This article explores determinants of women’s autonomy in Egypt around the beginning of the ‘Arab Spring’ in 2011. We show that women’s autonomy over time is a product not only of their individual characteristics, but also of the household and community environment in which they live. Using the 2006 and 2012 Egyptian Labor Market Panel Survey (ELMPS) and multilevel models, results demonstrate that women’s autonomy changes over time. There are large and consistent variations in women’s autonomy by household region of residence and wealth. For example, women in the rural and urban Upper Egypt region are less autonomous than women in the Cairo region, and women in wealthier households are less autonomous compared to the poorest households. Programs aiming to increase women’s autonomy focus exclusively or primarily on women’s own characteristics. These results indicate that strategies to improve women’s autonomy should be mindful of the multiple dimensions of autonomy and have a programmatic focus on changing household and social environments.  相似文献

Urban food security is a significant development challenge in sub‐Saharan Africa. However, the field is currently under ‐researched and under‐theorized. Urban food insecurity, where it is considered, has been viewed through a development studies lens that views food insecurity as a household‐scale problem. There has been significant focus on food deserts in developed countries as one way of engaging with such insecurity. The food deserts research views food insecurity through a social exclusion and food justice lens. This article introduces the food desert concept to provide a conceptual tool to begin to understand the spatial determinants of urban food insecurity, which are not well captured by the existing framings of food security in the region. Using data from a 2008 household food security survey conducted in Cape Town, the paper highlights gaps in the food deserts approach, most significantly its neglect of non‐market sources of food and of household decision‐making processes. The paper therefore concludes by suggesting a new approach which takes the household's assets, abilities and decision‐making as the starting point and overlays this with the market and non‐market foodscapes accessed by these households.  相似文献

Poverty and food security are endemic issues in much of sub-Saharan Africa. To eradicate extreme poverty and hunger in the region remains a key Millennium Development Goal. Many African governments have pursued economic reforms and agricultural policy interventions in order to accelerate economic growth that reduces poverty faster. Agricultural policy regimes in Zambia in the last 50 years (1964–2008) are examined here to better understand their likely impact on food security and poverty, with an emphasis on the political economy of maize subsidy policies. The empirical work draws on secondary sources and an evaluation of farm household data from three villages in the Kasama District of Zambia from 1986/87 and 1992/93 to estimate a two-period econometric model to examine the impact on household welfare in a pre- and post-reform period. The analysis shows that past interventions had mixed effects on enhancing the production of food crops such as maize. While such reforms were politically popular, it did not necessarily translate into household-level productivity or welfare gains in the short term. The political economy of reforms needs to respond to the inherent diversity among the poor rural and urban households. The potential of agriculture to generate a more pro-poor growth process depends on the creation of new market opportunities that most benefit the rural poor. The state should encourage private sector investments for addressing infrastructure constraints to improve market access and accelerate more pro-poor growth through renewed investments in agriculture, rural infrastructure, gender inclusion, smarter subsidies and regional food trade. However, the financing of such investments poses significant challenges. There is a need to address impediments to the effective participation of public private investors to generate more effective poverty reduction and hunger eradication programmes. This article also explores the opportunities for new public–private investments through South–South cooperation and Asia-driven growth for reducing poverty in Zambia.  相似文献

Few ethnoarchaeological studies have combined the production and use of groundstones and pottery as indicators of household variation in subsistence and socioeconomics. This ethnoarchaeological study explores how the Gamo people who live in southwestern Ethiopia interact with their culinary tools of pottery and groundstones. One of the unique cultural features of the Gamo is their strict caste system, which forces artisans such as potters and groundstone makers into a full-time specialization. This paper uses a chaîne opératoire analysis regarding groundstone and pottery production and then addresses their use by drawing from household studies from three Gamo communities. The analysis discusses the role that social hierarchy can have on cooking and craft variation within households. Thus, these artisans bring to life crafts that give the Gamo tools to create their daily subsistence, and these tools and foods allow us to explore two key archaeological issues: subsistence and socioeconomic variation of people’s households.  相似文献

This article investigates food and nutritional security (FNS) in a sub-Himalayan North India community, and argues that socio-spatial policies and practices naturalize a discourse that places women in a position where they are responsible for an inequitable share of both productive and reproductive labor. As a result, women are often unable to properly perform FNS practices. Paradoxically, insecurity increases when there is more agricultural labor and thus less time for food preparation, a notion itself that is productive of anxiety and further compounds poor FNS practices. NGO and government programs implicitly reinscribe these gendered labor burdens through exclusively targeting women, educating them to be ‘better’ housewives and mothers. While simple solutions and an educative approach were the dominant activities, these organizations also constitute the home as a delimiting social space for development and seek to empower women through livelihood diversification and employment activities. While these programs provide women new spaces with which to forge social relations and develop different sets of knowledge outside the home, without a renegotiation of household labor burdens, these novel commitments oftentimes exacerbate women’s existing workloads at home. This analysis suggests that while FNS programs and policies might sometimes lend short-term relief to FNS, the greatest threat to FNS comes from the ways that the home spaces of women and their household work are devalued through development practices. This results in a lack of gendered labor time to adequately prepare food, thereby contradicting the policies’ stated objectives of reducing food insecurity.  相似文献

Debate on the ‘securitization’ of aid and international development since 9/11 has been anchored in two key claims: that the phenomenon has been driven and imposed by western governments and that this is wholly unwelcome and deleterious for those in Africa and elsewhere in the developing world. This article challenges both of these assumptions by demonstrating how a range of African regimes have not only benefited from this dispensation but have also actively encouraged and shaped it, even incorporating it into their own militarized state‐building projects. Drawing on the cases of Chad, Ethiopia, Uganda and Rwanda—four semi‐authoritarian polities which have been sustained by the securitization trend—we argue that these developments have not been an accidental by‐product of the global ‘war on terror’. Instead, we contend, they have been the result of a deliberate set of choices and policy decisions by these African governments as part of a broader ‘illiberal state‐building’ agenda. In delineating this argument we outline four major strategies employed by these regimes in this regard: ‘playing the proxy’; simultaneous ‘socialization’ of development policy and ‘privatization’ of security affairs; making donors complicit in de facto regional security arrangements; and constructing regime ‘enemies’ as broader, international threats.  相似文献

Abstract

Debates about ‘security’ rarely feature children or younger people, whilst research with children and young people seldom focuses upon issues traditionally found within security studies. Building upon long-standing debates about political geographies of youth and political participation as well as feminist geopolitics and emerging discussions about children’s and young people’s geopolitics, we chart young people’s everyday landscapes of security and insecurity. Key themes explored here include: secure pasts and insecure futures; ontological security and insecure selves; online security and digital insecurities; home(land) securities and insecure households and families; and global securities and insecure worlds.  相似文献

In more than 75% of households around the world in which water needs are fulfilled by retrieving water, women are typically tasked with this critical responsibility. This is true in Kenya, and the challenges women in rural areas of the country face are compounded by a lack of reasonable access to safe water by 56.5% of rural households. More than 25% of the population must travel at least 30?minutes to collect water, and 70% of all diseases in the country are water-borne (Kameri-Mbote and Kariuki 2015). Given their role as the primary household decision-maker about water, women have an astute understanding of water availability, access, quality and household use, and women’s perspectives would enhance decision-making in groups that address water resource management. However, women have historically been marginalized from participation in such processes for numerous reasons related to lack of empowerment, leadership, and voice, and the practicalities of the demands on her time that prevent her from having discretionary time to devote to civic processes. In this study, we interviewed 153 women living in three different watersheds in the Laikipia region of central Kenya about their views on water resource management, and interest in participation in water resource user associations (WRUAs) as members and leaders. Our results are consistent with prior research in that marginalization of women from WRUA participation is steeped in entrenched normative beliefs and behaviors about women’s roles and her domestic responsibilities, a lack of money to participate, and a lack of time given her other responsibilities.  相似文献

Although Japan has entered a phase of population decline due to decades of low fertility, studies on the determinants of fertility choices among Japanese couples remain sparse. Previous studies, mostly conducted in Europe, suggest that men’s active involvement in household labour may promote childbearing. We tested whether men’s participation in childcare and housework has an influence on parity progression in Japan. Our results show a positive relationship between men’s participation in childcare and parity progression but no consistent relationship between men’s participation in housework and parity progression. We also observed that other factors such as the sex composition of existing children influences couples’ decision to have another child. Our findings add to the scarce literature on Japanese people’s fertility behaviour.  相似文献

Costa Rica was the first country in the world to implement a nation-wide payment for environmental services (a.k.a. ‘payment for ecosystem services’), or PES, system in 1996. This research investigates the role of women in PES programs in Costa Rica’s Osa peninsula in response to the current dearth of such gendered research on this topic. Osa, one of the least-developed regions of the country, is still heavily forested and replete with properties under PES contracts which are aimed at forest conservation. Extended, structured interviews of 80 landowners in Osa (40 women and 40 men) culled both quantitative and qualitative information about PES participation, environmental perceptions, and both economic and conservation goals. Salient results were, first, that women see current levels of PES funding as more helpful and useful than do men. Second, women much more often perceive themselves as the sole entity responsible for protecting the environment. Third, women more commonly than men listed ‘helping the environment and animals’ as a personal benefit of their PES participation, while men more commonly focused on financial rewards. Last, according to the study herein, women in PES households currently display less decision-making power than those in non-PES households. This dynamic is analyzed through the lens of patriarchal hierarchies as well as women’s mitigation of those hierarchies through the deployment of ideology and agency. Based on these general findings, the researcher recommends that FONAFIFO, the government agency in charge of PES payments, take specific steps to increase PES funding to female-headed households.  相似文献

Over the past twenty‐five years, Sahelian households have experienced recurrent harvest failure and greater reliance on remittances from migratory wage labour. Household subsistence has become less dependent on household grain stores and more on the liquidation of individual wealth stores. This study investigates how these broader changes have affected struggles between household members over obligations to support the household in the Zarmaganda region of western Niger. As the land‐derived leverage of male patriarchs has declined and household dependence on individual wealth stores has increased, domestic budgeting has become more contested. Household heads make case‐by‐case moral claims on other household members during times of grain shortage. Women and subordinate males invoke Islamic law, which accords primary provisioning responsibility to the household head, to protect their individual wealth in times of grain deficit. This article investigates the nature of these budgetary struggles, showing how individuals’ decisions to contribute individual wealth to support the household are best understood as highly situated, affected not only by the specific material conditions of the household but also the interplay of the moral, structural, and individualistic imperatives that derive from one’s position within the household. Using reconstructed livestock wealth histories for the members of fifty‐four households in western Niger, this study investigates the material consequences of these struggles. Male heads of corporate households, the historic managers of the household’s land and agricultural labour, have lost wealth relative to their wives and married male subordinates since the drought of 1984.  相似文献

China's engagement with Africa is based on ‘win‐win cooperation’, Chinese diplomats claim, and is therefore fundamentally different from Western initiatives on the African continent. However, the situation on the ground tells another story. In this issue, Miriam Driessen offers a glance at daily life on Chinese road building sites in Ethiopia, revealing the striking parallels between Chinese development activities in Ethiopia and Western aid. Central to these parallels is the profound discrepancy between the expectations of Chinese workers prior to migration and the much less rosy realities faced on the construction site. Convinced of the goodwill nature of their activities, Chinese migrants were puzzled by the apparent ingratitude of local Ethiopians, their lack of cooperation, and, worse, repeated attempts to sabotage the building work. In this regard, Chinese struggles with development assistance in Ethiopia strike a familiar chord when we consider the reception of Western aid projects in Africa and elsewhere. Not new is the hiatus between optimistic and sometimes presumptuous development narratives and the frustration that follows in the face of the realities on the ground. Back cover UNDOCUMENTED, UNACCOMPANIED MINORS IN US CUSTODY A rescue from the Rio Grande River: US Customs and Border Protection provide assistance to unaccompanied children after they have crossed the border into the United States. Until recently, news stories on immigration have exposed the appalling conditions of adult immigration detention facilities and chronicled the massive enforcement machinery that has resulted in record numbers of deportations since 2008. However, they have largely ignored the plight of unaccompanied Mexican and Central American children who cross the border alone, are apprehended by immigration authorities, and land in federal custody. The frenzied media coverage of desperate young migrants crossing the border in the summer of 2014 has galvanized the public but also created powerful myths about who these children are, why they are coming to ‘El Norte’, and what we need to do with them after their apprehension. In this issue, Susan Terrio tells the story of the Central American and Mexican migrants who are driven from home by violence and deprivation and embark alone, risking their lives on the perilous journey north. They suffer coercive arrests at the US border, land in detention, and wage an uphill battle to obtain legal status. It sheds light on a shadowy juvenile detention system run by the US government that has escaped public scrutiny for years. Residential water consumption accounts for approximately 70 per cent of Sydney's water consumption. The capacity of households to reduce water consumption is limited by expectations and conventions of water supply shaped by existing water infrastructure ( Allon and Sofoulis, 2006 ) and ‘saver‐unfriendly’ household water fittings ( Sofoulis, 2005 ). Sustainable lifestyle workshop programs – many of which address water use – are relatively new, and rigorous research into their impacts is scarce. Existing research generally relies on reported behaviour change from participants, which is then used to estimate resource savings. This paper examines water consumption data, and the questionnaire responses of participants in two sustainable lifestyle workshop programs, to examine whether reported behavioural and technical changes are translating into significant water savings. The Sustainability Street (Penrith) and GreenHome (Parramatta) programs are changing participant behaviours, but reductions achieved by Sustainability Street are not significant at the 0.05 level. GreenHome reductions, while significant, cannot be fully attributed to the program due to the downward trend commencing prior to the program. The improved behaviour of participants – in comparison to their previous behaviour and the behaviour of non‐participants – is thus not translating into significant water savings. This indicates that the relationship between improved environmental behaviour and actual water savings is not as straightforward as program operators might assume. The implications of this are that research should use real consumption data and not estimations derived from behaviour change, and strategies to reduce household water consumption need to involve bigger technical changes to household water infrastructures.  相似文献

Homeownership by migrant households in large Chinese cities is increasingly evident and sometimes blamed for driving up local housing prices. Hukou reform grants local hukou to migrants in small cities while it allows large cities to set up hukou entry barriers to control migration. This paper explores whether migrant households’ micro-level characteristics and macro-level urban policies relating to hukou reform have any impact on their housing tenure choices. Using data from a 2009 survey of migrant households in six large cities, this study adopts logistic regression models to examine factors influencing labor migrant households’ tenure decisions. We find that household income and head of household hukou type, contribution to pension fund, and enrollment in health insurance all positively predict homeownership. Migrant households are more likely to be found in cities with larger population size. We argue that city entry barriers create new forms of institutional haves and have-nots and new forms of inequality. The sustained impact of previous hukou types suggests inherited inequalities through intergenerational wealth transfer, which calls for targeted welfare policies to mediate.  相似文献

基于精准识别的一手调查数据,运用最小二乘法的多元线性回归模型,评估西南连片特困地区235个村庄乡村旅游的整体减贫效果,并进一步考察交通设施建设、旅游产业项目建设和旅游就业参与等不同开发环节对减贫效果的具体影响。结果发现:乡村旅游开发的整体减贫效应明显,但是交通设施建设、旅游产业项目建设以及旅游就业参与等不同开发环节的减贫效应存在显著差异;乡村旅游扶贫开发有助于贫困户脱贫增收,针对不同开发环节的具体问题要精准滴灌、靶向治疗,实现乡村旅游扶贫开发的精准发力、精准施策和精准帮扶。  相似文献

Indigenous families are overrepresented among those within Canada who experience food insecurity. Studies have largely focused on northern populations, with less attention paid to southern and urban communities, including the social, cultural, and geographic processes that challenge food security. In this study, we present findings from a decade‐long community‐based study with the Southwest Ontario Aboriginal Health Access Centre (London, Ontario) to examine family perspectives related to the social determinants of food security. These topics were explored through qualitative interviews (n = 25) and focus groups (n = 2) with First Nation mothers with young children from the city of London, and a nearby reserve community. Interviewees from both geographies identified a number of socio‐economic challenges including household income and transportation. However, some interviewees also shed light on barriers to healthy eating unique to these Indigenous contexts including access issues such as a lack of grocery stores on‐reserve; loss of knowledge related to the utilization of traditional foods; and the erosion of community, familial, and social supports. Resolving these unique determinants of food security for urban and reserve‐based First Nation families will require a range of economic and culturally specific interventions, particularly those that support development and uptake of Indigenous foodways.  相似文献

We present new data from three village panchayats in northwest Tamil Nadu and investigate the associations between demographic and socioeconomic factors with temporary labour migration from this setting. Individual (n?=?1110) and household (n?=?278) level logistic regression models were used to demonstrate how factors at each of these levels can influence temporary labour migration trajectories. Young males were most likely to temporarily migrate for work from this region. Additionally, large households from historically disadvantaged castes with marginal land and housing were most likely to have at least one migrant member. Households with multiple migrant members appear to use temporary migration to cope with serious deprivation relative to households with only one migrant member. These findings provide a strong case that can be compared to other settings in India and can be used to inform improved policy and targeted development initiatives to support temporary migrant workers and their households.  相似文献

目前国内从微观角度对家庭汽车所有权的研究很少。本文试图基于对北京市的一项大型问卷调查数据,从微观视角分析中国大城市家庭汽车所有权的主要影响因素。结果显示,中国城市家庭汽车所有权主要受能力因素和需求因素两方面影响。具体而言,家庭收入越高、持有驾照的成员数越多、户主受教育程度越高、户主年龄越大、离地铁站越远,家庭拥有汽车的可能性越大。家庭规模、家庭内的孩子数及是否住在内城等在国外研究中较为重要的解释变量在国内并不显著。有车家庭的户主在日常通勤中对汽车的使用强度较高,说明居民购买汽车主要为满足实际需要,"炫耀性"消费的因素不多。  相似文献

论文聚焦中国对非援助与对非直接投资的不确定性关系,将援助细分为社会基础设施援助、实物资本援助、经济基础设施援助、政府和民间社会援助四种类型,构建了援助与投资的解析模型;基于中国对非洲52个国家的援助项目数和直接投资项目数,利用分位数回归方法,分别考察了中国对非援助项目总量及各类型援助在对非直接投资项目中的作用。研究发现:①中国对非援助集中在东非、南非,援助项目总数、各类型援助项目数、对非直接投资项目的空间分布具有很高的相似性。②中国对非援助类型结构相对均衡,对非援助在中国对非直接投资中发挥着先锋促进效应。其中,经济基础设施援助的促进效应强劲、稳定,且强度随分位数提高有浅U型变动特征;实物资本援助、社会基础设施援助的促进作用分别在对非直接投资项目少、中等数量下促进效果显著;政府和民间援助的促进作用不显著。③友好城市关系、出口关系与双边政治关系分别仅在中国对非直接投资项目较少、中等规模、大规模情形下显著,空间关系的影响不显著。④受援国人口规模的促进影响最清晰、最稳健;成本规避、资源寻求、受援国的投资环境质量和腐败状况的影响尚不清晰。中国在非投资有追随他国投资区位的倾向,但这一倾向仅在经济基础设施模型中显著。  相似文献

Struggling for food in a time of crisis: responsibility and paradox. Responsibility is a useful lens through which to examine the current state of food poverty in the UK in the context of the Covid-19 crisis, noting that this concept contains several paradoxes. Currently, responsibility involves the voluntary sector, the food industry and the state, a situation which the author has been exploring for the last five years in an ethnographic study of food poverty and food aid in the UK. Food aid organizations, especially food banks, have mushroomed during the period of austerity. This reveals the first paradox: namely, that the existence of food banks conveys the message that ‘something is being done’, but in actuality this is very far from being sufficient to meet the needs of either the ‘old’ or ‘new’ food insecure. The second paradox is that at the onset of the crisis, a government which had been responsible for inflicting austerity on the country for 10 years, dramatically reversed some of its policies. However, predictably, this did not change the situation vis-à-vis food insecurity. The third paradox is that the frequent rhetoric invoking the two world wars has not resulted in lessons being learned – notably, the creation of a ministry to deal with food and rationing, as in the Second World War. The final paradox relates to Brexit and its likely deleterious effects on food security, particularly if no ‘deal’ is achieved with the European Union, as seems likely. The voluntary food aid sector, try as it may, cannot possibly assume responsibility for the long-standing and now hugely increased problems of food insecurity. That belongs to the state.  相似文献
