Abstract. This article explores the emergence of the dominance of racialised Turkish citizenship. Contrary to the conventional methods that investigate the early republican era, this paper starts by examining the final years of the Ottoman Empire with a special emphasis on the Balkan Wars as the birth of racialised technologies of citizenship. Then, I analyse the encounters between racialised thought in the Ottoman Empire in the twentieth century and its recurring counterpart in these encounters: ‘European modernity’. Next, I dwell on an illustration of a materialisation of racialised citizenship in the Ottoman Empire: the displacement and elimination of Armenian citizens. Finally, by probing the dominant strand of modern citizenship and nationhood in Europe, I articulate the commonalities of racialised citizenship in Europe and the Ottoman Empire in the early twentieth century. I conclude by arguing that race as a particular identity should not be seen as an institutionalised aspect of citizenship only in ostensibly ‘Oriental and absolutist regimes’. Instead, the focus should be on moments at which ‘European modernity’ and various nationalisms (racial, ethnic, cultural) mutually constitute each other.  相似文献

Abstract

If there were no borders, there would be no migrants – only mobility. The persistent reification of migrants and migration – even in critical migration studies –(re-)fetishizes and (re-)naturalizes the epistemological stability attributed to the (‘national’) state as a modular fixture of geopolitical space. In this regard, migration scholarship (however critical) is implicated in a continuous (re-)reification of ‘migrants’ as a distinct category of human mobility. Thus, the methodological nationalism that rationalizes the whole conjuncture of borders-making-migrants supplies a kind of defining horizon for migration studies as such. The dilemma of methodological nationalism has never been merely a problem of thought, however. It is indeed a manifestation of the veritable participation of researchers and scholars – whether consciously or unwittingly – in the very same sociopolitical processes and struggles through which the ‘national’ configuration of ‘society’ (or, the social field) is reified and actualized as the territorial expression of state power. Therefore, the questions of methodological nationalism and what might be called ‘militant research’ are deeply interconnected, indeed, mutually constitutive. As scholars of ‘migration’ – and above all, as practitioners of ‘militant research’ – we must attend to a self-reflexive critique of our own complicities with the ongoing nationalization of ‘society’. Hence, as researchers or scholars of migration, we are indeed ‘of the connections’ between migrants’ transnational mobilities and the political, legal, and border-policing regimes that seek to orchestrate, regiment, and manage their energies. We are ‘of’ these connections because there is no ‘outside’ or analytical position beyond them. The larger juridical regimes of citizenship, denizenship, and alienage configure us to be always-already located within the nexus of inequalities that are at stake in these conflicts.  相似文献

This paper examines how racial violence underpins the European Union’s border regime. Drawing on two case studies, in northern France and the Balkans, we explore how border violence manifests in divergent ways: from the direct physical violence which is routine in Croatia, to more subtle forms of violence evident in the governance of migrants and refugees living informally in Calais, closer to Europe’s geopolitical centre. The use of violence against people on the move sits uncomfortably with the liberal, post-racial self-image of the European Union. Drawing upon the work of postcolonial scholars and theories of violence, we argue that the various violent technologies used by EU states against migrants embodies the inherent logics of liberal governance, whilst also reproducing liberalism’s tendency to overlook its racial limitations. By interrogating how and why border violence manifests we draw critical attention to the racialised ideologies within which it is predicated. This paper characterises the EU border regime as a form of “liberal violence” that seeks to elide both its violent nature and its racial underpinnings.  相似文献

Is it possible for an anthropologist to decide whether an individual or a collectivity can or cannot be characterized as « indigenous », and then proceed to establish the limits of the territory which should be assigned (or recognized) by the state? Does his role as a scientist furnish him with the conceptual and methodological instruments necessary for such a task? In epistemological and ethical terms, is this something which he should endeavour to do? The purpose of this paper is to discuss how these questions are being put to Brazilian anthropologists since the 1980s. Torn between an « indianist » and an « indigenist » discourse, between romanticism and political mediation, the anthropologist must define an appropriate posture for dealing with policy-making; one which will simultaneously safeguard the scientific quality of his work while addressing the specific demands of each situation.  相似文献

Frieda von Bülow was a colonialist woman author and activist who also engaged the bourgeois women's movement of pre-First World War Germany. She is of interest to scholars of German colonialism, racial thought, feminism, and women's literature. This article interprets her life experiences, including travel to German East Africa (mainland Tanzania) and her affair with Carl Peters, together with her feminist non-fiction and anti-feminist fiction, to argue that she developed an imperial feminism in which German women's emancipation was predicated on the subordination of racialised ‘others’.  相似文献

The Belle Époque, often thought to be a period defined by nationalism, also saw the remarkable global proliferation of transnational affinities – especially those centred on race. Across Europe and its settler territories, notions of pan‐racial affinity spread alongside imperial nationalism, in the context of technological advancement that permitted novel imaginative possibilities. Meanwhile, texts of political imagination in Africa and Asia during this period – particularly those of pan‐Africanism and pan‐Islamism – demonstrate not only an awareness of the significance of racial thinking for Europe but a theorisation of the connections between Europe's racial imagination and its policies in the colonised world. The same advances in the fields of communication and travel that opened the door for new imaginative possibilities in Europe also enabled disparate communities in the colonised world to conceive of themselves, often for the first time, as collectively racialised subjects of a European world order.  相似文献

Gender has been the privileged optic through which care ethics has been theorised. However, a long line of theorists has argued that gender intersects with other vectors such as race, class and disability in the social world, including in caring practices. This paper contributes to the emergent literature on intersectionality and care ethics by focusing on how racialised difference affects care practices and therefore care ethics. It focuses on competence and alterity, and recognition and communication, as two elements that point to how racialised care is risky. It argues that slavery and colonialism have underpinned racial hierarchies marking contemporary racialised care encounters. As a result, racially marked people’s skills are often undervalued and their competency questioned even as race becomes an increasingly important difference between who cares and who receives care. Secondly, racial hierarchies in who gets care and what that care looks like can make care so distinctive as to be unrecognisable both to the care giver and those who need care. Lack of care is as productive of subjectivities as care so that care needs simply may not be articulated. Finally, given these differences in what care means, caring can become risky. The paper concludes by suggesting that thinking through intersectionality as method allows us to focus on moments and events where care can become unsettled. Care ethics should learn not only from its successes but also from instances when care has failed. We need a feminist care ethics that responds to the distance and difference that race brings to care. That is the promise of good care.  相似文献

Communicative planning has been widely criticized for having little to do with the official legal procedures and for low-quality spatial solutions. It has also been blamed to be an empty concept, referring to an action that in itself has no content. This critique gives ground to the question: what is actually the role of the communicative and participatory paradigm in contemporary territorial policies? In this paper, we adopt discourse analysis methods to study the European documents on spatial planning in their three characteristic strands: smart city, integrated planning and multilevel governance. By extracting eight core principles (governance, sustainability, communication, participation, resilience, innovation, cooperation and coordination), we measure the importance of the communicative and participatory paradigm in the current planning discourse in Europe. We find that despite critique it remains one of the fundamental building-blocks of the European territorial policy. Communicative planning principles are visibly present in all the analysed strands of spatial planning in Europe.  相似文献

Racial politics have bedevilled peninsular Malaysia since independence in 1957, largely sustained by a ruling coalition of partners sharing power unequally, in a consociational government. The effect of a racialised practice over fifty years is the institutionalisation of the politics of ethnic pluralism, each component driven by its own internal dynamic and cultural logic: for the Chinese it is the politics of economic security, for the Tamils the politics of religion and caste, and for the Malays incipient class antagonisms that are historically rooted in a feudal society. In the general election of 2008, there was an unprecedented swing of votes across the ethnic divide against the ruling government, resulting in the loss of five state governments to an opposition coalition espousing multiculturalism and the loss of the government's two-thirds majority in Parliament for the first time. However, we argue that these developments do not signal the beginning of the end of racial politics in peninsular Malaysia. Instead, the opposition has skilfully recoded multiculturalism as social justice and accountability in racial terms, and effectively communicated this to an essentially racialised electorate at a time when Malays, Chinese and Tamils had lost faith in the ruling government's ability to address deep-seated grievances specific to each of these communities.  相似文献

In the early 1970s, James Cone delivered a profound Christological critique of whiteness as a project of redemption. This critique has often been missed because of the confusion regarding Cone's theological account of race. Drawing especially on the recent work of Nahum Chandler, this article develops the way African diasporic identity becomes “a problem for theological thought.” By way of conversation with Chandler, the article shows how Cone's deliberately ambiguous use of racial language effectively disrupts standard discourses on race and theology, which come to be seen as projects to regulate and control human life. White efforts at solidarity – asking how to help, seeking to a good ally or destroying their own whiteness – often become subtle quests to regain control over white identity and thereby contain or incorporate this disruption, this freedom as “revolt” (Cone). Against these projects of white redemption, James Cone offers a deeply Christological critique, pointing to the way they refuse to linger within movements they cannot control, particularly the movement “between,” the appositional or side-by-side joining of the particular God, Jesus of Nazareth, and particular contemporary struggles for black survival and freedom.  相似文献

This article revisits Frederick Douglass’s 1845 slave narrative as illustrative of the ‘birth’ of whiteness as ideology and, in particular, of the subordination of class to race interests in antebellum America. To do so, it compares Douglass’s text to Toni Morrison’s A Mercy (2008), which traces the origins of the slave trade back to the seventeenth century, when American slavery was not fully ‘racialised’ yet. While Morrison focuses on the earliest stage of the increasing (class) animosity among different types of servants and slaves, black and white, Douglass’s nineteenth-century Narrative already reveals the explicitly racialised association of human bondage with non-whiteness. I argue that Morrison’s novel may thus be interpreted as a ‘prequel’ to Douglass, whose Narrative illustrates the increasing racialisation of slavery throughout the nineteenth century, but also elaborates on its class and gender biases. In this sense, the essay concludes that Douglass shows how the assertion by white workers, especially males, of their racial and gender supremacy over both black men and women entailed, paradoxically enough, their class subjugation, which, if not in form, ended up transforming them into virtual ‘slaves’.  相似文献

Accounts of the easy, painless childbearing of ‘primitive’ non‐white women in comparison to their ‘civilised’ white counterparts were ubiquitous in early modern travel literature. In the nineteenth‐century United States, such narratives were increasingly taken up in medical and scientific literature, catalysing the production of new forms of knowledge about race and bodies. This article analyses several key medico‐scientific theories produced to explain racialised parturient pain and argues that this knowledge dynamically interrelated with both racial ideas and racial practice in nineteenth‐century society. The shifting character of this knowledge implicated changing ways of defining race, including the anchoring of racial identity in the physical body; the role of the physician as an arbiter of racial truth; and the imbrication of gender in racial classifications. Moreover, knowledge produced to explain racialised parturient pain – for instance, about race‐specific sensory physiology, muscular mechanics and skeletal anatomy – circulated within numerous social institutions, among them slavery; gynaecologic and obstetric care; medical experimentation; anti‐abortion crusades invoking the spectre of ‘race suicide’; and eugenic projects. In this way, medical discourse on the gendered body of the parturient was enrolled in the changing articulation of race across the nineteenth century.  相似文献

This article offers a feminist analysis of how British military violence and war are, in part, made possible through everyday embodied and emotional practices of remembrance and forgetting. Focusing on recent iterations of the Royal British Legion’s Annual Poppy Appeal, I explore how the emotionality, and gendered and racial politics of collective mourning provide opportunities for the emergence of ‘communities of feeling’, through which differently gendered and racialised individuals can find their ‘place’ in the national story. I aim to show that in relying on such gendered and racial logics of emotion, the Poppy Appeal invites communities of feeling to remember military sacrifice, whilst forgetting the violence and bloodiness of actual warfare. In so doing, the poppy serves to reinstitute war as an activity in which masculinised, muscular ‘protectors’ necessarily make sacrifices for the feminised ‘protected’. The poppy is thus not only a site for examining the everyday politics of contemporary collective mourning, but its emotional, gendered and racialised foundations and how these work together to animate the geopolitics of war.  相似文献

This article is based on an ethnographic study of a group of Scheduled Caste (SC) male youth in a globalised tourist site in Kerala, South India, who participate in situational sexual and romantic relationships with predominantly tourist women from the global north. We first aim to expand on the “sex and romance tourism” literature of such encounters to provide an Indian context. Secondly, we aim to highlight how young men involved in such encounters undertake complex mediations of localised and global forms of consumption and commoditisation to participate in the neoliberal tourist market place. Mainly by way of a subculture known as the Jungees, we describe how young men utilise the former processes to seek economic and social mobility for themselves and their families but also to valorise and re-imagine their identity along racial, gendered, caste and class-based dimensions. Finally, we explore the young men’s articulation of a hierarchy of preferred encounters that draws on gendered, sexualised and racialised local and global imaginaries of commoditised desire(s) of tourist women from the global north. We highlight the ways in which participants actively utilise the neoliberal context to engage in a range of self-generated livelihood strategies and to contest their marginality.  相似文献

As a mode of critique, the cyborg is often separated from its role as a figuration. This article reviews Donna Haraway's cyborg theory to restate the importance of the cyborg as a figuration in critical methodology. Figuration is about opening knowledge-making practices to interrogation. I argue that the cyborg enables this inquiry through epistemological hybridization. To do so, cyborg figurations not only adopt a language of being or becoming, but narrate this language in the production of knowledges, to know hybridly. The epistemological hybridization of the cyborg includes four strategies: witnessing, situating, diffracting and acquiring. These are modes of knowing in cyborg geographies. To underline the importance of this use of cyborg theory, I review selected geographic literatures in naturecultures and technosciences, to demonstrate how geographers cite the cyborg. My analysis suggests these literatures emphasize an ontological hybridity that leaves underconsidered the epistemological hybridization at work in cyborg figuration. To take up the cyborg in this way is to place at risk our narrations, to re-make these geographies as hybrid, political work.  相似文献

After a brief review of the origins and the nature of the received canon of the history of political thought, this article discusses the critiques that have been leveled at it over the past decades. Two major lines of critique are distinguished: 1. The democratic critique, focusing on the omission of "plebeian," non-Western, and female voices from the traditional canon, as well as the failure of the canon to discuss issues such as popular radicalism, patriarchal rule, and the politics of empire. 2. The methodological critique, in which the canon is deconstructed as an anachronistic, "Whiggish" enterprise, and its validity as history is questioned against the background of "history after the linguistic turn." The article examines the consequences of both lines of criticism for some key concepts in the history of political thought, as well as for the coherence and the structure of the traditional canon. It calls attention to the paradox that, while virtually all elements of the canon have been subjected to incisive critique, the canon itself has so far survived relatively unscathed in the major textbooks and in the way the subject is taught in universities the world over. In the final section the question is raised what a new, reconstructed overall history of political thought might look like, and some preliminary suggestions are offered towards a revision of the canon that would satisfy both the democratic and the methodological critique.  相似文献

SUMMARY: This paper examines some of the philosophical and epistemological issues surrounding current theories of political economy. By focusing on the historicism that postcolonial theorists have employed to critique the writings of Karl Marx and the lack of focus on the environment on the part of many political theorists, this paper argues for a political economy that accommodates the role of the disenfranchised and the environment as part of an archaeology of the future.  相似文献

The combination of multiple theories in policy studies has a great potential value—new combinations of theories or concepts may produce new perspectives and new research agendas. However, it also raises important ontological, epistemological, methodological, and practical issues that need to be addressed to ensure disciplinary advance. This article identifies three main approaches: synthesis, in which we produce one theory based on the insights of multiple theories; complementary, in which we use different theories to produce a range of insights or explanations; and contradictory, in which we compare the insights of theories before choosing one over the other. It examines the issues that arise when we adopt each approach. First, it considers our ability to “synthesize” theories when they arise from different intellectual traditions and attach different meanings to key terms. Second, it considers the practical limits to using multiple theories and pursuing different research agendas when academic resources are limited. Third, it considers the idea of a “shoot‐out” in which one theory is chosen over another because it appears to produce the best results or most scientific approach. It examines the problems we face when producing scientific criteria and highlights the extent to which our choice of theory is influenced by our empirical narrative. The article argues that the insistence on a rigid universal scientific standard may harm rather than help scientific collaboration and progress.  相似文献

This essay argues that to understand Foucault's attraction to neoliberalism, we must understand the elective theoretical affinities that he perceived between this current in economic thought and one of the central elements of his own philosophical project: the critique of humanism or “anthropologism” (that is, the tendency in modern thought to sift all knowledge through human knowledge). Specifically, the essay examines moments in Foucault's 1978 and 1979 lectures when Foucault clearly refers to the arguments of his earlier work, The Order of Things, the locus classicus of his philosophical antihumanism. In particular, Foucault claimed that economists of the Chicago School developed a theory of labor that escaped the limitations of the “anthropological” theory of labor associated with Adam Smith, David Ricardo, and Karl Marx. He also interpreted the notion of homo oeconomicus and Smith's idea of the market's “invisible hand” as critiques of the characteristically modern attempt to make transcendental claims on the basis of human nature. The essay concludes by asking if Foucault's philosophical antihumanism provides an adequate vantage point from which to critique contemporary capitalism.  相似文献

This article examines the process of racial integration at the University of Pretoria since the demise of apartheid. The university has taken significant steps to achieve fairer representation of the different 'races', but has not succeeded in diminishing student perceptions of the overwhelming importance of racial identities. Some suggest that this is because white, Afrikaans-speaking students continue to display racial prejudice against fellow students who are black. We argue that while this may be so, a more important obstacle lies in the institution's adherence to a discourse involving an easy substitution of 'culture' for 'race' as a means to describe 'difference' in South Africa. This discourse, which has a long history at the university, serves to divert attention from the racialised inequalities that underpin the salience of racial identities.  相似文献
