近一、二十年来,以英美地理学家为主导的国际经济地理学界开始注重制度和社会文化因素对经济空间现象的影响。柔性专业化、网络与根植性、集聚与集群,区域管制等概念,频聚出现于国际主导地理刊物和国际会议讨论之中。国内也有一些学者引进这些相关理论并结合中国实例作了一些可喜的探索。这种引进理论--中国实际研究--理论总结的研究模式,推动着上世纪中国经济地理学发展。但是,从中国特色的经济地理学角度考虑,还应该探索其他研究思路。中国经济地理学发展背景,有一些在世界十分独特,如最大的且近20多年经济增长最快的发展中国家,工业化与城市化不相一致,体制变革、文化传统的特殊影响,人口与资源的尖锐矛盾,区域差异巨大,经济地理学在地理学中地位的特殊性等。根据这些背景,中国经济地理学需要冷静地审视国际学术动向和中国特色。立足中国实际,加强国际交流,凝练解释中国特殊经济地理现象的理论观点,逐渐培育国际经济地理学界中的中国流派。  相似文献

采用定量分析的方法,对在韩华侨人数变化的趋势、有关在韩华侨研究的概况进行了分析;从政府对华侨的关注及政策的改进、韩中民间经济贸易关系加速、韩国华侨扩大对外交流的努力、华侨学校的再兴等方面阐述了韩中建交后韩国华侨社会的变化;并从政治、经济、社会、文化等层面对韩国华侨地位加以评估。结论是,由于韩国政府对外国人政策的变化,中国人在韩国的影响力日趋显著;受教育、人才等因素的影响,在韩华侨在韩国的地位并无明显改善;随着新华侨影响幅度的加强,在韩华侨社会有很大的发展前景;韩国政府对于外国人的政策已有相应程度的改善,包容多种文化的政治态度应予以肯定。  相似文献

A noted American specialist on regional affairs in the Russian Federation presents and analyzes a compilation detailing the political orientation of Russia's provincial executives. The data represent electoral results and include information from 68 provinces (49 oblasts, 6 krays, 10 autonomous okrugs, and 1 autonomous oblast) and 21 republics through September 1997. The discussion covers Russian regional politics, the results of regional elections held in 1996, and an assessment of alternative futures. In the 1990s in local government in Russia, the dominant trends might be described as neo-Soviet because of their apparent continuity with patterns that prevailed before the end of communist rule in that country. The promise of independence for "local self-government," as set forth in the Russian Constitution of 1993 and subsequent legislation, largely has been frustrated. The tendency of privatized economic enterprises to divest themselves of responsibility for social benefits, and the lack of an adequate base for financial independence for local governments, have made it necessary for local officials to rely heavily on the regional authorities for support. Within local government, the elected legislature usually is subordinate to a dominant executive leadership. Those features of contemporary local government in Russia are explained by the consequences of decisions adopted by the country's post-Communist leadership, including the method and content of economic reform. The results are unfavorable both for the resurgence of the local economy and the growth of democracy at the local level.  相似文献

In the international context it has been argued that institutional reform to leadership in local government can improve the sector in terms of both its democratic legitimacy and its operational efficiency. In Australia, despite two decades of far-reaching reform processes across state government jurisdictions, focused heavily on structural change, local government still faces daunting problems, yet the potential of reform to political leadership as a method of alleviating these problems has not been fully explored. This paper thus examines the applicability of alternative leadership models to Australian local government, in particular the elected executive model which characterises some American and European local government systems. We argue that the introduction of elected executives could prove problematic in terms of accountability and representation in Australian local government.  相似文献

What social and structural mechanisms determine where hands-on leadership of city-region governance networks is anchored? In this article, we discuss the origin of city-region governance leadership in two Norwegian city regions. Based on empirical analysis, we argue that variations in terms of leadership practices cannot be fully explained in terms of levels of trust, social capital and institutional set-up. Issues related to how power is institutionalized needs to be explored and explained in order to improve our understanding of processes associated with the construction of leadership of governance networks. We also recognize that where this type of leadership is anchored can have important implications for both regional economic development as well as defining the qualities of local democracy.  相似文献

随着全球化的不断推进,跨境流动成为一种常见的地理空间现象,塑造着城市空间和景观,同时作用于族裔社区及族裔经济等,由此带来的多元文化协商进而成为城市发展和城市治理的重要话题。本文通过梳理国内外关于跨境流动和跨国族裔社区的相关研究,发现:(1)国内外关于移民族裔的人文地理学研究仍较倾向于关注跨国空间的特征、演变以及脉络;(2)西方人文地理学界的移民或是跨国族裔研究已展现出较为鲜明的"文化转向"印迹,而国内的相关研究仍处于起步阶段;(3)中国城市族裔空间的研究仍以具体的描述性和解释性研究居多,多尺度、多地方的对比研究较为缺乏。研究立足于国内外移民研究进展,以期更多的跨境流动研究为城市综合治理提出"中国经验"。  相似文献

20世纪90年代以来,跨国公司地方嵌入研究相对聚焦于资本密集型或技术密集型企业,而需要大量非熟练工人的劳动密集型跨国企业并未引起足够关注,建立在产业联系、技术外溢、社会网络等核心概念基础上的跨国公司地方嵌入分析框架很显然不能很好地解释劳动密集型跨国公司地方嵌入的理论与实践问题。在劳工地理学、新经济地理学等学科背景下,基于全球生产网络、关系嵌入、空间修复等核心概念,研究分别从劳工能动性的空间尺度、跨国公司地方嵌入的劳工要素、劳工管控对跨国公司的地方嵌入、区域劳工景观的空间修复等视角出发,系统梳理相关研究进展并提出未来主要研究议题,包括如何识别劳工供需因素对跨国公司地方嵌入的影响机制,如何剖析特殊劳工管控体制下劳工空间实践与能动性的关系,如何刻画跨国公司地方嵌入对区域劳工经济地理景观的影响,如何总结跨国公司地方嵌入与区域发展的战略耦合模式等。  相似文献

The concept of source water protection (SWP) has gained prominence in the water resource literature. SWP consists of watershed and groundwater management for the protection of drinking water supplies. The logic behind SWP is that it is easier, cheaper and safer to protect a drinking water source from contamination than it is to remediate after contamination. SWP is largely a regulatory activity, requiring provincial government policy commitments. This research investigates the degree to which recent provincial deregulation plays a role in constraining SWP implementation at the local water utility level. The research was undertaken in British Columbia (BC) where, after 2001, the provincial government advanced widespread 'New Era' deregulation of social and environmental legislation. The apparent contradiction between government deregulation and government commitment to safe drinking water is interrogated. Data were collected using semi-structured interviews and document review in the Okanagan Basin. This article reveals that New Era deregulation initiatives have constrained local efforts to implement SWP on the ground. This article recommends that a single provincial agency should oversee drinking water in BC and that greater attention be given to regional governance for drinking water management in the Okanagan Basin.  相似文献

The study of the determinants of African defense demand is of enhanced importance because of unique security challenges, growing defense spending, and changing African Union (AU) integration. From a political geographical vantage, this study presents the first analysis of AU members' demand for defense spending, which accounts not only for members' relative locations, but also for political considerations (e.g., state failure, coups, and armed conflicts). Our analysis marries the economics of alliances with spatial considerations that include members' contiguity, between-member distance, and contiguous threats. Given two-way causal concerns, we employ an appropriate defense demand estimator (i.e., two-step generalized method of moments) correcting for the endogeneity between a member's defense spending and that of the other allies. Evidence of defense free riding or relying on the defense spending of other AU members characterizes contiguous and nearby AU countries during 2002–2019. Defense spending is an income normal good, which generally increases with armed conflict. UN and non-UN peacekeeping troop contributions provide some free-riding opportunities within the AU. Given regional differences in armed conflicts and coups, the determinants of African defense demand are influenced by regional divisions.  相似文献

This article examines the role of the institutional power of executives in public budgeting; specifically, how executives change spending on particular budget items. Leveraging extant theories of the policy process concerning preference expression, attention, and institutions, we argue that executives deepen large cuts and boost large increases in budgetary change. The strictures of the budgetary process force trade-offs for executives in preference expression such that increases to preferred categories typically require decreases in other categories. Literatures in public policy and political representation suggest that all executives would like to express fiscal preferences, thereby contributing to categorical budget oscillations; however, not all executives are created equal. We employ quantile regression to examine whether the institutional strength of governors determine cuts, stasis, and expansion in spending across all budget functions in the American states between 1985 and 2009. Our model includes a host of political and economic variables found in the literature of fiscal policymaking, such as partisanship and divided government. The desire to change policy may be widely shared across executives, but we find that the ability to “top off” categorical increases and bottom out categorical decreases is a function of an executive's capacity to call attention to preferred categories via agenda-setting power and to secure those changes via veto power. The findings show strong governors are well positioned to influence public policy through the budgetary process.  相似文献

辛亥各省光复政权乃至民初政府的省制,多在清末外官改制和各省独立自治的基础上加以变通,共和制下如何确定中央与地方的关系,省制成为关键。民初朝野舆论相持最久、困扰最多的省制方案与争论,不宜单从民主与专制较量的角度立论,还应考虑时人对国家统一的向往与对分裂的隐忧。中国历史文化中,分合与治乱兴衰紧密联系。省制模式中集权与分权、官治与自治的平衡取舍,既与民主、专制相关联,也与统一或分裂的抉择相始终。由于以省为地方自治层级范围过大,东西方各国无此先例,单一制与联邦制均不适合,民初省制因此成为本土国情与域外制度纠结甚深的焦点。这一难解的症结,或许仍将对中国的政治体制改革产生深远影响。  相似文献

运用Flexible空间扫描计量方法,对比分析了省、市和县域尺度上的老龄化风险集群的时空格局。发现:老龄化成为全国人口结构转型的主旋律,少子化成为新常态,老龄化区域非均衡加剧,并存多种区域模式;三种尺度识别出的风险集群都集中分布于东南半壁;集群的风险程度与地域范围随时间不断扩大,但集群间的风险差异趋于缩小。总体而言,尺度越小,识别出的集群分布越分散,定位越精确,风险越高,差异越大。针对不同地区的人口-经济发展情况,提出保障生育,发展养老产业,基本公共服务均等化,就地、近城镇化等的老龄化风险应对策略。  相似文献

Regions have been regarded as processes, artefacts and discourses, and recently as ‘brands’ that various stakeholders use in marketing. Discourses on institutional regions are typically promoted by media, governmental bodies and planning organizations that draw on reputed collective regional identities—the expressions of past and current social discourses and cultural practices. However, such institutional regional discourses are often incongruous to spatial imaginaries of everyday life. This article scrutinizes the meanings of spatial attachment to citizens and explores to what extent regional identities are meaningful in everyday life. To avoid biased assumptions, focus-group interviews were carried out within four Finnish provinces among the members of four social movements. The results show that provincial spaces are not actively thought-and-practiced. Spatial identities are rather structured around personal experiences that typically accumulate in several locales, since personal histories are increasingly characterized by mobility. This article also recognizes that the everyday meanings of a socially constructed region are often generationally read and combine different historical narratives.  相似文献

A senior American specialist on the geography of China examines several aspects of China's society, economy, regional organization, and geopolitical position in light of the change in the country's leadership at the 18th National Congress of the Chinese Communist Party in November 2012. After a brief comparison of the incoming and retiring leadership groups in terms of backgrounds and past policy pronouncements (as well as discussing the challenge posed by corruption), the author proceeds to discuss a series of key social and regional development policies that may be subject to some degree of change under the new leadership, including hukou and the one-child policy. He then focuses on the 12th Five-Year Plan, which provides a broad outline of the new leadership's goals, and particularly its emphasis on balanced regional development (a commitment to further develop the interior of the country as well as to revitalize the old heavy industrial region, the Northeast). The author then turns to China's growing military (and particularly naval) power in connection with its increasing assertion of territorial claims in the South and East China Seas as well as ability to project naval power across the Taiwan Strait and beyond into the Pacific and Indian Ocean theaters.  相似文献

Abstract

This article discusses how the civil engineers of the Corps des Ponts et Chaussées relied on a complex network of social, familial and technical relations to mediate between the central government and various local interests as they sought to introduce modern infrastructure in provincial France. It argues that local social integration, which was defined, measured, and encouraged by the Corps, enabled engineers to tailor projects to local needs while also strengthening the national reputation and centralized power of the Ponts et Chaussées. It hypothesizes that the illusion of uniform, centralized national planning was in fact the result of how the Corps’ engineers independently designed and regulated thousands of small local projects. This emphasis on satisfying local concerns as a means of introducing standardization and reinforcing the Corps’ national prestige underscores the importance of regional dynamism and local diversity in the centralization and modernization of France.  相似文献

地域文化其实就是最能够体现一个空间范围内有特点的文化类型,它表现在方言、饮食、民居、婚丧节庆、民间信仰等方面,它产生的原因是地理环境、移民、政治权力和行政区划、民族、宗教以及外来文化。地域文化构成了丰富多彩的中国文化,体现了中国文化的生命力。地域文化的研究与发展有利于保存和延续中国传统文化。随着生产力的发展,交通运输的改善,人口流动的加快,信息手段的进步,一部分地域文化将不可避免的会消失,而地域文化越来越趋同也是不可避免要发生的。以往对地域文化大多属于消极保护,如今只有积极的去做好保护工作,才能避免完全灭绝。把我们凡是能够保存的古代遗存尽可能的保存下来,不是为了我们今后能够再回到古代,而是让我们能够欣赏、怀念、追忆我们的古代文明。  相似文献

ABSTRACT

Demographically and geographically, lower middle class youth occupy an ambiguous position in Indonesian society, embodying elements of both privilege and marginality. Drawing on interviews and 16 months of ethnographic fieldwork conducted between 2008 and 2013, this article considers how an emerging provincial middle class seeks to make good on the promises of an expanding higher education system and proliferation of globalised youth cultures. I examine the capacity and limits of higher education in facilitating young people’s aspirations for youth lifestyles, jobs and the future in a regional labour market with high levels of youth underemployment and informality. Young people’s aspirations for employment and middle class standards of living are mitigated by their responsibilities towards their families and difficulties to establish the social connections needed to access jobs and opportunities. Faced with limited upward mobility, class as an aspirational category rather than everyday reality underpins young people’s claims about the good life.  相似文献

Tourism destinations in peripheral areas are often large regions established by centralised government agencies to encourage collaboration between dispersed communities and foster innovation. Relatively little research attention has been paid to the impact that centrally defined destination boundaries have on whether and how small communities contribute to innovation at a regional level. This paper examines the case of Burra, a small town in rural South Australia. It analyses the networking, collaboration and knowledge exchange behaviour of tourism stakeholders in the context of the state-government-defined ‘Clare Valley’ tourism region. Data were drawn from a web-based social network analysis, in-depth interviews, historic document analysis and field observations. The study found that the local tourism system had limited aspirations and capabilities to collaborate with other towns in the region. Lack of regional engagement was only partially due to intra-regional competition and resistance to regional boundaries. More significant barriers included a local culture of operating in isolation, an embedded reliance on public sector leadership to manage systemic interactions, an aging system with limited ambition to change and an inability to harness in-migrants and externally based stakeholders to stimulate knowledge transfer. Changing the imposed destination boundaries would have limited impact on the operation of the local system. The paper concludes that effective regional destination development in peripheral areas needs to be better informed by more detailed understandings of local tourism systems and their capacities to engage.  相似文献
