This article offers a critical assessment of Fred Halliday's theorization of the Cold War and, in particular, his attempt to offer a more global perspective on it through a greater focus on the role of developments emanating from the Third World as constitutive of the Cold War. The author argues that although Halliday's theorization of the Cold War as ‘inter‐systemic conflict’ is a major advance in our understanding of the Cold War—through the attention it pays to the causal linkages between capitalist development and imperialism, revolutionary transformations and superpower geopolitical confrontations—it fails, ultimately, to fulfil its potential as a theory of global Cold War. Halliday's temporalization of the Cold War and his insistence on the autonomy of the superpower arms race and strategic competition end up detaching developments in the Third World from the axis of superpower conflict and, consequently, suggests a residual Eurocentrism within his theory. The article begins by contextualizing the wider theorization of the Cold War and the (absence) place of the Third World in it. It then proceeds to assess critically Halliday's conceptualization of the Third World in the Cold War. The final section outlines an alternative theoretical framework for a theory of global Cold War that builds on elements of inter‐systemic conflict focused on how geopolitical confrontations involving the superpowers derived from the revolutionary consequences of uneven capitalist development.

This article sheds new light on the interrelation between Western European integration and the Cold War by unveiling and bringing under scrutiny the active role of the EEC in East–West relations. It argues that the EEC's pro-active Eastern policy was pivotal in loosening Cold War constraints in Europe and engendering instead a new kind of intra-European relations. Relations between the EEC and socialist bloc countries grew more intense and diversified, irrespective of the renewed superpower confrontation. Not only were détente and integration compatible, they actually reinforced each other, and the EEC proved to be a major and successful promoter of the overcoming of the Cold War in Europe.  相似文献

This essay reviews the burgeoning literature on Latin America’s distinctive variant of the Cold War since about 2000. First, it examines a watershed of recent collaborations between Latin American area specialists and foreign relations scholars, which has dramatically transformed Latin American Cold War Studies. Then, it focuses on two of the more fertile veins in that scholarship: first, the notion that the region’s Cold War should be placed in a broader historical context, which scholars are increasingly referring to as Latin America’s “long Cold War,” and second, the long Cold War’s multivalent cultural dimension. If study of the Latin American Cold War has become something of a growth industry in the last 15 years, its leading edge may well be efforts to tease out the complex, power-laden cultural processes, relationships, exchanges, and institutional forms that antedated and shaped Latin America’s Cold War proper (c. 1947 to the early 1990s), and had consequences beyond the conflict’s denouement.  相似文献

This paper asserts that Cold War intelligence was essentially military intelligence. It provides a personal perspective on the UK Defence Intelligence Staff (DIS) and how Cold War intelligence was influenced by the experiences of individuals in the Second World War. It reviews little-studied aspects of the US–UK intelligence relationship, the NATO intelligence dimension, and the British Commanders'-in-Chief Mission to the Soviet Forces in (East) Germany (BRIXMIS), effectively legitimate spies in uniform. It concludes with some reflections on the changes the end of the Cold War brought to the work of the DIS.  相似文献

This article considers European banknote iconography as an indicator of national branding choices from the early twentieth century up to the present. Systematic quantitative content analysis demonstrates that the values and ontologies expressed on Central/East European banknotes have historically tracked closely with the trends visible on their West European counterparts. This pattern is evident not just since the end of the Cold War, but indeed right from the founding of the modern Central/East European states about a century ago. Even during the Cold War, it did not take long for the trends on Western banknotes to appear on Central/East European banknotes as well. Thus, contrary to the conventional assumption of a deep-rooted normative gulf separating the national identity discourses of so-called “New” and “Old” Europe, the article underscores the fact of intense, longstanding normative cross-pollination between them.  相似文献

The scholarly consensus on why NATO adopted a ‘non-policy’ towards the non-North Atlantic world rests on the logic of the Cold War. But British diplomats and officials did not see NATO’s policy towards Africa through a Cold War lens. NATO’s ‘non-policy’ towards the world beyond the North Atlantic was not the product of an allied Cold War consensus among the allies. Instead, it was the result of a determined British effort to channel growing pressure for NATO action into a bureaucratic dead-end in an effort to keep the Cold War out of Africa.  相似文献

ABSTRACT

During the Cold War defectors were invariably paraded as propaganda trophies. The wider political significance of defections has hitherto been interrogated almost exclusively in an East–West binary. Utilising recently declassified documents from three continents, attention is focused on the elided role played by the developing world in the Cold War asylum story and, specifically, that of non-aligned India. By reinterpreting international responses to three Soviet defections that occurred in India in the 1960s, new light is shed upon political asylum as a source of North–South tension and discord.  相似文献

This article examines the intersection between the Cold War and decolonisation in anti-Communist Asia in the 1950s. Drawing on the papers of former South Korean President Syngman Rhee housed at Yonsei University, the article explores both the motivations behind as well as the constraints upon South Korea's efforts to cultivate a military alliance in what it called ‘Free Asia’. Articulating some of the concrete political differences between South Korea and its potential partners in Asia, the article argues that Rhee's hardline views of the Cold War were interwoven with his ambivalence about Japan's reintegration in the post-war world. As a result of this intersection between the Cold War and decolonisation, the South Korean President was unable to achieve consensus with the rest of anti-Communist Asia. In exploring this chapter of South Korean diplomacy, the article calls on Cold War diplomatic history to integrate non-Communist Asia and for the historiography of decolonisation to investigate the legacies of Japan's empire in post-war Asia. It also suggests that scholars ought to reflect more deeply on the interrelationship between the Cold War and decolonisation.  相似文献

The case of early German-Israeli relations offers unique insight into the dynamics of the German Cold War. As this article shows, the two Germanys were ideologically and geopolitically antithetical, but vis-a-vis the question of relations with Israel East and West German representatives faced a situation that was uniquely related to the German past and to the German Cold War competition.  相似文献

Abstract

Over the past few years, there has been growing interdisciplinary interest in the history of European solidarity movements that mobilized on behalf of the ‘Third World’ in the wake of the post-war decolonization process. Focusing on European campaigns against the Vietnam War and Pinochet’s Chile, this article aims at positioning these international solidarity movements in the broader history of North–South and East–West exchanges and connections in Europe during the Cold War. It explores some key ideas, actors and alternative networks that have remained little studied in mainstream accounts and public memories, but which are key to understanding the development of transnational activism in Europe and its relevance to broader fields of research, such as the history of Communism, decolonization, human rights, the Cold War and European identity. It delves into the impact of East–West networks and the Communist ‘First World’ in the discovery of the Third World in Western Europe, analyses the role of Third World diplomacy in this process, and argues how East–West and North–South networks invested international solidarity campaigns on ‘global’ issues with ideas about Europe’s past and present. Together, these networks turned resistance against the Vietnam War, human-rights violations in Pinochet’s Chile, and other causes in the Third World into themes for détente and pan-European cooperation across the borders of the Iron Curtain, and made them a symbol to build a common identity between the decolonized world and Europe. What emerges from this analysis is both a critique of West-centred narratives, which are focused on anti-totalitarianism, as well as an invitation to take North–South and East–West contacts, as well as the role of European identities, more seriously in the international history of human rights and international solidarity.  相似文献

In the Cold War era, the Commonwealth represented a global sub-system which both permitted and enabled multiple identities. Between 1949 and 1990, as a direct product of British decolonisation, the Commonwealth came to include forty-nine members of varying size with very different agenda and developmental needs to those larger members from the global ‘North’. Its heterogeneous membership included: NATO countries; ANZUS; the Non-Aligned Movement; the OAU; CARICOM; and the Organisation of East Caribbean States. As a ‘unique sovereign regime’, the Commonwealth defied ideological typecasting. It possessed organisational structure and bureaucratic support; it combined economic, financial, technical, and scientific association, and privileged the role of diplomacy through the latitude permitted to its Secretary-General. The Commonwealth's two sustained ‘grand strategies’ were the pursuit of racial justice (in Rhodesia, South West Africa/South Africa) and social justice through the promotion of development, focusing on the principal preoccupations of newly independent states and their nation/state-building projects. These intersected with, but were by no means defined by, the Cold War, and represented a collaboration of West/South, rather than the confrontation of East/West.  相似文献

This paper examines the links between Cold War geopolitics and economic development to explain the relatively rapid proliferation of the concept of river basin development throughout so-called “developing areas” of Asia, the Middle East, Africa and Latin America during the latter half of the twentieth century. The research focuses on the United States Bureau of Reclamation, the most significant water resource development agency of the US government, and its engagement in what it termed “foreign activities” beginning in the aftermath of World War II. Grounded in recent work on technopolitics, the constructed scales of water resource development, and histories of the “global” Cold War, this research examines the advancement of water resource development in the Litani River basin in Lebanon—as guided by staff of the US Bureau of Reclamation—during the period from 1950 to 1970. The Bureau operated as a geopolitical agent attempting to implement a universalized model of river basin development, but encountered continuous difficulties in the form of political and biophysical contingencies. The Bureau’s efforts, centred on the basin as the most appropriate unit of development, were consistently undercut by scale-making projects related to global and regional geopolitical concerns. The research concludes that understandings of the technopolitics of development interventions would benefit from a closer engagement with recent discussions regarding the construction of spatial scale within political geography and related fields. River basin development and its material transformation of multiple locales remains one of the largely neglected, but vitally important, legacies of Cold War geopolitics.  相似文献

This article investigates tensions and dynamics in global socialism through a focus on Tanzanian students in East Germany between the late 1950s and 1990. Disciplinary techniques partially known from Tanzania and everyday strategies of survival explain why most students complied with official requirements, but did not necessarily agree with East German ideological tenets. Additionally, throughout the decades, mobility across the Iron Curtain remained an important strategy to further own interests. The article concludes that an analytical framework spanning several decades and paying attention to dynamics in the country of origin sheds new light on agency and mobility among ‘East’, ‘West’, and ‘South’ during the Cold War.  相似文献

This article argues that Japan matters crucially in the evolving East Asian security order because it is embedded both in the structural transition and the ongoing regional strategies to manage it. The post‐Cold War East Asian order transition centres on the disintegration of the post‐Second World War Great Power bargain that saw Japan subjecting itself to extraordinary strategic constraint under the US alliance, leaving the conundrum of how to negotiate a new bargain that would keep the peace between Japan and China. To manage the uncertainties of this transition, East Asian states have adopted a three‐pronged strategy of: maintaining US military preponderance; socializing China as a responsible regional great power; and cultivating regionalism as the basis for a long‐term East Asian security community. Japan provides essential public goods for each of these three elements: it keeps the US anchored in East Asia with its security treaty; it is the one major regional power that can and has helped to constrain the potential excesses of growing Chinese power while at the same time crucially engaging with and helping to socialize China; and its economic and political participation is critical for meaningful regionalism and regional integration. It does not need to be a fully fledged, ‘normal’ Great Power in order to carry out these roles. As the region tries to mediate the growing security dilemma among the three great powers, Japan's importance to regional security will only grow.  相似文献

This paper would like to discuss some aspects of current trends in studies on eighteenth-century Eastern Europe. In the first part it addresses recent approaches devoted to the reconstruction of the conceptualization of Eastern Europe at the time of the Enlightenment, which have often been inspired by the work of Edward Said and Martin Bernal. These include Larry Woolf's Inventing Eastern Europe (1994). Michael Confino has provided a detailed critique of Woolf's approach. It can be argued that Woolf is in fact projecting Cold War divisions back into the eighteenth century.

The article argues in favour of a less “Orientalising” approach to the history of Eastern Europe, by proving an alternative overview of the historical dimensions of the eastern (and northern) regions of Europe in the eighteenth century. Eastern Europe was inextricably connected to its western European neighbours. Without Eastern Europe, European history is incomplete and incomprehensible.

In the third part the article argues that the interpretative framework of the “first crisis of the Old Regime”, which Franco Venturi outlined in his Settecento riformatore in the 19870s and 1980s represented a subtle rejection of the East/West dichotomy, and in fact foreshadowed the eventual reunification of Europe after the end of the Cold War.  相似文献

ABSTRACT

This article reveals how the Cold War impinged upon not just national, but local political considerations and became woven into communal narratives. It contributes to the examination of religion in the conflict, adds to the historiography of Britain and the Cold War, and provides a context by which British Cold War experience and responses can be assessed. With Northern Ireland’s political similarities to Great Britain, its consistency with European norms and its overlaps with popular sentiment in the United States, Northern Ireland offers a gauge to better understand the nature of anti-Communism in the Cold War’s first decade and offers an unexplored perspective on the conflict.  相似文献

Jonathan Haslam's Russia's Cold War is the latest effort by a western scholar to synthesize new research and findings on the Soviet role in the Cold War. Citing an array of published Russian archival material, Haslam seeks to resuscitate the traditional western Cold War view that the conflict was the inevitable result of communist expansionism. However, the material cited by Haslam does not support such a conclusion and he ignores conflicting evidence and views. The Cold War was a war of choice not necessity, the result of distorted perceptions and calculations by both sides, aided and abetted by generations of ideologically aligned historians.  相似文献
