ABSTRACT This paper estimates land use conversion anticipation when zoning is the primary tool of land use regulation. Extending the Capozza and Helsey model (1989) to the case of uncertainty in future land use zoning, a spatialized hedonic model is proposed to estimate such anticipation phenomena at a fine level (cadastral unit). Estimations use Mixed Geographically Weighted Regression (MGWR) techniques with a two‐stage model that links agricultural and developable land markets. This allows for mapping varying spatial parameters that measure anticipation effects within the theoretical framework. Results confirm the influence of anticipation on agricultural land prices in the Provence region. Moreover, the level of data spatialization allows us to take into account intra‐municipalities' heterogeneity of land use conversion anticipation.  相似文献

ABSTRACT Contemporary European urban planning policies aim to mix land uses in compact neighborhoods. It is presumed that mixing land uses yields socioeconomic benefits and therefore has a positive effect on housing values. In this paper, we investigate the impact of mixed land use on housing values using semiparametric estimation techniques. We demonstrate that a diverse neighborhood is positively valued by households. There are various land use types that have a positive impact on house prices, e.g., business services and leisure. Land uses that are incompatible with residential land use are, among others, manufacturing and wholesale. It appears that households are willing to pay about 2.5 percent more for a house in a mixed neighborhood. We also show that there is substantial heterogeneity in willingness to pay for mixed land use. For example, only apartment occupiers are willing to pay for an increase in diversity, whereas households living in other house types are not willing to pay for diversity.  相似文献

ABSTRACT Recent developments in combining input-output and transportation planning models have made it possible to construct realistic comprehensive urban and regional activity models of land use intensity. These models form the basis for a rigorous approach to studying the interactions among urban activities. However, efficient computational solution methods for implementing such comprehensive models are still not available. In this paper, an efficient solution method for a nonlinear programming urban systems model is developed by combining Evans's partial linearization technique with Powell's hybrid method. The solution algorithm is applied to a small but realistic urban area with a detailed transportation network.  相似文献

ABSTRACT Rapid population growth and increasing water development costs have prompted many western governments to condition residential development approval on the adequacy of water supplies. We examine the effects of these regulations on housing supply in Colorado and New Mexico using fixed‐effects panel regressions. Our findings suggest that price‐based tools to ensure water availability may be a preferred regulatory alternative to quantity restrictions. Attempts to restrict groundwater basin access have not unambiguously corrected negative externalities related to growth. Meanwhile, Colorado cities' aggressive use of impact fees has facilitated water resource development, without limiting growth.  相似文献

ABSTRACT. Previous work has developed a method for studying noninfinitesimal operational units, called “plantations,” with the Thüen model. In that model, increasing returns to scale generate large operational units, but the potential market power conferred by the scale economies is sidestepped as an issue. The present work introduces finite supply elasticities and examines their locational impacts. The profit-maximizing monopsonistic plantation is smaller, and the shipment distance for its processed output is shorter, than for a comparable competitive plantation. ABSTRACT We review the usefulness of urban spatial economic models of land use change for the study and policy analysis of spatial land use–environment interactions. We find that meaningful progress has been made in econometric and monocentric models extended to account for multiple sources of spatial heterogeneity and in the development of general equilibrium models with spatial dynamics. Despite these advances, more work is needed in developing models with greater realism. Most agent‐based computational models of urban land use change currently lack economic fundamentals, but provide a flexible means of linking microlevel behavior and interactions with macrolevel land use dynamics. In combination with empirical methods to identify parameters, this framework provides a promising approach to modeling spatial land use dynamics and policy effects.  相似文献

Landsat imagery is a valuable source of information about the land use and land cover of inaccessible areas. In this study, the objective was to compile a map of eastern China, with particular emphasis on agricultural activity, from enhanced Landsat imagery using the diazo and density slicing techniques. Area measurement of major land uses was based on the land-use interpretation map, but because of the lack of ground verification it was necessary to turn to other sources of published and unpublished information as a control.
L'objectif de cette étude est la compilation d'une carte géographique de l'Est de la Chine, avec accentuation particulière des activités agricoles. Comme les images Landsat sont souvent la source unique d'information sur la végétation et l'utilisation de terrains inaccessibles, cette carte a éte cornpilée à l'aide d'images Landsat agrandies par les techniques diazo et density slicer. Les mesures des surfaces des régions principales sont celles de la carte d'interprétation de l'utilisation des terres. Faute d'une méthode de calibrage, il a fallu accepter les données de sources secondaires publiées et nonpubliées comme base de contrôle.  相似文献

Spatial data sets pose challenges for discrete choice models because the data are unlikely to be independently and identically distributed. A conditionally parametric spatial probit model is amenable to very large data sets while imposing far less structure on the data than conventional parametric models. We illustrate the approach using data on 474,170 individual lots in the City of Chicago. The results suggest that simple functional forms are not appropriate for explaining the spatial variation in residential land use across the entire city.  相似文献

ABSTRACT. Total cleared area in a von Thünen land-use model drives an atmosphere externality which depresses agricultural productivity uniformly throughout the region. Exogenous events that encourage clearance and use of a larger cultivated area (output price or population increase) exacerbate the externality. Imposition of a simple, corrective tax on land rents does not reverse these patterns but does mitigate the increase in the externality and leaves cultivators with higher incomes than they would obtain without the tax. We examine an optimal tax on land rents, designed to maximize the social value of land rents in the region, and an output tax.  相似文献
