Confronted by media globalization, many governments have expressed concern about the productive capacity of domestic screen media institutions that are aiming to sustain the allegiances of resident populations. Policymakers are furthermore aware that creative labor is now widely perceived as a resource worth cultivating for its perceived benefits as a catalyst to economic innovation and productivity. In fear of being left behind, countries with even modest resources have fashioned a range of subsidies, tax breaks, and other enticements that have facilitated the emergence of a global production infrastructure that favors producers and media conglomerates at the expense of screen media workers. This mounting crisis of creative labor calls for a critical reassessment of the fundamental rationales behind these film policies and encourages speculation about new directions for cultural activism. Drawing inspiration from environmental studies, this essay advances the concept of stewardship as a geographically scalable approach to the challenges of media globalization.  相似文献

In this study we investigate how differential institutions, and their observance within regional labor markets, impact potential earnings realization. We investigate institutional linkages to labor market outcomes by means of cross-nation comparisons between the United States and the Netherlands. In this regard, better job-matching (information) programs, higher relative unemployment benefits and minimum wages, and a greater prevalence of both trade unionism and collective bargaining likely work to the favor of Dutch workers, and in turnaugment their reservation wages during job search. The predictable outcome of higher earnings realization among Dutch workers is tested econometrically by frontier estimation.  相似文献

As anthropologists and other critics of capitalism turn their attention to the controversial and burgeoning corporate social responsibility (CSR) movement, most focus on conflicts in community relations and environmental degradation. Few scholars have examined equally pertinent questions of labor restructuring, even though these transformations emerged at about the same time as the rise of CSR. In this article, we draw on research in two Peruvian mining communities to explore the potential contradiction between the simultaneous mandate for corporations to present themselves as responsible employers, on the one hand, and the drive to rationalize labor and reduce financial responsibility for the workforce, on the other. We suggest that for both corporate officials and some scholars, this tension remains a latent one because CSR discourses and documents generalize corporate interests as the interests of mines as a whole.  相似文献

Natural resource extraction has been the base of Peruvian economic growth, notably since the neoliberalization of the economy in recent decades. Academic and media accounts portray Peru as an absent state – one of weak institutions to exert environmental control and guarantee citizens' rights – particularly in remote resource extraction areas. This article scrutinizes this idea of absence in the context of neoliberal extractivist governance, via the case of a mining conflict surrounding the creation of the Ichigkat Muja National Park (PNIM) in the Cordillera del Cóndor, in the northwest Peruvian Amazon. We argue that the state is not absent: it is the outcome of contested and re-negotiated relations, institutions, and ideologies. We posit that the goal of guaranteeing private investment shapes state agents' attitudes and interventions to address conflicts. Based on key informant interviews and the review of official social conflict reports, we examine two roles of the state: as a protector of rights and a provider of basic services. We find that, in this case, the regional government's recognition of citizens' rights appears ambiguous, and in general, the state's role as a provider of basic services is deployed to mitigate conflicts that affect significant extractive projects or involve intense social protest. Thus, the neoliberal project of the Peruvian state is mediated in complex relations, constituting a particular and evolving form of neo-extractivism, where social investment is functional to guarantee mining.  相似文献

In this article we argue for the continuing relevance of the national scale in understanding the geographies that shape and constrain labor agency. Recent contributions to labor geography have held that some of the central concepts used to understand the transformative capacities of labor, such as agency and scale, are under-theorized. On the basis of our study of the emergent labor movement in the Chilean aquaculture industry, we suggest that this field suffers from what we term “glocalocentrism”, which overshadows the fundamental importance of structures and processes that are primarily scaled nationally. With the labor repression of the Pinochet regime imprinted in current national institutions and organizational traditions, the aquaculture sector was able to develop in southern Chile from the early 1980s onwards, without a significant union movement to press workers’ claims, and it benefited from exploitative practices and low wages. The first company level unions did not appear until the late 1980s, and a national confederation of aquaculture unions was formed as late as 2006. After the outbreak of the ISA virus in 2007, thousands of workers were left unemployed, and the young union movement struggled for state intervention and programs, with some success. International networks brought attention to the issue, but structures and processes at the national level conditioned the possibilities for the emergent labor movement to press its claims successfully.  相似文献

We explore the links between determinants of social capital and labor market networks at the neighborhood level. We harness rich data taken from multiple sources, including matched employer–employee data with which we measure the strength of labor market networks, data on neighborhood homogeneity that has previously been tied to social capital, and new data—not previously used in the study of social capital—on the number and location of nonprofit sector establishments at the neighborhood level. We use a machine learning algorithm to identify the potential determinants of social capital that best predict neighborhood‐level variation in labor market networks. We find evidence suggesting that smaller and less centralized schools, and schools with fewer poor students, foster social capital that builds local labor market networks, as does a larger Republican vote share. The presence of establishments in a number of nonprofit‐oriented industries are identified as predictive of strong labor market networks, likely because they either provide public goods or facilitate social contacts. These industries include, for example, churches and other religious institutions, fire and rescue services including volunteer fire departments, country clubs and golf courses, labor unions, chamber music groups, hobby clubs, and schools.  相似文献

按照本文确定的矿业城市标准,我国现有矿业城市的数量为129个。本文对按照矿业类型划分的八类矿业城市发展现状进行比较。总体上看,矿业城市的发展状况比非矿业城市差,低于全国城市的平均水平;在矿业城市中,不同类型发展情况不同,石油城市在经济效益、财政收入、基础设施建设、在岗职工工资及利用外资能力等方面都是发展最好的,并且许多方面超过了全国城市的平均水平,其余类型的矿业城市发展较差,但不同类型发展状况不同,即使同一类型的矿业城市发展状况也不一样。矿业城市发展状况的不同为制定矿业城市转型政策提供了基础和依据。  相似文献

The aim of this article is to present a panoramic view of the Basque Country's capacity and competence for self-government. We have analysed the historical process of industrialization, the effects of the industrial crisis and new possibilities for development of the area's own regional policy based on new institutions (Government and Provincial Councils) that emerged from administrative decentralization in Spain after 1980. In the following section, we analyse the scope of authority in EU regions. Some of the cultural and transport infrastructure projects backed by these Basque institutions are studied. These projects have had a considerable impact on the Bilbao Metropolitan Area. The changes observed in the nation state, specifically in Europe, show contradictory effects. However, they have reduced the State's sovereignty but at the same time have prompted the State to retain powers rather than transfer them to lower institutional levels. This clashes with the desire of some regions or historical nations to access greater shares of self-government, such as the case of the Basque Country.  相似文献

In contemporary discussions of “resource nationalism,” sovereignty is often imagined as the exclusive control of national states over internal resources in opposition to external foreign capital. In this paper, we seek to draw attention to the specifically national territorial forms of sovereignty that - rather than hindering the flow of capital - become constitutive to the accumulation of resource wealth by states and capital alike. Drawing from political geographical theorizations of sovereignty, we argue that resource sovereignty cannot be territorially circumscribed within national space and institutionally circumscribed within the state apparatus. Rather, sovereignty must be understood in relational terms to take into account the global geography of non-state actors that shape access to and control over natural resources. Specifically, we engage national-scale state sovereignty over subterranean mineral resources in the form of legal property regimes and examine the mutually constitutive set of interdependencies between mining capital and landlord states in the accumulation of resource wealth. Using Tanzania as a case study, we argue that national-scale ownership of subterranean mineral resources has been critical to attracting global flows of mining capital from colonial to contemporary times. We first examine the history of the colonial state in Tanganyika to illustrate how land and mineral rights were adjudicated through the power of the colonial state with the hopes of attracting foreign capital investment in the mining sector. We then examine contemporary efforts on the part of the independent United Republic of Tanzania to again enact legislation meant to attract foreign mining companies - and the consequences for local populations living near sites of extraction.  相似文献

Mineral mining may be a mixed blessing for local communities. On the one hand, extractive industries can be a positive economic driver, generating considerable revenues, and opportunities for growth. On the other hand, mining is often thought to be associated with negative effects, such as pollution, and violent conflict. Existing research has shown that mine openings trigger a structural change in employment patterns in Africa, whereby women shift from agricultural work to the service sector, or leave the labor force. However, few if any systematic studies have addressed whether this structural shift may impact the level of violence within the household. Drawing on various versions of resource theory, we argue that mining – through such structural change – may increase women's risk of being abused by their partners. Recent advances in the literature on domestic violence (DV) suggest that prevailing gender norms moderate effects of resources. We test this empirically by matching georeferenced data on openings and closings of 147 industrial mines to individual data on abuse for up to 142,749 women from the Demographic and Health Surveys in 15 sub-Saharan African countries. We find no overall statistically significant effect of mine openings on the risk of partner abuse, although there are heterogeneous effects across countries. Furthermore, mining is associated with increased DV in areas with higher general acceptance of such abuse.  相似文献

Transport infrastructure investment is a cornerstone of growth‐promoting strategies. However, the link between infrastructure investment and economic performance remains unclear. This may be a consequence of overlooking the role of government institutions. This paper assesses the connection between regional quality of government and the returns of different types of road infrastructure in the regions of the European Union. The results unveil the influence of regional quality of government on the economic returns of transport infrastructure. In weak institutional contexts, investment in motorways—the preferred option by governments—yields significantly lower returns than the more humble secondary road. Government institutions also affect the returns of transport maintenance investment.  相似文献

In the first decades of the State of Israel an elitist group of scientists and scholars from academic institutions organized itself into a powerful status group. Its members participated in the establishment and development of programs and processes that had a significant impact on Israeli society. The power of this group (which we term “scientific strategists”) derived from personal and institutional cooperation between its members and leading political figures who had a strong influence on its agenda. This interaction was based on mutual trust and loyalty and contributed to establishing the infrastructure for the main political tradition at that time – mamlakhtiyut (the centrality of state interests). The article examines the activities of the scientific strategists, their ability to participate in government institutions without forfeiting their academic bases, and the ways in which political leaders promoted their symbolic status, financially supported their scientific activity, and endowed them with rewards and public recognition.  相似文献

In recent decades, the federal government has introduced complex, multilevel state‐operated revolving loan fund programs as an instrument for promoting state and local investment in national infrastructure priorities while limiting direct federal involvement in implementation. A federally funded state revolving fund (SRF) program combines features of a categorical matching grant to states and a subsidized loan program to localities, both of which should lower the effective price of infrastructure investment and therefore promote higher levels of infrastructure investment. However, little evidence exists to date on whether these programs stimulate new subnational spending or instead displace spending that would have occurred otherwise. We evaluate the stimulus effects of SRFs by examining the two largest such programs, the Clean Water and the Drinking Water SRF Programs. Analyzing 17 years of state‐level panel data, we find evidence that the flow of federal funds to states under the SRF programs stimulates new local investment in wastewater infrastructure, but not in drinking water infrastructure. In discussing several possible explanations for these divergent results, we argue for further research that emphasizes the intergovernmental features of this financing tool.  相似文献

Analysis of Interregional Labor Migration in Spain Using Gross Flows   总被引:1,自引:0,他引:1  
In this paper we study the economic determinants of Spanish interregional labor force flows from an aggregate perspective. The study is based on a matching model of the labor market applied to migration, and uses gross rather than net flows as other studies do. Among the main results, we find that unemployment increases out-migration because unemployed people search more actively, but when the unemployment rate is above a certain level this effect is reduced. We also find that the rate of change of relative wages is a significant determinant of migration in Spain.  相似文献

An American geographer examines the recent economic resurgence of a historically significant city in China's interior as a result of a policy utilizing science and technology research institutions and the local labor force to "jump-start" technology-intensive growth. The study, based on a series of interviews and data gathered during field research in 2000 and 2002, reveals synergies among the city's pre-existing defense-related activities (electronics and aviation), its favorable financial and transport infrastructure, and the concentration of several large, prestigious technical universities, which have been utilized in the transformation of the city economy toward high-technology production for China's domestic market. Different economic theories suggest that residential and labor market relocations are mutually related. This has been verified in various empirical studies. We analyze this relationship based on a bivariate duration model of residential and labor market mobility. This specification is motivated by a search model that allows for simultaneous search on the labor and housing market, taking commuting costs into account. We investigate this relationship by using information on job and residence durations. In order to be able to analyze properly empirical duration data, we derive the statistical distributions of interest. Our empirical results based on a Dutch sample of full-time employed workers show that residential and labor market mobility depend positively on one another, which is in line with the theoretical search model presented. Moreover, we present easy-to-interpret measures for this dependency.  相似文献

The Chinese government promotes the Belt and Road Initiative (BRI) as a global strategy for regional integration and infrastructure investment. With a projected US$1 trillion commitment from Chinese financial institutions, and at least 138 countries participating, the BRI is attracting intense debate. Yet most analysis to date focuses on broad drivers, risks, and opportunities, largely considered to be emanating from a coherent policy imposed by Beijing. In this special issue, we instead examine the BRI as a relational, contested process - a bundle of intertwined discourses, policies, and projects that sometimes align but are sometimes contradictory. We move beyond policy-level, macro-economic, and classic geopolitical analysis to study China's global investments “from the ground”. Our case studies reveal the BRI to be dynamic and unstable, rhetorically appropriated for different purposes that sometimes but do not always coalesce as a coherent geopolitical and geoeconomic strategy. The papers in this special issue provide one of the first collections of deep empirical work on the BRI and a useful approach for grounding China's role in globalization in the critical contexts of complex local realities.  相似文献
