"A model of private local labor demand and interjurisdictional migration is presented and estimated using data from Swedish counties and municipalities for 1979-84. Our goal is to compare the effects on local labor markets of distinctive public-sector programs with those of traditional market variables. We find that local income taxes and tax-equalization grants have important effects on local labor markets; regional development policy measures and geographical-mobility subsidies do not. Thus, recent efforts scaling back some of these programs may not materially alter the regional economy's performance. Wages and other traditional market variables are also often found to influence significantly local labor markets."  相似文献

In this study I focus on the impact of aggregate labor turnover and regional labor market conditions on gross in- and out-migration within the framework of a neoclassical flexible-wage (equilibrium) model and a fixed-wage (labor-market disequilibrium) model. Using annual panel data on internal gross migration flows in Sweden from 1970 to 1989, I find that regional differences in employment opportunities have the expected effects on migration. The empirical relationship between real wages and gross migration flows is found to be less congruent with theory implications, indicating that compensated regional income prospects are equalized primarily via the interaction between employment opportunities and gross migration flows. Cyclical changes in hirings are shown to have a robust and strongly significant positive scale effect on migration.  相似文献

Abstract.  This study explores the impact of plant‐level labor market dynamics and housing markets on gross migration flows. The internal and the external reorganizations of regional labor markets are shown to be related. An increase in internal turnover of jobs and workers in regional labor markets is found to increase net‐migration. This effect arises mainly from a reduction in out‐migration. Housing markets constitute constraints for migration. In particular, an increase in regional housing prices and a large share of owner‐occupancy housing discourages net‐migration to a region by reducing in‐migration. In contrast, the out‐migration rate remains largely unaffected by housing markets.  相似文献

Low rates of internal migration in many European countries contribute to the persistence of significant regional labor market differences. I use the Mikrozensus, a large annual sample of households living in Germany, to further our understanding of the underlying reasons. This paper makes two main contributions: first, the paper quantifies the disutility of migrating. To this end, I estimate conditional logit models of the migration decision across the German federal states. Second, I then focus on the differences between immigrants and natives. I find significantly higher responsiveness to labor market differentials in the immigrant population than in the native population. Unobserved moving costs for immigrants are estimated to be only about 31 percent of this same cost for natives. The findings bear on the assessment of the economic impact of immigration, and the paper contributes to the current immigration‐related policy debates that feature prominently in many European countries, and that likely will continue to be important in light of the ongoing EU expansion and the resulting east–west migration.  相似文献

The factors which affect individual decisions with regard to geographic movement in Egypt are examined and the magnitude in which each factor exerts its influence on aggregate geographic labor supply adjustments is estimated. The spatial unit used in the study is the administrative region, of which there are 25. No effort is made to esimate the impact which migration has had on the origin or destination region. The migrant will presumably choose that destination which, given his information, the migrant thinks will be best. The model which is employed attempts to explain gross interregional migration without the explicit introduction of an individual decision function. Rather, migration is related to certain aggregate proxy variables. Among the independent variables employed in the analysis are (origin and destination) income, education, urbanization, and population. The other explanatory variable used is the distance between region i and region j. The migration measure employed refers to cumulative male migration which occurred prior to 1960; the independent variables are defined for a given point in time (1960). The independent variables explain a reasonably large percentage of the variance in migration between regions in Egypt. All variables were significant at the 5% level or better. The findings indicate that distance acts as an important impediment to migration. Migration is away from low wage and toward high wage regions, which may have contributed to a narrowing of regional wage differentials. Migrants are attracted to regions which have large populations and to regions which have a large percentage of urban to total population. A tendency exists for migrants to come from regions with large populations. There is also some tendency for migrants to come from regions which have a relatively large urban population. Migrants do not appear to come from regions with high educational levels.  相似文献

ABSTRACT.  In this paper we employ dichotomous, multinomial and conditional logit models to analyze the employment-migration behavior of some 380,000 U.K. university graduates. By controlling for a range of variables related to human capital acquisition and local economic conditions, we are able to distinguish between different types of sequential migration behavior from domicile to higher education and on to employment. Our findings indicate that U.K. female graduates are generally more migratory than male graduates. We suggest that the explanation for this result lies in the fact that migration can be used as a partial compensation mechanism for gender bias in the labor market.  相似文献

Abstract The impact of the recent Customs Union (CU) agreement between Turkey and the European Union on internal migration is studied using an intra‐industry trade Computable General Equilibrium (CGE) model with intersectoral capital mobility under two alternative specifications for the labor market: the traditional Harris‐Todaro approach and the existence of a “wage curve” in the urban sector. Under both specifications, the numerical results show that the CU is welfare enhancing and causes a reduction of the urban‐rural wage gap as suggested by theoretical studies. At the same time, it leads to rural‐to‐urban migration and raises the capital rent, results that are counter intuitive with respect to the dual economy literature. Furthermore, the rise in formal labor demand and the migration response to the CU have not resulted in an increase in urban unemployment (i.e. the “Todaro paradox”), but rather to a fall in the unemployment pool. The study also shows that the Bhagwati‐Srinivasan proposal of maximizing welfare by uniformly subsidizing the entire labor market is impracticable, especially if the high wage union sector can negotiate employment conditions.  相似文献

Peripheral regions commonly appear to be less attractive to live in and policymakers all over the world are applying various measures to make them more attractive. This paper analyzes the effects of two very different measures: The German municipal fiscal equalization scheme and the German structural funds for economically weak areas (GRW). It focusses on the impact on perceived quality of life, measured through interregional migration between German labor market regions. Using a spatial vector autoregressive panel model, we find evidence that equalization transfers have a significant positive impact on regional net migration and contribute to the aim of regional equity. These effects are especially found for regions with low endogenous fiscal capacities. GRW funding reveals no significant effects on net migration rates in total, but short-term effects in rural regions.  相似文献

ABSTRACT This paper empirically analyzes two competing explanations for observed interregional wage differentials among full-time U.S. workers: (1) differences in the average levels of market valued labor characteristics, and (2) differences in rates of return to the characteristics. Hedonic wage equations are estimated for broad U.S. regions using detailed measures of human capital, work environment, and personal attributes collected by a national random sample mail survey. Statistical tests reveal little tendency for interregional structural shifts in the wage equations estimated, an outcome which rests on the inclusion of important, but seldom measured, wage determining variables.  相似文献

ABSTRACT Most “wage curve” studies ignore the geography of local labor markets. However, when a local labor market is in close proximity of other labor markets, a local shock that increases unemployment may not lead to lower pay rates if employers fear outward migration of their workers. Hence, the unemployment elasticity of pay will be greater, the more isolated the local labor market is. Wages are also expected to be higher in regions that interact strongly with other regions. These hypotheses are confirmed by means of an estimation of wage curves with data for 327 regions of western Germany over the period 1990–1997.  相似文献

This paper analyzes the determinants of the journey-to-work commuting patterns for male teenage workers within a single local labor market: the Oakland Primary Metropolitan Statistical Area. Controlling for the intervening opportunities and the intervening labor supply between a given origin and destination reduces the estimated negative effect of distance on the interzonal flow of labor by nearly 90 percent. Nonetheless, physical distance has a significant and substantial negative effect on intrametropolitan youth labor flows. Despite the high correlation between intervening opportunities and intervening competing workers, both spatial variables have sizable, and independent, effects on labor flows.  相似文献

The authors investigate an agriculturally based policy for improving rural incomes and for retarding the rural-urban migration flow. The production of agricultural goods is characterized by a production function in which output increases with increases in agricultural labor inputs, capital, public infrastructure, land, and technology. Differences among regions in agricultural technology will reflect regional differences in education, the institutionalized form of productive organization, and differences in access to technological information channeled through more technically advanced cities. To pick up the effect of out-migration changes in state agricultural labor supply and upon agricultural output, the state's agricultural out-migration rate is included together with the agricultural labor force. The gross migrant flow between 2 locations is hypothesized to depend upon a set of variables influencing the individual's perception of the economic rate of return to be gained by moving, a set of variables reflecting the individual's propensity to relocate, the labor displacement effects of investments, and the at risk population at 1 location available to migrate. It is also taken into account that individuals differ in their response to information about origin and destination wage differentials and that individuals may or may not perceive a new ecnomic gain from migration but may base the decision on other considerations. Results of a statistical analysis using data from the Mexican census of population for 1960 and 1970 are: 1) size of the rural labor force was negatively associated with agricultural wages, contrary to expectations; 2) small farmers have benefited from the expansion of irrigation in Mexico; and 3) higher urban wages attract migration, and higher growth rate of agricultural income retards rural-urban migration. With respect to the 1950-60 decade both agricultural income and rural out-migration impacts could have been substantial but both the impact on local urban growth and on the rate of in-migration to the primate city would have been slight.  相似文献

The author presents an approach to the analysis of labor migration that incorporates the role of market wage variability as a source of information in individual migration decisions. "The focus...is on quantifying the effects of the origin market acting through amenities and the share of market-specific wage variability as it affects forecasts of alternative wages and forecast precision. A subsample of employed males...from the [U.S.] National Longitudinal Survey of Youth (NLS) age 16 to 22 years is used for estimation. The empirical results are consistent with the theoretically predicted relationship between migration propensities and regional differences in the information content of wages. This paper demonstrates the effects of fitting singly and doubly constrained spatial interaction models using the Poisson regression approach. A large data set containing migration flows between labor market areas in Great Britain in 1970–71 is used. The results of fitting unconstrained, singly constrained, and doubly constrained models are compared with respect to goodness of fit and the interpretability of parameter estimates. Abstract. This paper deals with the impact of migration on wages. We introduce a spatial dimension into the job search framework, so that the agent faces neither the same job offer distribution nor the same search costs when looking for a job inside his local labor market. This is in comparison to the agent searching outside his local labor market, where migration costs are a factor. We estimate wage equations in which we introduce the decision to migrate as a binary choice, and later as a polychotomic choice (stayer/mover from provinces to Paris/mover from provinces to provinces). We find no selection effect for people with low levels of education, and a positive selection effect for highly educated migrants. When we distinguish the migration destination for highly educated from provinces, we find a hierarchical effect, that is, the selection effect is higher for men who migrate to Paris than for those who migrate to other provinces.  相似文献

ABSTRACT The Todaro paradox and the effects of job creation in urban areas will be re-examined in our spatial model in which the radius of the labor market is endogenously determined by the rational choices of workers. The travel cost of workers plays a crucial role in the choice between two different types of response, migration or commuting. By considering travel costs, we find that the Todaro paradox can be applied to developed, as well as developing, countries. Job creation in urban areas can produce a paradoxical increase in urban unemployment in developed countries, because the low marginal cost of travel will significantly increase the radius of the urban labor market and create new labor supply without migration.  相似文献

Early research on migration in LDCs, initially motivated by labor market postulates offered by Harris and Todaro, built upon general equilibrium models of interregional trade. In contrast, recent research on migration (such as Brueckner and Kim in this issue) builds upon a partial equilibrium analysis that is based on an urban land model. There are subtle differences between these models that complicate intermodel comparisons. The current paper, motivated by this complexity, has three purposes: (1) a mathematical explication of the state of the art in migration modeling, (2) a provision of further insights into the Todaro paradox, and (3) a suggestion for future research predicated on melding the urban land and interregional literatures.  相似文献

ABSTRACT This paper examines which types of individuals are attracted to or repelled from rural and urban areas in France. Migration decisions among urban centers, suburbs, and rural areas are examined for three age groups. Differences between locations are assumed to be driven by agglomeration economies and externalities resulting from densities. We therefore stress the role of labor‐market size, land markets, and commuting time in migration decisions. The results from multinomial mixed logits show that large labor markets attract the youngest and in particular educated individuals. Larger family size favors migration from city centers to suburbs, whereas divorce and widowhood increase the probability of moving to an urban center.  相似文献

引导大学生合理的就业流动是促进各类城市协调发展的有效途径。本文以不同类型的就业城市为研究对象,通过全国7个城市的1600余份调查问卷,利用多项Logit模型分析了我国大学生就业城市的选择意愿及影响因素。研究表明,大学生倾向以自身生源地为界限对劳动市场的地域进行二元划分,职业发展机遇和家庭因素在就业地的选择中最为重要,地区特质和自然生态环境的影响最弱,生源地和个人观念都与就业地的选择显著相关。在此基础上提出引导大学生就业流动的政策建议。  相似文献
