The concept of Payments for Ecosystem Services (PES) is gaining increasing attention among scholars as well as conservation and development practitioners. The premises of this innovative conservation approach are appealing: private land users, usually poorly motivated to protect nature on their land, will do so if they receive payments from environmental service buyers which cover part of the land users’ opportunity costs of developing the land. However, this article warns against an over‐enthusiastic adoption of a one‐sided market‐based PES approach. Based on a field study of the Regional Integrated Silvopastoral Approaches to Ecosystem Management Project (RISEMP), one of the main PES pilot projects in Nicaragua, it suggests that a mixture of economic and non‐economic factors motivated farmers to adopt the envisaged silvopastoral practices and that the actual role of PES is mistakenly understood as a simple matter of financial incentives. The authors argue that PES approaches should be understood as a part of a broader process of local institutional transformation rather than as a market‐based alternative for allegedly ineffective government and/or community governance.  相似文献

Emissions trading and nature-based solutions, particularly REDD+, have lent themselves to the critical literature on the “socioecological fix” in neoliberal capital accumulation and state regulation. Prone to reversals, land conflict, and leakage, these mechanisms displace the burden of carbon emissions reductions to global South countries, promote new green commodities, and thus increase rather than curb the chance of capital accumulations by big polluters. Studies of existing REDD+ projects register the privatisation of forest management on the one hand and “aidification” on the other, suggesting impediments to fully commodifying forest carbon ranging from social movement resistance to technical issues. This case study of Brazil's national Amazon Fund points to global South protagonism in constructing and negotiating REDD+, challenging Northern and market hegemonies. Progressive Southern actors use the political space of the fix to defend rural communities' territorial rights and demand resources in line with historic responsibilities and climate justice.  相似文献

Many Indigenous communities in Australia are well situated to provide greenhouse gas abatement and carbon sequestration benefits, but little is known about the factors affecting the capability of Australia's Indigenous organisations to participate in climate change mitigation strategies. This paper provides a ‘snapshot’ summary of certain aspects of Australia's Indigenous organisations' participation in carbon offset schemes. The snapshot provides insight into the degree to which Indigenous organisations are aware of carbon market opportunities in Australia, the level that these Indigenous organisations participate in or engage with carbon‐based economic enterprises, and the key pathways through which Indigenous carbon market opportunities are pursued. Analysis of data collected from a national survey conducted between 2011 and 2012 show that most obstacles to Indigenous participation in carbon offset schemes relate to land tenure arrangements; geographic and biophysical factors; low levels of requisite technical, human and financial resources; and appropriate recognition of Indigenous knowledge and cultural responsibilities. The snapshot also highlights the value of supporting regionally specific capacity‐building strategies to enable Indigenous people to participate in emerging carbon offset activities and the generation of associated ecosystem services. Cultural, socio‐economic or demographic factors that are also likely to influence the ability of many Indigenous communities to participate in carbon market opportunities are identified as important areas for further research.  相似文献

Roads have manifold social and environmental impacts, including regional development, social conflicts and habitat fragmentation. ‘Road ecology’ has emerged as an approach to evaluate the various ecological and hydrological impacts of roads. This article aims to complement road ecology by examining the socio‐spatial processes of road building itself. Focusing on the Brazilian Amazon, a heavily‐studied context due to forest fragmentation by roads, the authors consider non‐state social actors who build ‘unofficial roads’ for the purpose of gaining access to natural resources to support livelihoods and community development. They examine four case studies of roads with distinct histories in order to explain the socio‐spatial processes behind road building in terms of profit maximization, land tenure claims, co‐operative and conflictive political ecologies, and constraints as well as opportunities afforded by the biophysical environment. The study cases illustrate the need for a multi‐pronged theoretical approach to understanding road building, and call for more attention to the role of non‐state actors in road construction.  相似文献

Fresh food markets have been a fixture of the social and economic landscape of urban and rural PNG since colonial times. They were often the first points of engagement with the market economy, especially for women, who as small‐scale producers, sold surplus produce from their food gardens located on communally‐owned land. Although local food markets have remained an important livelihood for women, the later adoption and expansion of perennial export cash crops like coffee and cocoa overshadowed food production for local markets as men dominated export crop production on land alienated from communal ownership for decades or permanently. New forms of social relations of production and more exclusive forms of land tenure emerged to accommodate export crop production that were very different from those governing the production and marketing of fresh food. Market values and a trend towards individualisation of production with less capacity to mobilise labour through reciprocal labour exchange networks have characterised export crop production. With the income benefits captured largely by men, women began redirecting their labour to fresh food production where they were able to exercise more control of production and income while still mobilising labour through indigenous labour exchange arrangements. Attempts by men to appropriate the income of women and sons’ labour in export cropping were greater during flush periods when income levels were high, and they were less likely to attempt to appropriate this income in low crop periods when incomes were lower. However, with the recent emergence of female entrepreneurers earning relatively large sums of money in large‐scale, profit‐driven vegetable production, the moral frameworks governing food production are coming to resemble those governing export crops, and making labour more difficult to mobilise. Despite women being key players in these changes, we argue there is an emerging risk that men will attempt to assert control over this income or move into vegetable production themselves and possibly marginalise women in the process.  相似文献

Australia's metropolitan cities have undergone significant social, economic and demographic change over the past several decades. In terms of socio‐economic advantage and disadvantage these changes, which are often associated with globalisation, wider economic and technological restructuring, the changing demographics of the population and shifts in public policy are not evenly dispersed across cities, but represent a range of often contrasting outcomes. The current paper develops a typology of socio‐economic advantage and disadvantage for locations across Australian metropolitan cities. More specifically, the paper takes a range of Australian Bureau of Statistics data and uses a model‐based approach with clustering of data represented by a parameterised Gaussian mixture model and discriminant analysis utilised to consider the differences between the clusters. These clusters form the basis of a typology representing the range of socio‐economic and demographic outcomes at the local community level.  相似文献

Perceptions of food systems and food acquisition decisions are grounded in specific socio‐economic and environmental contexts. Working in two relatively affluent urban communities in Melbourne, Australia and San Diego County, USA, this article explores the ways that individuals perceive their food systems, where they acquire food, and their definitions of ‘local’ sourcing. Surveys and interviews reveal a clear discrepancy between the ideals and the reality of food acquisition decision‐making, particularly the desire to eat ‘local food’. Survey respondents' realities do not live up to their expectations. These practices can largely be explained by the interplay between the respondents' perceived priorities, food preferences, dietary requirements, and decision‐making constraints in particular urban geographies. Further research is needed on the role of perceptions in food decision‐making in specific geographic contexts.  相似文献

Development practitioners frequently rely on community‐based natural resource management (CBNRM) as an approach to encourage equitable and sustainable environmental resource use. Based on an analysis of the case of grassland and woodland burning in highland Madagascar, this article argues that the success of CBNRM depends upon the real empowerment of local resource users and attention to legitimacy in local institutions. Two key factors — obstructive environmental ideologies (‘received wisdoms’) and the complex political and social arena of ‘community’ governance — challenge empowerment and legitimacy and can transform outcomes. In Madagascar, persistent hesitancy among leaders over the legitimate role of fire has sidetracked a new CBNRM policy called GELOSE away from one of its original purposes — community fire management — towards other applications, such as community management of forest exploitation. In addition, complications with local governance frustrate implementation efforts. As a result, a century‐long political stalemate over fire continues.  相似文献

For almost two decades, the concept of Payments for Ecosystem Services (PES) has been widely adopted in Indonesia, in policy initiatives ranging from pilot projects to more established PES schemes and Reducing Emissions from Deforestation and Forest Degradation (REDD+) programmes. Drawing on a case study of a REDD+ initiative in Aceh, Indonesia, this article analyses how the initiative became an avenue to renegotiate political authority, territory and citizenship. Analysis of relevant documents, combined with focus group discussions and interviews at local and national levels, reveals the complex processes by which the authority to govern forest is claimed and legitimized through the revision of provincial land-use plans, and shows how citizenship is rearticulated through participatory mapping processes. The article demonstrates that the initiative has been negotiated and reshaped to conform to local aspirations for greater control over forests and to achieve broader development goals. The discourses of green economy and REDD+ have provided the Aceh government and communities with a new ‘surface of engagement’ to express Acehnese struggles over territory and citizenship by aligning with global climate change issues.  相似文献

This article draws on the application of interpretive walks in a socio‐geographical study of tourism‐oriented entrepreneurial activity on multi‐generational family farms in New Zealand. We highlight the great potential this method holds for tourism researchers interested in the ways tourist spaces are produced in processes of place‐making. Mobile methods have been a feature of qualitative field research in several disciplines for some time, particularly in cultural geography with its emphasis on human interactions in and with landscapes. The interpretive walk, known also as the walking interview, has been applied mainly in urban neighbourhood, health, transport, and housing research, where it has proven very useful for revealing human connections to place that have been difficult to elicit using stationary face‐to‐face interviews. This article is one of the few that reports on the use of the method in a farm tourism setting. It is also one of few applied studies seeking to understand the local geographies of farm tourism and their connections to the farm site as both family home and place of primary production. The method is characterised as an effective tool for navigating and interpreting the socio‐spatial settings in which new rural tourism ventures emerge, evolve, and are embedded. The approach allows for unexpected encounters with spatial practices and strategies, projects, and objects, behind which lie stories of changing human relationships with the land, economy, and community, and of the exigencies of everyday life that are less readily unearthed using conventional interviews.  相似文献

Current approaches to rural community development in Australia provide for limited government intervention. Such intervention is usually housed within programmes that seek to build the internal capacity of communities to achieve long term socio‐economic sustainability. A fundamental implementation strategy for capacity building has been developing local leadership. The underlying assumption of this approach is that good leadership will result in existing resources being mobilised for a more sustainable function and new resources attracted. What though is good leadership in terms of building the capacity of rural communities to develop sustainable socio‐economic futures? This paper compares the conceptualisation of leadership within rural development policies and leadership training programmes with the nature of local leadership as it exists in on‐ground community building projects. From an in‐depth review of the role and nature of local leadership within six Australian rural communities it was found that local leadership could result in improved adaptive capacity if the leadership is similar in nature to Burn's (1978 ) transformational model of leadership. Within policy, local leadership was most often conceptualised as being similar to this transformational model. However, rural leadership training programmes tended to conceptualise leadership as a top‐down process, similar to Burn's (1978 ) transactional model. While this study of leadership within rural communities revealed that transactional skills, as taught in leadership training programmes, were important for successful project management, such skills did not necessarily result in improved community adaptive capacity. It is suggested that, while transactional leadership can have an important role in influencing the development of rural communities, greater attention needs to be given to developing strategies to support transformational leadership.  相似文献

Australia has a limited area of land suitable for the production of food, fibre and forest products and governments are under increasing pressure from relevant industry groups to release those small areas of land that are not already committed. Land use decisions of this type are predominantly political ones, but the politicians are influenced by whatever facts can be mustered to support competing interests. This article presents a number of measures of the likely efficiency and regional economic impacts of plantation forestry and agriculture, based on sugar cane in the Herbert Valley, where such a land use decision must be made by politicians in the near future.  相似文献

The concept of ‘opportunity costs’ has been important in theoretical discussions of Payments for Ecosystem Services (PES). It focuses attention on economic trade-offs of individual landholders and can make providing ecosystem services, such as tropical forest carbon sequestration, appear to be a cost-effective way to reduce near-term carbon emissions. Yet in practice, the concept may be less useful. This article examines how a programme in the Amazonian state of Acre, Brazil, has moved away from the concept of opportunity costs, challenging its theoretical importance. Instead of payments, the Acre programme offers ‘incentives’ intended to make rural people produce more whilst deforesting less. It resonates with the neoliberal commodification of carbon and the dominant valorization of intensive agriculture. Yet it also enlists lessons from Acre's history of rubber production and its rubber tapper-led social movement, namely that the living forest can be monetarily valuable and that its use can facilitate its protection. This article shows how local history and culture can be used to reshape PES.  相似文献

Community‐based forestry management is emerging as an important component of forest policies in the developing world. Using the Philippines as a case‐study, this article critically examines the way in which community‐based forestry is constructed and understood among government policy makers. The author suggests that the new policy discourse of community‐based forestry policy in the Philippines is still shaped by efforts to maintain centralized control over forest management and a political economy orientated towards commercial timber production using the principles of ‘scientific management’. While timber production and the technical aspects of forest management are emphasized, social and environmental considerations remain neglected.  相似文献

Climate instruments such as REDD+ (Reducing Emissions by Deforestation and Degradation) promise a win–win proposition as villagers in Africa are paid for their efforts to conserve forests and sequester carbon. REDD+ assembles divergent interests at different scales—from bureaucrats to individual villagers. We argue that climate assemblages are shifting the space of the political by regulating practices that previously had local and national provenance. They are producing “state‐like” effects that touch deeply on citizenship. Villagers are drawn into a shifting REDD+ assemblage and subject to new identifications as entrepreneurs and responsible environmental citizens, meant to look after a new global commons. We shift the discussion to deal seriously with questions of a “global” citizenship, not in its utopian sense, but by bringing into light the dark side of global citizenship already in practice in environmental governance. The arrival of the Museum and Old and New Art (Mona) in the disadvantaged municipality of Glenorchy was heralded as the beginning of significant social change in Australia's island state of Tasmania. These expectations were premised on a local place discourse known as the “Tasmanian gothic,” and, in this article, our aim is to illustrate the importance of place specifications in culture‐led change, including in relation to how place discourse constitutes such change. To do this work, we illustrate a Mona effect that comprises a critical account of the Tasmanian gothic informed by an empiric of tourist movement to and from Mona. We demonstrate that tourist movements follow existing socio‐spatial patterns, with tourists from higher socio‐economic backgrounds bypassing Glenorchy and those from lower socio‐economic backgrounds more likely to stop in this disadvantaged municipality. This socio‐spatial account unsettles the characterisation of Tasmania and Tasmanians provided by the Tasmanian gothic and we conclude by observing (1) a lack of significant social change resulting from Mona, in part explained by well‐established socio‐economic patterns; (2) signs of more subtle change that warrant further investigation; and (3) how local place discourse can act to curtail culture‐led change by reinforcing existing socio‐economic patterns.  相似文献

Structured around the case of South–South cooperation in the construction of “complementary economic zones” among the member states of the ALBA‐TCP, Petrocaribe, CARICOM and MERCOSUR, this article argues for a socio‐spatial approach to the study of the Latin America–Caribbean integration and development. Two interrelated arguments are developed: first, in contrast to methodologically nationalist approaches, which typically view the regionalisms that are to form the complementary economic zones as ideologically separate, incompatible or conflicting projects, a socio‐spatial approach in conjunction with a South–South cooperation analytical lens explains their commonality and, subsequently, their interrelatedness and convergence. Second, while this South–South cooperation space is not per se non‐capitalist, a socio‐spatial analysis also facilitates “seeing” the production of a socialist “counter‐space” within this South–South cooperation structure.  相似文献

As Vietnam embraces the market economy, and a number of state policies promote reforestation and rural market integration, land use and land cover (LULC) changes are occurring in the country's northern uplands in increasingly complex and fragmented ways. Yet understandings of the degree and consequences of LULC changes in this diverse agro‐ecological region are incomplete. We conduct a systematic literature review of research reported in academic articles tracing and analysing LULC change in Vietnam's northern regions. We find that these studies have tended to take place away from the most mountainous, northern borderlands. The studies nonetheless highlight a diversity of land use land cover changes caused by numerous causes, making the distinction of overall trends difficult. To complement and extend this body of research, we introduce recent LULC change research we have completed in the mountainous border districts of Lào Cai province, on the Sino‐Vietnamese border. The heterogeneity of causes of LULC change in both the review articles and our case study points to the importance of adapting land use policies to local agro‐ecological and socio‐economic conditions and ethnic diversity, taking into account state–farmer relations, household livelihood decision‐making, and policy implementation at the commune and district levels.  相似文献

Inference regarding the impact of urban areas on health is limited by cross‐sectional studies assessing few dimensions and ignoring area‐level socio‐economic status. This study simultaneously assessed several dimensions of the built environment against incident cardiometabolic risk (CMR) arising over 10 years. It tested the hypothesis that, accounting for local area relative wealth, features of the built environment would not predict incident CMR. Initially, disease‐free adults in a biomedical cohort in Adelaide, Australia, provided address and clinical data over three waves of follow‐up. CMR was defined as the count of five clinical CMR factors. Built environment measures were derived for urban form, and natural, and food environments. Local area wealth was expressed using the relative location factor index. Poisson growth models accounting for within‐suburb clustering, age, sex, and education were used to estimate associations between built environment measures and increasing CMR. Fitted linear trajectories had statistically significant mean values of intercepts and slopes. CMR trajectories were associated with age, male sex, and low education. In models including measures of the food, natural, and urban form environments, per standard deviation increase, only POS count predicted incident CMR, which was more strongly predicted by relative location factor. Not accounting for local area socio‐economic status may overestimate the strength of relationships between health and the built environment. Inequity in accessible POS is robustly related to incident CMR.  相似文献
