The Commonwealth and the Oath of Allegiance Crisis: A Study in Inter-War Commonwealth Relations

Recent historical treatment of Anglo-Irish relations in the 1930s has overlooked the complex nature of the legal disagreements between the two countries during that period. This article provides an account of some of the fundamental points of legal disagreement between the countries. It explains how differences of opinion as to the structure of intra-commonwealth constitutional relations led to conflict between the British government and that of the Irish Free State, with particular reference to the oath of allegiance crisis. It considers how other commonwealth countries saw these points of conflict. It concludes with a re-appraisal of the roles of Lord Hailsham and de Valera in Anglo-Irish relations, as examples of differing attitudes towards the commonwealth relationship.     

John Wesley's Conflict with James Hervey and Its Effects in Scotland

The assumption among historians is that Wesley's ministry in Scotland had largely failed because of his conflicting theological views. But upon a more thorough investigation, his problems stemmed from an earlier debate with the Anglican clergyman James Hervey, which was continued by the Scottish minister John Erskine. In his published response to Hervey, Wesley inadvertently included offensive comments about certain Reformed doctrines which Erskine exploited in order to highlight the discrepancies between Wesleyan Methodism and Scottish Presbyterianism. Erskine's insinuation in 1765 that Wesley intentionally concealed his beliefs in order to gain ascendancy in Scotland resulted in the immediate suppression of Methodist growth.

California's Historic Preservation Executive Order

California Governor Edmund G. Brown, Jr. has issued Executive Order B–64–80, directing state agencies to identify and protect historic properties under their jurisdiction. The Executive Order is similar to Executive Order 11593, issued by President Nixon in 1971. Other states may find it useful as a model, so it is published in full below.     

The Commonwealth and South Africa: From Smuts to Mandela

The creation of modern South Africa as an independent unitary state within the British Empire (c. 1910) gave birth to the Commonwealth idea. Jan Smuts’s views on Commonwealth were formative and they continued to inform the evolution of the organisation until the end of the Second World War. Also significant was the role played by Afrikaner nationalist leader J. B. M. Hertzog, who exerted a critical influence on the 1926 Balfour Declaration and Statute of Westminster. At the point of South Africa’s departure from the Commonwealth in 1961, the Commonwealth divided between new entrants, who cast South Africa as a pariah, and older member states who lamented the exit of a troubled family member. Even after South Africa’s departure from the Commonwealth in 1961, apartheid’s significance as the global exemplar of institutionalised racism and colonial rule helped to bind the Commonwealth as a multi-racial organisation with strongly defined ethical values. South Africa’s reintegration in 1994, with Nelson Mandela to the fore, was welcomed as a triumph for the Commonwealth. Paradoxically, however, this proved a pyrrhic victory and may actually have contributed to the Commonwealth’s state of indirection.     

Education for Tomorrow: The Vision of Rabindranath Tagore

This article investigates Rabindranath Tagore’s educational vision, which underpinned the three institutions he set up in India – Santiniketan (1901), Visva-Bharati (1921) and Sriniketan (1922). It argues that this vision is still relevant for the world of today and tomorrow, and that it should be taken into account in designing any educational model for the future. Tagore rejected the modern mechanical learning that focuses merely on cultivation of the individual’s mind, in favour of learning that encourages the creativity, imagination and moral awareness of students. He believed that education should be not for mere “success” or “progress” but for “illumination of heart” and for inculcation of a spirit of sympathy, service and self-sacrifice in the individual, so that s/he could rise above egocentrism and ethnocentrism to a state of global consciousness or worldcentrism. In pursuing this argument, I refer to Tagore’s letters, lectures, interviews and essays, both in Bengali and in English, a body of his short stories, his novel The Home and the World and his allegorical poem “Two Birds”. I also explain his awareness of the educational movements of his time in the West, and draw brief parallels with selected Western luminaries in the field, such as Plato, Montaigne, Rousseau and John Dewey. My contention is that although some may dismiss Tagore’s educational principles as “rickety sentimentalism” in a world that is palpable and real, his ideas of human fellowship, unity and creativity, and kinship for nature seem irrefutable with the rise of multiculturalism and the looming ecological crisis threatening world peace.     

The geology of Scotland: A review

The hypothesis of the study is that external influences play a more dominant role than internal factors in influencing village population growth. Furthermore, the importance of any given index associated with village population growth may oscillate through given time periods. Factors selected are size of place, occupational grouping, urban influence and regional location. Their association with the population changes of Ontario villages are examined for three time periods, 1941–1951, 1951–1961, 1961–1966. The analysis indicates that external factors, regional location, and urban influences are most important.     

Bicameralism in Small States: The Experience of the Commonwealth Caribbean

Almost half of the bicameral legislatures in the Commonwealth are located in the Commonwealth Caribbean. Why so many bicameral legislatures are located in a relatively small geographic region, which is composed of countries that manifest characteristics more usually associated with unicameralism—small size, a unitary state, and homogeneity—is puzzling. Scholars have offered two possible explanations. The first concerns the presumed wish of the region’s political leaders upon independence to replicate the values and institutions of their colonial mentor, Britain. The second concerns the presumed need to prevent one-party dominance by guaranteeing the representation of opposition parties in the second chamber. This paper challenges both these explanations. By examining the origins of bicameralism in the region with the arrival of the first settlers in the seventeenth century, its demise during the era of crown colony rule in the nineteenth century, its renaissance in the 1950s and 1960s, and its survival in the post-independence era this paper will offer a more multi-layered explanation This entails taking account of the complex relationship between these former colonies and their imperial past, the wide range of views expressed both locally and within the Colonial Office about the suitability of bicameralism in the debates that accompanied the transition from colonial rule to independence, and, finally, the very distinctive nature of Caribbean bicameralism.     

The Historical Snow Survey of Great Britain: Digitised Data for Scotland

Abstract

Mountain snowline is important as it is an easily observable measure of the phase state of water in the landscape. Changes in seasonal snowline elevation can indicate long-term trends in temperature or other climate variables. Snow-cover influences local flora and fauna, and knowledge of snowline can inform management of water and associated risks. Between 1945 and 2007 voluntary observers collected a subjective record of snow cover across Great Britain called the Snow Survey of Great Britain (SSGB). The original paper copy SSGB data is held by the Met Office. This article details the digitisation of the Scottish SSGB data, its spatial and temporal extents, and a brief example comparison of Met Office snow-lying gridded data. The digitised SSGB data are available from the Met Office authors.
