Modeling Micro-Spatial Employment Location Patterns: A Comparison of Count and Choice Approaches

This article studies employment location patterns in the Puget Sound Region of Washington State at a micro level of geography. Traditional discrete choice modeling using multinomial logit (MNL) models may be problematic at a micro level of geography due to the high dimensionality of the set of alternative locations and the likely violations of the independence from irrelevant alternatives (IIA) assumption. Count models are free from the IIA assumption and, unlike logit models, actually benefit from large numbers of alternatives by adding degrees of freedom. This study identifies the best-fitting count model as the zero-inflated negative binomial (ZINB) model, because this model more effectively addresses the large number of cells with no jobs and reflects a dual process that facilitates the identification of threshold clustering effects such as those found in specialized employment centers. The estimation and prediction results of ZINB are compared with those of MNL with a random sampling of alternatives estimated on an equivalent data set. The ZINB and MNL models largely agree on major trends, with the ZINB model providing more insightful details, but with less capacity to predict large count situations.     

Forgiveness in Late Medieval Sermons: On the Unforgiving Servant

This study contributes to the history of forgiveness. It samples twenty-nine Latin model sermons on the parable of the unforgiving servant (Matthew 18. 23–35) to access instructions and persuasive material used to teach late medieval Christians about interpersonal forgiveness, peacemaking, or reconciliation. Only half the surveyed sermons discuss forgiveness. Of those that do, only two authors explained the qualified obligation to forgive: to obtain divine forgiveness, Christians must be willing to forgive a penitent offender agreeing to make amends. Christians could still seek justice for harm suffered, so long as they did so without resentment or the desire to harm their offender. These authors also acknowledged the practical difficulties of loving enemies. Unconditional forgiveness remained a goal for those seeking a heavenly reward for Christian perfection, especially monks and nuns. More sermons discouraged anger or warned of God’s wrath against the unforgiving without detailing the norms for forgiveness.     

If You Don't Count,You Don't Count: Monitoring and Evaluation in South African NGOs

Non‐Governmental Organizations (NGOs) are increasingly challenged to demonstrate accountability and relevance, with reporting, monitoring and evaluation arguably having become development activities in their own right. Drawing on interviews and observation research, this article examines the impact of intensified monitoring and evaluation (M&E) requirements on a number of South African NGOs. M&E — and the types of expertise, vocabularies and practices it gives rise to — is an important area that is usually neglected in the study of NGOs but that significantly impacts on NGOs’ logic of operation. By focusing on three areas — data that are considered appropriate to conduct M&E, staffing and organizational cultures, and NGOs’ reformist relationships with other civil society organizations (CSOs) — M&E is revealed as a central discursive element in the constitution of NGOs appropriate to neoliberal development. By engaging a neo‐Foucauldian framework of governmentality, M&E practices are thus understood as technologies through which governing is accomplished in the trans‐scalar post‐apartheid development domain.

管理人员的公仆型领导风格对员工工作绩效的持久影响

作者采用纵断调研法,在广州市3个客运站连续6个月收集员工的工作绩效数据,对管理人员的公仆型领导风格和员工的服务导向行为与员工的工作绩效之间的因果关系进行实证检验。滞后效应分析结果表明,管理人员的公仆型领导风格不仅影响员工的目前工作绩效,而且通过员工原先的工作绩效,间接影响员工目前的工作绩效。员工的服务导向行为中介管理人员的公仆型领导风格对他们的工作绩效的正向影响,并调节员工原先的工作绩效对目前的工作绩效的影响。     

明代递运所考论

递运所是明代的驿传机构,有一整套完备的体系,直至明末仍发挥着重要的功效,但尚无相关的专门性研究。本文梳理了递运所制度层面的基本情况与兴废历程。明代创设递运所,意在专司物资运输,但在实际运行中,驿站与递运所的职能区分逐渐模糊,驿、递分离的制度设计被打破。洪武至宣德年间是递运所新设、网络扩张的时期,正统以后趋于稳定,表现为全国性的运输网络。嘉靖以后朝廷开始大量裁并递运所,至万历初年构成了以河南为中心,以供给京师与边镇为主要目标的大区域运输网络。递运所的兴废变化,不仅是朝廷政策调整的结果,也是明王朝关注点的转移与国势的盛衰起伏的反映。
