During the 1990s, reforms concerned with ‘good governance’ became popular with multilateral and bilateral lenders. This trend was led by the World Bank, which claimed that in order to achieve economic development, institutions mattered. This article looks at governance reforms in Argentina, specifically in the judicial sector, and contends that World Bank involvement affected the nature, reach and depth of these initiatives. The influence of the Bank can be traced through three dimensions that have characterized its approach to institutional reform: donor‐driven designs for project reform; reliance on technical approaches; and restricted forms of decision making in project initiatives. Such an approach to institutional change conditioned domestic reform in Argentina and contributed to piecemeal and inadequate initiatives. The author also argues that the Bank's approach in Argentina can be traced to wider strategies that derive from embedded institutional practices and ideological foundations within the institution that throw into question the Bank's capacities to promote such reforms.  相似文献

For the Métis Nation in Canada, self‐government remains the ‘essence of the struggle’ for which their political leader, Louis Riel, sacrificed his life in 1885. As one of Canada's founding peoples, the Métis have sought to reclaim their Indigenous right to self‐government by establishing democratic governance bodies, enhancing their economic capacity and pursuing state recognition of their rights. In addition to these efforts, the Métis have been developing a national constitution, which is anticipated to form the basis of a government to government relationship between the Métis Nation and the Canadian state. Through a case study of the Métis, this article explores the role of contemporary constitution‐building in rebuilding Indigenous nations from within and reclaiming self‐government in settler societies. We conclude that the Métis Nation's pursuit of these goals through constitutionalism will depend on its ability to build legitimacy internally amongst its citizens and externally with state decision‐makers.  相似文献

The rural poor in India have long experienced corruption, exclusion from welfare schemes and the denial of rights. Critical accounts of development policy and practice advocate the need for pro‐poor governance reforms as well as effective mobilization of the poor for exercising their rights and entitlements. However, there is a dearth of empirical work which examines the following questions. What are the dynamics of such mobilization strategies in the environment of pro‐poor governance reforms? How do they affect local power relations from the perspective of the poorest social groups? And what are the challenges involved in sustaining struggles led by civil society organizations on behalf of the poorest and against petty corruption? This article addresses these questions in the context of a grassroots mobilization of Musahars (a Dalit caste group) in Bihar, one of the poorest provinces in India, which has recently initiated pro‐poor governance reforms. It explains what has or hasn't worked (and why) for the Musahars, in terms of their dealings with public officials. The authors argue that pro‐poor governance reforms and welfare schemes on their own are not sufficient; both grassroots mobilization and political will of the ruling dispensation are also necessary.  相似文献

This article analyses the Peruvian government's quest to formalize small‐scale mining in the Amazon as a political process which shows how state governance problems are reproduced in the margins of the state. It asks why the central state is unable to govern mining activities in the Madre de Dios region, and examines how small‐scale miners have reacted to state attempts to formalize their activities. The author argues that, through political agency and the reproduction of ‘hybrid’ formal and informal institutions, small‐scale miners have learned to contest, reinterpret and build alternatives to central state governance. The article contributes to the literature on development policies by showing how difficulties in implementing regulatory policies may be analysed as governance problems, particularly in regions like the Amazon, where the state apparatus is not well established.  相似文献

This article explores the governance of Houston, the archetype laissez-faire city in the USA. The research examines the complexity of Houston's minimal government intervention rhetoric, which in practice involves extensive federal, state and local government involvement in economic development in combination with a disinterest in social service and income maintenance programmes. This governance strategy is outlined through an examination both of regional public policy and local public finances. The analysis illustrates that Houston's local governance has historically been based on a management approach that attempts actively to minimize costs for potential investors to locate in the City, through public intervention, while at the same time generating an unattractive urban environment for the socially marginalized — hence the disinterest in social services. Thus, despite the local laissez-faire rhetoric, government intervention in Houston's growth has been vital and has produced the extraordinary impacts usually expected from public involvement in local economic development. The foundations of this local governance strategy are both predicted and advocated by the public choice approach, a theoretical framework whose emphasis on inter-municipal competition advances management tactics based on maintaining low taxes and low expenditures on public welfare. The research also shows, however, that Houston is unique, when compared to other economically successful US cities, in following such an extreme approach of this management strategy.  相似文献

While the cancellation of a number of high‐profile loans because of corruption concerns has made headline news, the World Bank's principal approach to poorly governed countries is lending in order to support reforms. Although designed to be an apolitical technocratic development financier, increasingly the Bank has focused its attention and resources on promoting good governance in its borrowers. Bank lawyers and presidents have attempted to hive of apolitical aspects of governance by arguing a distinction between the rule of law and the political character of government, but this distinction is illusory. The Bank's inability to address the political embeddedness of poor governance in neo‐patrimonial governments skews risk assessments and impedes the formation of effective strategies. Reform of the charter would not eliminate the Bank's bureaucratic and political constraints.  相似文献

This article examines the institutional factors that account for the outcome of efforts to decentralize control over natural resources to local communities. It focuses on the political nature of institutional processes associated with decentralization in sub‐Saharan Africa through a comparative analysis of wildlife management reforms in seven east and southern African countries. Institutional reforms are largely dependent on state authorities' patronage interests, which in turn are shaped by the relative economic value of wildlife, the degree of central control over commercial utilization, and the accountability of governance institutions. Our findings have a range of practical implications for the design of CBNRM initiatives and institutional reform strategies.  相似文献

This article examines the ways women's processes of self‐formation are indicative (or not) of new possibilities for women's gendered selves in the post‐Reformasi period in Indonesia. It focuses on the development arena to reveal how shifts in state rhetoric, from top‐down guidance based on a patriarchal familial model to bottom‐up, inclusive development based on empowerment, have transformed what is referred to as the ‘topography for self’. The article draws upon theories of personhood a) to show how gendered selves emerge and are contested within particular historical conditions; and b) to develop an alternative framework of ‘empowerment’ that focuses not on capabilities and choice, but on an expansion in the possibilities for self. It argues that models of community‐driven development have provided new opportunities for women to hold and enact socially recognizable subject positions. This constitutes a form of empowerment for individual women but does not necessarily reflect challenges to patriarchy in Indonesia.  相似文献

This paper argues that neoliberalism should be viewed not as a unified coherent project but as a series of complex and overlapping strategies that produce hybrid and always emergent forms of governance. To substantiate this argument, the paper reflects on the recent history of Sydney's metropolitan planning and rejects any simple characterisation of its having been transformed from a social‐democratic to a neoliberal form of governance. Instead it traces the unevenness with which neoliberalist aspirations and forms of governance have been enacted through metropolitan planning. In particular, it examines the enduring scope of state institutional capacity to pursue desired spatial and distributional outcomes through planning and suggests that the current reinvigoration of Sydney's metropolitan planning is an opportunity to enhance that capacity and to pursue ‘after‐neoliberalist’ planning possibilities.  相似文献

Since the beginning of its post-socialist transition, Serbia has been going through a major political and economic crisis, thus isolated from the mainstream trends of the European integration and convergence. The country's comparative advantages and competitiveness have worsened in terms of two key aspects, that is, its structural qualities and its territorial capital. The economic recovery after the year 2000 assumed a form of “growth without development”, mostly based on poorly legitimized transition reforms, whereby Serbia's inherent unsustainable spatial development patterns have been perpetuated. Today, Serbia finds itself in the position of an economic, ecological and financial semi-colony of a few powerful international political, economic and financial actors, paralleled by the collapse of its strategic thinking, research and governance. Rather bleak development prospects for Serbia call for prompt further research on predictable development scenarios. Therefore, we have discussed the key issues in the current planning system and practice and analysed the basic elements of the prospective future using the scenario approach.  相似文献

This article explores attempts to construct ‘regulatory capacity’ in developing countries, focusing on the work of the Organisation for Economic Co‐operation and Development (OECD) and its role as an international standard‐setting institution in regulatory governance. The article explores how the construction of specific forms of regulatory capacity, and attempts to orchestrate the adoption of regulatory reform agendas in emerging economies, reflect broader processes of political‐policy transfer that impact state capacity and the ability of developing states to manage economic development. By analysing the OECD's engagement practices with third party organizations such as APEC (Asia‐Pacific Economic Cooperation organization) and ASEAN (the Association of Southeast Asian Nations) and its specific engagement with emerging economies through country ‘reviews’ and ‘audits’, the author explores the implications for state capacity in terms of the adoption of regulatory systems of governance.  相似文献

According to the ‘state‐in‐society’ model developed by Joel Migdal, states cannot be analytically regarded as separate from the societies they govern and have to be viewed in their social contexts. Migdal's model has been well received by scholars discussing governance and, especially, social control, in Melanesia. An anthropological qualification which could be applied to the model is that local elements of state in Melanesia are socially permeable, since their employees are likely to come from the communities they serve. This permeability arguably contributes to a mutually transformative relationship between state institutions and local groups whose praxis is informed by exigencies of kinship and community. Heuristically viewing the colonially planned ‘village court system’ in Papua New Guinea as an element of state in terms of Migdal's model, this paper presents a narrative of the appropriation of a village court into community sociality and individual aspirations for status in an urban settlement in Port Moresby. Ethnographically, it suggests that an application of the state‐in‐society model in the Papua New Guinean context, at least, must allow recognition of the way colonially and neo‐colonially introduced institutions have been appropriated into the praxis of local communities, and thus must preserve a sense of the transformations both of the institutions and the social life of those communities, to be analytically viable.  相似文献

The article takes into consideration the spatialised action of self‐managed Social Centres in Northern Italy over the last 20 years. Considering Genoa, Turin and Milan, we outline the passage from the Fordist era to the post‐industrial cities reconversion, which gave the space—both physical and political—for the emergence of Social Centres. The changes that occurred in the three cities in the following years introduced new features in urban space configuration and organisation. In this frame, we focus on three case studies that serve the purpose of illustrating the role of Social Centres contesting unfair space transformations: Genoa's Expo Colombiane in 1992, Turin's Winter Olympic Games in 2006 and Milan's Expo in 2015. The opposition to these “mega‐events” allows us to analyse the changes related to the forms of conflict put into practice by urban social movements throughout time, and the learning process they underwent.  相似文献

There is increasing interest in understanding China's environmental governance through the lens of governmentality. This article contributes to that discussion by using the Foucauldian analytical apparatuses of discipline and security to understand China's governance of farmland. It argues that the Chinese state applies these two apparatuses simultaneously: on the one hand, it disciplines and deters local states from illegal land grabs by utilizing surveillance tools such as remote sensing and national land surveys; on the other hand, it relies on indirect governance through the land quota market to achieve grain security, transforming both local states and peasants into autonomous market players, and reconstructing China's rural landscape by launching mass peasant relocation programmes. The study also reveals the contingent effects of those power tactics: the state's governance is compromised by the local states’ counter‐conduct, such as data fabrication and concealment, and by the peasants’ denial of their new subjectivity as market players. When the tactics are effective, as in the case of local states actively assuming roles of land quota producers and traders, the villages and peasant households suffer from deprivation of land rights.  相似文献

The books included in this review article are essential for the understanding of what I call Putin's sistema—the governance model that originated in the Soviet system but has transformed and adapted to global change. Each book tackles, from a different angle, the issues of Russia's transition and suggests ways to describe its political consequences. The books all attempt to identify some underlying logic or organizing force in a Russian society that has emerged through weak institutions. Although I join the authors in their criticisms of the ‘transition paradigm’ and its ‘opening‐breakthrough‐consolidation of democracy’ formula, transformations of the Soviet sistema seem to resonate with the ‘opening‐breakthrough‐consolidation of capitalism’. Perestroika can be seen as an ‘opening’ in shaking the foundations of sistema; Yeltsin's era as a ‘breakthrough’; and Putin's regime as the ‘consolidation’ of capitalism but with its distinct characteristics.  相似文献

This is a case study of the clerical‐nationalist Slovak state established under Nazi protection during World War II. As the only example of Slovak political independence prior to the break‐up of Czechoslovakia in 1993, nationalist interpretations of its legacy have helped shape the Slovak discourse on post‐communist state‐ and nation‐building. To explore the impact of the Slovak state on the development of Slovak nationalism, this article examines how the ideology of the Slovak state structured the relationship between the individual, state and nation; the roots of the regime's ideology; and the ramifications of this ideology for governance during the period of statehood. Through this exploration, I hope both to contribute to a fuller understanding of the relationship between ethnic nationalism and authoritarian patterns of governance and to lay the groundwork for further study of the sources of post‐communist Slovak political culture.  相似文献

Abstract: This article builds upon the literature on neoliberalism and environment as well as studies on community forestry by examining the creative accommodations that rural producers have made in navigating Mexico's neoliberal turn. In contrast to previous work that emphasizes macro‐level processes (eg privatization of public natural resources) and local resistance, I employ Bourdieu's theory of practice to examine the symbolic and material dimensions of local responses to neoliberal policy reform. Drawing on research from nine communities in the state of Quintana Roo, I argue that local producers have accommodated neoliberal policies and programs by adopting hybrid logics, property regimes, forms of organization, and modes of exchange. Moreover, I contend that these creative responses constitute elements of a longstanding “culture of accommodation” to institutional change that predates Mexico's neoliberal reforms.  相似文献

This article is concerned with the potential that statebuilding interventions have to institutionalize social justice, in addition to their more immediate ‘negative’ peace mandates, and the impact this might have, both on local state legitimacy and the character of the ‘peace’ that might follow. Much recent scholarship has stressed the legitimacy of a state's behaviour in relation to conformity to global governance norms or democratic ‘best practice’. Less evident is a discussion of the extent to which post‐conflict polities are able to engender the societal legitimacy central to political stability. As long as this level of legitimacy is absent (and it is hard to generate), civil society is likely to remain distant from the state, and peace and stability may remain elusive. A solution to this may be to apply existing international legislation centred in the UN and the ILO to compel international organizations and national states to deliver basic needs security through their institutions. This has the effect of stimulating local‐level state legitimacy while simultaneously formalizing social justice and positive peacebuilding.  相似文献

In response to the well documented limitations of top‐down, modernist and authoritarian approaches that have dominated development, practitioners and academics increasingly promote more community‐based approaches. The World Bank uses the term ‘community driven development’ to describe projects that increase a community's control over the development process. In an analysis of a community driven poverty alleviation project in Indonesia, this article examines the vulnerability of such an approach to elite capture. The expected relationships among a community's capacity for collective action, elite control over project decisions and elite capture of project benefits were not found. In cases where the project was controlled by elites, benefits continued to be delivered to the poor, and where power was the most evenly distributed, resource allocation to the poor was restricted. Communities where both non‐elites and elites participated in democratic self‐governance, however, did demonstrate an ability to redress elite capture when it occurred.  相似文献

This article examines the merging of security and development agendas in primary commodity sectors, focusing on the case of peace‐building reforms in Sierra Leone's diamond sector. Reformers frequently assume that reforming the diamond sector through industrializing alluvial diamond mining will reduce threats to security and development, thereby contributing to peace building. Our findings, however, suggest that the industrialization of alluvial diamond mining that has taken place in Sierra Leone has not reduced threats to security and development, as it has entailed human rights abuses and impoverishment of local communities without consolidating state fiscal revenues and trust in local authorities. This suggests alternative strategies for resource‐related peace‐building initiatives, which we consider at the end of the article: the decriminalization of informal economic activities; the prioritization of local livelihoods and development needs over central government fiscal priorities and foreign direct investment; and better integration between local economies and industrial resource exploitation.  相似文献
