Abstract. This article offers an analytical framework for understanding the peculiarities of the Ottoman Empire's nationality policies in the second constitutional period (1908–18). It will examine the extent to which the nationality policies of the Young Turks can be perceived as a nation‐building project, and question whether it is reasonable to apply the term ‘Turkification’ to these policies. The primary goal of the paper in this context is to identify how and to what degree a nationalist outlook shaped imperial polices of the late Ottoman Empire. Engaging in a critical dialogue with the existing historiography, the article argues that ‘Turkification’ should be conceptualised solely as a project of nation‐building in the multiethnic Ottoman Empire. It was only one of the policies employed by the imperial elite and it coexisted with other imperial policies ranging from centralisation to decentralisation, assimilation to dissimilation and integration to homogenisation. The paper concludes by contending that only by contextualising and understanding this complexity and only by taking geographical variations into account can the peculiarity of ‘Turkification’ be grasped.  相似文献

Abstract. National identities are socially constructed and inherently relational, such that collective imagination depends on a dialectical opposition to another identity. The ontology of otherness becomes the necessary basis of social imagination. National identity can hardly be imagined without a narrative of myths, and the Turkish nation is no exception. This article argues that the Turkish nation was imagined as a modern nation with territorial sovereignty after the erosion of traditional Ottoman umma (religious community) identity. During the process of this imagination, the Armenians became the first ‘others’, whose claims over eastern Anatolia were perceived as a real threat to Turkish territoriality and identity. Based on the analysis of modernist theories of nationalism, the methodological concern of this study is twofold: to explore the causal link between the policies of Ottoman modernisation and the emergence of Turkish nationalism; and to incorporate the self and other nexus into the relationship between the emergence of Turkish nationalism and the process of ‘othering’ the Armenians.  相似文献

ABSTRACT. This article deals with Swiss nationalism and Swiss nation‐building. Its main thesis is that Switzerland cannot accurately be described as either a nation or a non‐nation but is something in between, and could thus best be characterised as a ‘fractured’ nation. Switzerland has experienced some powerful nationalist moments, from the creation of the Swiss state in 1848 to the last few decades. Yet this recurrent nationalism among the Swiss, considered alongside their more traditional reluctance to consider themselves a nation, make Switzerland a peculiar object: a ‘fractured’ nation. This flawed process of nation‐building in turn reveals some basic characteristics of all nations – inherent artificiality, and the tremendous efforts undertaken to hide it. Switzerland could be considered an unfinished, incomplete nation, and this is precisely why its study can be interesting for scholars of nations and nationalism.  相似文献

Abstract. Eritrean politics is increasingly captured in competing narratives of nationalism. ‘Official’ narratives emphasize Eritrea's purported stability, orderliness, and uniqueness. This discourse defends and supports the current government's policies. In contrast, recent research challenges those policies, and contributes to a nationalist counter‐narrative. This article seeks to investigate the discursive power of conventional narratives and the implications of new research for accounts of state and nation‐building in Eritrea. The Eritrean case – one of the newest states in the world – intersects with and informs a number of broader debates on nationalism and nation‐building: the impact of globalization, secessionism, and war as well as the relationship between ethnicity and nationalism. The penetration of state and nation‐building projects into every sector of Eritrean life means that all social research is deeply politicised. Journalists and researchers have long been key players in the contested process of conceptualising Eritrean nation‐hood, and this continues in the post‐liberation period. Research thus both buttresses and challenges official discourses, even where it is not explicitly framed in terms of nationalism.  相似文献

This article studies 1923 compulsory population exchange between Greece and Turkey through a case study of its experience in Izmir. It traces the ways the early Republican state engaged in the project of reshaping the population by eliminating the non‐Muslims who were rendered as ‘excesses’ in the spatial and discursive matrices of the nation‐state. Through the experience of the exchange in Izmir, it argues that the process of the accommodation and assimilation of the exchangees played a significant role in shaping the modalities of Turkish nationalism by creating new lines and fissures, further dividing the ‘Muslim brethren’ into ever restrictive constructions of Turkishness. It also underlines that this forced displacement is not just a significant episode in Greek and Turkish histories but that it represents a turning point in the project of nation formation in general.  相似文献

This article presents a brief survey and analysis of the most intimate coupling of culture and national projects that occurred in Central Europe following the success of the Italian and German nation‐states established in this manner during the third quarter of the nineteenth century. Language is the very ‘stuff’ of culture as well as the instrument of communicating and reaffirming cultural difference vis‐à‐vis other cultures. As such, language became central to the processes of nation‐ and nation‐state‐building in Central Europe, leading to politicisation of language and also of linguistics and philology, which were expected to fortify the nations and their nation‐states than rather to lend themselves to objective research. It is proposed that this specific Central European interweaving of language and national projects may be better comprehended through the application of Einar Haugen's model of language standardisation and Miroslav Hroch's model of nation‐building. These two models in the Central European case seem to be closely corresponding to each other. The short catalogue of language elements used to produce national differentiation closes this contribution.  相似文献

This article examines the applicability of the ethno‐symbolic approach to the study of patriotic Turkish nationalism. In this venue, first it addresses the issue of why many of the existing theoretical models are difficult to use for attending to the case of Turkish nationalism in a comparative framework. Capitalising on the ethno‐symbolic understanding of ideological and ethno‐cultural continuities in the formation of modern nationalisms, this study provides an analysis of points of contestation regarding the history of modern, patriotic Turkish nationalism. It then discusses the demographic and socio‐cultural background of the bonding of exiled masses of Ottoman Muslims with the native Muslims of Anatolia under the banner of a revived, independent Turkish nation. The debate offered here is based on a critical evaluation of the myths and symbols of Turkish national identity within the larger context and time frame of Ottoman/Turkish history.  相似文献

ABSTRACT. Countries of immigration are generally faced with a dilemma: they wish to accept immigrants for economic purposes, but also to restrict immigration for ethnonational reasons. This is especially true in ethnic nation‐states, where immigration is seen as a threat to ethnonational unity more than in civic nation‐states. However, in recent decades, various ethnic nation‐states have adopted immigration policies that have encouraged their diasporic descendants born and raised abroad to return to their ethnic homeland. Ethnic return migration apparently solves the immigration dilemma by providing ethnic nation‐states with a much‐needed unskilled labour force without causing ethnonational disruption because the immigrants are co‐ethnic descendants. After comparing ethnic return migration policies in European and East Asian countries, this article analyses the development of such policies in Japan and their eventual failure to solve the country's immigration dilemma. As a result, Japan (and other ethnic nation‐states) have imposed restrictions on ethnic return migration.  相似文献

Abstract. This article examines the structural and ideological factors that paved the way for the eruption of violence against non‐Muslims in Turkey on 6 September 1955. I argue that the conventional explanations that treat this instance of collective violence either as spontaneous rioting caused by over‐excited masses or as a government conspiracy that eventually got out of control are insufficient in that they fail to answer how and why so many people participated in these riots when we know that nothing on this scale ever took place in the history of the republic. In order to adequately understand the dynamics behind these riots one first needs to situate them in the broader historical context of the emergence, development and crystallisation of Turkish nationalism and national identity that marked the non‐Muslim citizens of the republic as the ‘others’ and potential enemies of the real Turkish nation. This historical analysis constitutes the first part of the article. Since ethno‐national riots do not always occur whenever there are conflicting identities, one also needs to explain the processes through which ethno‐national identities become radicalized and polarized. Thus, in the second part of the article, I focus on the economic, political and social conditions of the post‐single‐party era (post‐1950) that helped to radicalise the sentiments of the growing urban populace against the non‐Muslim ‘others’. I argue that it was the socio‐economic, ideological and political transformations of the Democrat Party era that made it possible for ethnic entrepreneurs and state provocateurs to mobilise the masses against a fictitious enemy.  相似文献

ABSTRACT. What happens if a community is encouraged to imagine itself visually when its political vessel is a modernising nation‐state within a multinational communist federation? Cinematic works, in their distillation of time and space, contribute to the kinds of imaginings that sustain nation‐states. How this cultural technology reflected and promoted nation‐building in the Soviet era is the subject of this article. It explores how the tensions within the diktat ‘national in form, socialist in content’ played out in practice in the Soviet cultural landscape of 1960s Kyrgyz film, dubbed by Soviet critics as a ‘wonder’.  相似文献

This is a case study of the clerical‐nationalist Slovak state established under Nazi protection during World War II. As the only example of Slovak political independence prior to the break‐up of Czechoslovakia in 1993, nationalist interpretations of its legacy have helped shape the Slovak discourse on post‐communist state‐ and nation‐building. To explore the impact of the Slovak state on the development of Slovak nationalism, this article examines how the ideology of the Slovak state structured the relationship between the individual, state and nation; the roots of the regime's ideology; and the ramifications of this ideology for governance during the period of statehood. Through this exploration, I hope both to contribute to a fuller understanding of the relationship between ethnic nationalism and authoritarian patterns of governance and to lay the groundwork for further study of the sources of post‐communist Slovak political culture.  相似文献

Abstract. There are many disagreements among the three main paradigms of the nationalism literature. Yet most modernists, ethno‐symbolists and constructivists agree that elites play a key role in inventing and re‐inventing nations. Notwithstanding this insight, none of these schools of thought has generated a compelling answer to the question of why the inventors of a certain nation build, out of an infinite number of possibilities, a particular nationness. Analysing the case of twentieth century Irish identity, this article seeks to shed light on this question by inquiring into the process through which elites come to imagine the nation that they seek to build. I argue that epistemic understandings of the world delineate which kinds of national identity are conceivable for, and plausible to, nation‐building elites.  相似文献

This article looks at depictions of non‐Egyptian women in the Egyptian women's press during the Nasser period, from 1952–1967. A regular and recurring feature of the Egyptian women's press during the 1950s and 1960s, representations of foreign women were products of both global and local struggles. Enabled by a world order increasingly transformed by the political voices of colonial and post‐colonial subjects, such representations were also bound up in Egyptian debates about gender subjectivities, the consequences of state and nation building, and the boundaries of national identity. While they can be read as contributing to the creation of what Chandra Mohanty has called ‘an imagined community of third world oppositional struggles’, they also suggest much about how the liberating, emancipatory possibilities of post‐colonial/anti‐imperialist projects limit their own possibility for realisation.  相似文献

Through a case study of the mobilisation around the Luxembourgish language in the 1970s and 1980s, this article investigates the paradox of contemporary linguistic nationalism, resulting from a hiatus between the continued influence of the classic nation‐state model and the new constraints linked to a changed socio‐historical context. Based on an analysis of actors' discourses, parliamentary debates and legislative documents, the investigation retraces the social, political and economic dynamics as well as the cognitive mechanisms leading to a change in the social perception of the Luxembourgish language. It shows how the contemporary context implies specific constraints and difficulties for mechanisms of the invention of tradition, but that at the same time the traditional nation‐state model, where one nation equates with one state and one language continues to function as a reference. Through the Luxembourgish case is raised the more general question of the relation between linguistic nationalism, modernity and change in a contemporary context.  相似文献

Abstract. This article studies interwar Turkish nationalism from the perspective of Turkish citizenship policies. The interwar era witnessed the rise of a nationalist state in Turkey, as elsewhere in Eastern Europe. Ethnicist Turkish nationalism emerged as a political force in the 1930s. The study scrutinises the impact of this on Turkish nationalism. In doing this, it focuses on the practices of the Turkish state, especially the citizenship policies. Accordingly, the piece examines the role of ethnicity, religion and territory in Ankara's denaturalisation and naturalisation policies. It concludes that, despite the rise of ethnic nationalism, not ethnicity but the legacy of the millet system and ethno‐religious identities shaped Turkey's citizenship policies in the interwar period.  相似文献

In this article, I analyze the rise of the “Lausanne Syndrome” in Turkish politics during the twenty‐first century through the prism of ontological security theory. The arguments are presented through the examination of the legacy of the “Sèvres Syndrome”, the impact of the Turkish‐Israeli diplomatic break‐up during the 2010s on the Turkish self‐narrative, and the declaration of the second war of independence following the failed coup attempt of 2016. The “Lausanne Syndrome” serves both as a domestic and foreign policy tool, as it relates to Erdo?an’s search for ontological security and geopolitical strategy.  相似文献

This paper sheds light on the role of evolutionary ideas in the making of Turkish nationalism during the Kemalist era (1923–1938). By so doing, it aims to challenge some of the dominant historiographical viewpoints as to the nature of Turkish nationalism. One is related to the Kemalist elites' predisposition towards the so‐called “scientism” seen as one of the bases for nationalism. We intend to turn upside–down the relation between the Kemalists' use of science and Turkish nationalism. Second, we problematize the “culturalist” origins of Turkish nationalism arguing that the seemingly “culturalist” reflections of the time were, indeed, materialist formulations based on the science of the times. We discuss in this respect the Kemalist elites' use of evolutionary ideas. By synthesizing the ways in which these elites employed evolutionary ideas in the fields of history, language, geography, anthropology, biology, eugenics, and pedagogy, we aim to understand the specific nature of Turkish nationalism before 1945. This secular nationalism conceived culture as having materialist bases and differed fundamentally from the culturalist varieties of Turkish nationalism coloured by Islam in the post‐1945 era. Furthermore, the paper empirically enriches the complex and entangled story of evolutionary ideas in the early Turkish Republic.  相似文献

ABSTRACT. This article aims to explore the ways in which the tensions involved in nation‐building and state consolidation during the half‐century following the Liberal Revolution of 1895 in Ecuador were refracted through the locus of race and the manipulation of racial ideologies. It centres the state as the primary motor of nation‐building and racialisation, arguing that nation‐building and state formation in Ecuador operated in close conjunction, and that race was central to each. Through case studies of citizenship, education and the integration of territory and resources, it explores how state discourse and policy shaped the racial boundaries of national inclusion, and how these were negotiated and contested by subalterns at the level of the state.  相似文献

Abstract. Based on a critique of the exogenous and expressive views of politics underlying many studies of nationalism, this article analyses the political factors that affect nation‐building processes in a direct manner. First, ethnicity should be considered not so much as an historical and objective starting point but as the outcome of nationalist intellectuals' efforts at filtering and selecting political and cultural elements. It is important to examine the structure and genealogy of nationalist ideological capital using myth/symbol analysis or frame analysis. Second, one of the key concepts in the study of nationalist movements is the Political Opportunity Structure, as it refers to the developmental context, both institutional (democratisation, decentralisation, etc.) and strategic (potential allies, electoral dealignments, etc.). In this sense, ethnic regulation policies should not be taken as mere effects or responses, but as decisive intervening causes in the very process of national identity‐building. Finally, this article argues that rational choice analysis and collective action logic can be found useful in explaining the successes or failures of nationalist movements that attempt to mobilise and organise politically as mass phenomena.  相似文献

This essay examines the language of manliness that both marked and shaped nineteenth‐century mainstream labour activism during a formative period of craft bastardisation, class formation, and movement building. It sketches the logic and meanings of manliness embedded in labour newspapers, journals, addresses, and trade‐union proceedings from the period. The analysis recovers a persistent, complex, and problematic racialised and gendered/classed language central to skilled white workingmen's collective self‐identification. Assimilationist in thrust, it beckoned workingmen to an ambivalent double identity defined as much by manly character as by class characteristics. Thus it both facilitated and limited labour activism and class consciousness.  相似文献
