Aboriginality and the Northern Territory Intervention 总被引:1,自引:0,他引:1
Alissa Macoun 《Australian journal of political science》2011,46(3):519-534
Architects and supporters of the Northern Territory Emergency Response (the intervention) mobilised a range of ideas about Aboriginality to introduce and justify the policy program. These representations link Aboriginality to abuse of Aboriginal children, establishing a debate about the nature and future of Aboriginality in a context that limits the discursive authority of Aboriginal people. Aboriginality is represented as savage and in need of settler-imposed control, and also primitive and in need of development. These constructions understand Aboriginality temporally, situating it in the past but providing moral justification for coercing Indigenous people into the settler present. Aboriginality is also constructed spatially in this discourse, with prescribed communities framed as the location of both authentic Aboriginality and of threatening disorder. The intervention is framed as extending settler authority over this troubling terrain, containing and redeeming Aboriginality through inclusion in the settler nation's moral order. 相似文献

Religion matters in Northern Ireland because it shapes social and personal identity and influences the very different worldviews of people within the two cultures of the province (Protestant and Catholic). Because religion matters so profoundly, no long-term solution to the political problems of the province will be possible without acknowledging its impact on values and thinking. The significance of the expressions "the Catholic community" and "the Protestant people" is explored as is the impact of religious ideas on current policy issues. A comparison of Northern Ireland and the United States is offered as a way of suggesting the effect social and economic mobility will have on attempts to resolve the province's political troubles. 相似文献

Agreements at the special Premiers' Conferences in October 1990 and July 1991 removed Northern Territory Government control over the setting of heavy vehicle registration charges and arrangements for local roads funding on Aboriginal land. In relating the way in which the Northern Territory Government has traditionally administered these policy areas and reacted to the Premiers' Conference agreements, it is shown how land transport policy has been used to facilitate a preferred direction for development of the Territory's economic geography, namely, one in which costs to the private sector are subsidised and activities on privately-owned Aboriginal land are controlled. The agreements should result in a more equitable administration of land transport pol icy in the Territory. Changes to the administration of land transport reflect a broader shift in Australian Federal relations, in which the Commonwealth has sought greater national uniformity of transport policy. This has major implications for the future economic geography of the Northern Territory. 相似文献

Income tax is the largest single means of generating revenue in modern states, and its impact is felt by virtually all members of society. How it is levied is therefore a matter of the highest political significance. Yet countries vary greatly in the manner in which they allocate the burden of paying income tax. In Ireland, the profile of income tax has changed dramatically throughout the course of economic modernization, since about 1960. By 1980 it was generally agreed that employees were carrying too much of the burden, especially those on fairly low incomes. Steady growth in recent years has enabled governments to cut tax rates while still bringing in rising revenue. But shifting the distribution of tax has proved very difficult, and tax reform has tended to favor the wealthy most. This article draws on comparative political science literature to highlight the political and institutional variables relevant to explaining these trends.
"The Chancellor of the Exchequer is a man whose duties make him more or less of a taxing machine. He is entrusted with a certain amount of misery which it is his duty to distribute as fairly as he can" (Robert Lowe, Viscount Sherbrooke, (Liberal), Hansard, 1870, April 11, col. 1639). 相似文献

This paper examines the gendering of unionist national identity in Northern Ireland through an analysis of organizations that are central to unionist politics today. While the commonplace observation that unionist women are ‘tea‐makers‘ conveys a critical dimension of the gender order within unionism, it does not fully capture the significance of women's contributions to the establishment or maintenance of unionism. The article analyzes how Stormont constituted an ethno‐gender regime, examines unionist women's political engagement during the Stormont era and under direct rule, investigates how the peace process and Good Friday (Belfast) Agreement have affected the unionist ethno‐gender order and the gender politics of unionism, and explores the possibilities for political transformation. 相似文献

This study set out to discover in what way murals may possibly reflect the history of the Northern Ireland conflict. The findings suggest that each conflict group's usage of imagery reflects the reality and the very complicated nature of the Northern Ireland conflict which crosses religious, cultural, and political fault lines. It is also apparent that the symbolism of murals creates its own invented versions of history. This is evidenced by both protagonists' usage of myth-symbol complexes and mythomoteurs in order to legitimatise their ethnic origins, religious and political ideologies. It is also axiomatic that many nationalist murals reflect O'Brien's notion of sacral nationalism. The symbolisation used in some Protestant/loyalist murals reflects Old Testament themes, whereas some nationalist murals reflect New Testament themes. Moreover, there is a profusion of murals reflecting diabolical enemy imagery, sanctification/demonisation imagery, militaristic imagery, ethnic victimisation imagery, ego of victimisation and blood sacrifice imagery in chronicling historic victories, rebellions, massacres, suffering, and imprisonment. 相似文献

The demographic and economic characteristics of Aboriginal people in Australia's remotest locations are examined from 1986 Census data. There are three objectives: first to argue the case for examining Aboriginal society in spatial context: second, to demonstrate how census data can be manipulated to isolate meaningful spatial sub-categories; third to consider the extent to which extreme remote location is associated with distinct social and economic characteristics. The conclusion is that on the whole, remote location is reflected in lower economic status but not in demographic structure. 相似文献

This paper refers to the body of international, national and regional legislation that exists to protect submerged cultural heritage sites. It advocates the use of the consultation process available through current legislation to protect submerged sites through preservation or through record by archaeological mitigation. It reviews the main types of commercial seabed developments and opens discussion on the appropriate archaeological response. 相似文献

Between 1967 and 1974, the island of Cyprus was a centre of maritime archaeology in the eastern Mediterranean. Individuals
such as Michael and Susan Katzev, George Bass, Jeremy Green and Richard Steffy were living on and visiting the island, and
testing and developing methods still common in the discipline. The hostilities on Cyprus in the summer of 1974 and the implementation
of international regulations limiting archaeological work in the northern portion of the island, however, had repercussions
still evident today. This article summarizes past maritime archaeological work along the northern coastline, addresses the
regulations limiting archaeological activity in the region and discusses a new training program licensed by the Nautical Archaeology
Society aiding in the protection of the island’s maritime heritage representing approximately 10,000 years of activity.

Irish language education and the national ideal: the dynamics of nationalism in Northern Ireland

Since the beginning of the Northern Ireland conflict in the late 1960s, Irish nationalism has been identified as a prominent force in the political culture of the state. Recent studies have suggested, however, that the ‘Nationalist’ population has become increasingly content within the new political framework created by the peace process and the aspiration for Irish unity diminished. In placing the Northern Ireland situation within the theoretical framework of nationalism, this paper will analyse how these changing priorities have been possible. Through an analysis of Irish language study in Northern Ireland's schools, the paper will examine how the political ideals espoused by the nationalist Sinn Féin Party reflected the priorities of the ‘nationalist community’. It will be contended that the relationship between the ideology and ‘the people’ is much more complex than is often allowed for and that educational inequalities are a significant contributing factor to this. 相似文献
