While it has often been argued that post‐disaster aid is humiliating for its beneficiaries, based on my ethnographic research in post‐tsunami Aceh, Indonesia, I argue that such aid may also come to mean the opposite. Rather than feeling humiliated by foreign aid, people in Aceh actively glossed post‐tsunami foreign assistance as ‘gifts’ for which they often expressed their gratitude. Building on Marcel Mauss's classic argument, as well as on more recent works on the nature of the gift, I argue that they did so because they felt that the gift of post‐disaster aid brought with it both a long wished‐for recognition of Aceh and the possibility of establishing long‐term relationships between Aceh and ‘the world’. Therefore, rather than something humiliating, the post‐disaster aid became a medium for imagining what James Ferguson has called a ‘place‐in‐the‐world’ for Aceh.  相似文献

When people find themselves in dire situations, they use their imagination to transcend space and time. Forward‐projected hope and backward‐looking nostalgia are usually juxtaposed for their different temporal orientations and their different roles in social action. This article examines how this plays out in a former mining town in post‐Soviet Kyrgyzstan, whose inhabitants treasure the memories of Soviet modernity while dreaming of a future of economic abundance. Here, the sentiments of nostalgia and hope converge in their resonance with the ruins of empire, while their effects depend upon concealing the fragility of utopian visions.  相似文献

Since the 1920s certain psychoactive substances have been controlled by specially created international agencies. More recently, governments have committed themselves to using evidence in policy‐making. Yet, as the ban on khat in the UK and other countries shows, the assessment process is a perfunctory rather than a decisive component. The Home Secretary set aside scientific advice and bases the decision to ban on considerations outside the health risk ratio, including crime control and counter‐terrorism. However, experience shows that prohibiting substances when demand remains strong is inherently criminogenic. Indeed, the khat ban would appear to play into the hands of radical Islamist organizations. In this article, Axel Klein discusses how political calculations overrule evidence and how this is facilitated by international drug control agencies. Using the term ‘social system’ to explain the relentless extension of bureaucratic remit, he argues that control would now appear inevitable for any substance defined as a drug, regardless of evidence and consequence. As this has implications for other culture‐bound peculiar substances or ‘genussmittel’ he suggests ditching the term ‘drug’ altogether.  相似文献

This essay discusses the recent past of ethnographic museums and raises questions about their future. In the last thirty years or so, ethnographic museums have faced many challenges arising both from within and beyond anthropology to the extent that in the post‐colonial and post‐modern era they could be said to have suffered an identity crisis. Many have been renamed, remodelled or rehoused in spectacular new premises (such as the Musée du Quai Branly in Paris). Only a few have remained largely unaltered, as at the Pitt Rivers Museum in Oxford where the authors of this essay are employed. Drawing on the theoretical literature in museum anthropology and material culture, many years of ‘hands on’ curatorial experience and the insights gained from a five year collaborative research project involving ten major ethnographic museums in Europe, the authors investigate how ethnographic museums might engage with new audiences and new intellectual regimes in the future.  相似文献

The article considers the kinds of responsibilities anthropologists might have when working on immigration and asylum matters, particularly in the light of recent ‘reforms’ to the funding of legal aid in the UK. The article focuses on a single case study in its context, exploring an interaction between an immigrant applicant and a lawyer/case worker in a not‐for‐profit Law Centre. The paper shows how case workers find themselves caught in the middle, squeezed between increasing financial pressures and their ethical obligation to their clients. In their everyday work they are faced with the contradictory imperatives of giving sympathy and advice to genuinely deserving cases on the one hand while being required to check up on opportunist and possibly deceitful clients on the other. In the context of ‘reform’, they are increasingly encouraged to prejudge the probable outcomes of cases by reference to ‘value for money’. These effects, we argue, have severe consequences given the adversarial nature of the UK's system of law. As anthropologists, our aim was to investigate the day‐to‐day realities of case worker/client interactions, to enable both ourselves and legal practitioners, in conversation, to reflect on our own and each others' interpretations of the situation, and to place these in the public domain.  相似文献

Abstract. The post‐independence censuses in virtually all post‐Soviet states have become contested tools of nation‐building and ethnic entitlements. No state was politically more determined and psychologically more anxious to conduct its population census than Kazakhstan, in which the eponymous Kazakhs did not constitute a majority. The article points at political and identity pressures that made it inevitable that the first post‐Soviet census produce the ‘right’ numbers and officialise the anticipated majority status of Kazakhs in the multiethnic state. By analysing the census data on language, it shows how the state has constructed a politically desirable form of linguistic reality by altering the established category ‘native language’ in the census. This not only offers a compelling rationale for ethnic and linguistic entitlements, but also seeks to demonstrate the ‘success’ of the state's language policy.  相似文献

This article is about how technology and pedagogy is co‐produced in correspondence education. Theoretically the article departs from post‐Foucauldian studies of materiality, and uses the concept of dispositif to construct a framework that is inspired by Foucault, Deleuze, and Actor–Network Theory. Empirically, the article treats how the tension between educational thought on progressive individualism, scientific thinking, and automation was co‐produced with technical artifacts in correspondence education during the 1930s, 1940s and 1950s. The author shows how this co‐production led to a specific mode of organizing correspondence education that tried to accomplish individualization on an industrial basis, and that this mass‐individualization built on a pedagogy of testing, recording, classification, and differentiation. In conclusion the article discusses how mass‐individualization can be seen as an epitome of educational modernity’s aspiration for equality of educational opportunity and progressive thoughts on individually tailored education. Furthermore the author shows that the dispositif of mass‐individualization is closely associated to today’s educational technology, and how today’s educational technology embodies the tension in mass‐individualization.  相似文献

Abstract: “Disaster capitalism” refers to political economic processes that take advantage of mass trauma to impose neoliberal capitalist economic policies, facilitating the redistribution of wealth and exacerbating socio‐economic divisions. Here the basic tenets of disaster capitalism are applied in another context: how natural disasters can be used to impose exclusionary protected area conservation principles with similar socio‐economic consequences and ecological ramifications. The post‐Hurricane Mitch relocation of resident populations from Celaque National Park, Honduras serves as a case study whereby a natural disaster, combined with the effects of neoliberal structural adjustment policies, created the opportunity to implement a universal model of exclusionary nature protection. The resultant displacement and increased semi‐proletarianization of the affected population effectively served the capitalist interests of international conservation and the agro‐export coffee industry and, contradictorily, worked against the proclaimed goals of nature preservation through exclusionary national park policies.  相似文献

Claude Lévi‐Strauss is one of the greatest interdisciplinary writers of the twentieth century whose influence extends far beyond his own discipline of social anthropology. His inquiry illuminates the borderlands between ‘primitive’ and non‐primitive, self and other, myth and history, human and animal, art and nature, and the dichotomies that give structure to culture, society, history and agency. This commemorative article of his legacy assesses disciplinary and interdisciplinary debates influenced by Levi‐Strauss's inquiry and methods, and looks at potential challenges for the future. Lévi‐Strauss's ideas continue to be influential in our assessments of what we mean by culture, values, social organization, including social transformations and cultural ideologies such as ethnocentrism, nationalism, fundamentalism, pluralism, neo‐liberalism, post‐modernism, relativism, humanism and universalism.  相似文献

This article investigates the politics and social impact of post‐war ‘respacing for peace’ strategies in Burundi from within a set of contested spatial arrangements — or rather, post‐war socio‐spatial experiments — including peace villages, IDP site clearances and land sharing. The author takes a critical look at these reconfigurations, and the resistances and manipulations that result when people (or their remains) are moved or placed in the name of coexistence, integration and sharing after the war. In this way, the article contributes to a post‐conflict planning literature that is mostly concerned with overcoming segregation and cleansing through integration, by exploring some of the complexities and problems that can arise with unquestioned embrace of the latter. It shows that a very particular and problematic logic of ethnic coexistence and physical integration drives post‐war respacing in Burundi and that people resist it with strategies in both physical and reflexive space. Proceeding through a set of paradoxes — such as the refusal to return and staying put, or re‐emigration as a response to settling — the article explores how and why respacing‐for‐peace might produce, or fail to prevent, the opposite outcome: community conflict, social tension and segregation.  相似文献

Focusing on the experience of independent‐living older adults, this study explored how those in regional Australian coastal communities have coped with repeated natural disasters. Using an exploratory, mixed‐method, and phenomenological approach, an array of non‐probability snowballing techniques was used to seek participation from residents aged 65 years or more, and from emergency services officers, disaster managers, and community health care providers located in regional communities affected by Cyclone Larry (2006) and Cyclone Yasi (2011). The research found that post‐disaster political decisions have had a negative long‐term impact on local economies, causing outmigration by those seeking employment, and resulting in many elderly residents facing a future without family support. As government policies encourage ageing‐in‐place by providing subsidised in situ care, increasingly older adults are remaining in exposed vulnerable locations, reliant on authorities for their survival both day‐to‐day and during an emergency. Findings also uncovered inconsistent disaster management policies between neighbouring local government councils and an unrealistic reliance on in situ care organisations by disaster managers during preparation and recovery stages of a natural hazard. These results highlight the need for those charged with emergency management to reassess both the future natural hazard adaptive capacities of ageing regional communities and policy responses to such challenges.  相似文献

The Yasuní‐ITT proposal by the government of Ecuador to “keep the oil in the ground” in the untouched, highly biodiverse Ishpingo‐Tambococha‐Tiputini sector of Yasuni National Park in exchange for compensatory 3.6 billion dollars from the international community, has been interpreted and analyzed by academics and the media alike as a radical environmental intervention. In this article I argue that the ITT initiative it less of a radical environmental plan, and more of a performative articulation of post‐IMF nationalism. I problematize the notion that the ITT initiative heralds a shift to a radical new environmental paradigm, and argue that it should be understood primarily as a critique of Ecuador's experience with foreign debt and neoliberal restructuring.  相似文献

Scholarship on neo‐extractivism agrees that this ‘post‐neoliberal’ model of development is founded on an inherent contradiction between the commitment to continue natural resource extraction and the need to legitimize these activities by using their revenues for poverty reduction. Using the cases of the national biofuel policies of the ‘post‐neoliberal’ governments of Argentina, Brazil and Uruguay, this article enquires why and how these policies emerged, how they were implemented, and how the resulting national experiences exemplify the inherent contradictions embedded in neo‐extractivist policies. Adopting a strategic‐relational approach to analyse state–society interaction, it is argued that the scope of progressive policies is conditioned to a large extent by pre‐existing social structures, institutions and state–society interactions. The article shows how progressive reforms intersect with the prevailing interests of agribusiness and state actors and are recast and used for different ends as these interact with powerful actors such as the multinational soybean complex and agrarian movements. It is suggested that the prevailing over‐emphasis in the neo‐extractivist literature on the politics of domination and contestation overlooks the multiple and complex rural responses of the different progressive governments. It also obscures the possibilities to explore the ruptures and continuities of these countries’ governments with previous models, and therefore fails to recognize state advances.  相似文献

Recent awareness of the role of neoliberalism in fostering tactics of de‐politicisation has cultivated recognition of a narrowing of democratic possibilities. Disaster, as a time of disruption can provoke a heightened awareness of dynamics of power and contestation. This provides a fertile ground to understand the possibility for de‐politicisation alongside that of resistance and hope. This paper weaves together and contextualises these ideas within a case study of community‐led disaster recovery in the city of ōtautahi Christchurch in Aotearoa New Zealand following a series of devastating earthquakes in 2010 and 2011. In exploring the entangled relationship between crisis and hope I discuss how forms of de‐politicisation can emerge in the disaster context as well as the resistance that also emerges at the grassroots and everyday scale. I emphasise the need to see post politics as present‐yet‐incomplete alongside the potential for participatory and radical forms of social change at the grassroots scale.  相似文献

Recently published independent inquiries and detailed chronologies of the violence that occurred in the southern Kyrgyzstan city of Osh in 2010 noted the frequent and threatening use of ‘Sart’ against Uzbek residents in the city's mahallas. This article explains the significance and potency of this insult as the confluence of perceived historical injustices, iniquities in post‐independence land privatizations, and current hardships of food insecurity and poverty. It considers the significance of narratives of ‘Soviet injustice’ (outlawing of pastoralism, collectivization, and land confiscation) for contemporary nationalist agendas which emphasize Kyrgyz harm. With increasing political fragmentation and social disunity, the fear of further inter‐communal violence is ever present, and it is suggested that twenty years on from independence the Kyrgyzstan government will need to find ways of openly debating such interpretations of the past without undermining national reconciliation.  相似文献

This article examines representations of financial inclusion through the lens of the CGAP microfinance photo contest. It situates the contest's winning images within current contestations surrounding global financial inclusion strategies, to show how these photos construct particular representations of microfinance that legitimize CGAP's minimalist, commercially‐driven model. The production of the need for large‐scale financial inclusion is key to this model, which is depicted through gendered representations of microfinance beneficiaries. On the one hand, the CGAP photos present a shift from stereotypical images of female micro‐entrepreneurs in traditional contexts to more complex images that disrupt such stereotypes while at the same time reinforcing other assumptions about microfinance. On the other, they bring men back into the picture as worthy microfinance recipients. While contributing to pluralist representations that valorize photography in developing countries, the CGAP microfinance photo contest is ultimately unable to portray the complexities and contradictions of financial inclusion interventions.  相似文献

In the civil strife of ancient Greek cities that was the model for Hobbes' state of nature, the intervention of the larger forces of Athens and Sparta, proclaiming unconditional causes‐to‐die‐for, transformed local social differences into lethal factional enmities. Death then raged from many quarters. The same effect of anarchic violence has followed from imperial conquer‐and‐divide policies in modern colonial and post‐colonial societies. The present paper documents the processes by which the American intervention in Iraq transformed a plural nation into a bellum omnium contra omnes. Historically, the state of nature appears as the effect of the subversion of the social contract rather than its precondition.  相似文献

The city of Brisbane, capital of the Australian state of Queensland, sits on a floodplain and has been struck by two devastating flood disasters in the last 50 years. This article contributes to the growing literature on disaster memory by tracing memories of a flood in 1974 as they were constructed and re‐enacted in a more recent disaster in 2011. The article examines how disaster memories shape local identities and considers how such memories influence policy and local knowledge, doing so by reference to an analysis of three forms of memory media—personal narratives, news media reporting, and built memorials. At times, memories of 1974 enabled Brisbane residents to prepare for an oncoming flood and to understand the scope of the 2011 event. Yet other memories produced a form of forgetting by positioning the earlier flood as a successfully navigated event now safely contained in the past. Findings from the analysis thus point to the importance of understanding memories of past disasters as a critical element of disaster planning and management.  相似文献
