This paper examines the Chinese Nationalists’ overseas Chinese policies during the early War of Resistance and the early Cold War. The strategies, organizations and problems of huaqiao mobilization during the Anti-Japanese War set patterns for Cold War anti-Communist efforts. In both struggles, the Nationalists emphasized that they represented China's legitimate government and that support from overseas Chinese was part of a crusade dating back to Sun Yat-sen, the father of the nation. As mothers of the revolution, huaqiao were to remain loyal to Sun's legacy by backing Chiang. Southeast Asia, home to the majority of overseas Chinese, became the focus of Nationalist attention and is the most appropriate arena to examine the vicissitudes of huaqiao policies. Obstacles to huaqiao mobilization did not simply result from Japanese, then Communist, machinations. The Nationalists encountered difficulties due to overseas Chinese apathy and disunity. Further, the complex political environment of Southeast Asia, before and after decolonization, stymied mobilization. Nevertheless, after each military defeat, whether at the hands of the Japanese or the Communists, huaqiao support became more important, not for the material benefits they offered, but for the legitimacy they conferred.  相似文献

This essay, which is part of an ongoing monographic study of the Société Européenne de Culture, looks at the SEC's relationship with Europe's communist intelligentsia during the first phase of the Cold War. European intellectual life during this period is generally associated with the Congress for Cultural Freedom. Yet the SEC, the membership of which included some of Europe's most eminent figures, ranging from Camus and Jaspers, to Adorno and Merleau-Ponty, to Lukács and Sartre, can be seen as having provided a reference point particularly for the European left, not least because of its unique openness to communist participation. Giving special attention to the Dialogue Est-Ouest (Venice, March 1956), one of the earliest encounters between Europe's eastern and western intellectuals since before the war, this essay considers how the SEC's engagement with contemporary Marxist theory there not only embedded the dialectic as the SEC's operational method. It also provided an early indication of that institution's imminent shift from a preoccupation with universal values to an awareness of cultural difference and diversity, as a result of the critique of current western liberal ideology and its cultures, undertaken by the SEC in light of the Thaw.  相似文献

This article examines the intersection between the Cold War and decolonisation in anti-Communist Asia in the 1950s. Drawing on the papers of former South Korean President Syngman Rhee housed at Yonsei University, the article explores both the motivations behind as well as the constraints upon South Korea's efforts to cultivate a military alliance in what it called ‘Free Asia’. Articulating some of the concrete political differences between South Korea and its potential partners in Asia, the article argues that Rhee's hardline views of the Cold War were interwoven with his ambivalence about Japan's reintegration in the post-war world. As a result of this intersection between the Cold War and decolonisation, the South Korean President was unable to achieve consensus with the rest of anti-Communist Asia. In exploring this chapter of South Korean diplomacy, the article calls on Cold War diplomatic history to integrate non-Communist Asia and for the historiography of decolonisation to investigate the legacies of Japan's empire in post-war Asia. It also suggests that scholars ought to reflect more deeply on the interrelationship between the Cold War and decolonisation.  相似文献

In this article I study the theoretical impact of Cold War ideology on Italian democracy through the dialogue between Norberto Bobbio and the leaders of the Italian Communist Party in the mid-1950s, in particular the philosopher Galvano della Volpe and the General Secretary Palmiro Togliatti. I claim that Bobbio's choice of dialogue with the 'enemies' of the western model of democracy was in itself a criticism of the Cold War logic and its Manichean theology of good and evil. What I call Bobbio's politics of dialogue has been roundly criticized in Italy, particularly since 1989, when revisionist scholars accused the non-Communist intellectuals of previous generations of not understanding Communist totalitarianism. I take the revisionists' challenges as my point of departure for an analysis of Bobbio's politics of dialogue and its underlying theoretical implications. Bobbio challenged the Communists on three related topics: the theory of the state, the philosophical character of Marxism, and the theory of liberty. Keeping the door open to illiberals did not imply relativism or passive acceptance of any opinion: failure to understand this basic fact led late revisionists to misinterpret Bobbio's dialogue with the PCI as a sign of weakness rather than strength. The dialogue strengthened Bobbio's conviction that it was crucial to link the defense of individual liberty to the defense of democracy, and thus avoid the dualism between negative and positive liberty, liberalism and democracy, a trait peculiar to Cold War liberalism as well as its leftist antagonists.  相似文献

In July 1955, women from around the globe gathered in Lausanne, Switzerland for the World Congress of Mothers organised by the social‐communist Women's International Democratic Federation (WIDF). On the third day of four days of proceedings, an Italian housewife named Clotilde Cassigoli delivered an impassioned speech calling on women to unite across the divides of the Cold War, and cooperate to ensure that their children and grandchildren would not have to know the horrors of war she had witnessed in Florence at the end of the Second World War. Her plea ultimately went unheeded. This article analyses the national and international activities of Catholic and communist women's organisations between 1945 and 1956 to expand understandings of women's political involvement during the Cold War. My examination of the Italian case will show that during this era cooperation between the politically opposed women's groups was only possible in a limited framework. By interpreting the associations’ discourse of motherhood and peace through a Cold War lens, I show that the Italian women's leaders were successful at advancing their own objectives and making inroads into the homes of more Italian women while they simultaneously constructed a divisive Cold War international women's movement.  相似文献

This article offers a critical assessment of Fred Halliday's theorization of the Cold War and, in particular, his attempt to offer a more global perspective on it through a greater focus on the role of developments emanating from the Third World as constitutive of the Cold War. The author argues that although Halliday's theorization of the Cold War as ‘inter‐systemic conflict’ is a major advance in our understanding of the Cold War—through the attention it pays to the causal linkages between capitalist development and imperialism, revolutionary transformations and superpower geopolitical confrontations—it fails, ultimately, to fulfil its potential as a theory of global Cold War. Halliday's temporalization of the Cold War and his insistence on the autonomy of the superpower arms race and strategic competition end up detaching developments in the Third World from the axis of superpower conflict and, consequently, suggests a residual Eurocentrism within his theory. The article begins by contextualizing the wider theorization of the Cold War and the (absence) place of the Third World in it. It then proceeds to assess critically Halliday's conceptualization of the Third World in the Cold War. The final section outlines an alternative theoretical framework for a theory of global Cold War that builds on elements of inter‐systemic conflict focused on how geopolitical confrontations involving the superpowers derived from the revolutionary consequences of uneven capitalist development.  相似文献

During the Cold War, Nordic cooperation blossomed and the region's identity was strong, yet defence was left outside the Nordic framework. After the end of the Cold War, Nordic cooperation waned and it was largely replaced by cooperation within the framework of the European Union. During the past couple of years, however, Nordic defence cooperation has been boosted by a number of initiatives and common projects. This article analyses this recent rise of Nordic defence cooperation. In terms of theory, it revolves around the question of how material and identity factors explain security cooperation in today's Europe. During the Cold War, identity was an easy explanation for societal cooperation between the Nordic countries, but geostrategic factors and national interests based on them determined (the lack of) defence cooperation. Even today, Nordic defence cooperation is justified more by cost‐efficiency and geographical proximity than by common identity. This article argues that Nordic identity nevertheless plays an important role in motivating defence cooperation. It is not driven by pure cost‐efficiency or strategic calculation. The role of identity needs to be understood, however, not as a kind of independent force but as part of the political process. Nordic identity explains the rise of the region's defence cooperation in two ways: it facilitates informal cooperation between defence officials at various levels; and it is easy to sell international defence cooperation politically to domestic audiences if it is done in the Nordic context. Yet Nordic cooperation is not seen as contradicting European or NATO cooperation.  相似文献

The scholarly consensus on why NATO adopted a ‘non-policy’ towards the non-North Atlantic world rests on the logic of the Cold War. But British diplomats and officials did not see NATO’s policy towards Africa through a Cold War lens. NATO’s ‘non-policy’ towards the world beyond the North Atlantic was not the product of an allied Cold War consensus among the allies. Instead, it was the result of a determined British effort to channel growing pressure for NATO action into a bureaucratic dead-end in an effort to keep the Cold War out of Africa.  相似文献

This article focuses on North African soldiers who served in the French army of occupation in western Germany after its liberation in 1945. Taking as its starting point Rachid Bouchareb's 2006 film, Indigènes, the article contrasts claims the film made about the memorial exclusion of the colonial soldier with his surprising centrality to French accounts of their own military exploits. Using publications issued by the army for its internal readership and archival records of the military occupation's day-to-day activities, the author argues for a modified understanding of the French Republican notion of assimilation that is able to take account of the prolific representation of the North African soldier, and his accommodation, in Cold War Germany.  相似文献

Shah Mohammad Reza Pahlavi of Iran is commonly portrayed in Cold War historiography as a loyal client of the United States. Yet, the shah also pursued détente with Soviet First Secretary Nikita Khrushchev, culminating in Iran's September 1962 pledge to the Soviet Union that no foreign missile bases would be permitted on Iranian territory. Drawing on American and British documentary sources, as well as the memoirs of several Iranian participants, this article suggests that the shah's 1962 pledge was not simply a ploy to leverage more arms from the United States. Rather, it represented the shah's first modest step towards a more independent foreign policy during the Cold War.  相似文献

This study quantitatively examines Samuel Huntington's 'clash of civilisations' theory using data from the State Failure dataset which focuses on intense and violent internal conflicts between 1950 and 1996. The proportion of state failures which are civilisational has remained mostly constant since 1965. The absolute amount of civilisational conflict has dropped considerably since the end of the Cold War. There is no clear evidence that the overall intensity of civilisational state failures is increasing in proportion to non-civilisational state failures. Also, the predictions of Islam's 'bloody borders' and the Confucian/Sinic-Islamic alliance against the West have not yet occurred. In fact, Islamic groups 'clash' mostly with other Islamic groups. However, the majority of the West's civilisational conflicts, during the Cold War and to a lesser extent after it, are with the Islamic civilisation. Thus it is arguable that Huntington's prediction that the Islamic civilisation is a potential threat to the West is probably more due to the end of the relevance of the Cold War paradigm than any post-Cold War changes in the nature of conflict. This highlights the potential influence of paradigms on policy and should serve as a caution to academics and policy makers to be more aware of the assumptions they make based on any paradigm.  相似文献

Abstract

The defeat of the Australian government's attempts to outlaw communism in 1950 and 1951 was a significant victory for the protection of civil liberties. Yet for the Australian Council for Civil Liberties, which had fought a long battle against the measures, the result was not greeted with a sense of triumph. The campaign to avert draconian powers exposed a Council struggling to adapt to the Cold War, and revealed tensions in the Council's belief in democratic institutions and the popular opinion that underpinned them.  相似文献

President Vladimir Putin's foreign policy can be characterized as a ‘new realism’, repudiating some of the exaggerated ambitions of Yevgeny Primakov's tenure as foreign minister in the late 1990s while asserting Russia's distinctive identity in world politics. Rather than acting as a classic ‘balancing’ power prescribed by classic realist theory as the response to the hegemonic power of a single state, Russia under Putin tended to ‘bandwagon’ and the country has been a vigorous ‘joiner’. Putin insisted that Russia retains its ‘autonomy’ in international politics while moving away from earlier ideas that Russia could constitute the kernel of an alternative power bloc. However, the opportunity to integrate Russia into the hegemonic international order may have been missed because of what is seen in Moscow as the resolute hostility of groups in the West who continue to pursue Cold War aims of isolating and containing Russia. The Cold War was transcended in an asymmetrical manner, and this has given rise to four major failures: political, strategic, intellectual and cultural. The world faces the danger of the onset of a new era of great power bloc politics, thus restoring a Cold War structure to the international system. With none of the major strategic issues facing the international community at the end of the Cold War yet resolved, we may be facing a new twenty years’ crisis.  相似文献

The paper focuses on the problematic relationship between Talmon's liberalism and Zionism. My argument is that Talmon's nationalism (Zionism included)—historicist, romantic, visionary—lived in permanent tension with his liberalism—empiricist, pluralist, pragmatic. His critique of totalitarian democracy, reflecting his British experience, emerged independently from his Zionism, grounded in Central European nationalism. The two represented different worlds. Talmon lived in both, serving as an ambassador in-between them, without ever bringing them together.

The essay's first section describes the political education of the young Jacob Talmon (née Flajszer) and the making of The Origins of Totalitarian Democracy. It demonstrates the independence of Talmon's Cold War liberal project from his Zionism. The second section places Talmon in the context of Cold War liberal discourse, showing how integral his critique of revolutionary politics was to contemporary liberalism. The third illustrates the tensions between Talmon's view of Jewish history and his liberalism, between his Zionism and his critique of revolutionary politics. Focusing on Talmon's analyses of nationalism, it highlights the ambiguity of his Zionism.  相似文献

This paper would like to discuss some aspects of current trends in studies on eighteenth-century Eastern Europe. In the first part it addresses recent approaches devoted to the reconstruction of the conceptualization of Eastern Europe at the time of the Enlightenment, which have often been inspired by the work of Edward Said and Martin Bernal. These include Larry Woolf's Inventing Eastern Europe (1994). Michael Confino has provided a detailed critique of Woolf's approach. It can be argued that Woolf is in fact projecting Cold War divisions back into the eighteenth century.

The article argues in favour of a less “Orientalising” approach to the history of Eastern Europe, by proving an alternative overview of the historical dimensions of the eastern (and northern) regions of Europe in the eighteenth century. Eastern Europe was inextricably connected to its western European neighbours. Without Eastern Europe, European history is incomplete and incomprehensible.

In the third part the article argues that the interpretative framework of the “first crisis of the Old Regime”, which Franco Venturi outlined in his Settecento riformatore in the 19870s and 1980s represented a subtle rejection of the East/West dichotomy, and in fact foreshadowed the eventual reunification of Europe after the end of the Cold War.  相似文献

This paper deals with the cultural and educational relations between the United States and Portugal during the Cold War. It is built upon the premise that cultural policies and cultural relations between states are a fundamental part of international relations. This article sheds new light on the interrelation between Western European integration and the Cold War by unveiling and bringing under scrutiny the active role of the EEC in East–West relations. It argues that the EEC's pro-active Eastern policy was pivotal in loosening Cold War constraints in Europe and engendering instead a new kind of intra-European relations. Relations between the EEC and socialist bloc countries grew more intense and diversified, irrespective of the renewed superpower confrontation. Not only were détente and integration compatible, they actually reinforced each other, and the EEC proved to be a major and successful promoter of the overcoming of the Cold War in Europe.  相似文献

This article, based on Adam Roberts's valedictory lecture as Montague Burton Professor of International Relations at Oxford University, reconsiders the causes and consequences of the end of the Cold War. It argues that a key to understanding these developments is acceptance of pluralism—of theories, of political systems, of cultures, of methods of analysis, and of academic disciplines. Pluralism in at least some of these senses is a recognized strength of International Relations studies in the UK. The long tradition of acceptance of a plural international system, and a plural approach to understanding it, includes figures as varied as John Stuart Mill, Maxim Litvinoff, Alastair Buchan and Hedley Bull. The end of the Cold War was the result of a plural mix of factors: both force and diplomacy; both pressure and détente; both belief and disbelief in the reformability of communism; both civil resistance in some countries and guerrilla resistance in others; both elite action and street politics; both nuclear deterrence and the ideas of some of its critics; both threat and reassurance; both nationalism in the disparate parts of the Soviet empire and supranationalism in the European Community. Paradoxically, the specialists in politics and International Relations who came closest to foreseeing the end of the Cold War were those who made few if any claims to a ‘scientific’ approach, and whose idea of forecasting was based, at the very most, on Mill's modest concept of ‘a certain order of possible progress’. Since the end of the Cold War, simplistic interpretations of how it ended have contributed to narrow understandings of international order. The spirit of imposed universalism having fed from Moscow, has flourished as never before in its other favourite haunt, Washington DC. There is a need to recognize the plurality of perspectives that endure in the post‐Cold War world.  相似文献

This article examines the impact of the Cold War on the Italian political system. It compares the relations of the two main Italian parties - the DC and the PCI - with their external interlocutors and allies - the USA and the USSR - during the first decade of the Cold War. By doing so, the article rejects traditional interpretations of how post-Second World War international constraints limited Italy's sovereignty. It argues instead that the main Italian pro-western party, the Christian Democrats, deliberately opted for a policy of containment of American pressures. Such a policy was functional to the twin objectives of consolidating DC hegemony, and safeguarding Italy's new republican constitution.  相似文献

The heritage of the Cold War is attracting increasing international interest. Much of that revolves around technological legacies; less attention has been paid to the community infrastructure which supported defence research, weapons testing and military installations. Security and operational logistics meant that research and development was conducted not only in restricted settings but also in often geographically remote situations. An archetypal example is the Woomera Rocket Range in outback South Australia, where long-range weapons were trialled from 1947 under a joint project between the British and Australian governments. Woomera Village, established as a planned residential facility to support personnel employed on the Range, survives today in a similar role, but with a population greatly diminished from its late-1960s heyday. This paper introduces the Village against the backdrop of Cold War heritage and spatial planning ideology, surveys its raison d’être and growth as a Cold War town, and considers its modern-day status as a heritage place and sustainable community.  相似文献
