This paper explores the question of women, decolonisation and nation-building. It argues that the inclusion of women within the nation of Papua New Guinea (PNG) was problematic partly because women had rarely experienced mainstream colonial rule — an experience that elsewhere provided a basis for participation in the post-colonial state. The paper also investigates how women were perceived and represented by male writers at independence. While the Pangu Pati attempted to include women in state-building, these efforts were not adequately supported. PNG's achievement of independence coincided with the globalisation of second-wave feminism, and this was to prove critical for PNG's female citizens in their efforts to be included in the new state, for PNG's membership in the United Nations provided an external push to raise women's participation in the nation. Nevertheless, the government's dependence on international organisations to push the women's agenda also hampered the development of an autonomous women's movement in the country. The paper argues that, for PNG's female citizens, colonisation, independence and decolonisation occurred simultaneously after 1975.  相似文献

Previous studies of gender and representation at the state legislative level and in the U.S. House of Representatives have shown that women tend to be more liberal than their male colleagues and are more likely to support women's issues. Because of the limited presence of women in the body over the years, there is scant empirical evidence to confirm whether this pattern is present in the U.S. Senate. Sound theoretical basis indicates that the institutional rules of the Senate, the Senate's individualistic culture, the Senate's six-year election timetable, and the national profile of U.S. senators may create conditions that allow gender differences in roll call voting to be more easily detected than is possible in more rigidly structured institutions such as the U.S. House. This study employs a longitudinal design that pools roll call voting data from the 103rd Congress through the 110th Congress to determine whether female senators compile substantively different policy records than their male colleagues. The results indicate that gender does systematically influence roll call voting patterns in the Senate. However, it is largely a function of female Republicans voting in a less conservative fashion than male Republicans on the basic left-right policy space and on a smaller set of issues of importance to women.  相似文献

Abstract

The female body has been in the foreground of nation-building in Iran especially since the 1930s projects of modernization, when unveiling women and adaptation to Western clothing became a crucial factor of bolstering modern Iranian national identity as opposed to a religion-based national identity. After the 1979 Revolution, the Islamic dress code became compulsory and female imagery depicting modesty and piety became a source of national identity. Although the representation of women's bodies in nationalist discourses has been subject of different studies, women's representation in official online outlets is still understudied. This article discusses how women's bodily appearance and representation in official online outlets feed into the nationalist discourses in Iran. Three key cases between 2014 and 2017 are addressed: (i) actress Leila Hatami kissing a man at the 2014 Cannes Film Festival; (ii) the public debate on women's entrance to sports stadiums in 2014–2015; (iii) the public revelation of actress Taraneh Alidoosti's tattooed forearm in 2016. Data were collected from multiple Iranian official online platforms and a critical discourse analysis was undertaken to analyse different forms of discursive articulation regarding women's bodies and national identity. Drawing on feminist literature inspired by the Foucauldian concept of biopolitics, the article discusses the ways in which women's bodies are discursively constructed to illustrate a uniform Islamic nationalistic discourse.  相似文献

We develop a new approach to the study of representation based on agenda setting and attention allocation. We ask the fundamental question: do the policy priorities of the public and of the government correspond across time? To assess the policy priorities of the mass public, we have coded the Most Important Problem data from Gallup polls across the postwar period into the policy content categories developed by the Policy Agendas Project ( Baumgartner & Jones, 2002 ). Congressional priorities were assessed by the proportion of total hearings in a given year focusing on those same policy categories, also from the Agendas Project. We then conducted similar analyses on public laws and most important laws, similarly coded. Finally we analyzed the spatial structure of public and congressional agendas using the Shepard‐Kruskal non‐metric multidimensional scaling algorithm. Findings may be summarized as follows: First, there is an impressive congruence between the priorities of the public and the priorities of Congress across time. Second, there is substantial evidence of congruence between the priorities of the public and lawmaking in the national government, but the correspondence is attenuated in comparison to agendas. Third, although the priorities of the public and Congress are structurally similar, the location of issues within the structure differs between Congress and the general public. The public “lumps” its evaluation of the nations most important problems into a small number of categories. Congress “splits” issues out, handling multiple issues simultaneously. Finally, the public tends to focus on a very constrained set of issues, but Congress juggles many more issues. The article has strong implications for the study of positional representation as well, because for traditional representation to occur, there must be correspondence between the issue‐priorities of the public and the government. In July 1955, women from around the globe gathered in Lausanne, Switzerland for the World Congress of Mothers organised by the social‐communist Women's International Democratic Federation (WIDF). On the third day of four days of proceedings, an Italian housewife named Clotilde Cassigoli delivered an impassioned speech calling on women to unite across the divides of the Cold War, and cooperate to ensure that their children and grandchildren would not have to know the horrors of war she had witnessed in Florence at the end of the Second World War. Her plea ultimately went unheeded. This article analyses the national and international activities of Catholic and communist women's organisations between 1945 and 1956 to expand understandings of women's political involvement during the Cold War. My examination of the Italian case will show that during this era cooperation between the politically opposed women's groups was only possible in a limited framework. By interpreting the associations’ discourse of motherhood and peace through a Cold War lens, I show that the Italian women's leaders were successful at advancing their own objectives and making inroads into the homes of more Italian women while they simultaneously constructed a divisive Cold War international women's movement.  相似文献

This study adapts Timothy Cook's 1986 analysis of news coverage of members of Congress to women legislators. The relative impact of independent variables on the amount of television news coverage received by women in the House from 1987 to 1998 was determined using Poisson regression. These included structural variables (leadership, seniority, party control of the chamber, and membership on a prestigious committee), member characteristics (racial minority status, media market size, party and attractiveness), and member activities (legislative activity, ideology, scandal, authorship of women's bills, and running for higher office). Factors that were significantly related to the amount of coverage received by a congresswoman were: authorship of women's bills, running for higher office, media market size, political party, and seniority. Leadership did not have the same payoff for women's visibility that it did for the largely male group of legislators in Cook's study. Authoring a large number of pieces of legislation did not enhance women's coverage, but authoring bills on women's issues did.  相似文献

This essay examines the genesis and continuing influence of certain core narratives in the history of western women's healthcare. Some derive from first‐wave feminism's search for models of female medical practice, an agenda that paid little attention to historical context. Second‐wave feminism, identifying a rift between pre‐modern and modern times in terms of women's medical practices, saw the pre‐modern European female healer as an exceptionally knowledgeable empiricist, uniquely responsible for women's healthcare and (particularly because of her knowledge of mechanisms to limit fertility) a victim of male persecution. Aspects of this second narrative continue subtly to effect scholarly discourse and research agendas on the history of healthcare both by and for women. This essay argues that, by seeing medical knowledge as a cultural product – something that is not static but continually re‐created and sometimes contested – we can create an epistemology of how such knowledge is gendered in its genesis, dissemination and implementation. Non‐western narratives drawn from history and medical anthropology are employed to show both the larger impact of the western feminist narratives and ways to reframe them.  相似文献

Policy makers and advocates of joint forest management (JFM) agree that women should be full participants and that their involvement is especially important because of the nature of women's work. This article examines how JFM policy has addressed gender in India. It argues that policy has been informed by instrumentalist positions in the debate over women's relationship to the environment. Consequently, gender planning in JFM has focused on two issues: formal representation for women in local institutions, and identifying women's ‘special’ values, knowledge and uses of forest resources. The scant evidence suggests that the impact of JFM on women has generally been negative. Finally, the article suggests that gender policy in JFM needs to be based on a more sophisticated understanding of gender relations and a wider examination of the gendered context of JFM processes.  相似文献

After the fall of Saddam Hussein's regime in April 2003 many women supported the process of transition and became active in political parties and coalitions. A wide range of groups were also formed which pursued women's rights agendas and, in many cases, included a call for peace and reconciliation and charity activities for women and children. However, female political action and the field of women's rights remain divided by the same multiple boundaries of belonging which affect Iraqi society itself; women operate in specific ethnic and denominational, local and regional settings, and they support nationalist, secularist, left‐wing or Islamist agendas. Women's rights—whatever the direction—can be of major or minor concern. This article outlines female political action and draws attention to the key issues which are discussed, in particular, by secular feminists in Iraq. In so doing, the article highlights how women in Iraq have not only lost, as a wide range of observers argue, but have also benefited from the restructure of the political landscape. Female political activists are still faced with old and new social, cultural, legal and political obstacles. The article argues that when women support narratives that leave men's superiority untouched, they are not simply victims of men or ‘false consciousness'; women either compete and cooperate, or they reject ideological narratives and power relations, while pursuing agendas of individual interest. Yet, despite competition among women and women's groups, and women's loyalty to agendas controlled by men, radical overtones that resist male domination can be heard— and should be supported.  相似文献

The potential of India's Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) for women's empowerment is immense. Studies examining gender‐related issues in MGNREGA have attested to the high levels of participation of women on worksites, and their positive experiences of working in MGNREGA. This article argues, however, that an exclusive focus on increased participation of women does not serve an agenda of promoting ‘women's empowerment’. By ignoring the dynamics and processes of unpaid care work, both the making and the implementation of the Act fall short of the goal of women's empowerment. The author argues that this invisibilizing of care arises from the gendered nature of the interactions of formal and informal institutions that have shaped MGNREGA. The article examines the gendered debates during the formulation of the Act and analyses the gendered nature of its implementation. It concludes that a true focus on women's empowerment requires that women's lived experiences are taken into account, especially those relating to their unpaid care responsibilities. MGNREGA's potential for women's empowerment can only be achieved through adequate implementation and monitoring of its gender provisions, which in turn depend on changing the formal and informal institutions that underpin policy processes.  相似文献

This paper examines the particular shape taken by a modern instance of ‘Third World’ feminism. In Papua New Guinea, an emerging nexus between grassroots female activism and Christian churches is helping to liberate and empower some female citizens in a state which in practice has neglected women's interests and gender relations despite early national rhetoric about the importance of women to nation‐building. Tracing the origins of modern women's fellowship groups to the early work of female missionaries with indigenous women, the paper considers the increasing politicization of women's organizations during the last two decades as they expand their ‘traditional’ preoccupation with spiritual, domestic, and welfare matters to embrace wider social, political, and human rights issues. In the course of surveying church women's groupings in Papua New Guinea, the paper looks specifically at the National Council of Women, women's groups in East New Britain Province, the United Church Women's Fellowship, and women's involvements in the developing ecumenical movement. The paper concludes by contrasting the class dimensions of grassroots Christian women's activism to official denial of the existence of class differentiation or exploitation in this purportedly egalitarian Melanesian state.  相似文献

This paper explores Drueulu women's engagement in an organized collectivity during the late 1980s and early 1990s. I focus particularly on the Drueulu Women's Group, a group affiliated to the umbrella Catholic organization, mouvement féminin vers un Souriant Village Mélanésien (mfSVM), to illustrate how these women mobilized cultural elements, including customary bonds, religious affiliation, and maternal relations, to assert their agency and empowerment. To move beyond a given and unchanging representation of Lifouan men and women means bringing to the fore multiple changing identities which are negotiated in different times and places. This does not mean privileging localism over national commonalities. By examining a 1990 protest march against alcohol abuse by men, I attest to the various articulations of women's concerns, customary linkages, and denominational affiliation which informed women's agenda at the village level. I then consider how these configurations were articulated in the 1992 annual general assembly of the mfSVM when 200 women gathered in Drueulu from all over the country for the twentieth anniversary of the movement. In the wider social settings here examined, the ubiquitous metaphorical use of maternal tropes gained strategic efficacy.  相似文献

This article examines the nature and circumstances of women's voluntary work in rural communities. Drawing on original research conducted in two villages in Avon, England, it focuses on three main themes. Firstly, it considers theoretical debates on the conceptualisation of rural women's labour, arguing that traditional divisions between public and private forms of work provide an inadequate basis for understanding either women's labour participation or their domestic lives. The notion of voluntary work as a third sphere is discussed as it relates specifically to the rural labour market and community. Secondly, the article examines voluntary work in terms of the empowerment of women. It addresses issues of women's role and status in the rural community, questioning whether the state's use or reliance on voluntary work in rural areas represents an exploitation of women's position or an opportunity for women to gain influence and power. Thirdly the article evaluates the contribution of women's voluntary work to the conceptualisation and representation of rurality. The focus here is on the way in which voluntary activity supports a particular form and image of the rural community and, in turn, the implications this has for gender divisions and women's identity in contemporary rural England.  相似文献

By the end of the 1980s, having amply demonstrated that the study of class could no longer be separated from the study of gender, feminist historians were advocating a new gendered history of work. At the beginning of the 1990s, American historian Ava Baron identified four problems that women's labour history had left unresolved: the need to move women's labour history out of its ghetto; an explanation for the mechanisms of sexual difference in labour relations; the theorisation of women's and men's ‘consent’ to oppression; and an understanding of the differences among women. The quest for a gendered labour history required new conceptual tools and new theoretical approaches. This paper tests this agenda against research on work and gender in the last decade of Gender & History. The moves toward the interrelation of public and private, work and family, as well as toward the construction of identities calls into question whether work remains a distinctive historical field.  相似文献

This study examines the impact of microcredit on male and female time use, and draws on this analysis to explore the linkages between credit and women's empowerment. A study of time use can help understand these linkages, because if credit is intended to improve women's livelihoods, it can also be expected to influence the way women allocate their time. Its other advantages are that it does not suffer from much time lag and can be objectively measured. Using household survey data from rural India, the findings show that while microcredit has little impact on women's time use, it helps their husbands move away from wage work (associated with bad pay and low status) to self‐employment. This is because women's loans are typically used to enhance male ownership of the household's productive assets. Further, it is found that it is only women who use loans in self‐managed enterprises who are able to allocate more time to self‐employment. If credit is intended to increase the value of women's work time, it follows that it is not access to loans but use of loans that matters. Ensuring women's control over loan‐created assets must therefore be a critical policy objective.  相似文献

Economic transition has been defined by neo-liberal restructuring policies and understandings. Using ethnographic data from Omsk, Russia, I examine structural adjustment policy implementation in the context of socially constructed gender norms. These policies have complicated implications for women and men's economic survival. The ethnographic understandings gained from interviews with women provide vital information that would improve planning processes in Omsk. For example, using an economic gardening approach to support women's small business development and workforce development targeting survivors of violence would advance women's economic self-sufficiency. I suggest that if planners use ethnographic understandings they will be able to more effectively respond to planning challenges such as poverty, education and health care issues.  相似文献
