ABSTRACT. This article seeks to bring to the fore the intrinsic link between constitutional democracy and the civic nation, relying on Jürgen Habermas's theory of democracy. This theoretical framework will serve as the basis for a communicative understanding of civic nationalism, underscoring the notable role played by language. Attention will be given to the normative dimension that allows for the legitimisation of national divisions of a civic space bound by universal rights. The prime motivation behind this article is thus political‐philosophical, although empirical examples, drawn particularly from the French revolutionary discourse, will be brought to bear. And since a civic nation construed in communicative terms has necessary linguistic implications, cases of multilingual and multinational states will be examined. 相似文献

Since the late 1980s, Taiwan has been engulfed in waves of both democratisation and integration with mainland China. These two waves have pulled identity reconstruction in Taiwan in two different directions. In the process of democratisation, a shift to a majoritarian system encouraged a Taiwanese renaissance on the political platform and consequently led to the deconstruction of Chinese identity. On the other hand, in the 1990s, with the high mobility of capital and people across the Taiwan Strait, close economic ties could have put the brakes on Taiwan independence movements. Hence, this paper uses random coefficient models to explore how the democratic transition and increasing cross‐strait relations brought about psychological and structural mechanisms that motivated people to opt for identity change in Taiwan. It also attempts to investigate how people dealt with the dissonance between rising Taiwanese nationalism and the economic interests that deterred a radical Taiwanese identity. 相似文献

ABSTRACT. Unrecognised states are among the least likely candidates for democratisation: they tend to be driven by ethno‐nationalism, many are marked by the legacy of war and most are facing international isolation. Nevertheless, the claim to democracy has become a central part of their legitimising narrative. This article examines this apparent paradox and finds that neither ethno‐nationalism nor non‐recognition represents insurmountable barriers to democratisation. However, what we tend to find in these entities is a form of stagnated ‘ethnic democratisation’. These findings throw new light on the relationship between democracy and nationalism; they highlight the importance of (lack of) sovereignty; and they are used to evaluate Sammy Smooha's concept of ‘ethnic democracy’. 相似文献

ABSTRACT. New nationalism differs from classical nationalism in terms of its content and focus. Whereas classical nationalism distinguishes itself from other nation‐states in defining its national identity, new nationalism distinguishes the ‘native’ national identity from that of its current and prospective citizens of migrant origin. The terms of integration thus become conditions of membership in the national community. Citizenship and integration policies emerge as central arenas where the discourse of new nationalism unfolds. This study looks into the discourses of cultural citizenship by studying the content of the official ‘citizenship packages’ – materials designed to welcome newcomers and assist them in their integration – in three Western European countries: The Netherlands, France and the UK. ABSTRACT. When Slovenia became a sovereign state in 1991, it had to define who its citizens were. Were all residents of Slovenia, regardless of their ethnic belonging, equal in this respect? This article provides an answer to this question by elucidating certain parts of the secession legislation – the initial designation of citizenry and one of its indirect outcomes, the erasure from the register of permanent residents. The ethnic/civic dichotomy will be applied in order to demonstrate opposing nationalist claims made by the ruling elite. In terms of specific processes, Slovene nationalism will be presented in three distinct phases: counter‐state nationalism (before the break‐up of Yugoslavia), state‐building nationalism (the initial designation of citizenry), and the nationalising state (after the secession; marked by the erasure and threats to revoke citizenship statuses of naturalised citizens). 相似文献

This article investigates the link between nationalism and liberalism in Russia by looking at the way the leading spokesman of early Russian liberalism, Boris Chicherin, combined liberal ideas with notions of nation‐building and the idea of the nation as a modernising phenomenon. The article argues that the young Chicherin, at least in the formative years of the 1850s, had an instrumental approach to liberalism. Liberalism served a specific purpose – to integrate the people and shape a community of active citizens so that Russia could modernise. Chicherin was concerned with the formation of a modern nation‐state rather than the establishment of popular rule or political rights. In this sense, his thinking fits well into what, in the context of the Ottoman Empire, has been called modernist nationalism. 相似文献

Feminist scholars have documented with reference to multiple empirical contexts that feminist claims within nationalist movements are often side‐lined, constructed as ‘inauthentic’ and frequently discredited for imitating supposedly western notions of gender‐based equality. Despite these historical precedents, some feminist scholars have pointed to the positive aspects of nationalist movements, which frequently open up spaces for gender‐based claims. Our research is based on the recognition that we cannot discuss and evaluate the fraught relationship in the abstract but that we need to look at the specific historical and empirical contexts and articulations of nationalism and feminism. The specific case study we draw from is the relationship between the Kurdish women's movement and the wider Kurdish political movement in Turkey. We are exploring the ways that the Kurdish movement in Turkey has politicised Kurdish women's rights activists and examine how Kurdish women activists have reacted to patriarchal tendencies within the Kurdish movement. 相似文献

ABSTRACT. By analysing school memorial ceremonies in Israel, this article demonstrates how dominant groups in Israeli society (upper‐ and middle‐class, secular, educated Jews of European origin) exploit their historical monopoly over the Israeli warrior ethos in order to retreat from their unconditional commitment to the state and the military, which stands at the very core of traditional ‘heroic nationalism’. Nonetheless, despite their withdrawal from the military ethos, analysis of the school ceremonies shows that rather than distancing themselves from the national collective, they are promoting a different kind of nationalism – one that I term ‘traumatic nationalism’. This model departs from the warrior ethos and places mourning and a feeling of victimhood at its centre. Thus, through the arena of education, the dominant groups – which mark out the global as their sphere of action – promote a model of nationalism that meets the demands of the post‐national discourse. 相似文献

This paper is a preliminary comparative analysis of three polity‐seeking nationalisms that emerged in the contiguous peripheral areas – the overlapping ‘spheres of influence’ of three contending imperial centres: Taiwan, Okinawa and Hong Kong. Specifically, it examines and compares the pattern of nation‐formation and the form, ideology and politics of nationalism in each case, and in doing so it tries to suggest a possible explanatory framework for the rise of these nationalisms. Its tentative conclusion is that the rise of nationalism in Taiwan, Okinawa and Hong Kong should be understood as a macro‐historical sociological phenomenon caused by both the short‐term penetration from centralizing colonial and geopolitical centre(s) that triggered nationalist mobilization in the periphery and the long‐term process of peripheral nation‐formation that created the social basis for mobilization. The three cases also demonstrate some other traits of anti‐centre peripheral nationalism: they all adopted a similar ideological strategy of indigeneity, and all developed a differentiation between radical and pragmatic lines characteristic of minority or peripheral nationalisms. A final observation is that while the geopolitics of states in the region is powerfully shaping the development of the three nationalisms, interactions on the societal level may over time create a counterforce from below. 相似文献

Irish language education and the national ideal: the dynamics of nationalism in Northern Ireland

Since the beginning of the Northern Ireland conflict in the late 1960s, Irish nationalism has been identified as a prominent force in the political culture of the state. Recent studies have suggested, however, that the ‘Nationalist’ population has become increasingly content within the new political framework created by the peace process and the aspiration for Irish unity diminished. In placing the Northern Ireland situation within the theoretical framework of nationalism, this paper will analyse how these changing priorities have been possible. Through an analysis of Irish language study in Northern Ireland's schools, the paper will examine how the political ideals espoused by the nationalist Sinn Féin Party reflected the priorities of the ‘nationalist community’. It will be contended that the relationship between the ideology and ‘the people’ is much more complex than is often allowed for and that educational inequalities are a significant contributing factor to this. 相似文献

We examine the different Jewish conditions in East Central Europe and Russia at the end of the nineteenth and at the start of the twentieth century so as to map the theories of nationalism that resulted. Using comprehensive and original data derived from a recent major public opinion survey, this study examines an under‐investigated aspect of the Kurdish issue in Turkey: the dynamics and factors behind Kurdish ethno‐nationalism at a mass level. The empirical findings disprove the conventional socio‐economic peace and Islamic‐peace hypotheses around this issue, and our statistical analyses provide strong support for the relative deprivation hypothesis, i.e. that those who think the Turkish state discriminates against Kurds are more likely to have ethno‐nationalist orientations. Multivariate analyses further show that religious sectarian differences among Kurds (i.e. the Hanefi‐Shafi division) matter: the more religious Shafi Kurds have a stronger ethnic consciousness and a higher degree of ethno‐nationalism. The study also provides a discussion of the broader theoretical and practical implications of the empirical findings, which may provide insights into conflict resolution prospects in countries with a Kurdish population. 相似文献

While numerous studies have examined the post-war contestation surrounding commemorative sites associated with the legacy of Nazi Germany, relatively little attention has been dedicated to the ways in which the Nazi regime itself sought to create places of memory congruent with the movement's political and cultural goals. Indeed, party leaders sponsored a variety of disparate, and at times contradictory, programs to re-orientate some of Germany's most prominent historic places to better serve the needs of the regime. To expand our understanding of this process, this article examines the practice and rhetoric of historic preservation in Bavaria during the Nazi period with a focus on the preservationist program sponsored by Bavarian President Ludwig Siebert. Nazi propaganda promised to rejuvenate and protect Germany's architectural heritage for the public good, but the regime's actual priorities and policies led to widespread confiscation, damage, and eventually destruction. 相似文献

One approach within the Islamic camp treats Islam, which emphasizes overarching notions such as the ‘Islamic brotherhood’ and ‘ummah’, as incompatible with ethno‐nationalist ideas and movements. It is, however, striking that in the last decades, several Islamic and conservative groups in Turkey have paid increasing attention to the Kurdish issue, supporting their ethnic demands and sentiments. Even more striking, the leftist, secular Kurdish ethno‐nationalists have adopted a more welcoming attitude toward Islam. How can we explain such intriguing developments and shifts? Using original data derived from several elite interviews and a public opinion survey, this study shows that the struggle for Kurdish popular support and legitimacy has encouraged political elites from both camps to enrich their ideological toolbox by borrowing ideas and discourses from each other. Further, Turkish and Kurdish nationalists alike utilize Islamic discourses and ideas to legitimize their competing nationalist claims. Exploring such issues, the study also provides theoretical and policy implications. 相似文献

The paper focuses on Billig's (Billig, M. (1995). Banal nationalism. London: Sage) notion of banal nationalism. While Billig's work is to be commended for demonstrating the way in which nationalism is an endemic political ideology in all states – and not merely an extreme or hot political ideology that is based upon “blood and belonging” (Ignatieff, M. (1993). Blood and belonging: Journeys into the new nationalism. London: BBC Books) – we suggest that his work tends, perhaps unwittingly, to reinforce an unwarranted separation of the banal and hot processes that reproduce nationalism. Some empirical work has implicitly and explicitly begun to question the distinction between banal and hotter forms of nationalism. We argue that one way in which such an agenda can be furthered is through a promotion of the idea of everyday nationalism, which combines banal and hot elements in more complex and contingent ways. We elaborate on the benefits of adopting such an approach through an empirical discussion of the campaign in favour of bilingual road signs in Wales between 1967 and 1975. We focus, first, on how monolingual English road signs were constructed by Welsh nationalists as part of an everyday landscape of oppression and, second, on the everyday politics of road signs within the spaces of government. We conclude the paper by reaffirming the need to move beyond notions of banal and hot nationalism and to focus on the everyday contexts within which nationalism is reproduced. 相似文献

This paper is concerned with expressions of Argentine territorial nationalism with a specific focus on the Malvinas/Falklands dispute. Billig’s (1995) notion of banal nationalism has been widely applied as a means to understanding the ways in which national identities are learnt and reproduced by the populace, through a multitude of ‘mundane’ representations. More recently Billig’s (1995) thesis has been critiqued (Jones & Merriman, 2009) for its rigidity and inability to take account of the different ways these nationalisms are produced and received (Müller, 2008) within and outside of the nation-state. We build on these interventions by arguing that research into territorial nationalism should not ignore the wider temporal, spatial, political and everyday contexts in which such discourses emerge and are consumed. To illustrate this diversity we contend that territorial nationalism and, more specifically, the attention placed on the Malvinas dispute by the Argentine government has varied in its intensity, depending on wider political events and agendas in the South West Atlantic and Latin American regions. Secondly, through the use of interview extracts from a pilot study conducted with 20 young people in Buenos Aires, we suggest that Argentine territorial nationalism is not received uniformly across the nation-state and, rather, should be explored in its everyday contexts. These contexts take into consideration things like respondent’s geographical location, personal/familial relationships and generation, amongst other variables, in order to more sensitively appreciate Argentine territorial nationalism’s multifarious reception. 相似文献

ABSTRACT. In extension of Billig's (1995) and Edensor's (2002) contribution to the literature, this paper examines an often overlooked element in ‘mundane’ nationalism, company advertising. Through the development of a typology of advertising strategies, it examines the role of companies as nationalist actors, and highlights how advertisements can engage with and impact on wider national discourses. Nationalist company advertising is classified into types, depending on how associated the company is with nationalism in popular discourse, and whether the advertising campaign involves the company's participation in broader nationalistic political projects. The types developed in this typology include (1) ‘ordinary marketing/achieving nationalist credentials’, (2) ‘ordinary marketing/established nationalist credentials’ and (3) ‘activist marketing/achieving nationalist credentials’. Case studies from the Australian context are used to illustrate these types, how the different types use nationalism, and their varying impact on shaping wider nationalistic discourses. 相似文献

This article examines the relationship between nationalism and liberal values and, more specifically, the redefinition of boundaries between national communities and others in the rhetoric of radical right parties in Europe. The aim is to examine the tension between radical right party discourse and the increasing need to shape this discourse in liberal terms. We argue that the radical right parties that successfully operate within the democratic system tend to be those best able to tailor their discourse to the liberal and civic characteristics of national identity so as to present themselves and their ideologies as the true authentic defenders of the nation's unique reputation for democracy, diversity and tolerance. Comparing the success of a number of European radical right parties ranging from the most electorally successful Swiss People's Party, the Dutch Pim Fortuyn List and Party for Freedom to the more mixed French Front National, British National Party and National Democratic Party of Germany we show that the parties that effectively deploy the symbolic resources of national identity through a predominantly voluntaristic prism tend to be the ones that fare better within their respective political systems. In doing so, we challenge the conventional view in the study of nationalism that expects civic values to shield countries from radicalism and extremism. 相似文献
