A country's budget is one of the most important public policy instruments, as it establishes the government's policy priorities and has the potential to determine winners and losers. The budget, however, is a mixture of different components and these get varying degrees of attention in the media. Drawing on sociology of news research, this paper seeks to explain this heterogeneous coverage of a budget's policy decisions. To do so, it uses a unique data set of over 5,000 articles of press coverage of six UK budgets (2008–2012). These articles are coded for the presence/absence of each of the budget's policy decision, via automated content analysis. On the basis of a multivariate negative binomial model, we find that the salience of a policy decision in the coverage is determined by its cost, whether it is negative (i.e., tax hikes and spending cuts) or positive, the income group that is the most affected by it, and the level of attention given to it by the government.  相似文献

This article is a research synthesis addressing four questions critical to our understanding of the determinants of public policy. How often and how strongly do hypothetical determinants of policy—public opinion, interest groups, the party balance, and other factors—actually influence policy? Do some hypothetical determinants of policy have more influence than others? Does the way we measure policy affect our ability to explain it? And is there a connection between how strongly particular variables affect policy, and how much effort we devote to studying them? It turns out that variables hypothesized to influence policy more often than not have no effect. When variables do affect policy, researchers very seldom say anything about how much impact they have. Variables that convey the most information to policymakers about what the public wants have a greater impact than other variables, but it is less clear how the measurement of policy affects our findings. Researchers pay much attention to hypothetical determinants of policy unlikely to matter very much, and little attention to those likely to be the most important. With the application of neoliberal thinking to the higher education sector, measures of research quality and utility have proliferated in efforts to increase academic accountability, innovation, and contributions to public policy. We intend to reignite discussion about community activism and the role of the academic in response to trends in higher education policy and recent debate in Australia about research quality assessment and policy relevance. We challenge the common portrayal of the public sector as the sole locus of policy‐making and argue the case for greater recognition of the role of the community sector and its research partners in policy development and implementation – one that is not given due attention in the discourse on or in measures of research value and impact. Informed by recent literature on governance and interpretative approaches to policy analysis, we draw on our combined experience conducting research with two Australian movements at the forefront of reforms to property rights institutions, legal standards, and norms relating to social and economic equity to outline the institutional tensions and structural impediments facing researchers working with the non‐government sector. The paper documents the progressive roles the academic can play in such work, arguing that institutional change is required within the tertiary sector to support researchers to build closer, more trusting research partnerships in which due attention is given to social impact and relevance.  相似文献

The Advocacy Coalition Framework (ACF) has influenced a generation of policy scholars with its emphasis on causal drivers, testable hypotheses, and falsification. Until recently, the role of policy narratives has been largely neglected in ACF literature partially because much of that work has operated outside of traditional social science principles, such as falsification. Yet emerging literature under the rubric of Narrative Policy Framework (NPF) demonstrates how the role of policy narratives in policy processes is studied using the same rigorous social science standards initially set forth by Paul A. Sabatier. The NPF identifies theories specifying narrative elements and strategies that are likely useful to ACF researchers as classes of variables that have yet to be integrated. Examining this proposition, we provide seven hypotheses related to critical ACF concepts including advocacy coalitions and policy beliefs, policy learning, public opinion, and strategy. Our goal is to stay within the scientific, theoretical, and methodological tradition of the ACF and show how NPF's empirical, hypotheses, and causal driven work on policy narratives identifies theories applicable to ACF research while also offering an independent framework capable of explaining the policy process through the power of policy narratives. In doing so, we believe both ACF and NPF scholarship can contribute to the advancement of our understanding of the policy process.  相似文献

This paper pushes forward political research from across disciplines seeking to understand the linkages between public opinion and social policy in democracies. It considers the thermostatic and the increasing returns perspectives as pointing toward a potentially stable set of effects running between opinion and policy. Both theoretical perspectives argue that opinion and policy are reciprocally causal, feeding back on one another. This is a general argument found in opinion‐policy literatures. However, much empirical research claims to model “feedback” effects when actually using separate unidirectional models of opinion and policy. Only a small body of research addresses opinion‐policy endogeneity directly. In this paper I consider an opinion‐policy system with simultaneous feedback and without lags. I argue that there is a theoretical equilibrium in the relationship of opinion and policy underlying the otherwise cyclical processes that link them. Given that available cross‐national data are cross‐sectional and provide limited degrees of freedom, an ideal theoretical model must be somewhat constrained in order to arrive at empirically meaningful results. In this challenging and exploratory undertaking I hope to open up the possibility of a general system of effects between public opinion and social policy and how to model them in future research. I focus on social welfare policy as it is highly salient to public interests and a costly area of government budgets, making it an area of contentious policymaking. Social policy is also a major part of the thermostatic model of opinion and policy, which was recently extended to the cross‐national comparative context (Wlezien & Soroka, 2012) providing a critical predecessor to this paper because identification of equilibrium between public opinion and social policy in any given society is greatly enhanced through comparison with other societies. This counterfactual approach helps to identify opinion‐policy patterns that may not change much within societies, but can be seen as taking on discrete trajectories between societies.  相似文献

The identification of substantively similar policy proposals in legislation is important to scholars of public policy and legislative politics. Manual approaches are prohibitively costly in constructing datasets that accurately represent policymaking across policy domains, jurisdictions, or time. We propose the use of an algorithm that identifies similar sequences of text (i.e., text reuse), applied to legislative text, to measure the similarity of the policy proposals advanced by two bills. We study bills from U.S. state legislatures. We present three ground truth tests, applied to a corpus of 500,000 bills. First, we show that bills introduced by ideologically similar sponsors exhibit a high degree of text reuse, that bills classified by the National Conference of State Legislatures as covering the same policies exhibit a high degree of text reuse, and that rates of text reuse between states correlate with policy diffusion network ties between states. In an empirical application of our similarity measure, we find that Republican state legislators introduce legislation that is more similar to legislation introduced by Republicans in other states, than is legislation introduced by Democratic state legislators to legislation introduced by Democrats in other states.   相似文献

This paper considers the argument that arts practitioners are rarely acknowledged by cultural policy researchers as being more than marginally involved in policy-making. Drawing on public policy analysis which pays attention to a breadth of policy actors, and on the concept of civil society, the paper examines whether these approaches can help to better investigate and understand the role of arts practitioners in the policy process. It discusses this subject in relation to cultural policy in general and in the specific arena of British arts policy, focusing on original case-study research of playwrights’ organisations and playwriting policy. The case-study evidence demonstrates that arts practitioners – through involvement in policy debate and implementation, and their own initiatives and activities – are frequently engaged in the policy process and thus more broadly in the democratic public domain. Understanding of cultural policy development is therefore considerably weakened if the role of practitioners is ignored.  相似文献

ABSTRACT

In considering the widely held view that we have experienced an era of qualitative decline in policy provision, this paper briefly reviews four questions that appear to underlie such a view. Have there been identifiable transitions in deliberative processes, political practices and policy capacity in recent decades (and if so, what were the catalysts)? Has the relationship between policy practitioners and expert providers of policy advice changed (and if so, how)? Have channels of communication between the political/policy community and the research community deteriorated (and if so, why)? Has the political appreciation of public concerns and the public understanding of policy imperatives diminished? We use these to frame the results of a workshop in which researchers, policy practitioners and service providers participated. Our objective is to identify systematically the origin of contemporary policy problems, foreshadowing four articles that illuminate instances of success and failure in disruptive times.  相似文献

Narratives are increasingly subject to empirical study in a wide variety of disciplines. However, in public policy, narratives are thought of almost exclusively as a poststructural concept outside the realm of empirical study. In this paper, after reviewing the major literature on narratives, we argue that policy narratives can be studied using systematic empirical approaches and introduce a “Narrative Policy Framework” (NPF) for elaboration and empirical testing. The NPF defines narrative structure and narrative content. We then discuss narrative at the micro level of analysis and examine how narratives impact individual attitudes and hence aggregate public opinion. Similarly, we examine strategies for the studying of group and elite behavior using the NPF. We conclude with seven hypotheses for researchers interested in elaborating the framework.  相似文献

The average citizen often does not experience government policy directly, but learns about it from the mass media. The nature of media coverage of public policy is thus of real importance, for both public opinion and policy itself. It nevertheless is the case that scholars of public policy and political communication have invested rather little time in developing methods to track public policy coverage in media content. The lack of attention is all the more striking in an era in which media coverage is readily available in digital form. This paper offers a proposal for tracking coverage of the actual direction of policy change in mass media. It begins with some methodological considerations, and then draws on an expository case—defense spending in the United States—to assess the effectiveness of our automated content‐analytic methods. Results speak to the quantity and quality in media coverage of policy issues, and the potential role of mass media—to both inform and mislead—in modern representative democracy.  相似文献

Consultants are increasingly a part of public policy formulation, and their policy involvement draws extensive interest in research and public debate. However, there is a gap in how we think about their formulation role: they are often conceptualized as a type of expert, while their actual interaction with and contribution to policy formulation is much more varied. This paper develops a conceptualization of consultants' formulation roles. It demonstrates that rather than just informing policy formulation, consultants take multiple roles and interact with policymaking and makers in multiple ways. Using a policy network/subsystem distinction and a substance/process distinction as the main axes for analysis, the paper develops four role categories: (1) experts and knowledge brokers, in which consultants provide policy advice and analysis; (2) seeing for the government, in which they construct a picture of the policy field; (3) legitimizers and validators, in which they provide symbolic capital to policy; and (4) channels for stakeholders' policy preferences, in which they manage deliberation and synthesize actors' policy preferences. The paper provides much-needed clarity on how consultants engage with policy formulation and policymakers and forwards our understanding of how consultants exert their policy influence.  相似文献

Countryside recreation policy in Scotland is currently delivered through numerous ad hoc arrangements. This paper assesses the economic effectiveness of these arrangements using cost‐benefit analysis. The benefits associated with recreation enhancements are measured using the contingent valuation method, while the costs are assessed through a survey of public and voluntary section expenditure on informal recreation. The analysis demonstrates that recreation policies are generally economically efficient in that they target enhancement programmes that are shown to generate high economic benefits. The exception to this is related to investments in visitor centres. The paper concludes that the cost‐benefit methodology adopted in this research can provide useful information for the strategic analysis of countryside recreation policy.  相似文献

Research on the process of policy change often involves a direct or indirect analysis of the roles of policy entrepreneurs and the mass media. In Colorado, beginning in 1998, twelve communities decided to obtain water rights for recreational in-channel purposes such as kayaking and whitewater rafting. These water rights stirred political controversy within some communities in Colorado related to spending public money, appropriate uses of water, and the role of recreation in local economies. Using a comparative case study research method, this research analyzes the role that policy entrepreneurs and local media coverage of recreational water rights played in initiating policy change in local communities. The most critical finding from this study is that in communities where citizens acted as policy entrepreneurs there was more controversy, less positive media coverage, and more media coverage early in the process. This case contradicts the assumption that local media coverage helps to highlight policy problems within communities. It supports the idea that experts wield higher levels of influence than citizens in promoting policy agendas.  相似文献

Public opinion features prominently in policy research because it sets bounds on the definition of policy problems and acceptable policy solutions. We contend that public opinion is also important for setting bounds on the level of government at which policy hazards are regulated by shaping preferences for uniformity of regulation and, relatedly, preferences for centralization. We offer a theoretical argument for why risk creates pressures for uniform standards and examine the extent to which preferences for uniformity and centralization are the product of fairly stable individual-level predispositions (e.g. partisanship and ideology) versus more fluid attitudes like perceptions of risk, which vary in response to crises, new information, and issue framing. We test our argument using survey data in the policy domain of food safety and find that individuals who anticipate greater risk from food-borne illness prefer more uniform food safety regulation, which translates into preferences for federal-level policymaking. Our results imply that contextual circumstances and strategic communications that influence risk perceptions can create not only generalized public demand for more regulatory policy but specific demand for uniform, centralized regulation.  相似文献

Questions have been posed about the lack of knowledge of the role public managers play in the policy process. In this study, following on the suggestions of Hicklin and Godwin and Meier in this journal, we identify different dimensions of the analyst–manager divide among professional policy workers. Using the results of several recent large‐N surveys of Canadian federal, provincial, and territorial policy workers, we explore the roles each group plays in the policy analytical process and the variations in their behavior in terms of duties and tasks, attitudes, and interrelationships. We also examine these to see the impact of federalism on professional policy practices. The study uncovers three groups of policy workers and policy managers—coordinator‐planners, research‐analysts, and director‐managers. Differences between groups of policy workers are found for their policy‐related work and their perceptions of tools of policy effectiveness, and differences between levels of government are identified for issues of time demands and coordination and tools of policy effectiveness. The implications of these findings for the study of public managers in the policy process are considered in conclusion.  相似文献

In 2005, Harry G. Frankfurt, a retired professor of moral philosophy at Princeton University, made it into the best‐sellers chart with his book On Bullshit. Taking his essay as its starting point, this article explores the analysis of bullshit and the prevalence of bullshitting in the contemporary public sphere. Frankfurt’s short essay indeed provides an intellectual framework to interpret and understand contemporary rhetoric and practice in the cultural policy field, as well as recent trends in cultural policy research. Through a discussion of selected New Labour’s cultural policy documents in Britain, the article aims to show that many of the key actors in the cultural policy debate indeed display the ‘indifference to how things really are’ and the cultivation of vested interests which Frankfurt attributes to the activity of bullshitting. The final part of the text discusses the implications of the present status quo for ‘critical’ cultural policy research.  相似文献

What lessons can we learn from 40 years of policy entrepreneurship scholarship on policy entrepreneurs’ strategies and defining characteristics? While scholars have offered important insights, many questions remain open. This article systematically reviews 229 articles that were published between 1984 and 2017. Our findings provide (i) an analysis of policy entrepreneurship characteristics by sector, policy domain, individual/group, government layer, and geographical spread, (ii) an empirically based identification and classification of policy entrepreneurship strategies, and (iii) a statistical analysis of the relationship between policy entrepreneurs’ characteristics and strategies. We conclude with an agenda for future studies that will continue to examine new theoretical approaches that advance our understanding of the role that individuals and small groups play in the policy process.  相似文献

Policy Bubbles     
We develop the concept of a policy bubble to capture the notion of long‐term overinvestment in a policy. In sketching the relation of policy bubbles to economic bubbles, we describe how these two concepts have similar origins but different trajectories because they are filtered by different institutions. We examine in some detail three likely instances of ongoing policy bubbles: crime policy, school reform (charter schools and private education vouchers), and the contracting and privatization of public services. We show how these cases differ from the housing bubble of 1997–2007, how they differ from each other, and the extent to which they can be considered policy bubbles. Last, we suggest this concept can help unify the policy process literature with the practice of policy evaluation and outline testable hypotheses for future research.  相似文献

We conceptualize social‐ecological systems (SESs) as complex adaptive systems where public policy affects and is affected by the biophysical system in which it is embedded. The study of robustness of SESs combines insights from various disciplines including economics, political science, ecology, and engineering. In this paper we present an approach that can be used to explore the implications for public policy when viewed as a component of a complex adaptive system. Our approach leverages the Institutional Analysis and Development framework to provide a platform for interdisciplinary research that focuses on system‐wide outcomes of the policy process beyond just policy change. The main message is that building robustness can create new vulnerabilities. Fail‐free policies cannot be developed, and instead of a focus on the “right” policy, we need to think about policy processes that stimulate experimentation, adaptation, and learning.  相似文献

The Internet is growing in popularity as a research site and is often framed as the next frontier in human subjects research. The opportunities the Internet provides for political organizing, making personal experiences more public, and creating spaces for a variety of voices makes it particularly relevant to feminist geographers and researchers such as ourselves. However, many qualitative researchers approach online research as though the Internet simply archives an abundance of data that is ‘there for the taking.’ Being trained in feminist research methods, we took issue with this approach, yet also encountered challenges when trying to apply feminist practices and ethical perspectives to online research environments. We explore these challenges through a collaborative reflection on our own independent online research experiences. Three themes emerge: (1) interpreting politics and visibility in online spaces, (2) researcher positionality across virtual and material study sites, and (3) subjectivity and power in online research ethics. Reflecting on these themes, we argue that the insights of feminist ethics and a feminist geographical lens are crucial for bringing much-needed reflexivity and reciprocity into online research. Simultaneously, online research opens up exciting new ways of conceptualizing central ideas within feminist research ethics, including politicization, positionality, and power.  相似文献
