This research uses an alternative economic composition methodology that classifies 52 Idaho rural communities. This methodology classifies communities as dependent, diversified, or post-industrial. A survey was mailed to elected officials (mayors and city council) from the sample of 52 rural communities to examine whether there is a relationship between environmental policy support and economic type. One hundred and thirty-three respondents (48%) returned the surveys. The findings reveal that the economic composition of the community was related to views of environmental policy on 7 of 16 measures while controlling for gender, political ideology, and age.  相似文献

Abstract: Price plays a unique role in neoliberal economic theory, quantifying value and providing markets with the information needed to produce equilibrium conditions and optimal social welfare. While the role of price is clear, the mechanisms by which prices are discovered, and by which the commodities they value are defined, are left obscure in neoliberal theory. Automatic price discovery, and self‐evident commodity identities, are assumed. Observation of newly created markets in ecosystem services suggests that this is a moment of significant tension within neoliberal practice, as potential market participants seek guidance from the state on appropriate commodity measures and pricing practices. Bureaucrats and economists, following the neoliberal preference for governance over government, turn the task back onto civil society. The invocation of abstract rules, instead of the formulation of practical guidance, by policymakers means that the neoliberal marketization of non‐market public goods is a contingent and sometimes rudderless task for those who must make markets work on the ground. This presents many opportunities for constructive engagement on the part of geographers and other critics of neoliberal strategy.  相似文献

The “concealed communities” of our title are the people archaeologists have often labeled as “marginal.” Archaeologists writing about both prehistoric and historic periods have commonly made a range of assumptions about margins and marginality, and their discussions have often categorized marginality as ecological, economic, or socio-political. Whilst it has been common to privilege one or other of these categories in order to explain how societies worked, they are rarely mutually exclusive. In addition, since marginality is relative, virtually any group might be made marginal depending on people’s perspectives in the past or present. Sometimes marginality can be imposed (economically or politically), and sometimes even actively chosen. Defining the “margin” is a complex business, and the term needs sensitive, context-orientated use to make it useful for archaeologists.  相似文献

The failure of a national rural policy is a complex phenomenon. Suffice to say that such policy never emerged, despite frequent appearances on the presidential agenda. This analysis looks beyond institutional inertia and examines the reasons why no sustained rural lobby was ever created independent of farm interests. The circular explanation finds (hat lobbies fail to develop in the absence of a supportive base on which to place their demands for change.  相似文献

This article serves a dual purpose. Its substantive goal is to provide an account of Greek environmental policy formation and implementation over the last twenty years. Its theoretical goal is to examine the relative impacts of specific political factors, as contrasted with aggregate levels of socioeconomic and institutional development, in shaping environmental policy in an industrializing country. such as Greece. More specifically, it is argued that certain aspects of state-society relations and of the internal organization of the Greek state are frequently the major reasons behind the country's difficulties in formulating implementable preventive policy and in implementing adequately constructed policy.  相似文献

This article reviews the significant changes India has achieved in environmental policy in the pool 10 years, especially in terms of regulatory procedures and organizational structure. Despite these changes, however, environmental quality has continued to deteriorate, largely because a wide gap persists between the intent of policy and the actual achievement and because major problems have eluded serious attention. The paper analyzes major problems in the implementation of Indian environmental policy, with particular attention to policy design, policy analysis, and standard setting. Political problems are identified that underlie difficulties in policy formulation and implemetation, and strategies to improve implemetation are proposed.  相似文献

We gauge the relative impact of economics, demographics, and politics on the decisions of 79 rural North Carolina counties whether to site a prison in the period 1970–2000. The results of this model demonstrate that, contrary to the expectation that counties site prisons in response to economic distress, the demographic characteristics of each county affect the relative likelihood of a prison siting more than its economics does. The influential demographic predictors are those inextricably bound up with development options—the education levels of its citizens—and those that limit its ability to pursue controversial projects—its not-in-my-backyard (NIMBY) constituencies—rather than those that measure its racial diversity. Therefore, prison siting is neither a simple story of economic determinism nor one of environmental racism. We use a proportional hazards regression to model this innovation adoption in response to the challenge to select methods that take the potential time dependence of adoptions into account. A duration model is also particularly suitable for cases such as this one for which the innovation adoption is better understood as a process than as an event.  相似文献

This study aims at critically assessing the decentralization process of rural policy-making and delivery in Greece. Drawing upon a case study of the farm modernization scheme, research findings indicate that despite remarkable decentralization efforts, rural development in Greece seems to maintain its primarily state-emanated design and implementation. Long-standing top-down and sectoral orientation in the formulation of this policy still holds. Apart from the redistribution of responsibilities and the multiplication of competent authorities, a genuine delegation of competencies and resources is needed, coupled with a renewed awareness of integrated policies from the actors involved at all administrative levels.  相似文献

The concept of rural network governance can include different practices, and it is important to gain insight into governance role formation processes. The ability of rural municipalities to effectively perform their role as governance network actors is significantly influenced by municipal organization and norms. Small differences can have big consequences and lead municipalities into different types of governance network roles. This is important to consider in situations where rural communities are facing imbalances and the municipalities increasingly are expected to engage in new roles and take more responsibility for local development. Effective strategies for using local network structures can help rural communities achieve sustainable development. We develop four different governance network models and discuss how the municipal authorities and citizen groups in two rural communities in Setesdal, Norway, perceive the current governance role of the municipality as well as their views on how this role ideally should be performed. We conclude that explanations for the different strategies relate mainly to norms and processes that are endogenous to the communities, which may indicate that rural municipalities have a great deal of autonomy in deciding how to use local network resources.  相似文献

Presidents use legislative powers in many ways to influence environmental policy. The relationship between partisanship and the use of these powers is an open question. Previous research has shown that legislative powers such as the passage of legislation and budgetary decisions display bipartisan effects. This study argues that this does not hold true for veto power. Presidents of different parties approach environmental legislation differently and use vetoes in dissimilar ways. Understanding these differences allows for a better comprehension of how environmental policy decisions are made and the role of presidents in this process.  相似文献

Many parts of the world are threatened with environmental damage and degradation, affecting both the natural resources and the economy of the area. This article analyses the factors affecting the likelihood of different environmental policy reforms in Latin America, with particular emphasis on: the strengths and weaknesses of different groups which promote such reforms; the degree to which the reforms are compatible with the region's current economic policies; and how the type of political regime affects these issues. It reaches the conclusion that, although there has been progress in recent years, the possibility of carrying out far-reaching reforms which could substantially reduce pollution and resource depletion has been limited by: 1) the difficulties involved in linking environmental issues with concerns for social justice; 2) economic policies which promote the exploitation of natural resources and labour and weaken the public sector; and 3) the great influence over regional governments of groups with vested interests in continuing environmentally destructive activities.  相似文献

Epistemic communities are an established concept in the study of international relations but can also explain policy change at the domestic level. This article asks why some epistemic communities manage to convince decision makers of their preferred policies while others do not. It suggests that the reason lies in the causal mechanism of epistemic communities' influence on decision makers, mediated by decision makers' demand for expert input. Most epistemic communities scholarship focuses on single case studies where the communities' influence on policy was strong and clear, leading to an overestimation of the groups' influence. To help correct this probable bias, this article compares a successful case of epistemic community influence (health technology assessment in Poland) with an unsuccessful example of the same policy (in the Czech Republic). The juxtaposition allows for unpacking of the necessary parts of the causal mechanism (emergence of an epistemic community, its activity, access to decision makers, and successful suasion) and separating them from the crucial scope condition. Decision makers' uncertainty about the policy issue at hand has traditionally been the key scope condition for epistemic communities but the successful Polish case demonstrates that epistemic communities can be influential even in highly certain areas of routine policymaking, leading to a reconceptualization of uncertainty as policymakers' demand for expert input. Demand can originate from various sources, but any change of it affects individual parts of the causal mechanism, leading to a success or failure of epistemic communities' policy enterprise.  相似文献
