Shortly after the Arab Spring began in 2010, multiple scholars noted that the dominant discursive trend present within these protests was that of post‐Islamism. Post‐Islamism is broadly defined as an ideology seeking to establish a democratic state within a distinctly Islamic society. Despite the presence of post‐Islamist opportunity structures, social movements embodying post‐Islamist principles have had little success consolidating power. The theoretical argument presented here is that the failure of these movements is the result of inherent flaws within post‐Islamist frames. Specifically, this study posits that unlike traditional Islamist frames (i.e., frames emphasizing the creation of a state governed by Shari‘a) post‐Islamist frames limit the ability of movements’ to monopolize religion as a cultural asset. As such, when post‐Islamist movements face political challenges during contentious periods they cannot rely on nontemporal legitimacy to retain power. Additionally, the challenging task of integrating Islamic and democratic frames in contentious moments renders post‐Islamist movements susceptible to counterframing. The preceding claims will be tested through a comparative analysis of the Iranian Hierocracy (1977–1979), and the Egyptian Muslim Brotherhood (2011–2014). Comparing the experiences of a post‐Islamist movement (Brotherhood) with that of an Islamist movement (Hierocracy) will explicate the flaws within post‐Islamist frames.  相似文献

The Arab Spring has reshaped the Islamist landscape in the Middle East drastically. After decades of repression and exclusion, Islamist parties have taken power in Egypt, Tunis, and Morocco. However, the startling rise of Salafism (Salafiyya) remains the most visible feature of the new Islamist scene in the region. After decades of eschewing politics for theological and political reasons, Salafi movements and groups have rushed into electoral politics enthusiastically. They became keen to form political parties, contest elections, and vie for power. In Egypt, the Salafi parties fared well in the post‐revolution parliamentary elections and are a key player in drafting Egypt's new constitution. This article explores the rise of Salafism after Mubarak and examines its effects on the democratic transition in Egypt. It investigates the ideological and theological stance of Salafi movements and parties on politics and democracy in particular. The argument put forward is that the extraordinary political openness in Egypt after the revolution has pushed Salafis into everyday politics. Subsequently, Salafis have become more inclined to adopt a pragmatic and practical discourse. Based on field research, this article provides a thematic analysis of Egyptian Salafism and assesses its political future.  相似文献

ABSTRACT. This article explores the different scalar dimensions of Berber masquerades in southeastern Morocco. By ritually performing Jewish characters and demonstrating philo‐Semitic nostalgia for a former Jewish presence, Berber (Amazigh) activists simultaneously engage different audiences at a local, national and transnational scale. In the first place, they assert themselves as moderate (even secular) Muslims for a transnational audience for whom Muslims' supposed anti‐Semitism has been a mode of excluding them from modernity. At the same time, their performances underline the specificity of Berber culture as part of a national folkloric archive, welcome to a Moroccan national state interested in forging an authentic, national Islamic practice distinct from pan‐Islamic Wahhabism. Thirdly, in allying themselves with Jews, Berber activists distance themselves from a variety of rivals to local political and economic dominance, particularly black “Haratin” whose demographic and economic strength in the southeastern oases has increased since Moroccan independence. In exploring the confluences and contradictions between these different scales of activism, this article points to the internal fractures within social movements organised around religion or ethnicity.  相似文献

North Africa is notable for the remarkable stability of its political systems despite the increasingly hostile social and economic environment in which they operate. In part this results from their current security engagement with Europe but more important, perhaps, is the shared political culture that informs them despite the great differences between them and their failure to fulfill the principles upon which they were, for the most part, founded. This is, in part, typified by the very similar mechanisms they have each developed to ensure political continuity, based either on monarchical succession or dynastic republicanism. It is less clear, however, that they will be able to resist the most recent challenges arising from Islamist social movements, although the new political dispensations that might emerge may not be so very different from their predecessors.  相似文献

Since 2006 there has been a significant reduction in the level of fighting in the Russian republic of Chechnya between federal troops and Chechen rebels, indicating a substantial weakening of the insurgency. However, violence in the region has not entirely subsided; indeed, it has been spreading to neighbouring regions in the North Caucasus. Today, a loose network of formally autonomous violent groups, or Islamic jamaats, has developed throughout the North Caucasus, primarily in the Muslim republics of Ingushetia, Dagestan, Karachaevo‐Cherkessia and Kabardino‐Balkaria. Islamic ideals seem to guide and inspire much of the terrorist violence, although they are intermingled with deep nationalist sentiments, especially among rebel groups in Chechnya. However, the intricacies of the violence in the North Caucasus are much more complex, and are only partially related to the spread of radical Islam and separatist aspirations. Other underlying factors, such as the perpetuation of discredited and corrupt ruling elites, the persistence of severe economic hardship, youth unemployment and social alienation, and the absence of proper and effective channels of political expression are also driving the violence. Although hardly ever reported by the western media, events in the North Caucasus have significant implications for Europe and the wider world. The enlargement of the European Union and the inclusion of Ukraine and the three South Caucasian states into the EU neighbourhood policy have brought these countries and the adjacent areas of the North Caucasus closer to the EU. As a result, events in the North Caucasus are no longer the sole remit of countries in the region. There is a risk that instability and violence in the North Caucasus may spread into areas that are of growing significance not only to Europe, but also to the United States and the Atlantic alliance.  相似文献

To what extent does Russia face the threat of Islamic radicalization? This article provides an assessment of the nature and severity of the threat and its changing dynamics from the Yeltsin to the Putin periods in post‐Soviet Russia. It argues that, contrary to many accounts, the threat was at its greatest during the late 1990s and in the Yeltsin period. Moreover, the Putin administration adopted a series of policies that have had some significant successes in stemming the flow of Islamic radicalism within Russia. This has involved a policy mix, including repression and coercion, most notably in the military campaign in Chechnya; diplomatic efforts in the Middle East and broader Muslim world to improve Russia's image; pro‐active domestic policies to co‐opt and support moderate Russian Muslim leaders and their communities; and attempts to construct a national identity and ideology which supports the multi‐confessional and multinational nature of the Russian state and recognizes the Muslim contribution to Russian statehood and nationality. Although these policies have had their successes, there are also significant limitations, the most notable of which is the failure to address the problems of poor governance in the North Caucasus, which has sustained the Islamist insurgency in the region. The failure to develop an intermediary Muslim civil society in Russia more generally also contributes to the continuing appeal of Islamist radicalism, particularly among younger Russian Muslims.  相似文献

Kuwait’s support of civilians in war-torn Syria has been commended by the international community. In addition, the Gulf state has joined US-led coalitions against the ‘Islamic State’ and affirmed many international agreements designed to choke off international assistance to militias operating in Syria. In 2015, Kuwait paid a heavy price for its involvement, becoming a victim of IS-affiliated terrorism. Whilst this suggests that Kuwait’s position on radical Islamist movements involved in the Syrian conflict is clear cut, this article will argue that Kuwait’s government has had to balance this official position against domestic support for elements of the radical Islamist opposition in Syria. These cross-cutting tensions were underscored by the US designation of the state as the ‘epicentre’ of private fund raising for militias in Syria. To explore these contradictions, this article will analyse Kuwait’s engagement with the Syrian war, its new anti-terror legislation and the tensions between the official and unofficial views on support for foreign militias. This analysis will highlight the challenges the Kuwait government has faced in addressing unofficial Kuwaiti engagement with the radical Islamist opposition in Syria.  相似文献

Based on the discourse analysis of the statements of the university student organizations in the period between 1996–2006, this paper will address the pros and cons of five approaches to politics in the post-reform movement era based on five discourses among university students in the past decade of Iranian politics and their consequences for reshaping the Iranian polity. This article first discusses five socio-political processes, i.e., Islamicization, social differentiation, limited political competition, transformation of Shi'ite authority, and personalization of power, which led to four social and political schisms in Iranian society; inequality; political, social, and cultural discrimination; and secular/Islamist tension. Referring to these schisms, political discourses shape the ideologies and actions of Iranian student movements. These discourses are social justice, tradition, totalitarianism, pluralism, and Islamic democracy. Even if these discourses were no more than intellectual pronouncements by the university students, they have been powerful enough to extend to the Iranian political society.  相似文献

Abstract. Because many area experts studying the Arab Middle East commonly credit assumptions about nationalism that have, for the most part, been abandoned by their colleagues working in other parts of the globe, they assert that nationalist sentiment in the region has declined, either as a result of a series of political shocks or as the result of competition from other ideologies (such as Islamism). However, popular forms of nationalism not only have strong roots in the region, they have been continually reinforced over time. As a result, the current popular support for Islamism cannot be taken as a sign that nationalist sentiments are on the decline, particularly in light of the fact that Islamic movements share with nationalism a number of significant attributes.  相似文献

The recent literature on Muslim organisations in the Turkish diaspora context is voluminous as is analysis of Kurdish and Alevi grassroots politics against the Turkish state. Yet nothing has been written on those whose political orientation is in line with the secularist‐nationalist ideology of the Turkish Republic, that is, of Kemalists. As a contribution to this endeavour, this paper explores Kemalist actors' mobilisation in Australia. The paper argues that their current activism is related to a threatened economic privilege, a loss of cultural capital and a waning political dominance in the ongoing social life of Turkey.  相似文献

Islamist movements are often considered the epitomes of transnational movements; however, little is known about the concrete workings of their transnational ambitions. In investigating the evolution of Muslim activists in France from the late 1970s to the early 1990s, this article shows that their embrace of pan‐Islamic ideals initially conflicted with strong investment in (Arab) homeland politics. Later on, their engagement with a French Islam signalled less the emergence of a de‐territorialised, de‐culturalised Islamic identity than it did the assertion of new nationally bounded (French) attachments. Overall, the analysis sheds light on a stimulating puzzle regarding cosmopolitanism: the persistence of national forms of identification in movements that aspire to bypass national affiliations.  相似文献

ABSTRACT. The national flag, anthem and emblem are the three symbols through which an independent country proclaims its identity and sovereignty. Although each state has its distinctive flag, there are similarities in the flags of certain countries, such as in Scandinavia (the cross) and Africa (colours). These symbolise certain propinquity in terms of ideology, culture and history. Similarity is also to be found in the flags of the Arab countries: out of the twenty‐two current members of the Arab League, ten share the same colours on their flags (green, white, black and red), while a certain Islamic symbol (eagle, star) in some flags represents the uniqueness of that country. Of the other twelve countries, most rely on one colour of the four (usually red or green) while nine use Islamic symbols (stars, crescent and sword) on their flags. In spite of the importance of this national symbol, the study of the modern Arab flag is almost non‐existent. This article explores the modern evolution of the Arab flag and the reasons for the similarities in many Arab flags. In particular, it will deal with the pan‐Arab flags of the Hashemites Kingdom of the Hijaz (1916–26), Jordan, Iraq, Palestine, Syria and Egypt.  相似文献

There is limited available data on the environmental context of the arrival of the first anatomically modern humans (AMH) in North Africa, and subsequent Paleolithic and Neolithic occupations within this region. Microvertebrates such as rodents, shrews, amphibians, and squamates are known to be good indicators of climate and landscape changes. They also represent continental paleoecological records that can be directly related to human occupations. Moreover, faunas and humans have been subjected to several dispersal waves through similar routes, and some rodents may present anthropophilous behavior. Therefore, by understanding the dispersal pattern and pathways of these microvertebrates, it is possible to propose scenarios for human dispersal events. In this study we took the rich microfaunal assemblages from the Témara region, Atlantic Morocco (El Harhoura 2 and El Mnasra Caves), and placed them within a broader synthesis, in order to highlight the role of microvertebrates in providing a better understanding of the human-environment relationship during the Late Quaternary in North Africa.  相似文献

ABSTRACT

Dutch colonial ambitions in the East Indies had to contend with Islam, and this contention intensified as colonisation progressed and Islamisation deepened. The Dutch made pragmatic alliances with Muslim leaders and sultans in pursuit of trade dominance and profits. This, combined with protestant reformation in the Netherlands, allowed for significant religious freedom in the East Indies. The Dutch did proselytize Christianity, with most success in the Outer Islands to the east, mostly because of an absence of a major established religion in those areas. They favoured coexistence over religious wars. In order to improve the lives of locals, Islamic movements were permitted to establish enduring institutions. In the early twentieth century, this included the two largest Muslims groups in the world, the traditionalist Nahdlatul Ulama and the reformist Muhammadiyah, which coincided with the emergence of political Islam in the form of the Islamic Traders Party. These formed important socio-religious structures that influenced political thought and modern state institutions, including the state ideology, the Pancasila, and the constitution, which obliged the state to accommodate religion.  相似文献

Much has been written about the potential of political Islam to affect in major ways the future of Muslim societies and polities around the world. However, most analyses of political Islam that explicitly try to assess its future potential concentrate on its innate characteristics as a political ideology with the propensity to mobilize its adherents for purposes of regime change or social transformation or both. Therefore, these analyses emphasize the inherent nature of, and the in-built contradictions within, Islamism. Far less has been written about the environment external to the phenomenon of Islamism, namely, the milieu in which Islamist groups operate and propagate their ideology. Moreover, only a minuscule portion of the writings on political Islam try explicitly to analyse the impact that variables external to the inherent characteristics of political Islam are likely to have on Islamism's future prospects. This article attempts to fill this gap by putting Islamism in a wider perspective and by analysing the impact of environmental factors external to Islamism as an ideology, and largely outside the control of Islamists, on the future potential of political Islam.  相似文献

This essay offers an ideological analysis of the rhetoric of the Islamist Egyptian Muslim Brotherhood (MB) in its official English‐language Web site, Ikhwanweb, between 2005 and 2010 — years preceding the Egyptian uprising of January 2011. The purpose was to examine the ideology manifest in the rhetoric and uncover the instrumental function the rhetoric served. Analysis brought forth a post‐Islamist ideology manifest through a rhetoric of dialectics. The instrumental function of the Egyptian MB's rhetoric in Ikhwanweb was to alter Western societies' monolithic understanding of Islamism — radical, undemocratic, inflexible. The cyber‐rhetoric was also used as a means to disapprove certain Western agents' support for authoritarian regimes. During Mubarak's rule, Ikhwanweb was used as a communicative medium to demonstrate to the West the Egyptian MB's need to be valued — respected regardless of ideological differences, understood rather than essentialized, stereotyped, and prejudged, and supported as a pragmatic, political entity within Egypt.  相似文献

This article investigates the determinants of political cleavages composing the structure of political attitudes in Jordan, Tunisia, and Yemen following the Arab Spring. Further, it tests whether political cleavages carry predictive weight on ordinary citizens’ electoral choices in general elections. Using the Sixth Wave of the World Values Survey, discriminant analysis was conducted to generate the dimensionality, type, and structure of political attitudes in the three nations. Findings suggest that the structure of political attitudes in Jordan, Tunisia, and Yemen is multidimensional: the Islamic‐Secular division, a conflict along economic policy visions and an emerging divisive dimension concerning political reform. Evidence indicates that political cleavages do not possess significant predictive power in determining voters’ choice at elections booths. This research also points to the significance of social transformation processes such as modernization and globalization in causing a shift in values among ordinary citizens in the Arab World. This research argues that in countries where the effects of modernization and globalization are higher, a weakening of the Islamic‐Secular division is witnessed. This research is important since it paves the way for further empirical analysis on political ideology in the Middle East. It shatters conjectures concluding that Arab polities are only divided by a single hierarchical dimension: Islamic‐Secular. It contributes to comparative research on the dimensionality of political ideology by showing that the Arab World is similar to the industrialized world in the dimensionality, nature, and structuration of political ideology.  相似文献

Despite the Kingdom of Morocco??s extensive coastline and strategic position between the Mediterranean Sea and Atlantic Ocean, study of the region??s maritime history has been limited. Recent archaeological investigations, however, reveal the great promise of the physical remains and historical depth of the region??s maritime cultural heritage. As is the case with other countries in Africa, there are critical factors that adversely affect not only the exploration of this heritage, but also its recognition and preservation. Against this background, the Oued Loukkos Survey was developed in order to mitigate such critical factors at the site of Lixus (Larache) by implementing a cross-disciplinary methodology and cooperation between several Moroccan and foreign institutions. As Morocco recently ratified the UNESCO 2001 Convention on the Protection of the Underwater Cultural Heritage, a more comprehensive legal framework is now in place alongside existing national legislation for such mitigation practices to be enacted on a broader scale.  相似文献

Moroccan society has had a long tradition of multilingualism. It is socially and linguistically diverse, and its cultural makeup is one of the richest in North African countries. Its strategic location at the crossroads of Africa, Europe, and the Middle East has made Morocco open to a variety of linguistic influences. Morocco has been invaded by Phoenicians, Carthaginians, Greek, Romans, Vandals, Byzantines, Arabs, Spanish, and French. All these civilizations have deeply influenced Moroccan language policy and cultural diversity. The cultural and linguistic context of Morocco is characterized by the significant use of Arabic, as well as the presence of Berber, French, Spanish, and English. Berbers are the indigenous populations of Morocco and have existed in North Africa since time immemorial. Despite its complexity, the language policy of Morocco reveals an overarching monolingualism, with the hegemony of Classical Arabic as the only official language of the country. Recently, however, language education policy in Morocco has attempted to accommodate multilingualism. The linguistic situation of Berber has taken a new twist as it has been incorporated into the realm of Moroccan schools. The new Moroccan constitution also represents a historical turn in that it has acknowledged Berber as an official language, a move that has raised several questions with regard to the real motivation behind it. Berber implementation policy was based on an entirely top‐down bureaucratic model of language policy. Moroccan policymakers and the state seem to be aware of how other dramas are playing out in Morocco and around the world as theories of multiculturalism and effects of globalization are influencing their decisions. However, this language policy encounters many hurdles, from the improvisation to lack of qualified teachers. This article is an attempt to understand the intricate diversity and plurality of Moroccan language situation and the role of the state in Berber language policy. As one of the various Islamic groups in Morocco, each of which defends its case and concretizes Islamic activism in its way and according to its own philosophies, beliefs, goals and political agendas, the movement of Atawhid w'Al‐Islah presents itself through its discursive formations as the most open, flexible, and tolerant group in the Moroccan religious scene, and affirms values of dialogue, cooperation, tolerance, moderation, and embracement of otherness to be its founding beliefs and ideologies, while, in empirical reality, it fails to keep the same positive image and prove a real belief in the claimed principles and values. The two concepts of “group” and “belonging” stand as the shaping motives of the movement's actions and reactions, suggesting the notion of “distance” which controls interaction within and outside the group according to calculations of proximity, formed and framed by the belonging factor itself which dictates taxonomies and polarizations, defining people in terms of “X” and “Y.” This invigorates an intricate othering system that vacillates between the two extremes of simulation and stigmatization, and binary oppositions forged within a sphere of dissociativeness and inequality formulations. In this respect, this article aims to study the movement of Atawhid w'Al‐Islah's introversion and extroversion legacies, portraying the main features of its members and activities and scrutinizing its perception of “belonging” and “otherness” as two main concepts around which revolve its in‐group/out‐group taxonomies.  相似文献
