The Bush administration is trying to persuade itself and everyone else that the ‘global war on terrorism’ (GWoT) will, like the Cold War, be a ‘long war’ requiring sustained mobilization against an implacable foe. It has had some success in projecting this idea, and if it takes root the GWoT could indeed become a durable, dominant, unifying idea that would enable Washington to reassert and legitimize both its special claims as the sole superpower and US leadership of global security. The question is: how likely is this to happen? By looking at the surrounding events and contexts that could support or undermine the elevation of the GWoT to the status of the new Cold War, the author argues that it is not all that likely. Many factors could undermine it, not least that most of the strategies on off er corrode the liberal values that they are supposed to defend.  相似文献

This contribution to the special issue focuses on newsreels and documentaries that were produced concerning the Second Italo–Ethiopian War (1935–1936), commonly known as the Abyssinian War. It aims to contextualise LUCE's filmic production on the war, so as to create a framework in which the institute can be understood not only as being part of a wider politics of propaganda in Fascist Italy, but as an example of a modern socio-technical organisation that enabled the discursive construction of East African nature as ‘Other’ and therefore helped to justify colonial war as a process of sanitised creative destruction aimed at replacing a previous, negative ‘first nature’ with a positive, Fascist and Italian ‘second nature’. The article draws on archival documents from Mussolini's government cabinet, and on LUCE documentaries and newsreels; these sources are used to create a background against which LUCE's concern with the Second Italo–Ethiopian War can be understood.  相似文献

This article is based on a debate held on 22 March 2011 at Chatham House on ‘Was Iraq an unjust war?’ David Fisher argues that the war fully failed to meet any of the just war criteria. The war was undertaken to disarm Iraq of its WMD but the evidence that it had such weapons was inadequate. There were concerns about the justice of the cause, reinforced by doubts that those initiating military action avowedly on behalf of the UN had the requisite competent authority to do so, given the absence of any international consensus in favour of military action. The doubts were further reinforced by concern that action was being undertaken too soon and not as a last resort. Crucially, no adequate assessment was undertaken before military action was authorized to seek to ensure that the harm likely to result would not outweigh the good achieved. The individual failures mutually reinforced each other, so building up cumulatively to support the conclusion that the war was undertaken without sufficient just cause and without adequate planning how to achieve a just outcome following military action to impose regime change. It thus failed the two key tests that have to be met before a war can be justly undertaken, designed to ensure that military action is only initiated if more good than harm is likely to result. By contrast, current coalition operations in Libya are, so far, just. This is a humanitarian operation undertaken to halt a humanitarian catastrophe that is taking place, with wide international support, including authorization by the UN Security Council. Nigel Biggar argues that the fact that the invasion and occupation of Iraq suffered from grave errors, some of them morally culpable, does not yet establish its overall injustice. All wars are morally flawed, even just ones. Further, even if the invasion were illegal, that need not make it immoral. The authority of moral law trumps that of international law, and where the politics of the Security Council prevent the UN from enforcing the law, unauthorized enforcement could be morally justified. Further still, massive civilian casualties do not by themselves make an unjust war. The decisive considerations are those of just cause, last resort and right intention. Proportionality is not among them, because estimating it is far too uncertain. The persistently atrocious nature of the Saddam Hussein regime satisfies just cause; evidence of collapsing containment grounds last resort; and the Coalition's costly correction of early errors proved the seriousness of its good intentions. In sum the invasion and occupation of Iraq was, despite grave errors, justified. Regarding Libya, Biggar notes the recurrence of conflict over the interpretation of international law. He wonders how those who distinguish sharply between protecting civilians and regime change imagine that dissident civilians are to be ‘kept’ safe while Qadhafi remains in power. Against those who clamour for a clear exit‐strategy, he counsels agility, while urging sensitivity to the limits of our power. What was right to begin may become imprudent to continue.  相似文献

Is the use of torture ever justified? This article argues that torture cannot be justified, even in so called ticking bomb cases, but that in such extreme situations it may be necessary. In those situations, judgements about whether the use of torture is legitimate must balance the imminence and gravity of the threat with the need to prevent future occurrences of torture and maintain a normative environment that is hostile to its use. The article begins by observing that the use of torture and/or cruel and degrading treatment has become a core component of the global war on terror. It tests the claim that the use of coercive interrogation techniques does not constitute torture, showing that similar arguments were levelled by both the British and French governments in relation to Northern Ireland and Algeria respectively and found wanting. It then evaluates and rejects Dershowitz's claim for the legalization of torture and the more limited claim that torture may be permissible in ticking bomb scenarios. In the final section, the article questions how we might maintain the prohibition on torture while acknowledging that it may be necessary in some hypothetical cases.  相似文献

The article focuses on the neo-liberal model of elite residence in India—the high-rise, high-density condominium. The growing presence of this model as an expression of social mobility indicates the critical role played by this new housing type in relation to the socio-cultural transformations advanced by neo-liberalism. This article, then, is an architectural inquiry into this new residential type within the contemporary setting of globalisation. I employ the idea of physical and social thresholds as a conceptual tool to investigate the progress of this spatial and cultural typology, following its injection into the Indian architectural landscape. I explore the multiplicity of physical thresholds within its spatial planning as a signal of manifest social relationships of increasing complexity. The two case studies in the global node of Mumbai explored in this research represent the beginning and the peak of development of this gated housing type. The methods used include spatial analyses of the design of the condominiums, participant observation and a reading of marketing material. The findings reveal that what started as a global residential type devoid of socio-cultural overlays has now evolved into a residential form with deeply entrenched cultural hierarchies echoing many attributes of colonial elite-status building.  相似文献

Over the last decade or so, growing attention has been paid to notions of preventive war. The most notorious case is the approach adopted by the Bush administration after the 9/11 attacks, but there has been a much wider debate. This article traces the lineaments of that debate, and the advocacy of a legitimate doctrine of preventive war, by those who are normally seen—rightly—as defenders of the rule of law and the just war tradition. This article argues that such attempts to justify some notions of preventive war are profoundly problematic and the attempt to make them fit within the rubric of the just war tradition is doomed to failure and potentially very damaging for the coherence of the tradition as an approach to the restraint of war.  相似文献

After two decades of scholarship on ‘critical geopolitics’, the question of whether it is largely a discursive critique of prevailing knowledge production and geopolitical texts or critique with an implicit, normative politics of its own remains open. These positions are not incommensurate, and much scholarship on critical geopolitics does both. This paper analyzes critical geopoliticians' concern with this question in the present historical moment and probes the possibility of a post-foundational ethic as the basis for ‘the political’ in critical geopolitics and beyond. Empirically, this paper explores these theoretical tensions within ‘critical geopolitics’ by tracing the disparate fates of two young men, both child soldiers at the time of their capture. ‘Child soldier’ is an unstable category subject to geopolitical valence and stigma during the ‘war on terror’. The deployment of extra-legal tactics and spaces of violence, such as those faced by detainees at Guantanamo Bay, point to the rise of biopolitics combined with geopolitics, illustrating the intersection of sovereignty and governmentality as important political fodder for critical geopolitics two decades after its inception. The stories of Canadian Omar Khadr, one of the youngest prisoners at Guantanamo and the only citizen of a Western state still held there, and Ismael Beah, a rehabilitated soldier who fought as a boy from Sierra Leone, illustrate too how geographical imagination strongly shapes access to provisions of international law and the victimized status of ‘child soldier’ in particular.  相似文献

The role of education in political socialisation and the importance of terrorism discourses in promoting (or silencing) certain interests have long been acknowledged. This study combines both themes by asking: How do school textbooks, sanctioned by states that are violently challenged by internal opposition, discuss the issue of terrorism? I draw on, and contribute to, four distinct, yet related streams of research: critical geopolitics, critical terrorism studies, geographies of education, and young people's geographies. Simultaneously, while most work on the topic focuses on individual cases (typically of Western countries), I conduct the first comparative analysis of twelve countries from different world regions: China, Egypt, India, Kenya, Nigeria, Papua New Guinea, Peru, Philippines, Russia, Spain, Sri Lanka and Turkey. Contrary to recent claims, considerable heterogeneity persists regarding geopolitical imaginations of terrorism, while US-coined discourses are only infrequently adapted. However, there is still recognisable functionalist convergence as the states under analysis utilise their control of the education system in their internal struggles, mainly by portraying their opponents as evil, by ascribing a positive identity to themselves, and by calling for support by their citizens (including restrictions of human rights and democracy).  相似文献

In the East Central European context, the phrase ‘return to Europe’ has been used mainly in the period after 1989, referring to political, economic and social changes as well as mental relocations towards a ‘Western’ system. However, debates about the national whereabouts on a mental map – whether one was part of Eastern, Central or Western Europe – also abounded in the years following the founding of the nation-states after the First World War. Concentrating on Czech discourses on the national whereabouts both in a European and a global perspective in the years preceding and following the great upheaval of 1918, this article traces the changing Czech national identity, ranging from a self-perception as a ‘small nation’ in the Habsburg Empire to a European power with colonial ambitions after the foundation of the Czechoslovak republic, and finally to the acknowledgement in the 1930s that these ambitions could not be met. The study is based on sources ranging from Czech travelogues mainly to Africa and Asia, but also South America, to economic writings and colonial brochures, which offer a broad range of debates on the role and location of both the Czech nation and the Czechoslovak state both in Europe and the world.  相似文献

This article deals with the access to global markets via inclusionin global value chains for private clothing producers in Vietnam.It argues that ‘chain entry barriers’ are not onlyconstructed by global buyers as it is often suggested, but alsoby political–economic processes in Vietnam. The marketorientations of four segments of private enterprise owners isexamined and shown to correspond to their ethnicity, originand location in northern or southern Vietnam. The US‐led post 9/11 ‘intervention’ in Afghanistan was, by definition, not a humanitarian intervention. The intervention in Afghanistan was defined as an act of self‐defence by the US and it was one of the first steps in the ‘war on terror’ by the US and its allies: it had no intention or clear strategies for long‐term stabilization, state‐building or development. The US‐led international coalition failed to ‘find’ Al‐Qaeda in the short term and new arguments had to be made to justify continued international presence. The initial agenda was quickly blurred by a mismatch of intentions including those of long‐term stabilization and state‐building. The ideas developed through the Bonn Agreement (2001–5) and continued through the Afghanistan Compact (2006–10) have focused on building a centrally governed state (sometimes defined as democratic) that has a monopoly on the use of force. Their shortcomings are already well‐documented: the urgency of the Bonn Conference and of the adoption of the Bonn Agreement ostensibly meant trading expediency and stability for accountability and a clean slate, which is not to say that there were no good intentions at Bonn from stakeholders, but that Afghans and the international community put power‐sharing before progress. The choices made at Bonn may have contributed to the culture of impunity and the entrenched poverty that is gripping Afghanistan today. This article responds to the claims that state‐building and all that goes with it are not the responsibility of the ‘international community’ by addressing the accountability and humanitarian paradoxes. The question remains, however, about who should be responsible for reform and politically accountable in the aftermath of non‐humanitarian (and indeed even humanitarian) interventions?  相似文献

Over the past decade, international non‐governmental organizations (NGOs) have been contesting the neo‐liberal economic order in international politics by campaigning for normative conditions to bring about what Richard Falk calls ‘humane governance’. However, the degree to which NGOs have contributed to the formation of global social contracts remains controversial. While NGO activists and various scholars advocate the establishment of such contracts, empirical testing of this normative argument is underdeveloped. Drawing upon this lack of empirical support, critics dismiss the global social contract concept and question the roles played by NGOs in international politics. This article addresses the controversy through a review, refinement and application of global social contract theory and an empirical study of two prominent international NGO campaigns directed at the World Trade Organization (WTO), an institution that represents a ‘hard test case’. It explores the ways in which NGOs and their networks are challenging the neo‐liberal basis of WTO agreements and contributing to the emergence of global social contracts. The article concludes that in some circumstances, NGOs have the capacity to inject social justice into international economic contracts and there is some basis for optimism regarding the formation of global social contracts involving NGOs, nation‐states and international organizations.  相似文献

Increasingly, local cultural communities are called upon to support global mega‐events such as the Olympic games with the promise that this global occurrence is a ‘once in a lifetime opportunity’ for an urban artistic community. What evidence exists to support the premise that hosting a Cultural Olympiad provides a professional arts sector with positive and substantive legacies, sustained material and financial benefits, or increased national and international profile? Data collected on the Vancouver 2010 Cultural Olympiad suggest that the local arts sector did not enjoy any of the claimed global benefits. However, it is also clear that some arts organizations, by virtue of the artistic and operational decisions they took, were able to exert influence over and upon the outcome; this outcome ultimately depending on whether they elected to play for a global or a local stage.  相似文献

This article offers a critical examination of the term ‘body’ as an ambiguous and elusive historical concept. The first part of the essay probes the often unspecific yet seductive invocation of the body in many recent historical studies and reflects on the methodological implications of placing bodies at the heart of historical investigation. The second part analyses a particular moment of rupture in twentieth-century German history, when bodies became more powerful markers of the dichotomy between male and female citizens, namely at the end of the First World War, during the November Revolution and amidst the founding of Weimar democracy.  相似文献
