entente cordiale with France in 1904 and a Convention with Russia in 1907. The British Ambassador to St. Petersburg, George Buchanan, was the key figure in diplomatic communication between Britain and Russia at this time and his performance has drawn diverse comments over the decades. Some analysts believe he genuinely sought to restrain Russia from war, but was undermined by his own government, who too easily accepted St. Petersburg must mobilise its army. But others feel Buchanan's reports of Russian mobilisation were ill-informed and unhelpful to the government in London. This article examines Buchanan's performance, arguing that he attempted to preserve peace for a time and does not deserve some of the criticisms levelled at him. Nonetheless, the preservation of the Triple Entente was a priority for him and, after about 28 July, once it became clear that European war could not be avoided, he became tardy in reporting Russia's war preparations, appearing more interested in defending his hosts’ behaviour than in providing an accurate analysis of events.  相似文献

Western perceptions of Russia have a long history, starting from the earliest reports in the fifteenth century. For some Westerners Russia appeared as a utopian, harmonious society. For others it appeared as an ideal monarchy. Some, however, saw it as a despotic Asian state. The Western images of Russia from the fifteenth through the seventeenth centuries were thus mixed and ambiguous. The positive image of Russia as the ideal Biblical society that stood outside of history somewhat blurred the differences between Russia and the West. In contrast, for an increasing number of Westerners, especially from the more advanced proto-capitalist countries, Russia was part of the non-Western world, thus emphasizing its difference from the West. Russia was thus assimilated into the Western image of the Orient where repulsion combined with fascination, until, under the impact of Romanticism in the nineteenth century, its foreignness was articulated in terms of civilizational and religious differences.  相似文献

This article examines Russian energy policies toward China over the past decade as reluctant engagement changed into a priority energy partnership. From 2008 to 2016 Russian and Chinese companies signed several major oil and gas agreements, a period in which Moscow reassessed China as a future energy consumer and lifted bilateral cooperation to a new level. The article utilizes the strategic partnership concept as an analytical framework and finds traditional realist concepts and hedging inadequate for this particular case. The study illuminates Russian geopolitical considerations and acceptance of vulnerability, which combined make long-term Russian energy policies more China dependent. Officially, Russia seeks diversification among Asian energy buyers, but its focus has increasingly been on China. Western sanctions imposed in 2014 for Russia’s role in Ukraine accelerated this trend. Moscow’s energy policies toward Beijing with its pipelines and long-term agreements are permanent arrangements that resemble strategic partnership policies. China is eager to increase energy relations with Russian companies, but Beijing also ensures that it does not become too dependent on one supplier. Russian concern over its increased dependence on China in the East is deemed secondary to expanding Russia’s customer base beyond the still-dominant European market.  相似文献

Foreign knowledge being tested: European physicians fighting the Moscow plague of 1771. – The transfer of Western medicine to Russia increased significantly in the Eighteenth century. Foreign doctors were employed, their writings translated, their education standards copied. But who regarded that knowledge as superior and why? Taking the Moscow Plague of 1771 as a case study, this article examines the crucial role foreign and Russian medical practitioners played during the epidemic. It argues that especially those ideas and practices that were useful for social control filtered into politics and public discourse, but failed to convince the majority of the population.  相似文献

Because of defects of the present land-inventory system in the USSR, a more comprehensive land-cadastre system is proposed, making possible an economic appraisal of lands based on soil, geobotanical and agricultural-capability maps and other land data. Such a cadastre would enable authorities to judge the economic effectiveness of any given land use on the basis of costs and yields. The paper was prepared with the assistance of K. V. Zvorykin, P. A. Letunov and staff members of Gosplan USSR, the Moscow Land-Organization Institute, and the Soil Institute named for V. V. Dokuchayev.  相似文献

在中俄关系的发展史上,1992年是关键的一年。在从中苏关系顺利过渡到中俄关系后,由于俄罗斯在1992年上半年推行全面倒向西方的“一边倒”政策,造成了俄罗斯外交政策的失衡,中俄关系的发展受到了一定的干扰。在这种情况下,由于中国始终坚持同俄罗斯发展睦邻友好关系,不搞意识形态的争论;另一方面,俄罗斯外交也做出了调整,提出了既面向西方、又顾及东方的“双头鹰”政策,朝着有利于中俄关系的方向发展。因而,尽管出现了一些波折,但并未对中俄关系产生重大的影响,使1992年成为中俄关系发展的“承上启下”的一年。  相似文献

This article explores explanations of Russia's unyielding alignment with the Syrian regime of Bashar al‐Assad since the Syrian crisis erupted in the spring of 2011. Russia has provided a diplomatic shield for Damascus in the UN Security Council and has continued to supply it with modern arms. Putin's resistance to any scenario of western‐led intervention in Syria, on the model of the Libya campaign, in itself does not explain Russian policy. For this we need to analyse underlying Russian motives. The article argues that identity or solidarity between the Soviet Union/Russia and Syria has exerted little real influence, besides leaving some strategic nostalgia among Russian security policy‐makers. Russian material interests in Syria are also overstated, although Russia still hopes to entrench itself in the regional politics of the Middle East. Of more significance is the potential impact of the Syria crisis on the domestic political order of the Russian state. First, the nexus between regional spillover from Syria, Islamist networks and insurgency in the North Caucasus is a cause of concern—although the risk of ‘blowback’ to Russia is exaggerated. Second, Moscow rejects calls for the departure of Assad as another case of the western community imposing standards of political legitimacy on a ‘sovereign state’ to enforce regime change, with future implications for Russia or other authoritarian members of the Commonwealth of Independent States. Russia may try to enshrine its influence in the Middle East through a peace process for Syria, but if Syria descends further into chaos western states may be able to achieve no more in practice than emergency coordination with Russia.  相似文献
