This article reviews western donor support for building African peace and security architecture, specifically in relation to G8 efforts to engage in the capacity-building process in line with commitments made in the Joint Africa/G8 Plan to Enhance African Capabilities to Undertake Peace Operations (the Joint Plan)—agreed between G8 and key African leaders at the G8 Summit in Evian in 2003. It describes a project by the New Security Issues Programme at Chatham House, carried out jointly with the Peace and Security Programme at the United Nations Association-UK and the Institute for Security Studies in Pretoria, to provide strategic input into implementing the Joint Plan. The article outlines the background to western involvement in peace and security capacity-building in Africa, the nature and current status of the African peace and security architecture and some key challenges to the G8/Africa capacitybuilding process—particularly African institutional human resource capacity and coordination among the various players involved. Finally, it maps out potential priorities for future progress in taking the capacity-building process forward. 相似文献

Abstract The aim of this article is to analyze the language used by the major actors in contemporary Italian politics. After a brief introduction, which lists the general questions posed by such an analysis, we examine the language of the pre‐1992 regime, which has been rather too hastily condemned as obscure and solipsistic. We then pass to the self‐consciously simple language of Bossi, who constructs a discourse of protest, and of Berlusconi, who offers a discourse of government. These lead to the very different, albeit sometimes complementary, languages of Prodi and D'Alema, which go beyond populism and open new political perspectives. Through these and other examples we examine the role of political language in a changing Italy. 相似文献

The rapid growth in the number of hands‐on centres has led to fears of museums being taken over by interactive exhibits. These are expensive to develop and maintain, causing a problem for traditional museums faced with ever‐expanding collections and diminishing resources. This article considers whether objects and interactive exhibits are inevitably in conflict or whether they can coexist in harmony. The implications for future developments at the Science Museum in London are considered in detail. The authors conclude that, far from conflicting with traditional museum functions, interactive exhibits and new technologies will help to ensure that museums are able to compete in an increasingly complex marketplace. Their vision of the interactive gallery of the future incorporates exhibits which enhance understanding of artefacts. In short, the objective will be to ensure that visitors interacting with ‘hands‐on’ exhibits will take away ‘minds‐on’ understanding of the museum as a whole. 相似文献

This article pushes for a postcolonial, feminist critique of “anti-terrorist” securitization, that makes space for transformative peace-building. The post-9/11 securitization of the African continent builds on a long legacy of colonial conquest and racist Othering. Somalia is regularly centered here, portrayed in media and state narratives as a volatile failed state, one that produces terrorist bodies and acts. But rather than building peace, we follow others in arguing that the projects of securitization have stoked violence, intensifying discrimination against the Somali diasporic community (Mohamed, 2017; Wairuri, 2020). To counter this dominant narrative, we centre the Somali-Kenyan Awjama Cultural Centre, in the Eastleigh neighborhood of Nairobi, Kenya. A particularly rich and instructive case study of peace-making through community activism, we ask: How do Somalis who use the Centre subvert racist, Islamophobic narratives and reclaim their own modes of representation? And how do these new narratives disrupt systemic violence and build peace? Demonstrating the insights of a feminist, postcolonial geographic approach, we argue that spaces like the Awjama Centre provide interpersonal support and new kinds of (self-) representation. These fundamentally disrupt single stories of Africa and of terrorism, with greater possibilities for establishing long-term embodied peace than projects of geopolitical securitization. 相似文献

In 1885, Kropotkin called for geography to be ‘a means of dissipating [hostile] prejudices’ between nations that make conflicts more likely, and ‘creating other feelings more worthy of humanity’. As a body of scholars, we have risen far more ably to the negative task of ‘dissipating’ than to the positive charge of ‘creating’: Geography is better at researching war than peace. To redress that imbalance, we need both to conceptualise more clearly what we mean by peace, and make a commitment to researching and practising it. These arguments are made with reference to the broader literature and research along the Danish/German, Israeli/Palestinian and Kyrgyz/Uzbek interfaces. 相似文献

For the first time since the 1970s, Canberra cannot assume the joint facilities will continue to underpin the Australia–US alliance. Intelligence cooperation via outer space, described as the ‘strategic essence’ of this relationship, is poised for transformation. New technologies are being developed for satellite communication, with laser systems capable of bypassing ground control stations outside US territory. As a result, the one indispensable role for Australia in US national security—hosting infrastructure to relay intelligence about nuclear and missile activity—could become irrelevant in the years ahead. With questions raised about the Trump administration’s commitment to security partners and the risk of US disengagement from Asia, these findings have implications for Australian alliance diplomacy. If intelligence ties bind these countries together at present, Canberra can expect some risk of loosening in the future and will need to think carefully about the development of national intelligence resources over the long term. 相似文献

The forces of climate change and globalization are transforming the Arctic, tightening the links between this seemingly remote region and the world at large with regard to matters of environmental protection, sustainable development, and the pursuit of peace. This has triggered an explosion of both popular and scholarly interest in the far north. Much of the resultant literature is marked by persistent expectations that the Arctic will become the scene of escalating jurisdictional conflicts, resource wars, a new great game and even armed clashes during the coming years. Yet as the books considered in this review article make clear, these expectations are greatly exaggerated; there is much to be said for the proposition that armed conflict is less likely to occur in the Arctic than in most other parts of the world anytime soon. What is needed is an alternative paradigm to provide a basis for understanding the significance of the profound changes now eroding the old order in the Arctic and establishing a basis for framing innovative governance arrangements capable of ensuring the future of the Arctic as a zone of peace. 相似文献

Climate change is increasingly considered a security problem by academics and politicians alike. Although research is challenging such neo-Malthusian views, it focuses on conflict, or lack thereof, paying limited attention, if any, to cooperation. This study examines the effect of a severe drought on a spectrum of both conflict and cooperation in a highly incendiary setting, between Muslim Bedouin herders and Jewish agricultural settlements in Israel's semi-arid northern Negev region. This region, lying between the Mediterranean zone and the Negev Desert, has historically been a battle ground between farmers and pastoralists.Using archival data, both conflictive and cooperative interactions between the two groups during the 1957–63 drought, the worst in the 20th century, were examined. The results indicate that although the entire range of responses occurred, violence was limited and occurred only when some of the Bedouins migrated to the more northern Mediterranean zone. In the semi-arid northern Negev the Bedouins and two settlements engaged in substantive cooperation and assistance. Grazing on damaged crops in return for payment was also practiced during the drought.A number of factors that affected both conflict and cooperation are identified. The severity of conflicts increased when farmers and herders lacked previous familiarity, while the need to reduce the drought's impacts and settlements' left-wing political affiliation formed main incentives for cooperation. Measures taken by state institutions to directly reduce frictions and to provide relief assistance were central to the overall limited level of conflict, but also reinforced the power disparities between the groups. 相似文献

The ‘long peace’ of the last twenty-five years has linked various forms of intervention—from development to peacebuilding and humanitarian intervention—with human rights. This ‘interventionary system/order’ model has premised its legitimate authority on expanded versions of human rights, connected to liberal frameworks of democracy, rule of law, and capitalism in order to connect peace more closely with justice. Human rights offer a tactical way forward for those interested in conflict resolution, but this has led to unintended consequences. Unless conceptions of rights are continually expanded as new power structures and inequalities are uncovered and challenged, philosophical and material matters of distributive and historical justice will remain. 相似文献

What have been the consequences of the Maoists’ decade-long campaign in Nepal? The rebellion that emerged in 1996 can be understood as symptomatic of the nation's struggle for democracy with its origins in the nation's social and economic inequalities, and in the failure of parliamentary democracy in Nepal. However the conflict has important regional and international dimensions. The conflict has been disconcerting for China and India, particularly given the increased U.S. involvement in Nepali affairs in the current context of the war on terror. The blame for the inability to put an end to the conflict between Israel and the Palestinians must be shared by all parties. In Israel, Ehud Barak's attempts were courageous but he never established trust with the Palestinians. The policy of the Sharon government, based only on response to violence by force, also failed. Although he did not mastermind the Second Intifada, Arafat's attitude towards the Palestinian militant armed groups was always ambiguous and he lost any credit even among the Israeli peace camp. The Arab countries never gave more than a formal support to the Palestinians and abstained from arguing in favour of coexistence with the Israelis. The Americans, with Clinton, seriously tried their best but lacked some long-term perspective and, with George W. Bush, aligned themselves with the most radical Israeli position. Europe did support the Palestinian economy but was too divided to influence dramatically the negotiations and did not invest enough into peace-building among the peoples of the region. The only way out of the quagmire is to follow the roadmap established by the international community, represented by the 'Quartet' (the UN, the USA, Russia and the European Union) for an end both to terrorism and occupation, and towards negotiations on the establishment of a democratic and viable Palestinian State. 相似文献

The March 2007 Japan-Australia Security Declaration has garnered more than its share of hyperbole. Described variously as an historic milestone for peace or an agreement designed to encircle China; the declaration's actual strategic consequences are somewhat unclear. The purpose of this article is to provide a critical analysis of the security declaration and to assess its impact in the context of the changing patterns of the region's security setting. Some have argued that it marks a small but qualitatively significant shift in the essential features of the regional security architecture. The article assesses this claim and argues that while the declaration is of some diplomatic importance, and clearly contributes to improving cooperation in disaster relief and other humanitarian operations, it is of little strategic significance to the broader patterns of East Asian security over the short to medium term. Each side's operational constraints, their different strategic priorities, most obviously their perceptions of China, as well as the continued military predominance of the US, means that the agreement will be of little immediate significance for East Asian security. That said, it remains an important development for the respective parties and is a leading edge indicator of broader forces for change that are increasingly present in East Asia. 相似文献

Controversy surrounds proposed revisions in access and recreation policy at central Massachusetts' Wachusett Reservoir, a crucial source of drinking water for metropolitan Boston. This policy conflict illuminates a broader tension between rural and exurban resource-supply areas and metropolitan areas that are committed to resource extraction and urban growth. Boston dominates the reservoir region and extracts its resources, while less powerful local residents disagree with and sometimes protest against policies detrimental or perceived to be detrimental to their interests. Despite this tension, data gathered from surveys at the reservoir, supplementary interviews, archival research, and attendance at public meetings reveal that many potential sites of acrimony are characterized by positive attempts to reclaim place rather than direct opposition to outside domination. Findings suggest that residents in the reservoir region have attached their own values to the reservoir, including both rational valuation of specific non-drinking-water benefits and non-instrumental valuation of the reservoir as an integral part of residents' lifeworlds. Although tensions persist between Boston and the Wachusett region, area residents' complex valuation of the reservoir as a space of utility and a place of everyday life suggests opportunities for consensual resource coalitions and initiatives. 相似文献

This investigation of the construction and operationalisation of state sovereignty in Estonia specifies how international integration is constituted in the Estonian sovereignty discourse, particularly how the inside and the outside of the state are demarcated in that discourse. The focus on this post-Soviet European Union applicant state is significant because if we understand sovereignty as a discourse, its political functions are inseparable from the specific context in which the inside and the outside of the state are constructed. Broadening the empirical scope of the constructivist international relations and critical geopolitics research on sovereignty therefore also enables me to substantiate and elaborate arguments made in that research.The Estonian sovereignty discourse hinges on the question as to whether or not international integration strengthens Estonia’s national security against the Russian threat. Different assumptions and positions on that issue make possible a highly selective deployment of pro- and contra-EU arguments that promulgate Estonia as European while minimising the influence of foreign institutions on Estonia’s citizenship and minority rights policies. While eagerly pursuing EU and NATO memberships, Estonia is not passively adopting but selectively appropriating political rhetoric and practices from these organisations. Concerns about the loss of sovereignty in Estonia are not examples of mere ignorance or irrational fear of changes, as is conventionally assumed, but are integral to, and reinforced by, the ways in which international integration is framed in political debates. 相似文献

The European Union (EU) spreads its norms and extends its power in various parts of the world in a truly imperial fashion. This is because the EU tries to impose domestic constraints on other actors through various forms of economic and political domination or even formal annexations. This effort has proved most successful in the EU's immediate neighbourhood where the Union has enormous political and economic leverage and where there has been a strong and ever‐growing convergence of norms and values. However, in the global arena where actors do not share European norms and the EU has limited power, the results are limited. Consequently, it is not only Europe's ethical agenda that is in limbo; some basic social preferences across the EU seem also to be unsustainable. Can Europe maintain, let alone enhance, its environmental, labour or food safety norms without forcing global competitors to embrace them? The challenge lies not only in enhancing Europe's global power, but also primarily in exporting rules and norms for which there is more demand among existing and emerging global players. This means that Europe should engage in a dialogue that will help it to establish commonly shared rules of morality and global governance. Only then can Europe's exercise of power be seen as legitimate. It also means that Europe should try to become a ‘model power’ rather than a ‘superpower’, to use David Miliband's expression. The latter approach would imply the creation of a strong European centre able to impose economic pains on uncooperative actors. The former would imply showing other actors that European norms can also work for them and providing economic incentives for adopting these norms. To be successful in today's world, Europe needs to export its governance to other countries, but it can do it in a modest and novel way that will not provoke accusations of ‘regulatory imperialism’. 相似文献

This article focuses on Italian foreign and security policy (IFSP). It looks at three examples of the country's policy-making which reveal its poor results as a security provider, namely: Italy's tardy reaction to the violence in Libya in 2011, its prompt reaction to the Lebanon crisis in 2006, and its efforts to be included in the diplomatic directorate, the P5+1, approaching relations with Iran in 2009. The article considers whether government action has bolstered the reliability of IFSP and also discusses the country's FSP in terms of its basic differences from that of its partners in the European Union, France, Britain and Germany, envisaging how Italy could react to build more credibility. Italy's policy is observed through a three-pronged analytical framework enriched by concepts of the logic of expected consequences. The article concludes that IFSP is predictable, but it must still reveal that it is reliable, and explains why this is the case. 相似文献
