The promotion of the German language abroad and of German Studies plays a central role in German Foreign Cultural Policy. With regard to Sub-Saharan Africa, otherwise a peripheral region for foreign policy, German as foreign language is firmly established as second language after English. Learners especially in Francophone West and Central Africa have increased over the past decade. Numerous funding programmes and actions are supported by German nongovernmental organizations at college/university levels. But bilateral cooperation between German and African academic institutions are challenged both by negative perceptions of the ‘Global South’ among Western colleagues and by an infrastructure adverse to research and to career development in most African countries. Additionally, North/South relations are traditionally seen in terms of (under-)development by German institutions, effecting cooperation. The paper develops a differentiated picture of African Studies in Africa, and outlines benefits that can be attained through collaboration ‘at eye-level’.  相似文献

Visualization in 19th‐century German geography: Robert Schlagintweit and Hans Meyer as examples. – Visual representations of nature formed an essential part of 19th‐century earth sciences. In particular, colonial photography – as a visual source, and as an instrument of the construction of national identities – serves essential research interests of current history and social sciences. The present paper is a case study on the role and function of photography in German geography of the 19th and early 20th centuries. It focuses on the work of the Munich geographer Robert Schlagintweit (1833–1885) and the Leipzig colonial geographer Hans Meyer (1858–1929); the early history of photography in India and the function of images in the geographical exploration of overseas territories are discussed. Although there is nearly half a century between the work of R. Schlagintweit and H. Meyer, their photography shows remarkable parallels. The ideas of both on the practice of visualization are rooted in pedagogic and didactic concepts as well as in popular science. For both geographers photography was essentially a technical help, which often needed graphic revisions. And they both preferred photography to depict people and buildings (compared, for instance, to landscapes). Concerning the more comprehensive question of how far their photography transmitted a specific German ‘image of abroad’, it is indicated that such a specific image should have its essential roots in a peculiar visual culture of German earth sciences in the first half of the 19th century. Thus the paper offers a starting point for further studies discussing the change from a ‘Biedermeier image’ of foreign cultures to a more ‘colonial’ one in 19th‐century German geography.  相似文献

This article aims to reintegrate the colonial history of Canada as part of the grids of analysis for understanding the evolution of its Federal cultural policy. Building on the notion of settler colonialism and its implication for Indigenous population (For the purposes of this paper, the term ‘Indigenous’ is used in place of, perhaps, more popular or familiar terms – such as ‘Aboriginal’ or ‘Native’ – in order to remain consistent with current Indigenous politics. In particular, some Indigenous scholars are reluctant to accept the label Aboriginal because they feel it is consistent with the colonial order imposed by the Canadian government [Alfred and Corntassel 2005, p. 599]). The term Indigenous also alludes to a global political awareness and to forms of alterity between different populations from North America, South America, Asia, and the Pacific. in Canada, this paper documents different transformations in cultural policy and illustrates some of its paradoxes and challenges. Building on principles developed by Indigenous scholars, this article highlights some of the components for decolonizing cultural policy in Canada. ABSTRACT

Agnes Hill, the unmarried daughter of a British landowner and farmer and his mixed-race wife, was living a ‘white’ farmer’s life in the colony German South West Africa. In 1908, she was suddenly classified as ‘native’, due to the enforcement of radical racial legislation in the German colony degrading the offspring of mixed-race people as ‘bastards’. The new classification would have had dire consequences for the whole family, especially in respect to their landownership. However, Agnes fought for her family, with the support of solicitors and – as a daughter of a British father coming from the Cape Colony – with the help of the British consul residing in the German colony. She finally succeeded in securing the estate for the family, even if she was an unmarried woman in a predominantly patriarchal settler society. Using mainly material from the court cases, the article traces Agnes Hill’s fight for the Hill inheritance, thereby investigating various crucial issues of colonial societies. It points at the changing boundaries between ‘white’ and ‘non-white’ and the ambiguity of racial classifications. The article argues that women such as Agnes Hill could play a significant role in colonial settler societies and were able to transcend gender-role boundaries.  相似文献

Over the past century, Australian foreign policy orders have been stabilised by the construction of ideas that have reduced uncertainty regarding national interests. Yet, such ideas have often evolved in ways that have engendered misplaced certainty, renewed instability, and crisis. To explain such shifts, I highlight the role of an Australian ‘pragmatic liberal tradition’, one which has enabled alternating tendencies to principled stability or technocratic hubris. In a tripartite model, I trace stages over initial ‘middle power’ efforts to construct ideas that lead states—and particularly great powers—to identify interests in cooperation, misplaced certainty in great power ties which obscures new challenges, and the construction of crises that impede or enable change. Empirically, I apply this framework to the construction, conversion, and crises of the ongoing ‘Reform order’. These span the initial Hawke-era middle power integration of US and regional ties, Howard-era misplaced certainty in US-styled neoconservative bandwagoning and neoliberal macroeconomic accommodation, and evolving constructions of the War on Terror and Global Financial Crisis. In the conclusion, I address theoretical and policy implications, highlighting the initial challenges that crises can pose for middle power leadership, and the subsequent scope for creativity.  相似文献

A strange silence has long reigned in the public memory as well as in Italian historical studies regarding possible crimes committed by Italy in its colonial territories. The aim of this article is to reflect on the reasons for this silence through an examination of the major historiographical questions and a review of the few studies available on the subject. The historiographical use of the judicial category of ‘crimes’ or ‘war crimes’ should not be taken for granted, above all in examining the history of the colonial experience. The most important authors have ignored the risk that the sensationalistic use of the category ‘crime’ – in itself an extraordinary and exceptional event – can make one forget the weight of the ordinary running of a colonial power. With these precautions, the article offers a list of the principal episodes historians now unanimously define as crimes. These episodes eliminate any possibility of taking refuge in the self-absolving and vague appeals to stereotypes of Italians as ‘good people’. The article concludes by defining precisely the triple order of silences that together produced the general silence that the author considers an obstacle and a post-colonial stain on the memory of colonial Italy.  相似文献

In this article, I focus upon the recent Wild Rivers Act controversy in Queensland, Australia, as an ‘experimental event’ that drew together a diverse cast of actors – including Indigenous traditional owners, state politicians, bureaucrats, environmentalists, mining companies, the late Steve Irwin, and waterways – to contest the future of a region historically (over)coded as ‘wild’. In attending to these actors, and the discourses and arguments mobilised, I argue that this controversy reveals emergent trends in the imaginaries of wildness and indigeneity surrounding indigenous lands and waters in contemporary settler colonial nations. Critical insight into such issues, I show, requires reconceptualising the static ‘matters of being’ through which indigenous territory is often captured – such as tradition and development – as contingent and contested ‘matters of becoming’. It is precisely in events such as the Act controversy that the contemporary politics of indigenous territory, and its contingent and contested foundations, becomes visible.  相似文献

Critical scholarship on colonisation tells us that official statistics have reflected the perspectives of the colonisers. However, the colonised, in asserting ‘Indigenous rights,’ have begun to use official statistics to advocate policies that will relieve the continuing structural injustice that is colonisation's legacy. This paper examines Aboriginal and Maori intellectuals' efforts to quantify, using official statistics, the ‘unfinished business’ of settler colonial liberalism. Examining Aboriginal and Torres Strait Islander Social Justice Commissioners' annual Reports, the paper argues that their quantitative comparisons of Indigenous and non-Indigenous populations highlighted the contested implications of ‘equality.’ Turning to New Zealand, the paper reviews two issues: the appropriate boundary of the ‘Māori population,’ and whether it is possible to measure Māori well-being according to Māori norms. The paper draws on the work of Andrew Sharp to make sense of the difficulties and opportunities that face Indigenous intellectuals in Australia and New Zealand when they operationalise ‘social justice’ in the terms of a comparative statistical archive. The paper argues that there are now two distinct idioms in which to represent the collective Indigenous presence within settler colonial nation-state—one signified by the concept ‘population,’ the other by the concept ‘people.’ The tensions between ‘population’ and ‘people,’ resonating with undecided issues about the claims of Indigenous citizenship upon a liberal policy, are a feature of contemporary Indigenous political discourse.  相似文献

“Maintaining a Common Culture” – The German Research Foundation and the Austrian‐German Scientific Aid in the Interbellum. After the end of the Great War, private as well as public research funding in Austria was anaemic and slow to develop. Whereas the German state‐funded Deutsche Forschungsgemeinschaft (DFG) was established as early as 1920, first steps in that direction were only taken in Austria in the late 1920s. In 1929, the Österreichisch‐deutsche Wissenschaftshilfe (ÖDW) was founded under the auspices of the Austrian Academy of Sciences and the DFG. Although prima facie on an equal footing, the new research funding organisation was in fact highly dependent on its German cooperation partner. The article explores for the first time ÖDW's position within the German and Austrian science and foreign policies, which aimed to promote the idea of unification of both states within the German Reich. A quantitative analysis of the subsidies policy in the first five years of existence shows that the ÖDW gave financial aid primarily to conservative research fields‘ affecting the intellectual balance of power in the First Austrian Republic. Policy continuities and discontinuities of the organisation in the course of the national‐socialist rise to power in Germany after 1933 are examined in the second part of the article. The article thus both increases our knowledge about the most important German research funding organisation DFG‘ and identifies some of the fundamental structural features of Austrian science policy in the interwar years.  相似文献

The deep, and persistent, colonial roots of many contemporary environmental policies around the world have been increasingly recognized over the last decade. Research in the sectors of agriculture, forestry, human medicine, and public health has illuminated how environmental policies were constructed and utilized during the colonial period, as well as how many of these policies remain influential today. This paper examines the as yet little explored contribution of colonial veterinary medicine to the development and implementation of environmental policy. By comparing the experiences of the French in North Africa and the British in India, it demonstrates that some colonial veterinarians had a great deal of influence on environmental policy while others had very little. In French North Africa veterinarians played a significant role in developing rangeland management policies that impacted large swaths of these three territories, policies that can still be felt today. In British India, by contrast, the role of colonial veterinarians in developing environmental policy was much more circumscribed and, in the end, largely inconsequential. The paper suggests that three primary factors account for most of this dissimilarity: the differences in animal diseases present in India and the Maghreb; the differences between French and British veterinary education before the twentieth century; and the differences in colonial administration between the two European powers.  相似文献

Talking about race in volunteer tourism is like breaking a taboo. By critically exploring the racialized and gendered politics of volunteer tourism from the perspective of the ‘white savior complex,’ we seek to open new avenues of discussion to break this silence. We employ a postcolonial feminist theoretical framework to analyze volunteer tourism. The meanings, practices, and policies of volunteer tourism development are informed by the racialized, gendered logics of colonial thought. If older colonial logics were predominantly masculinist, it considers the largely (white) women participants in contemporary volunteer tourism as a window onto current transformations in historic racialized and gendered logics. Colonial logics and discourses have shifted over time, from the erstwhile ‘civilizing mission’ to the subsequent mandate for development to contemporary depoliticized social causes such as ‘saving the environment.’ Volunteer tourism is an exemplar of this third discourse, as global North volunteer tourists, through their depoliticized logic of ‘saving’ and ‘helping’ the less fortunate others in the global South, inherits such distinctions and reproduces them further. Given the predominance of young white women in contemporary volunteer tourism, beyond these continuities, we also point to compelling shifts in this logic from the masculinism of historic colonial processes. We also highlight the religious dimension, how Christian ideologies which were so central to formal colonial processes continue to play an important role in volunteer tourism today. Future studies on volunteer tourism need to examine its emergence, growth, and popularity (with young white women in particular) from the perspective of historic and ongoing power relations having to do with race and racialized gender, which will enable a critical conversation on volunteer tourism that adds significantly to our knowledge of contemporary neo-colonial processes and their gendered dynamics.  相似文献

ABSTRACT

This study investigates the genealogy of rescaling the cultural armature of heritage in the Global South rooted within the colonial culture and postcolonial aid programs. Taking the case of historic Cairo, it explores how policies have developed through experimental practices of conservation to scale up authority, control, and power over residents and neighborhoods from the 19th century to the present. The paper theorizes two paradigmatic approaches of conservation practices – by aesthetics and development – which have expanded Cairo’s inventory of monuments. The infatuation of heritage experts (the Comité de Conservation des Monuments de l’Art Arabe and Aga Khan Trust for Culture) with old neighborhoods has fostered accumulation by dispossession, disrupting people’s environments to generate a worlding image of heritage. The paper concludes with the metaphor of conservation practices as re-construction sites, as they repurpose the relationships between heritage, people, and their means of governmentality.  相似文献

This article proposes to introduce the study of European identity into colonial history and vice versa. It analyses the ways in which the legal classification of the population functioned in late-colonial Indonesia. A close inspection of this case reveals that the oft-cited fundamental colonial difference between ‘ruler’ and ‘ruled’ was in reality not nearly as clear-cut. The concept of ‘Europeanness’ – as opposed to ‘Whiteness’ – is highlighted as the category at the center of colonial hierarchy. This leads to a re-evaluation of the relative significance of various differentiating categories in the colonial context, most importantly race and class. The author concludes that by not taking ‘Europeanness’ seriously as an independent category, scholars of ‘cultural racism’ have tended to overemphasise ‘race’, with the consequence of oversimplifying the complex, multi-layered nature of the colonial social hierarchy.  相似文献

The article considers two examples of ‘madness’ which occurred during the colonial era in Pangia district, Southern Highlands Province, PNG. The first, immediately prior to pacification, concerned outbreaks of madness among young Wiru men which were similar to the ‘wildman’ behaviour described in the Highlands ethnography. The second style of madness was associated with the so-called ‘hysteria’ accompanying revival activity by Christian missions. The two styles are compared using a Foucauldian perspective, primarily for the ways in which colonial technologies of power were inscribed on the bodies of Pangia people. The article presents an anatomy of colonial power, and suggests an ethnohistory of the body is possible. It examines the ways in which this power was created through discourses and practices involving concepts of the ‘primitive’ and ‘heathen,’ resulting in a transformation of the Wiru subject.  相似文献

Drawing its information from documents in Portuguese, French and British archives, this article examines the evolution of Portuguese colonial policies regarding Islam in Guinea and Mozambique. Such policies swayed between an image of the Muslim as foe and a more conciliatory picture, in which Muslims could be presented as potential allies of Portuguese power in the war against nationalist movements. Although the first image prevailed until the end of 1950s and the second one emerged in the mid-1960s as part of the last stage in the colonial wars, ambivalence was their common trait. That ambivalence did not hinder the development of a whole new strategy to address the Muslim communities, based on the ‘psychological’ and ‘sociological’ techniques of counter-insurgency war. The article analyses the transition from governing methods based on the control and repression of colonised Muslims to strategies aimed at co-opting them, sketching a comparison between the results achieved in Guinea and Mozambique.  相似文献

Recent scholarship on transnational immigration restriction have tended to frame British policies in opposition to those of white settler colonies, emphasising the frustration of British officialdom at the explicitly racist exclusions in South Africa, Canada, New Zealand and Australia. While acknowledging these, this paper interrogates the British position, by locating synergies between the deployment of examinations as a form of racial gatekeeping at the height of the empire, with reference to discourses of equity and access emanating from Britain, Australia and India. It reads British attempts to ameliorate the harsh exclusions of the White Australia policy – administered through the apparently neutral device of the Dictation Test – alongside remarkably similar constraints embedded in the exams for the Indian Civil Service that were designed to limit the numbers of Indians in the ICS. Race-based immigration restriction was consistent with – not repugnant to – imperial sensibilities, contrary to so many protestations. The prevalence of racially discriminatory immigration legislation in settler societies had the effect of projecting the worst forms of racism to the peripheries of empire, exposing the contradictions of the colonial project in India.  相似文献

This article critically engages with the different politics of memory involved in debates over the restitution of Indigenous Australian ancestral remains stolen by colonial actors in the nineteenth and early twentieth centuries and brought to Berlin in the name of science. The debates crystallise how deeply divided German scientific discourses still are over the question of whether the historical and moral obligations of colonial injustice should be accepted or whether researchers should continue to profess scientific ‘disinterest’. The debates also reveal an almost unanimous disavowal of Indigenous Australian knowledges and mnemonic conceptions across all camps. The bitter ironies of this disavowal become evident when Indigenous Australian quests for the remains of their ancestral dead lost in the limbo of German scientific collections are juxtaposed with white Australian (fictional) quests for the remains of Ludwig Leichhardt, lost in the Australian interior.  相似文献

This essay addresses the need to look into ‘postcolonial’/‘post-Oslo’ Palestine heritage discourses and practices to uncover commonalities and divergences. These practices and discourses, I claim, tell a story about hidden codes of subjectivity while revealing the setbacks of postcolonial heritage discourses in a ‘postcolonial era’. I show that the Palestinian ‘postcolonial’ heritage polices and preservation practices echo colonial discourses in terms of approach, legal framework and end results. My premise is built on a long engagement with governmental and non-governmental heritage organisations as well as the literature on the topic that shows heritage discourses and practices implicated within the specific narrative that they are destined to (re) produce. I claim that postcolonial approaches to the material culture, consciously and unconsciously, reproduce the colonial situation and while the impetus towards preservation itself is a symptom of postmodernity, it is still carried out in a modernist spirit. Throughout my analysis, I show that what spills out from the heritage discourses, as well as the unintended consequences of heritage practices are worth considering in any analytical approach of heritage discourses.  相似文献

Taking into account that ethnic cleansing not only undoes the legal and spatial formations within a given territory but also is a productive force aimed at securing and normalizing a new political order within a contested territory, we examine its impact on settler colonial geographies. We show that the relative completeness or incompleteness of ethnic cleansing helps shape the specific configuration of two intricately tied sites of social management – spatial reproduction and legal governance – within settler colonial regimes. We claim that complete ethnic cleansing produces a ‘refined’ form of settler colonialism resembling the colonial geographies of North America and Australia and is more readily normalized, while incomplete ethnic cleansing produces an ‘intermediate’ form of settler colonialism similar to the colonial regime in Rhodesia before the settlers lost power and is impossible to normalize due to a series of contradictions stemming from the presence of the ‘indigenous other’. To uncover this less acknowledged feature of ethnic cleansing we compare two territories that were colonized by Israel during the 1967 War: the Syrian Golan Heights and the Palestinian West Bank.  相似文献
