Narrative Policy Framework (NPF) is a new and maturing theory of the policy process that takes a systematic, scientific approach to understanding the social construction of policy realities. As such, NPF serves as a bridge between postpositivists, who assert that public policymaking is contextualized through narratives and social construction, and positivists, who contend that legitimacy is grounded in falsifiable claims. The central questions of NPF are: What is the empirical role of policy narratives in the policy process and do policy narratives influence policy outcomes? First, the contributions of NPF scholarship at three levels of analysis—micro, meso, and macro—are examined. Next, necessary conditions of a policy narrative are specified, accompanied by detailed discussion of the narrative components: narrative elements, narrative strategies, and policy beliefs. Finally, an empirical illustration of NPF—a case study of Cape Wind's proposal to install wind turbines off Nantucket—is presented. Although intercoalitional differences have long been studied in the NPF scholarship, this is the first study to examine intracoalitional cohesion or the extent to which a coalition tells the same story across narrative elements, narrative strategies, and policy beliefs. NPF is a new approach to the study of the policy process that offers empirical pathways to better speculating the role of narrative in the policy process.  相似文献

Since the 1990s, Indigenous groups in Taiwan have been increasingly engaged in retrieving and reviving cultural practices that are considered ‘traditional’ and markers of Indigenous identities. This article takes such recent and ongoing revival of cultural practices and connected material culture amongst Taiwanese Indigenous groups as the departure point to argue that the idea of a ‘contemporary Indigenous heritage’ is constructed (notably by Indigenous artists and artisans) through the conflation of ‘tradition’, ‘value’, ‘authenticity’ and ‘indigeneity’, as well as creativity and innovation. In the article, I endeavour to explain this process. To this end, I identify and illustrate a set of strategies and discourses through which Indigenous artists and artisans in Taiwan construct their work as both ‘Indigenous’ and ‘heritage’. I suggest that such strategies and discourses revolve around the following: (i) materiality, (ii) visual display and performance, (iii) Indigenous cultural research and (iv) knowledge transmission. Building on the Taiwanese case study, this article furthers scholarly enquiries into the making of heritage by generating an enhanced understanding of the role of artists and artisans in the creation, renewal, authentication and transmission of ‘Indigenous heritage’.  相似文献

The aim of the paper is to provide an overview of the development of Czech innovation policy which started to get its shape in the first years of the 21st century. The article traces its origins to a number of interlinked factors—the introduction of European regional policy in the Czech Republic, the increased inflow of foreign direct investment into R&D-intensive sectors and also the devolution of power to Czech regions that were established in 2001 and gave a new, regional dimension to research and innovation policy. It pays particular attention to the process through which the regionally-based innovation policy advocated by the European Union (EU) has been translated and adapted in the context of a new EU member state. As an illustration of the efforts at the regional level to make a better use of the potential of R&D and innovation in the regional development, a case study of a regional innovation strategy of the City of Prague is analysed. The City of Prague was selected for a critical analysis of an innovation system and innovation policy due to the fact that it is a region with significant but until now not fully exploited innovation potential and, in addition, its first innovation strategy has been recently adopted. The innovation strategy is closely scrutinized and the process of its elaboration is critically examined within the European and especially national context. The authors demonstrate that there is a lot of conceptual ambiguity and confusion associated with the process of transferring the experiences of Western European regions to the Czech Republic. The authors believe that at least some of their observations and analysis of weaknesses of the process through which the regional innovation strategy (RIS) has been carried out will have relevance for other Czech regions and even for other regions in the new EU member states.  相似文献

In the literature on state policy innovation, there are three major explanations for what causes a government to adopt a new policy. One is the internal determinants model, which posits that the main factors leading a state to innovate are internal political, social and economic characteristics of the stale. The other two are diffusion models—the regional diffusion model, and the national interaction model—which see slate policy adoptions as emulations of earlier adoptions by other states. Each of the three models has been associated with a distinct strategy for empirical testing. The regional diffusion model has been tested with factor analysis, the national interaction model with time-series regression, and the internal determinants model with cross-sectional regression. In this paper, I explore the ability of these "single-explanation" methodologies to detect the true innovation process underlying stale policy adoptions, by applying these methodologies to data generated from simulated innovation processes with known characteristics. I find that the methodologies often yield incorrect conclusions about the character of innovation. I conclude by presenting an agenda for refining a superior alternative methodology: the event history analysis approach to state policy innovation research introduced by Berry and Berry (1990).  相似文献

This research examines the role of the devil shift and angel shift in interest group rhetoric using the case of gun policy. The Narrative Policy Framework (NPF) suggests that the devil shift—whereby political actors characterize their opponents as more malicious and powerful than they actually are—is common in intractable policy debates. Through an analysis of e‐mails and press releases by two gun control organizations and two gun rights organizations, I examine how groups portray themselves and their opponents. I identify two dimensions relevant to these portrayals: (1) whether a character in a policy narrative is portrayed as good or evil, and (2) whether a character is portrayed as strong or weak. The findings indicate that while the devil shift is present, the angel shift—that is, the glorification of one's own coalition—is more common in gun policy groups' communications. Two alternative characterizations, which I call the angel in distress and the devil diminished, are also present. The use of these character portrayals varies significantly across political coalitions and as a function of communication purposes. The results suggest a need to reconceptualize character portrayals to better understand how they operate as narrative strategies in the NPF.  相似文献

The aim of modern innovation policies is to enhance the innovation capability of regions, their organizations and people. Regional innovation system (RIS) theory has been one of the most popular frameworks for realizing innovation policies. Yet, adopting the perspective of sustainable innovation policy where innovation is also seen as a solution to various societal and environmental problems has been slow. Social enterprises (SEs) are discussed here as a means to address those problems, particularly through collaboration between sectors and focusing on social sustainability. The aim of this paper is to identify whether and in what way SEs are communicated as an innovative solution and as a source of innovations for economic and development activities through regional strategies. The data consist of regional innovation and business strategies from all Finnish regions, analysed using qualitative content analysis. We argue that there is a need to go deeper and include effective support mechanisms for SEs in these documents. Better inclusion of SEs as part of innovation systems and communicating this through regional strategies would help to develop SEs and to have them perceived as potential innovators and active entrepreneurial actors in innovation systems contributing to economically, environmentally and socially sustainable development.  相似文献

Speech matters. Political actors are defined by what they say as much as by what they do but, with each rhetorical choice, they also narrow the range of rhetorical options open to them for the future. This paper examines the idea of path dependency, a well-established concept in the field of policy studies, and applies it to the study of political rhetoric. It argues that words are sticky, leaving political leaders caught between the desire to utilise fresh and engaging rhetoric to explain new policy choices and the reality that they cannot shake off the wording of their previous promises. In advancing a theory of rhetorical path dependency, the paper builds on the insights of both discursive institutionalism and rhetorical political analysis to suggest that whilst ideas are indeed vital to the shaping of institutions, the arguments that give those ideas shape can themselves be constrained by earlier choices.  相似文献

Coordination in international tax policy is extremely problematic. Economists and political scientists have explained this lack of coordination by arguing that tax competition triggers a prisoner's dilemma. In this article I argue that not all international tax policy can be reduced to the prisoner's dilemma syndrome. Transfer pricing policy, the object of this study, can be modeled as a coordination game. By drawing upon game theory and new institutional analysis, I argue that institutional entrepreneurs who decide to play their favorite option first can facilitate the emergence of international policy coordination. This idea is examined in the context of the creation of the new Organization for Economic Cooperation and Development rules on transfer pricing. The conclusion is that coordination emerges in transfer pricing policy through a process of conflictual institutionalization.  相似文献

ABSTRACT. The telling and re‐telling of national history has long been recognised in studies of nationalism as one of its key legitimising and mobilising strategies. In this article I illustrate how a rhetorical approach can effectively explore this dynamic and emotive dimension of nationalist ideology by examining the rhetorical strategies in the Irish liberal intellectual, Seán O'Faoláin's, attempts to reconstitute the popular canon of Irish history in the 1930s and 1940s. More specifically, I show that contrary to depictions of O'Faoláin as a European liberal who employed rational argument to undermine and encourage the rejection of Irish nationalism and its emphasis on rhetorical narratives of the past, O'Faoláin's challenge to the Irish national canon reveals that he himself mobilised historical narrative to promote his own modernist version of Irish liberal nationalism and demonstrated in the process that he was one of the most skilful rhetors of his day.  相似文献

Over the past decades, economic and innovation policy across Europe moved in the direction of creating regional clusters of related firms and institutions. Creating clusters through public policy is risky, complex and costly, however. Moreover, it is not necessary to rely on clusters to stimulate innovation. A differentiated and combined network approach to enhancing innovation and stimulating economic growth may be more efficient and effective, especially though not exclusively in regions lacking clusters. The challenge of such a policy is to mitigate the bottlenecks associated with “global pipeline”, “local buzz” and “stand alone” strategies used by innovative firms and to combine these strategies with a view to their complementarity in terms of knowledge effects. Private and semi-public brokers will be key in the evolving policy, as timely organizational change is crucial for continued innovation, while brokers also need to mitigate governance problems. This requires region-specific knowledge in terms of sectors, life cycles, institutional and socio-cultural factors, and yields spatially differentiated and differentiating adjustment strategies. The role of public policy is to assist in recruiting, provide start-up funding and monitor brokers. With this, policy moves towards a decentralized, process-based, region-specific, spatially diverging and multi-level system of innovation that is geared towards the evolving innovation strategies of firms.  相似文献

Since the late 1980s, there has been no explicit regional policy in Canada. Indirectly, though, equalization payments, industrial policies, as well as regional agencies encouraging the adoption of federal industrial and innovation policies, impact regional economies. In 2017, the federal government appeared to alter its approach: the Supercluster initiative was announced, drawing upon the idea that localized networks of interrelated firms can generate innovation and local development. In this paper, we discuss the mechanisms through which spatially focused industrial innovation policy can lead to regional development. We then focus on Canada's Ocean Supercluster initiative. The question we address is as follows: to what extent can this initiative (and, more widely, Canada's Supercluster policy) be understood as a regional development strategy driven by a coherent rationale for regional intervention? Apart from the fact that each Supercluster focuses on a pre-existing core of firms located within a region, there is little evidence that the Supercluster initiative has regional development objectives or impacts.  相似文献

I look at the process and speed of innovation spread, examining the economic aspects from the perspective of those who adopt the innovation. Defining innovation adoption as an investment which requires initial cost and risks, I argue that at the time of introduction of a new technology that is expected to have socioeconomic importance, elites of adopting societies try to avoid the initial cost and risks of adoption, actively intervening in the process of its spread. Thus, it is crucial to analyze the strategies and needs of elites, which strongly influence the speed of spread. One of these strategies is to change innovation's role by locating the innovation in a different realm of economy. Comparing the spread of iron technology in the Danish and southern Korean Bronze Ages, I demonstrate that differences in what elites needed to obtain through iron technology in different contexts critically affected the speed and process of iron spread into the two regions.  相似文献

He emphasizes the sentiment of inferiority and the desire to hide this inferiority by camouflage strategies as a distinctive characteristic of the Mexican. This analysis of Ramos's Perfil unveils a discrepancy between the form that the author imitates—the scientific treatise—and the true argumentative constitution of his text—the rhetorical discourse. Along with the anti-rhetoric position of the rationalists, Ramos considers rhetorical argumentation as an inferior approach that has to be dissimulated and hidden under a layer of science.  相似文献

This study focuses on the importance of eco-innovation in regional innovation strategy and policy development. It is conducted to get an in-depth understanding and learning about eco-innovation at the regional level and to draw some principles that are important in creating and aligning the eco-innovation strategy model to regional innovation strategy. The study highlights the new eco-innovation strategy model called SAMPO which was created and developed through a series of multi-stakeholder consultations which embodied the strengthening of the region's expertise—learning and knowledge-generating environment, design and innovation. These three areas of regional expertise are translated in the SAMPO model as three spearheads of innovation activities categorized as practice-based innovation, eco-design and sustainable innovation. Some principles are derived from the creation of the SAMPO model and put forward as strategic learning points in regional innovation strategy. The SAMPO model as positively acknowledged by the Päijät-Häme Regional Council, business clusters, research institutes and academic organizations may serve as a new framework that is useful in formulating and recreating eco-innovation policy in the region.  相似文献

Iceland’s 2008 financial crisis has received considerable scholarly attention from economics and business science perspectives. Far less consideration has been given to the political–administrative consequences of ‘the collapse’ in terms of its restructuring state-based projects and instituting new scalar strategies, and, specifically, the role played in this process by Icelandic political and policy elites. We focus on this issue by analyzing recent attempts to reconfigure Iceland’s sceptical position towards the EU by promulgating state narratives of ‘EUrope’ as a ‘safe haven’ for the shattered national economy as part of the country’s formal application for EU membership. We show within the Icelandic state there is, however, a highly fragmented and polarized position on EU accession. Drawing on Jessop’s strategic relational approach, we demonstrate that this derives from the actions of different elite fractions seeking to establish parameters for strategic selectivity on EU accession in ways that support their own interests. ‘EUrope’ emerges as a complex institutional category which is both shaped by, and shapes, the rhetorical interventions and actions of Icelandic state elites in often contradictory ways, demonstrating the fundamental political dynamics of what is emerging as a fraught, fiercely contested EU accession process. We conclude that times of conflicting elite narratives are also moments of potentially significant state change.  相似文献

Migration is an emotional experience, and so is the policy and research work associated with it. Yet, discussions on emotions and affect remain largely absent from the literature on children and youth migration. Writing auto-ethnographically, I revisit my research with/about young Lao migrants with the aim of teasing out how emotions, of young migrants, of my own and in policy making emerged in relation to various dimensions of young people’s migration. On this basis I make the case for appreciating emotions as knowledge. While emotions are ‘moving’ in an affective sense, I proceed by arguing the productive dimension of emotions through the idea of the emotive as ‘knowledge that moves’. I substantiate this point by discussing instances in which emotions as a particular form of knowledge ‘move’ research decisions, policy making processes, theorizing the youthful dimension of migration as well as the interpersonal relations through which ethnographic research is realized.  相似文献

Government programmes have always relied on the enrolment of intermediate actors, both public and private, in the regulatory process. An increasing recognition that the form of implementation is as important as the passing of new legislation means that these actors are increasingly the focus, rather than just the means to an end, of regulatory programmes. This is particularly the case in international maritime environmental regulation. In this paper I examine how the enrolment of private actors takes place, both discursively and through the use of incentives and sanctions. I focus in particular on the use of liability and compulsory insurance and examine the conditions necessary for an environmental insurance market to function. I then take one set of private actors—Protection and Indemnity (P&I) Clubs which insure shipowners' third party liabilities—and look how international government institutions create (dis)incentives and discourses that encourage the P&I Clubs to act in favour of regulatory goals. The contingent nature of regulation means there is an increasing feedback in which P&I Clubs are allowed to contribute to the framing of specific government programmes in the name of practical implementation, but this must be balanced against the risk of allowing private interests to determine ultimate policy objectives.  相似文献

Abstract: After almost 30 years of Federal retraction from anti‐poverty initiatives, many American cities have been left with the dual burden of intensified poverty and far fewer resources to combat the problem. At the same time, such devolution has afforded cities the authority to forge poverty policy at the local level, such that the familiar neoliberal imperatives of state retraction and the mobilization of territory for capitalist expansion are frequently tempered by more progressive political imperatives at the local scale. What has thus emerged is a deeply ambivalent policy landscape, of which “kinder and gentler” poverty management strategies are a central feature. Using the example of a recent homeless program in San Francisco, “Care Not Cash”, this paper argues that such poverty management strategies, while less punitive than their revanchist predecessors, nonetheless introduce a new set of exclusions to the service delivery system, many of which are obscured by the language of compassion. In order to illustrate those new exclusions, I describe the city's homeless geographies—the public spaces, shelters, service sites, and housing models—that have been produced and reconfigured according to a logic of managing homelessness through the provision of care.  相似文献

I focus on the Colloquy of Ælfric of Eynsham to show how it contributed to gender formation by teaching boys not only Latin, but also what it meant to be a man of the monastery. I discuss how the professions the boys role-played encouraged them to think of the monk as the most masculine option, and how verbal experimentation allowed their violent impulses to be redirected from physical towards intellectual outlets. In doing so, I reveal the rhetorical strategies used to construct collective gendered identities, which separated different types of men and the role of animals in this process.  相似文献

New regional policies in Norway and many other countries try to empower their regions through creating a balance between central governing with emphasis on redistribution of activities and resources, and local mobilization with emphasis on self reliance, innovation and learning by doing. In Norway municipalities and counties have for a long period had this double function, but we now see that the vertical policy of implementing national welfare policy has grown and become dominant. As a consequence, the horizontal policy of social mobilization has been neglected, and has to some extent been taken over by inter-municipal and interregional organizations. Normally, these organizations are in practice organized as regional development agencies. They seem to be vulnerable political institutions that seek legitimacy from--and need acceptance and support from--both territorial and sectoral governments. The regional planning process is regarded as an important tool in their political institution building process. In this paper I want to explain how regional planning and institution building in Norway in practice have moved towards a two-parallel system.  相似文献
