Corporate Social Responsibility (CSR) has become a major focus of interest for development practitioners in recent years. While development NGOs have been critical of voluntary corporate initiatives, official development agencies have taken a more positive view and in some cases encouraged CSR. This article locates the growth of CSR in the context of global deregulation since the early 1980s, highlighting the key drivers that have led to its adoption by many leading transnational corporations. It then describes the factors that have led to the recent emphasis given to CSR by both bilateral and multilateral development agencies and the United Nations. A framework for analysing the links between foreign direct investment and poverty is developed focusing on the impacts on the poor as producers, consumers and beneficiaries of government expenditures. This framework is used to illustrate the limitations of CSR in terms of likely impacts on poverty reduction through each of the channels identified and also to point to areas in which CSR may have some positive benefits. Overall, the article concludes that it is unlikely to play the significant role in poverty reduction in development countries that its proponents claim for it.  相似文献

Contrasting perspectives of international companies and civil society groups have divided recent debates about corporate responsibility in developing countries. The Corporate Social Responsibility discourse has been promoted by business lobbies, emphasizing the role of international companies in voluntarily contributing towards the solution of pressing social and environmental problems through partnerships with other stakeholders. The notion of corporate accountability has become the rallying point for sustainable development, demanding stricter regulation of corporate behaviour by national governments and the enactment of an international corporate accountability convention. This article assesses the promises and pitfalls of these two competing approaches to industries in South Africa. The article argues that a multi-level approach is necessary to the impact of CSR and corporate accountability initiatives. It concludes that CSR may improve environmental management systems and reduce corporate pollution levels whereas corporate accountability approaches may provide important incentives for companies to improve their environmental performance, assist in the development of national environmental governance frameworks guiding company-community interaction, and facilitate the enforcement of national legislation pertaining to corporate responsibility. However, both approaches fail to address the underlying, globallevel structural causes of conflicts between companies and stakeholders affected by their operations. Using the example of multinational oil companies, this article suggests that there are fundamental problems surrounding the capacity of private firms to deliver development and the aspiration of achieving development through Corporate Social Responsibility (CSR) may be fundamentally flawed. The article is based on an extensive twelve-month research project on the Gulf of Guinea region funded by the Nuffield Foundation. This research identified a number of constraints to a developmental role for CSR: the subservience of CSR schemes to corporate objectives; country- and context-specific issues; the failure to involve the beneficiaries of CSR; the lack of human resources; technical/managerial approaches of company staff and the lack of CSR's integration into larger development plans. But even if private companies were able to overcome practical problems, it argues that the current CSR agenda fails to address the crucial issues of governance and the negative macro-level effects that multinational companies cause in host countries. The article concludes by suggesting that a focus on CSR may divert attention from broader political, economic and social solutions for developmental problems.  相似文献

Reintegrating the city is a priority of social justice and development in many urban centres of the ‘South’ that bear the legacy of forced displacement. In South Africa, much of the land restitution programme has thus far focused on urban areas. In certain large cluster claims involving the transfer and development of significant tracts of well‐placed land, restitution has presented the prospect of altering landed property regimes in the heart of the city. The predominantly rural and economic emphasis in scholarship and policy debate on land reform in South Africa — which reflects historical trends in development studies — has led to a narrowed vision of what is at stake in urban land restitution. Complex interventions aimed at redressing urban spatial segregation can potentially alter the relationship between citizens, institutions and urban space in ways that expand the possibilities for social and political agency in sites that are strategically important for influencing the direction of change more broadly. A key, as yet unrealized, challenge is how to articulate such struggles for a ‘right to the city’ with efforts at redressing the spatialization of poverty on the urban periphery.  相似文献

Government reforms in South Africa during the 1980s have neither adequately addressed the problem of black political rights nor significantly improved the material well‐being of blacks. Nonetheless reform should not be judged irrelevant Reform divided the ruling National Party, weakened its support base and exposed new contradictions in apartheid policy. It also opened critical space in which black resistance movements could build essential organisational strength. By rejecting reform as cosmetic in the mid‐1980s black resistance organisations lost strategic advantages in their struggle which they have only now recovered. Ironically, the government's rhetoric of reform may well force it to enter into genuine negotiations.  相似文献

This article draws together unusual characteristics of the legacy of apartheid in South Africa: the state-orchestrated destruction of family life, high rates of unemployment and a high prevalence of HIV/AIDS. The disruption of family life has resulted in a situation in which many women have to fulfil the role of both breadwinner and care giver in a context of high unemployment and very limited economic opportunities. The question that follows is: given this crisis of care, to what extent can or will social protection and employment-related social policies provide the support women and children need?  相似文献

This paper examines the formation of a colonial identity among settlers from the British Isles who were relocated to the eastern frontier of the Cape Colony in 1820. It suggests that material aspirations united certain of the settlers in a political programme, and thus began the erosion of imported class (and other) divisions. However, it argues that their establishment as a capitalist colonial class is an insufficient explanation for their construction of a shared and emotive British settler identity. The settlers modified their inherited discourses of class, race, gender and nationality in order to forge solidarity, and the imperative for solidarity derived not so much from their mutual desire for accumulation, but from a corresponding collective insecurity. Not only were settlers afraid of Khoikhoi labour rebellion and Xhosa reprisals for land loss; they also feared abandonment by a seemingly unsympathetic metropole. Their aggressive capitalist endeavour, and collective fear of its destabilizing consequences, were two sides of the same coin, informing the development of a unifying social identity. The paper goes on to consider the mechanisms through which that identity was sustained, including acts of landscape representation, the textual generation of collective memory and the practice of communally binding, quotidian, gendered routines.  相似文献
