This article addresses conceptual and measurement challenges that complicate the study of state immigrant policies. First, given the multiple facets of immigrant‐related policy, policy‐specific effects may be obscured by highly aggregated outcomes variables. Second, variables of interest often capture both time‐varying and time‐invariant effects, potentially producing coefficients that are uninterpretable averages of both processes. This article presents a research design that addresses both of these obstacles and applies it to an original dataset of both integrative and punitive policies adopted over the period 2005–16. The findings suggest that the causal roles of growing immigrant populations, partisanship, and wealth vary across different clusters of immigrant policies and that average, cross‐state effects often differ from within‐state effects. Future research would do well to clearly link theoretical expectations to specific types of policy outcomes and test hypotheses over both integrative and restrictive outcomes. 相似文献

ABSTRACT. Countries of immigration are generally faced with a dilemma: they wish to accept immigrants for economic purposes, but also to restrict immigration for ethnonational reasons. This is especially true in ethnic nation‐states, where immigration is seen as a threat to ethnonational unity more than in civic nation‐states. However, in recent decades, various ethnic nation‐states have adopted immigration policies that have encouraged their diasporic descendants born and raised abroad to return to their ethnic homeland. Ethnic return migration apparently solves the immigration dilemma by providing ethnic nation‐states with a much‐needed unskilled labour force without causing ethnonational disruption because the immigrants are co‐ethnic descendants. After comparing ethnic return migration policies in European and East Asian countries, this article analyses the development of such policies in Japan and their eventual failure to solve the country's immigration dilemma. As a result, Japan (and other ethnic nation‐states) have imposed restrictions on ethnic return migration. 相似文献

Abstract The aim of this work is to analyse whether internal migration of graduates is an efficient strategy for addressing scarce occupational opportunities in southern Italy. Analysis of data on the southern graduate population in 2004 shows the rise of a new aspect of social discrimination for recent graduates in the process of transition to the labour market. In fact, the probabilities of adopting different strategies of geographical mobility are not homogeneously distributed, but they change on the basis of available family resources. This differentiation has an impact on labour market outcomes, modifying strategies and ways that lead the transition towards employment. 相似文献

In contrast to most other countries, public opinion in Canada is relatively positive towards immigration and immigrants. Yet the economic fortunes of immigrants, especially those who have arrived recently, have been falling over the past three decades. Four analytical perspectives on the relatively poor economic performance of immigrants in Canada are discussed, and are used to build a composite understanding of this economic outcome. I argue that the weak economic position of immigrants – particularly the fact that they do not compete against the Canadian‐born in privileged segments of the labour market – is an important ingredient in the favourable public view of immigration. 相似文献

This article explores the development of immigration federalism in Australia and Canada (expressed through the establishment of state/provincial/territorial immigrant selection programs) and its implications for immigrants’ rights and immigration opportunities. Given the very limited scholarship on the issue, and the lack of previous comparative studies on immigration federalism in Australia and Canada, our research is exploratory by nature. Our finding is that provincial/state/territorial programs offer some advantages to prospective applicants (such as increased immigration opportunities), but, at the same time, raise a number of concerns (such as an increased dependence on employers). As our study reveals, the costs and benefits of immigration opportunities under state/provincial/territorial programs differ for skilled and low-skilled workers, whereby the latter are given only limited access to permanent residence, and on more onerous conditions than skilled workers. Drawing on these findings, we identify areas in need of further research and policy response. 相似文献

This paper addresses the motivations underlying migration decision-making in the case of young university graduates returning to their rural home region in Switzerland. Empirical results show the joint role of social ties, living environment, and job opportunities, although the weight given to each of these factors varies between graduates. Some strategies used by the graduates to cope with a limited labour market are furthermore identified. I argue that internal migrations are far from being the sole consequence of labour market conditions and that a greater appreciation of non-economic issues is needed. 相似文献

After the 1980 coup that shook Turkey and almost twenty years after the bilateral ‘guest worker’ treaty shifted Germany's demographic make‐up, West German policy makers proposed increasingly restrictive regulations on the ‘guest workers’ who had heavily contributed to West Germany's economy. In this crucial historical moment, Turkish‐language newspapers, published in West Germany, created a politically motivated extranational public sphere in which they launched claims against both the West German and Turkish states. These claims shaped immigration and integration policy between the two countries, fostered diasporic activism and cross‐national religious and political organisations and gave rise to a variety of unexpected organisational outcomes that continue to impact both Germany and the Turkish Republic. 相似文献

Recent years have witnessed a proliferation of state government policies addressing immigration‐related issues. This article addresses an example of state policy regarding immigration: since 2001, 11 state legislatures have granted undocumented high school graduates in‐state tuition status should they wish to attend public post‐secondary schools, while 18 others have considered, and rejected, the same policy. We argue that these outcomes are largely explicable by the manner in which the policy is presented and debated within state legislatures, especially the terms in which policy targets are socially constructed and state jurisdictional authority is framed. We apply this framework to two states (Kansas and Arkansas) that, in spite of demographic institutional similarities, reached different outcomes on in‐state tuition bills. The different outcomes can be traced to the manner in which policy deliberations in Kansas focused on positive evaluations of undocumented high school students, portraying them as “proto‐citizens,” while in Arkansas debate became centered on the state's jurisdictional authority to enact such a policy, an issue frame that effectively killed the legislation. This article suggests the importance of both social constructions and issue framing when state legislatures become the lead actors in crafting immigration policies. 相似文献

The turn of the century in Europe is marked by social changes that have affected immigration policies. In the Netherlands, internal controls have been tightened in order to curb illegal residence and employment. On the basis of interviews with undocumented workers before and after significant policy changes, shifts in labour market position are observed. Matching strategies have become less transparent and labour conditions have deteriorated. In combination with demographic changes, i.e. the arrival of new groups of undocumented immigrants, the gap between illegal immigrants and the receiving society has widened and labour has gone further underground, resulting in unintended outcomes of the restrictive policy. 相似文献

Malaysia is one of the countries most influenced by international migration, not only in Asia, but globally. Most attention is focused on its role as a major immigration country, but it also experiences significant emigration, having an estimated diaspora of 1.5 million people. This paper demonstrates the scale and composition of the contemporary Malaysian diaspora, and discusses its potential impacts on economic development. In undertaking this task, it is necessary to rely mostly on data from destinations of emigrants from Malaysia because of an inherent bias in migration data collection towards immigrants and destinations. In order to gain deeper insights into the composition of the diaspora and the linkages which it maintains with Malaysia, there is a focus on a single destination country—Australia, which has the second largest community of Malaysian expatriates after Singapore. The potential role that the diaspora could play in Malaysian development is discussed. 相似文献

Ideal types have received less attention than membership criteria in the ethnicity and nationalism literature. This article uses crowdsourced genealogical data and onomastics software to show that British Isles surnames and ancestry remain over‐represented among American actors, especially in roles connected with the national narrative. Conformity to the WASP ideal type persists despite the fact American actors are disproportionately born in Los Angeles, New York, and other large cities, where British ancestry is rare. Jewish actors are over‐represented, yet many have Anglo surnames. Compared to athletes and politicians, actors are significantly more likely to have Anglo surnames, especially those in genres depicting the nation. After declining among cohorts of stars born between the 1800s and 1961, the share of British Isles surnames has stabilised and remains in the majority. We argue that despite rising diversity, this reflects the continuing importance of the Anglo‐Protestant ethnic imago for American national identity. 相似文献

The existence of the tutela mechanism and the endemic weaknesses of the legislative and executive branches of the Colombian state have led to a de facto judicialization of health policymaking. The objective of evidence‐informed policy is to identify effective policy approaches and legitimize policy decisions. Questions arise about the basis on which judges take decisions with significant policy and budgetary consequences, and the forms of evidence they use to inform these. This article focuses on the extent to which courts take account of research evidence in judgements and assesses the implications for health policy in Colombia. We place these discussions in the context of a broader analysis of the ongoing reforms to the Colombian health system and the most recent literature on evidence‐informed policymaking. The judicialization of health policymaking offers a suboptimal means to achieve the objective of evidence‐informed policymaking. The emergence of a range of evidence advisory bodies in recent years is an attempt to address the issue of judicialization alongside the other constitutional and political weaknesses Colombia faces. 相似文献

The Appalachian Regional Commission (ARC) administers and partially funds investment projects designed to improve economic conditions in the Appalachian region, an area of persistent poverty and reduced economic opportunity in the eastern United States in and around the Appalachian mountains. Previous research on the effectiveness of ARC programs is mixed. We analyze the impact of ARC investment projects related to expanding sewerage and waste water treatment on dwelling characteristics. Results from a difference‐in‐differences model using a quasi‐experimental approach show that ARC investment projects improved access to running water, and increased sewer hookups and indoor bathrooms in dwellings. 相似文献

By reflecting on both the exclusionary and the inclusionary role of humanitarian migration and border management in the Central Mediterranean, this paper explores the relationship of humanitarianism with the delocalization of the EU border and with human rights. First, the paper analyses the role of human rights in the institutional humanitarian discourse about migration and border management at the Mediterranean EU border. The paper then analyses the Italian operation Mare Nostrum and, more generally, Italian humanitarianized border management in the Central Mediterranean. In doing this, it shows that humanitarianism contributes to the discursive legitimation and spatial delocalization of exclusionary policies and practices. Moreover, humanitarianism contributes to a symbolically and legally subordinate inclusion of migrants in the European space. While such humanitarian inclusion can be more inclusive than what human rights would require, it is posited as an act of grace rather than an enhancement of human rights. In both its exclusionary and inclusionary dimension, humanitarianism transcends and expands territorial boundaries by outsourcing responsibilities and enhancing delocalized border management. 相似文献

In 2005, Harry G. Frankfurt, a retired professor of moral philosophy at Princeton University, made it into the best‐sellers chart with his book On Bullshit. Taking his essay as its starting point, this article explores the analysis of bullshit and the prevalence of bullshitting in the contemporary public sphere. Frankfurt’s short essay indeed provides an intellectual framework to interpret and understand contemporary rhetoric and practice in the cultural policy field, as well as recent trends in cultural policy research. Through a discussion of selected New Labour’s cultural policy documents in Britain, the article aims to show that many of the key actors in the cultural policy debate indeed display the ‘indifference to how things really are’ and the cultivation of vested interests which Frankfurt attributes to the activity of bullshitting. The final part of the text discusses the implications of the present status quo for ‘critical’ cultural policy research. 相似文献

This article explores the state of public policy preferences between the United States and Mexico in the realm of foreign policy in the context of the post‐9/11 world, democratic change within Mexico, and the immigration protests within the United States. Specifically, we will analyze the differences and possible convergence of public policy views on the issues of terrorism, immigration, free trade agreements, drug trafficking, and foreign policy. We find that although there are differences of opinion, particularly in the application of force in Iraq and on the benefits of free trade, there still remains a significant degree of positive convergence within the policy issues of terrorism, immigration, and drug trafficking. Although there are institutional impediments to progressive policy change, future relations between the United States and Mexico do not need to be contentious as long as the focus is on the similarities, rather than the differences, in public preferences between the populations of the two states. 相似文献

Immigrant Inclusion in the Safety Net: A Framework for Analysis and Effects on Educational Attainment

Across states, there is substantial variation in the degree to which immigrants and their children are offered public assistance. We present a theoretical framework for analyzing the effects of policy decisions about immigrant inclusion. We apply the framework to investigate the effect of the state safety net on educational attainment. We focus on the years following welfare reform in 1996, when states gained considerable autonomy over welfare policy, including decisions about the eligibility of immigrant residents. Leveraging state‐level data from before and after reform, we estimate a difference‐in‐difference model to identify the effect of variation in immigrant inclusivity on educational attainment. We find that when states broaden the inclusivity of the social safety net to immigrants, young Latinos are more likely to graduate from high school. This effect is present beyond the group of Latino residents who receive additional benefits, suggesting that policy decisions about immigrants spill over to broader communities and communicate broader messages about social inclusion to racial and ethnic groups. We find similar patterns among Asian youth, but not among black and non‐Hispanic white youth. We conclude that immigrant inclusion has consequences for the life prospects of the growing population of youth in high‐immigrant ethnic groups. 相似文献
