‘The Men Have Come’: Gender and Militarisation in Kampala, 1966–86

This article explores the gender implications of the militarisation of the Mengo neighbourhood of Kampala. It analyses how the hyper‐militarisation under post‐colonial regimes, particularly those of Milton Obote and Idi Amin, marked a significant gender reversal. The military presence in Mengo emasculated civilian men, who were attacked and abused by soldiers, and led women to assume the roles of ‘protectors’ who safeguarded men, children and their homes. Women volunteered for the most dangerous tasks at the household and community levels and faced constant dangers, including rape, violence and other forms of abuse. Using oral histories collected from the residents in Mengo in 2014, I examine this reconfiguration of gender roles and its reverberations in contemporary Mengo. Interviews with the women and men from Kampala describe the various ways women protected people and spaces and at the same time stress men's vulnerability. This article therefore challenges popular conceptions of women as weak and vulnerable and in need of men's protection in militarised situations.     

‘I Just Like to Kill Things’: Women,Men and the Gender of Sport Hunting in the United States, 1940–1973

This paper examines women's place in sportsmen's magazines and their role in the creation of sport hunting's image in the post‐war United States. It argues that sport‐hunting women were not challenging post‐war constructions of femininity or domesticity. Nevertheless, sportsmen attacked women's attempts to construe hunting as heterosocial recreation, fearing that they would undermine hunting's cultural significance. Instead, the dominant, male‐authored discourse connected authentic hunting to a new post‐war formulation of masculinity that revolved around militarism and the emotional bonds between men developed through battlefield experiences. This analysis takes seriously both men's and women's interpretations of a cultural practice historically associated with one sex, in order to reveal how gender identities are constructed and contested.     

From Husbands and Housewives to Suckers and Whores: Marital‐Political Anxieties in the ‘House of Egypt’, 1919–48

This article traces the transformation in the symbolic role of the modern, bourgeois Egyptian home and the political and personal relationships it allegedly engendered, showing that what had originally appeared as promising became the potential site of treason and deceit. The article relies on archival materials, political caricatures and articles from the popular press. Beginning with an assessment of the political discourse of 1919, it then illustrates how, by the 1930s, home life and marriage appeared as zones of crisis rather than promise. By the late 1940s, as a stand‐in for political commentary, the domicile appeared as a space from which men had to escape at all costs, presaging a revolution in which a new political order would restore the household to its previous order and centrality.     

Devolution and Parliamentary Representation: The Case of the Scotland and Wales Bill, 1976–7

For as long as devolution has been debated in the UK, there has been fierce discussion as to the representation of the would‐be affected areas at Westminster. That this has been the case is a consequence of Westminster's dual remit as both a state‐wide and a sub‐state legislature. While this dual remit was relatively straightforward when applied to all nations of the UK, it does, however, raise serious questions about the equality of MPs at Westminster in the face of asymmetric devolution that would carve out parliament's remit in some, but not all, parts of the UK. These questions bedevilled Gladstone's Irish Home Rule Bills in the late 19th century and have been a recurrent feature of debate following New Labour's devolution programme in the late 1990s, culminating in the adoption of a system of ‘English Votes for English Laws’ by the house of commons in October 2015. This article looks at this issue through the lens of the ill‐fated Scotland and Wales Bill introduced by the Callaghan government in 1976. It explores the roots of the bill and how, and why, the idea of referring the question of territorial representation, post‐devolution, to a Speaker's conference, came to secure the initial support of cabinet as the best answer to this problem, and why the government swiftly changed its mind. Parliamentary statecraft considerations served to push a Speaker's conference onto the institutional agenda, before ultimately dooming it to failure.     

Friendly Relations: Situating Friendships Between Men and Women in the Early American Republic, 1780–1830

Men and women who became friends in the early American republic struggled with societal worries about the purity and chastity of their friendships. More so than other pairs of friends, heterosocial friends had to attend to how their friendships appeared to those around them. One of the most important ways of doing so was positioning a friendship in relation to spouses. In an era when marriage was the central structure for relations between men and women and fears of seduction and ruin were rampant, friends of the opposite sex needed to integrate their friendships within their marriages. This paper examines how men and women did so through the lens of their correspondence. Navigating a society without clear boundaries or rules for conducting a friendship between a man and a woman, individual pairs of friends improvised to create safe friendships in person and in letters. The careful intertwining of marriages and friendships they created demonstrates the way intimate social relationships were embedded in the social fabric of the early American republic.     

‘He Likes Women More Than He Likes Drink and That Is Quite Unusual’: Working-Class Social Clubs,Male Culture,and Heterosocial Relations in the United States, 1920s–1930s

Throughout the early twentieth century working-class men spent much of their leisure time in their basement hangouts, known as social clubs. Social clubs usually formed out of the associational life of young working-class men and remained attached to a larger male culture. But they were also used for dances and other heterosocial interaction. This essay examines the organisation of these clubs and how members used them to negotiate homosocial and heterosocial leisure. In particular, it explores the struggles between men and women over the use of club space and how those struggles affected their relationships and male culture.
