After a grueling confirmation hearing in late 1991, Robert Gates, the director of central intelligence, convened a CIA Task Force on Openness. It recommended that the agency begin to declassify documents that had previously been withheld from the public.1 Within the CIA, a Historical Review Board was instructed to "make significant historical information available to the public without damage to the national security interests of the United States."2 In the fall of 1992, with great fanfare, the CIA released the first batch of the promised intelligence material–112 documents on the Cuban missile crisis. In the fall of 1993 many of the intelligence estimates on the former Soviet Union were declassified, and thousands of pages of material on the JFK assassination were sent to the National Archives in the wake of public pressure for disclosure generated by Oliver Stone's film JFK.  相似文献

The Soviet-sponsored World Festival of Youth and Students brought an exceptional number of US citizens to Helsinki in the summer of 1962. The event was made important by the fact that it took place in neutral territory. Furthermore, this event briefly made Helsinki a centre of extensive Cold War operations. This article examines the background and impact of this festival in the larger context of the Cold War and international relations. The timing of the festival is especially intriguing, between two major Cold War confrontations, the Berlin crisis of 1961 and the Cuban missile crisis of October 1962. However, instead of being an open conflict between warring parties, the festival reminds us of other conflicts of the cultural Cold War: it was waged through front organizations. Both the KGB and CIA were involved behind the scenes deploying their representatives and trying to impact the Finns' – but also the other festival delegates' – thinking, and win them over to their respective causes. This article exploits both Finnish and American archival sources, mostly intelligence reports from the festival. Apart from the festival in Helsinki, therefore, this article illustrates the way in which Finland was subjected to political and cultural influencing by the superpowers during the height of the Cold War.  相似文献

Two political geographers examine significant ways in which northern-tier states of the EU-10 entrants in 2004 have challenged conceptions of European integration. The paper first focuses on the institution of exclusionary citizenship regimes, particularly in Latvia and Estonia, that created a new caste of "non-citizens" within the EU's boundaries. It then turns to the strained Polish-EU relations involving inter alia the war in Iraq, pro-Americanism, and alleged violation of human rights through the purported existence of CIA detention and interrogation facilities. This article is a study of the British monarchy's reaction towhat it saw as a republican threat at the end of the First WorldWar. It challenges the widely received view that the most importantrepublican moment in modern British history was in the early1870s. Written from previously unused material in the RoyalArchives, it chronicles the emergence of Palace worries aboutthe rise of militant socialism, which the royal family equatedwith republicanism; and it illuminates the tactics designedby the King and his advisers to take the republican edge offthe labour movement and to deal with the immediate social andeconomic crisis. Lord Esher summed up Palace policy in the phrase‘the "democratization" of the monarchy’. In practice,this meant expanding the royal family's social and charitablepurposes to ensure the Crown's survival. While there is an extensive body of literature on a range of policy decisionmaking models, there is a lack of supporting case studies about the lived experiences of policymakers and the usefulness of various decisionmaking models in practice. This article examines two traditional models of decisionmaking, namely crisis theory and the rational comprehensive model, to assess their strengths and limitations in explaining the introduction of the controversial Western Australian Crime (Serious and Repeat Offenders) Sentencing Act 1992 and the Criminal Law Amendment Act 1992 (the "Sentencing Acts"). We argue that the "Sentencing Acts" cannot easily be reduced to, or explained through, a single policy analysis model, as significant aspects of policy remain hidden. Finally, we contend that to understand the emergence of the Sentencing Acts requires an approach that can account for the interconnection between structural, agenda-setting, and decisionmaking levels of analysis.  相似文献

In this article, I examine some of the social effects that Bulgaria's EU membership has for Macedonia and the meanings that identification documents have for ethnic Macedonians who instrumentalize Bulgarian claims on their Macedonian identity for their own ends. I argue that the case study of Macedonia helps us view identification documents as objects that neither necessarily fix nationality nor are ineluctable guarantees of belonging to the (Bulgarian) nation-state, and understand state documentation practices as practices that do not always produce determined identities and citizen-subjects.  相似文献

In this article I introduce how the 2008 financial crisis appears in the Spanish recent drama. Although the impact of the crisis has been studied in other genres and artistic expressions such as narrative, poetry, or comics, this issue needs more attention in Spanish contemporary drama. The article proposes a critical analysis of Nada que perder (Bazo, Romero, and Yagüe, 2016). In this play, we can observe a new perspective of the crisis that not only holds the ruling class responsible for the situation, but also charges the ordinary people with irresponsibility and lack of public conscience.  相似文献

This article examines both recent scholarship in the field of Victorian religion and conviction alongside new research on secularization that have cast doubt on an older historical narrative about the ‘crisis of faith’ and the ‘triumph’ of the secular. My discussion challenges the emergence of an alternative narrative of crisis that focuses on the ‘crisis of doubt’ rather than the ‘crisis of faith’. In particular, it answers the recent work of Timothy Larsen who argues that many past (and some present) approaches to Victorian religious culture have overemphasized doubt at the expense of considering enduring forms of Christian religiosity. By reappraising the career histories of the radical secularists (notably, Annie Besant) that Larsen uses to support his thesis, I test some of the key assumptions and conclusions of his influential account. My analysis questions the positioning of faith and scepticism as polar opposites and the usefulness of the idea of ‘crisis’ when examining either belief or doubt. Changes in individuals' convictions and practices might be better seen as part of their life-long quest for an all-embracing morality.  相似文献

Abstract

Post-1994 delegitimizing discourses borrowed a lot from antifascism and anticommunism, which they updated to fit the new historical circumstances. Yet, with the events of 1992–94, the role, credibility, autonomy, and boundaries of the Italian political sphere entered a crisis, and this turned arguments about politics and antipolitics into new instruments of delegitimation. This article analyzes how delegitimizing traditions survived the end of the Cold War, and how they interacted with the new issues generated by Tangentopoli. Section 2 describes Berlusconi’s anticommunism, nurtured by the persistence of pre-1989 memories, but also by three present-oriented arguments: the fact that the communists had been able to survive the end of communism; their being professional politicians; and their statism. Section 3 deals with antiberlusconism, which is also composed of three threads: antifascism; the refusal of the ‘spirit of the Eighties’; and moralism. The final section of the article connects post-1994 delegitimizing discourses with the conflict between two opposed solutions to the crisis of the political, both fraught with contradictions: Berlusconi’s offer of less politics; and the conviction of the left that the correct answer was not less, but good politics.  相似文献

Following the spontaneous occupation of Madrid's Puerta del Sol in 2011, many academic accounts have found these mobilizations new and noteworthy for their technological savvy and networked capabilities. In this article, I argue that such depictions fail to capture both the influence of Spanish urbanism's material conditions on certain disadvantaged populations, and the broad diversity of these contemporary activisms. Looking to struggles over the proposed demolition of a squatter settlement in Madrid, I demonstrate how Madrid's planning has propagated racial imaginaries to legitimate dispossession and subvert anti‐poverty policies. Second, I examine how resistance and contestation emerge out of specific urban experiences of inequality, and transcend traditional modes of activist organizing through the formation of broad coalitions between various civil society actors. In doing so, I argue that Madrid's mobilizations have paradoxically opened new avenues for the inclusion minority voices, against popular understandings that read rising xenophobia during crisis.  相似文献

In this article I relate prominent depictions of the African urban crisis, particularly informality, and its implications for masculine subjectivity in Abidjan, Côte d'Ivoire. Drawing on five months of ethnographic fieldwork I conducted in 2008 and 2009, I consider the Sorbonne, a nationalist space in Abidjan, where partisans of former President Laurent Gbagbo contested the crisis narrative and their place in it. Literally and ideologically, Sorbonne orators and spectators moved themselves and their country from the periphery to the urban and global core.  相似文献

This commentary is based on a banquet address I presented at the 1989 Pioneer America Society conference. It looks back over the 15 years since hearing an address by Fred Kniffen at the 1974 Pioneer America Society conference, which was published as "Milestones and Stumbling Blocks." Kniffen's work in folk architecture and the work of his friend, Henry Glassie, have greatly influenced my own work in vernacular architecture and material culture. I offer an opinion on our progress in answering Kniffen's call for new efforts to comprehend daily life and the American landscape–our "search for landmarks"–contemplate new trends. My remarks are based on the study of local architecture in Missouri. While I hope for increased activity in field recording of cultural heritage, I wish to emphasize the rather new arena of cultural conservation as we aspire to apply our knowledge in the documentation and encouragement of traditional cultural expression in our nation.  相似文献

In this article, I will analyse how the Italian reception system has been transformed after the ‘refugee crisis’, showing how the change cannot be reduced to a mere expansion of the reception capacity. I will do this by tracing a genealogy of the Italian reception system and highlighting its main features before and after the ‘refugee crisis’. My hypothesis is that the ‘refugee crisis’ and the sense of emergency it created has stimulated the emergence of distinct segments within the Italian reception system functioning according to radically different philosophies and objectives. This, in addition to increasing the overall lack of consistency of the system, is having a profound impact on the rights of asylum seekers, greatly increasing the risk of their spatial and social segregation within Italian society.  相似文献

ABSTRACT

The novelistic production related to the 2008 financial crisis has been partially studied from the lens of the label of “literatura de la crisis.” In this article, I analyze the complex and essential transformations suffered by literary writing practices in contemporary Spain where ill attention has been devoted to the social, political, and aesthetic implications of neoliberal globalization in rural areas. Departing from a thorough conceptualization of the notion of “literatura de la crisis” and its paradoxical impact over the most recent literary production, I study the rural discourse and the emerging academic challenges for the assessment of the rural experience in literary works. In conclusion, I set the main principles for the development of a transposable model of textual analysis that will shed new light on the cultural representation of the rural sphere in the aftermath of the 2008 financial recession.  相似文献

In this article I use an intersectional diverse economies framework and weak theory to build knowledge about migrant Latinas' economic spaces in Chicago. Drawing on qualitative data, I demonstrate how multiple and dynamic identities are linked to economic practices. I show that Latina migrants are not limited to capitalist or noncapitalist forms of economic engagement within neoliberal structures or to single spaces within or outside ethnic economies. Their multiple and dynamic practices shifted, as did their identities and geographies. I captured a snapshot of one migrant Latina economic community and provide insights about the nature and scale of its activities as well as the opportunities, and obstacles it faces. I propose future research and policy resulting from seeing economies differently. What kinds of programs might support collective economies and migrant Latina crafts? How might we re-envision workforce development programs if we see economies differently? What kinds of creative campaigns and advocacy do we need with new kinds of economies? More data and reflection on the nature and scale of intersectional identities within migrant (and other) economic communities and the geoeconomic ramification within those communities is needed. Furthermore, I call for the imagination of new global forms and practices that respond to the crisis that the current economic structures are facing.  相似文献

Childbirth is both an embodied and symbolic process, and the home and the hospital have been the shifting and contested sites of childbirth in contemporary discourses of birth in the United States. I argue that the economic and cultural imperatives of deregulation and downsizing of US health-care produce new spaces of domesticity and birthing bodies. Through an examination of the relatively recent transformations of hospital space into "homelike" birthing rooms, I propose a more nuanced understanding of how discursive and material shifts in the practices and sites of birth create new spatialities and subjectivities. The emergence of the "homelike" hospital room situates the production of birth spaces at the nexus of debates around domesticity, the body, the politics of reproduction, and the economics of health care in the United States.  相似文献

论文就中美两国对赫蒙人截然不同的族群界定与依据、赫蒙人在美国的生存适应与族群认同的状况进行了研究。对于20世纪中叶沦为难民后,陆续辗转移居美国的老挝赫蒙人,中国学者将其视为少数民族华人,美国官方却将其确定为与华裔、韩裔等少数族裔并列的独立族裔类别。美国赫蒙人虽然在血统的意义上可归属于具有中国血统的人,但其几乎不存在华人归属意识,也极少与中国发生社会联系。许多海外华人或海外具有中国血统的人将会随着时间的推移而逐渐失去华人认同意识,并与中国社会浙行渐远。因此建议依据中国血统、中国传统文化的保持、主观认同为华人、与中国社会的联系等“华人性”的几个维度去理解和定义“海外华人”。  相似文献

This article examines the role played in France by the culture du quotidien (everyday culture) in establishing a more integrated image of the nation and identity. It suggests that since the 1960s, dominant media discourse in France, and artistic representations of the urban periphery, have often perpetuated an image of the cités as menacing spaces detached from the national community and emblematic of France's postmodern crisis. Focusing on everyday cultural creations about the Grand Ensemble in La Courneuve, it argues that the ‘ordinariness’ of the lives these creations convey, along with the residents’ cultural practices and their continuing sense of belonging, effectively treats geography, culture and history in a way that questions the standard externalising discourse about the cités. Despite their limits in terms of circulation, these cultural artefacts of a ‘third kind’ offer images that contribute to challenging the ‘banlieues myth’ and help re-construct a French identity perceived under threat. 1 ?[1] I express my gratitude to Dr Karima Laachir, Professor Kate Ince and Dr Jackie Clarke for their support, comments and advice, while preparing this article.
