Calls in 2007 for new UN sanctions on Iran and Burma reflect a current swing back in favour of using sanctions as a way of putting pressure on a regime without resorting to direct military engagement. This article assesses the effectiveness of UN sanctions in Africa and in particular of the most commonly imposed form of sanctions—the arms embargo. The article argues for an analysis of what sanctions achieve and suggests that for the most part UN embargoes have not stopped weapons reaching Africa not only because of the lack of capacity to implement them in some states, but also because of the lack of political will in others. In some post‐conflict situations such as Liberia, UN sanctions have been adapted to support economic reconstruction and security sector reform effectively. However, in the future there is likely to be a decrease in the use of UN sanctions in Africa but an increase in their use by the Africa Union and some of Africa's Regional Economic Communities.  相似文献

This study examines the effect of economic sanctions on the severity of ongoing instances of genocide or politicide. Research suggests that sanctions exacerbate human rights conditions, yet influential policymakers, human rights advocates and some scholars continue to call for economic sanctions to mitigate ongoing atrocities. Ordered logit analyses of genocides and politicides from 1976 to 2008 reveal that sanctions neither aggravate atrocities, as some of the academic literature expects, nor alleviate them, as assumed by many policymakers and advocates (and some researchers). These findings hold regardless of whether they are measured as the number or presence of sanctions, cost, level of comprehensiveness, duration or whether imposed or administered by an international organization. Threats of sanctions also have no effect on atrocity severity, either on their own or combined with other policy options.  相似文献

The UN and EU sanctions regimes against suspected terrorists at first clearly violated commonly accepted due process standards. Both organizations gradually reformed the procedures that regulated which individuals and entities were subject to sanctions, yet the UN procedures in particular still evince important shortcomings. While international law scholars have debated how the sanctions regimes must be designed to be consistent with international law, political science scholars have, as yet, largely held back from looking into why the regimes evolved in the way they did. This article suggests that court decisions and proceedings and, in the case of the UN, falling commitment from member states, have prompted the UN Security Council and the Council of the EU to implement limited reforms. However, courts did not challenge the sanctions regimes per se and there was no substantial pressure from civil society actors. Moreover, owing to the competences and working methods of the UN Security Council and the Council of the EU, powerful member states could fairly easily deflect reform proposals from disaffected states and other UN and EU bodies.  相似文献

Academic and political debates about international sanctions tend to focus on the instrumental purposes of these measures—their ability to hurt a target state sufficiently to cause it to change its behaviour. By contrast, the symbolic purposes of sanctions are commonly assumed not to be as important. Such assumptions are appropriate for states which have the capabilities necessary to achieve these ends—great powers or regional powers targetting very weak neighbours, for example. But are these assumptions useful in explaining the sanctions policies of non‐great powers, particularly those which impose sanctions against great powers? This paper explores the case of Australian and Canadian sanctions against the USSR after the invasion of Afghanistan and demonstrates the fallacy of such assumptions, and argues that symbolic purposes were much more important than the instrumental utilities normally associated with sanctions theory.  相似文献

A fractious UN Security Council has contributed to the decline in effectiveness of a number of UN sanctions adopted in recent years. Yet they remain a tool of the Council, for example with regard to Libya in 2011. The challenge is to understand how UN, country (US) and regional sanctions (EU, AU, Arab League) can be meaningful in such a climate. The four books reviewed make various suggestions, from clarity of mandate to better evaluating impact. Mikael Eriksson's Targeting peace seeks to evaluate the complexity of the sanctions policy process. He argues that effectiveness comes partly from understanding politics (episodes of sanctions), but also from institutional reform—‘black box’ processes, as he calls them. Sanctions are more successful as part of a wider package. Clara Portela in European Union sanctions and foreign policy examines the use of sanctions as a political tool, including the suspension of development aid and the withdrawal of trade privileges. She shows how the EU plays an important role in signalling and constraining when UN sanctions are weak. For example, informal measures like the 2003 EU decision to invite only dissidents to national day receptions in Havanna resulted in the release of detainees that it had aimed for. The high rate of success of development aid cut‐off stands in sharp contrast with EU Common Foreign and Security Policy sanctions. The unintended consequence of good intentions is also highlighted by both Portela and Eriksson—Zimbabwe in particular but also Côte d'Ivoire and Iran pose similar challenges. The imposition of EU or UN sanctions is easier than reaching consensus to lift them, although events in Burma (Myanmar) in 2012 have resulted in smooth suspensions of most US and EU sanctions. All four books show that targeted sanctions cannot be seen as stand‐alone measures, nor assessed in isolation. Sanctions are multi‐faceted and require detailed assessment of political context, episode and institutional process.  相似文献

Abstract

Despite the growing use of sanctions as a post-Cold War foreign policy instrument, there is limited research on sanctions in a tourism context despite their substantial impact on destinations and tourist flows. Although there is significant research on sanctions in political science, international relations, economics, and public policy, very few studies explicitly examine the effect of sanctions on tourism. This study therefore examines the intricate geopolitical relationship between sanctions and tourism via a scoping review of relevant literature. Each of the four main types of sanctions that were identified: financial, sectoral, diplomatic and individual, have different implications for tourism at various scales. The findings show that tourism is profoundly affected by sanctions impacting tourism and hospitality businesses and destination image, severely restricting international travel, and disrupting financial investment and supply chains. More comprehensive sanctions may lead to substantial economic and personal hardship in destinations as well as indirect effects including decline in the value of currency and inflationary pressures. Nevertheless, despite the development of smart and targeted sanctions they rarely affect the coercive capacity of the targeted government and induce political behavioural change. Resistive economies can develop in response to sanctions in which domestic tourism assumes greater significance as a result of reductions in international mobility. Some destinations facing sanctions also focus on specific international markets from non-sanctioning countries as well as a country’s diaspora. Overall, the study of sanctions deepens knowledge of the interrelationships between geopolitics, foreign policy and tourism and its ramifications for destinations. Significant gaps in knowledge for future research include the role of domestic politics in influencing sanctions policy, the selection of tourism as a specific target for sanctions, and the development of destination adaptation strategies to sanctions.  相似文献

This paper aims to understand the consequences of US-led sanctions on two important industries in Iran: the oil and gas industry and power plant construction. Using qualitative methods and providing empirical evidence, this paper demonstrates the shortcomings of the pro-sanctions argument in the Iranian context. This paper argues that pro-sanctions literature is more inclined towards American politics; it ignores socially recurring effects such as empowering self-reliance in the target country. In the Iranian context, while sanctions regimes are beyond the control or power of industry managers, they have acted as a double-edged sword. On one hand, the sanctions have imposed extra costs on domestic companies in acquiring technological knowledge. On the other hand, they have stimulated policy-makers' determination and empowered a self-reliance doctrine amongst them.  相似文献

Abstract

The use of economic sanctions steadily increased during the twentieth century. Politically, sanctions seem to offer a safe alternative to armed conflict. International chastisement on a nation's unacceptable behaviour is often dealt with by imposing sanctions, the late twentieth-century version of ‘gun boat diplomacy’. However, little account appears to be taken of the devastating humanitarian impact that sanctions can have on the innocent victims of their Government's policies. This article considers the ethical implications of sanctions, using as an example the United Nations' sanctions against Iraq. The possibility of Just Sanctions is discussed against the background of Just War criteria, and questions the assumption that sanctions are a safe and reasonable alternative to conflict.  相似文献

Abstract

When the Rhodesian Front Party under Prime Minister lan Smith declared unilateral independence (UDI) from Britain on November 11 1965, the international community responded by imposing economic sanctions against the rebel regime. At the time, the British prime minister, Harold Wilson was convinced that given the smallness and the fragility of the Rhodesian economy, international economic sanctions would quickly bring Rhodesia to its knees. Sanctions did not succeed, in the short run, in bringing the Rhodesian economy to its knees, however, partly because South Africa and Portugal refused to participate in sanctions and helped Rhodesia circumvent sanctions. This study examines South Africa's economic support for Rhodesia in the early years of Rhodesia's unilateral declaration of independence. It argues that South Africans defied international opinion over the Rhodesian question partly because of the widespread sympathy for their kith and kin across the border that were fighting the same battle against black nationalism as the South African ruling party, but also because of South Africa's need to protect and promote national interests through a demonstration of the inefficacy of international sanctions and boycotts at a time when it was, itself, a possible target for international sanctions because of its apartheid system.  相似文献

Throughout 2006, Commissioner Terence Cole QC conducted an inquiry into the involvement of Australian companies in the United Nations' Oil-for-Food Programme in Iraq. The inquiry generated headlines about sanctions-busting behaviour on the part of AWB Limited and whether or not government ministers knew or should have known what was happening during the life of the Programme from 1996 to 2003. An element of the scandal that has received little attention is whether AWB Limited's behaviour was actually that extraordinary, given its status as a private company whose obligation to its shareholders was to maximise profits and which, had it not complied with the Iraqi government's demands to bypass the sanctions regime, could have cost the company a very important market. Drawing on the sanctions literature, this paper examines an essential problem at the heart of sanctions implementation; namely, that while states sign on to these international obligations, it is private companies and individuals that generally bear their cost. The paper considers legislative changes prompted by Commissioner Cole's Report but emphasises their limitations. A key and persistent difficulty for Australia and other states is that enforcing their international obligations depends on the goodwill and integrity of private actors.  相似文献

The research note investigates the growing economic and political interaction between two important Pacific Rim players, Chile and New Zealand, and analyses the rationale for the Closer Economic Partnership that is currently under discussion. Having analysed the data on trade between the countries it suggests that a mixture of strategic and symbolic geopolitical/geo‐economic factors are driving the agreement rather than the desire to increase bilateral commodity exchange. As it is presently constructed, the agreement is likely to bestow disproportionate benefits on specific corporate actors in certain sectors. A research agenda for monitoring the broader impacts of the agreement is offered.  相似文献

Light weapons proliferation is a serious problem in West Africa. A regional moratorium on imports of small arms and light weapons has not worked and UN arms embargoes on Sierra Leone, Liberia and Côte d'Ivoire have had limited impact. The Economic Community of West African States is currently drafting a new binding legal instrument aimed at controlling flows in West Africa but this will only succeed if the heads of state and government seriously adopt it. This needs to include greater compliance of UN sanctions, international reform of the End User Certificate system, mapping the spread of artisan production and an examination of ammunition imports to West Africa. Better control of ammunition imports in particular may assist the combat of light weapons proliferation as well as the comprehensive destruction of weapons from disarmament efforts. The illicit weapons trade in West Africa is increasingly transnational and it requires regional and international cooperation and support to combat it.  相似文献

This paper seeks to understand the political economy implications of nicotine addiction in Iran, focusing on the US Office of Foreign Asset Control's granting of Iran operations licenses to American tobacco companies. Presuming that tobacco taxes, levied both as import duties and ad valorem, would financially benefit the Iranian government, the introduction of a highly desired US product to the market would be antithetical to the sanctions regime currently in place. By comparing Iran's tobacco industry, and the attendant public health crisis that has arisen from high rates of nicotine addiction, to conditions in Turkey, it can be demonstrated that Iran is uniquely unable to extract revenues from the sale of tobacco products. The primary point of comparison between Iran and Turkey is smoking-attributable annual productivity losses of each country, as estimated through the use of Smoking-Attributable Mortality, Morbidity and Economic Costs Software (SAMMEC) and the available related literature. According to the calculations derived from the SAMMEC model, Iran is burdened with an astonishing economic cost due to the high prevalence of smokers. It is concluded that an awareness of this condition enables OFAC to award licenses to Big Tobacco without fear of undermining current foreign policy initiatives.  相似文献

Despite similar permanent status immigration categories (Economic, Family, and Refugee), the experiences of skilled immigrants in Canada and the United States are quite different. The point system used to select applicants for the Economic Class in Canada makes skilled immigrants vulnerable to a number of perils after the migrant lands. Foreign credentials and work experience are discounted by Canadian employers, who also impose a discriminatory income penalty on minorities. While previous cohorts of Economic Class migrants may have been warned of these perils via reliable migrant networks, new Canadian research suggests that recent cohorts have no such safety net. This article examines the economic integration experiences of Economic Class migrants in the United States in light of the Canadian experiences. The vulnerabilities reported in Canada do not appear to be transferable to the United States, because immigration policy in the US stresses pre-landing employment commitments via employer sponsorship. Accordingly, prospective Economic Class migrants to the United States do not migrate without first knowing how their credentials and “minority status” will affect employment opportunities. However, for the 85,000 skilled workers admitted to the United States on H-1B temporary visas each year, the perils noted in the Canadian experience are relevant, as are a number of additional concerns.  相似文献

Islamic finance signifies more than a projection of religious affiliation. The importance of Islamic finance is increasing in central Asia, both as a source of capital and as a form of post‐colonial market‐building. In central Asia, it is an important facet of the new phenomena of ‘nation‐branding’ and a means of reinvigorating the economy. In identity politics, Islamic finance projects an attitude of religious tolerance allowing states in the region to reposition their geopolitical identity relative to the Islamic community. This creates a ‘performance’ of Islamic finance that facilitates the creation of legitimacy for the state. Adopting Islamic finance projects images of the state's religious tolerance and diversity without changing the underlying structures; it suggests an ‘Islamicness’ that is useful to the development and post‐colonial goals of the state. As such, it creates opportunities for geopolitical alliances with Muslim countries. Economically, it appeals to rising financial‐industrial elites seeking new investment‐opportunities, which reduces pressure on the state to democratize. Meanwhile, in Russia, Islamic finance is an alternative source of capital for the sanctions‐hit state and a useful identity marker with which to connect to the increasingly wary Caucuses and Commonwealth of Independent States countries, lending it a wider significance across Eurasia.  相似文献

This paper draws on export data from four of Iran’s key trade partners—the European Union, China, the United Arab Emirates (UAE), and Turkey—to examine the robust and positive correlations between the export of parts and machinery to Iran and Iran’s industrial output, as measured by production index data published by the Central Bank of Iran for industrial enterprises with over 100 employees. The period of analysis is 2000 to 2017. It may seem intuitive that the output of Iranian manufacturers depends on the ability of companies to source intermediate goods such as parts and machinery. However, the imposition of sanctions on Iran is shown to have temporarily decoupled the relationship between European industrial exports to Iran and the Iranian industrial production index—the index remained stable even as European exports fell. An analysis of trade data for the other three trade partners included in this study quantitatively substantiates reports noting that in order to sustain the industrial production index, Iran engaged in processes that can be collectively described as “import reflection.” This entails substituting European intermediate inputs with Chinese inputs while also circumventing sanctions pressures on trade by sourcing European inputs via re‐export from the UAE and Turkey. These processes were fundamental to Iran’s economic resilience in the face of multilateral sanctions and have played a central role in Iran’s defense of its industrialized economy and particularly its non‐oil exports as the administration of US President Donald Trump pursues a new unilateral campaign of “maximum pressure” sanctions.  相似文献

Is Greener Whiter? Voluntary Environmental Performance of Western Ski Areas   总被引:2,自引:0,他引:2  
This study analyzes the initial implementation of the Sustainable Slopes Program a voluntary environmental initiative established by the U.S. National Ski Areas Association in partnership with federal and state government agencies. Our findings indicate that participation of western ski areas in the Sustainable Slopes Program is related to institutional pressures in the form of enhanced federal oversight and higher state environmental demands exerted by state agencies, local environmental groups and public opinion. The analysis also suggests that, despite these institutional pressures, participant ski areas appear to be correlated with lower third-party environmental performance ratings. This behavior seems to reflect the lack of specific institutional mechanisms to prevent opportunism in the current design of the Sustainable Slopes Program. That is, the program does not involve specific environmental standards, lacks third-party oversight, and does not have sanctions for poor performance.  相似文献

Wildlife trade, sanctions and compliance: lessons from the CITES regime   总被引:1,自引:0,他引:1  
The international community possesses a powerful tool to control wildlife trade—the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). For over 20 years it has used trade sanctions as the cornerstone of a unique compliance system that has evolved through practice and secondary rules. This article discusses the mechanisms through which sanctions are imposed and assesses their effectiveness. The CITES compliance system has evolved largely in isolation from other environmental treaties, yet there are lessons that could be learned by other trade-related agreements that are in the process of developing their mechanisms to address non-compliance. CITES is particularly dependent on a sanctions-based approach because of the lack of funds to support capacity building. The article demonstrates through the national legislation project how sanctions used to back-up technical assistance can indirectly build capacity to implement the treaty. It concludes by arguing that guidelines on compliance currently under negotiation risk undermining the CITES compliance system and eroding the gains of the last three decades.  相似文献
