Using the Vietnam Household Living Standard Survey in 2004, this article seeks to quantify the potential role and impacts of a social pension scheme for reducing elderly poverty in Vietnam. The authors simulate changes in the poverty rate, poverty gap and poverty severity of the elderly in the counterfactual situation that such a scheme had been introduced to Vietnam in the past. They consider a number of categorical targeting groups of elderly people along with various transfer parameters to assess the impacts of the scheme on social welfare. They conclude that, depending on the characteristics of the social pension, there would be beneficial poverty reductions, but also large leakages to the non‐poor people. For a variety of measures, the results suggest that targeting the elderly in rural areas might be the most effective use of limited resources. Simulations for different budgetary constraints show that, even with limited budgeting, a social pension scheme would significantly reduce poverty incidence for the elderly. Furthermore, for a given programme cost, combining lower benefits with lower eligibility requirements is more effective at reducing poverty than providing larger benefits to a more limited group of recipients.  相似文献

Discussions of chronic poverty emphasize the extent to which poverty endures because of the social relationships and structures within which particular social groups are embedded. In this sense chronic poverty is a socio‐political relationship rather than a condition of assetless‐ness. Understood as such, processes of social mobilization become central to any discussion of chronic poverty because they are vehicles through which such relationships are argued over in society and potentially changed. This article explores the ways in which social movements, as one form of such mobilization, might affect chronic poverty. Four domains are discussed: influencing the underlying dynamics of the political economy of poverty; challenging dominant meanings of poverty in society; direct effects on the assets of the poor; and engaging with the state. The inherent fragilities of social movements limit these contributions, the most important of which is to destabilize taken‐for‐granted, hegemonic discourses on poverty and its reduction.  相似文献

Sri Lanka is cited as an exemplary case of direct poverty alleviation because of a long history of social welfare and high values in quality of life indices. Notwithstanding, anti-poverty measures in Sri Lanka founded on the international discourse of poverty and development do not serve the interests of poor people. This discourse begins by locating poor people in a distinct poverty sector and proceeds to examine its characteristics. Several attributes of that discourse make it intellectually incapable of seeing how poverty is socially constructed in a diffused nexus of production relations that extends far beyond the so-called 'poverty sector'. An alternative 'substantive approach to poverty' is presented. The arguments are illustrated using the theme of food production in Sri Lanka.  相似文献

How do elites perceive poverty and the poor? In this article, we present the results of interviews with eighty members of the Filipino elite, undertaken as part of a larger six‐country study of elite perceptions of poverty and the poor. Poverty, we argue, is a highly subjective phenomenon. People's perceptions of poverty, of who is and who is not poor, of how poverty affects them and others, and of how poverty can be effectively tackled, vary enormously between different types of people (defined in terms of class, status, occupation, nationality, ethnicity, gender or a myriad of other social identities). Wherever people cohere as groups, classes or other social constructs, perceptions of poverty are aggregated and refined and then embedded in social dynamics. The study of elite perceptions of poverty and the poor, we conclude, can both add to our understanding of the social dynamics of poverty and inequality and inform pro‐poor public policy.  相似文献

Coastal Andhra Pradesh in southern India is prone to tropical cyclones. Access to key resources can reduce the vulnerability of the local population to both large‐scale disasters, such as cyclones, and to the sort of small‐scale crises that affect their everyday lives. This article uses primary fieldwork to present a resource accessibility vulnerability index for over 300 respondents. The index indicates that caste is the key factor in determining who has assets, who can access public facilities, who has political connections and who has supportive social networks. The ‘lower’ castes (which tend to be the poorest) are marginalized to the extent that they lack access to assets, public facilities and opportunities to improve their plight. However, the research also indicates that the poor and powerless lower castes are able to utilize informal social networks to bolster their resilience, typically by women's participation with CBOs and NGOs. Nevertheless it is doubtful whether this extra social capital counterbalances the overall results which show that — despite decades of counteractions by government — caste remains a dominant variable affecting the vulnerability of the people of coastal Andhra Pradesh to the hazards that they face.  相似文献

As part of the World Bank's poverty reduction strategy, Poverty Assessments have been carried out for a number of countries which analyse who the poor are, the causes of poverty and poverty reduction policies. This article reviews what can be learnt from the twenty-five Assessments prepared for countries in sub-Saharan Africa up to 1996. Whilst other factors are acknowledged in identifying the poor, the Assessments over-emphasize income-poverty defined against an inevitably arbitrary poverty line. The Assessments are shown to be weak in addressing the causes of poverty, often ignoring the historical perspective, political context, and international dimensions such as debt and commodity price trends, focusing instead on the lack of growth in recent years as the main cause of poverty. Weak understanding of the causes of poverty undermines the basis for country-specific poverty reduction strategies: policy recommendations are usually an uncritical presentation of the World Bank's three-pronged strategy of growth, investment in human capital and social safety nets. Although the Assessments do not explicitly acknowledge the point, they suggest that the number of poor people in Africa will continue to rise; nor is there any basis for confidence that policies are being put in place to redress the situation.  相似文献

以马斯洛需求层次理论为视角,运用大别山片区微观调研数据,通过理论分析与数理推导,构建结构方程模型,对贫困人口扶贫政策获得感进行综合评价与提升路径研究。结果表明:贫困人口物质需求、安全需求、社交需求、公平需求、能力需求在一定程度上得到满足后均能对其扶贫政策获得感的提升产生正向促进作用,且位于需求层次高低两端的物质需求与能力需求的正向促进作用最强;各维度正向促进作用在不同脱贫状态群体中差异性较大,能力需求对于已脱贫群体获得感提升的影响更为显著;大别山片区整体贫困人口扶贫政策获得感较高,各维度上指数得分差异性较小,但不同地区间存在一定差距。基于研究结果,本文提出一些贫困人口扶贫政策获得感提升路径。  相似文献

男性和女性除了有生理性别差异,还有通过心理、文化和社会手段构建的社会性别差异,两者共同导致女性在健康、就业、教育、人际、资产等领域的相对弱势地位。近年,由发达国家主导的女性贫困研究热度持续增加,发展中国家研究逐渐增多,但国内研究仍在起步阶段。运用CiteSpace软件分析国外地理学领域的女性贫困研究最新进展,发现研究热点集中在基于空间差异的女性贫困研究、基于社会剥夺的女性贫困研究,以及女性减贫的政策建议研究。基于研究热点与社会性别理论,本文提炼出女性贫困研究框架体系,并总结了内在因素和外部环境共同作用的女性致贫解释机制,认为女性贫困是地区经济、文化与政治的折射。最后提出未来中国女性贫困地理研究建议,以期为推进以性别为切入点的精准扶贫做出贡献。  相似文献

We explore the links between determinants of social capital and labor market networks at the neighborhood level. We harness rich data taken from multiple sources, including matched employer–employee data with which we measure the strength of labor market networks, data on neighborhood homogeneity that has previously been tied to social capital, and new data—not previously used in the study of social capital—on the number and location of nonprofit sector establishments at the neighborhood level. We use a machine learning algorithm to identify the potential determinants of social capital that best predict neighborhood‐level variation in labor market networks. We find evidence suggesting that smaller and less centralized schools, and schools with fewer poor students, foster social capital that builds local labor market networks, as does a larger Republican vote share. The presence of establishments in a number of nonprofit‐oriented industries are identified as predictive of strong labor market networks, likely because they either provide public goods or facilitate social contacts. These industries include, for example, churches and other religious institutions, fire and rescue services including volunteer fire departments, country clubs and golf courses, labor unions, chamber music groups, hobby clubs, and schools.  相似文献

旅游扶贫是解决旅游资源丰富型地区贫困问题的有效途径。怒江峡谷区是个区域性的特困少数民族地区,山高坡陡、生态环境脆弱的地理环境决定传统的农业难以改变其贫困面貌。而其丰富的民族文化资源、生物多样性资源和独特的峡谷自然景观等旅游资源,使怒江旅游扶贫成为可能。文章分析了怒江峡谷旅游扶贫的优势、劣势资源和机遇,提出怒江旅游发展应以乡村生态旅游为目标,开发特色旅游扶贫产品,发挥政府引导和扶持作用。  相似文献

本文通过城市贫困家庭的收入情况、消费情况、社交情况以及城市贫困的社区分布分析中国城市贫困的基本特点。提出三条形成城市贫困的相互影响的机制链条,即由于产业结构调整和经济体制的转轨、社会保障不完善和政府财政实力较弱以及人力资本偏低和市场需求高三方面引发城市贫困。并构建了城市贫困脱贫模式,分析了脱贫过程以及将"内外结合、标本兼治"作为脱贫模式的核心。得出了四个解决措施:一是加强政府反贫困建设,完善社会保障体系;二是提高贫困主体自身素质,强化脱贫意识;三是积极推进再就业工作,完善再就业服务;四是发展非政府组织的扶贫事业,拓宽救助渠道。  相似文献

We created a migration and earnings history from the National Longitudinal Survey of Youth to analyze the effects of youth county poverty rates on the adult earnings of white male migrants. We estimate a log wage equation that includes human capital measures, migration types, county poverty rates, and a rural–poverty rate interaction variable. Growing up in a rural county has a negative impact on adult wages independent of youth county poverty rates, but the rural effect is significantly greater for those who grew up in high poverty counties. Youth county poverty rates indirectly affect wages through the returns to migration.  相似文献

During the 1970's several policy analysts developed estimates of the effect of in-kind transfers (e.g., Food Stamps and Medicaid) on poverty. Unfortunately, many of these studies have, drastically overstated the antipoverty impact of in-kind transfers, leading some to claim that there are no mart? poor people in America. This article reviews these, studies, provides new evidence on the impact of in-kind benefits on poverty, and concludes that there is still a substantial poverty problem in America today which need be addressed by policymakers.  相似文献

This paper is concerned with the various ways in which geographical imaginations are inflected in politics. It draws on examples from a three‐way partnership of civil society organisations based in Mumbai, India. This movement seeks to reconfigure the governance of anti‐poverty strategies by placing "poor people" at the centre of its activities. The partnership, which refers to itself as the Alliance , is involved in the mobilisation and creation of a range of alternative geographical imaginations that are inflected in the production of new spaces of political engagement. By exploring two of the Alliance's strategies—enumerations and exhibitions—I will illustrate some of the ways in which these alternative geographical imaginations feature in the creation of spaces of political engagement. These strategies involve the practical demonstration of the capacities of the poor to donors and states, and reflect a particular conception of the poor and social change.
The spaces of political engagement formed in part through the Alliance's work depend significantly on a commitment to non‐party alignment, an approach that has received criticism from NGOs and commentators involved with urban poverty. I will argue that the Alliance represents a broad development alternative—rather than a form of alternative development—which nonetheless is making substantial progress in the politics of citizenship in Mumbai.  相似文献

"Malthusians maintain that rapid population growth aggravates poverty, while Marxists contend that social formations determine its nature and extent. Each perspective is incomplete, however, since it ignores the insights of the other. Latin American states, characterized by dependent capitalism formations and dominated by ruling elites, are generally incapable of solving the problems of population and poverty. Since population growth under dependent capitalism weakens labor's bargaining position against capital, reduced population growth is emphasized as a labor empowerment strategy the poor can implement on their own to improve their socioeconomic conditions."  相似文献

This paper compares the social-exploration literature of radical, mostly Owenite and Chartist, and liberal journalism in the first half of the nineteenth century, though the focus is on the less known ‘portraits of the poor’ in radical papers. In the paper I argue that against the developing liberal practice of intricately mapping poverty and categorizing the poor, radical papers under-represented particular cases of poverty, using an obfuscating syntax to document the poor. In doing so, radicals differentiated themselves from their middle-class counterparts, primarily as a way to challenge the assumption that poverty was a function of individual error and to turn the public’s gaze onto the social causes of poverty. Highlighting the political dimensions of poverty and minimizing the language of ‘personal responsibility’, radicals demonstrated that the activist agenda concerned itself with the economic and social as much as with the political, even while offering political solutions to economic and social problems.  相似文献

This paper applies the methodological approach of “see-judge-act” put forward in Pope John XXIII’s encyclical letter Mater et Magistra (1961) to argue in favour of a greater emphasis on social equity considerations in development policies, rather than a more restrictive emphasis on the promotion of wealth alone. As countries move from conditions of underdevelopment and poverty to new levels of economic sustainability and prosperity, the question of who benefits from the distribution of wealth remains crucial. This article explores the relationships among environmental health, social capital and collective action in the industrial city of Hamilton, Ontario, Canada. Survey results from 512 households are used to document intra-urban variation in levels of social capital (defined as norms, networks and trust) and collective action in the context of environmental health issues, and specifically air quality. Despite real differences between areas in terms of socio-demographic characteristics, little variation in either social capital or collective action by area was observed. Further, while social networks and community involvement were significant predictors of collective action, indicators of norms and trust were not. Hence, the conception of social capital as a unitary construct that produces place-specific benefits is not reflected in the example explored here.  相似文献

This paper examines whether social capital in a neighborhood is influenced by its design, taking the cul‐de‐sac as a special case. It offers two contributions: using carpooling to school as a proxy for social capital and a precise definition of the neighborhood using geo‐coded survey data from California. Living in a cul‐de‐sac neighborhood is found to increase the probability of carpooling, but the effect loses statistical significance when residential self‐selection is accounted for. The analysis reveals competing insights about the self‐selection behavior that must be resolved before neighborhood design can be considered an effective policy tool for enhancing social capital.  相似文献

This article questions the export of ‘social exclusion’ discourse to the field of development and poverty studies. It considers the findings of ongoing research into chronic poverty in the Western Cape district of Ceres, one of the centres of the South African deciduous fruit export industry. It explores the links between the livelihood options of poor people and processes of global integration, agro‐food restructuring and the modernization of paternalist farming styles. In this context the concept of ‘social exclusion’ is of only limited utility, and has significant disadvantages. Although it has the potential to focus attention on the disabling effects of poverty, its most common usage often fails to capture how poverty can flow not only from exclusion but also from processes of integration into broader economic and social networks. The author argues that these are better captured by the notion of ‘adverse incorporation’, and calls for a more cautious approach to the modernizing myths and moralizing narratives that shape policy debates.  相似文献
