Combining economic development and poverty reduction is a challenge for developing countries. In the search for mechanisms that integrate both goals, this article examines the Republic of Korea's development strategy, which transformed one of Asia's poorest nations into an industrialized country with low levels of poverty. The authors investigate the state–society nexus in which Korea's developmental state has operated and look at the role of governance for economic development, focusing especially on multifunctioning institutions performing for economic growth and poverty reduction. The article provides strategic suggestions for developing countries on managing effectively within institutional constraints and moving beyond a simple emphasis on good governance.  相似文献

This article explores policy applications of ‘new institutional economics’ theory in relation to markets and economic development. It argues for application of an analytical framework which instead of looking at institutions primarily in terms of their contributions to making competitive markets work better, sees such markets as one form of institution fulfilling exchange and co‐ordination functions in an economy. A key element in this is recognition of the importance of processes of change in non‐standard market arrangements in economic development, and there are strong theoretical, practical and historical grounds for more consistent policy in this area.  相似文献

Archaeologically based explorations of colonialism or institutions are common case-studies in global historical archaeology, but the “colonial institution”—the role of institutions as operatives of colonialism—has often been neglected. In this thematic edition we argue that in order to fully understand the interconnected, global world one must explicitly dissect the colonial institution as an entwined, dual manifestation that is central to understanding both power and power relations in the modern world. Following Ann Laura Stoler, we have selected case studies from the Australia, Europe, UK and the USA which reveal that the study of colonial institutions should not be limited to the functional life of these institutions—or solely those that take the form of monumental architecture—but should include the long shadow of “imperial debris” (Stoler 2008) and immaterial institutions.  相似文献

This article examines an institutional approach to development in which indigenous institutions are viewed as a resource for achieving development. It concentrates on indigenous natural resource management (NRM) institutions which have been seen by some development agencies to be a means to address the needs of people and the environment in a way that is also participatory. Using material from Borana, Ethiopia, the article describes the indigenous NRM institutions and examines the outcome of one attempt to work with them. In the process, it shows that partnerships between development agencies and indigenous NRM institutions are often fragile, and tend to dissolve when they fail to meet the preconceptions of the developers. Through an examination of this approach to development, the article also examines the usefulness of recent broad approaches to institutions.  相似文献

This paper focuses on the internationalization of curricula, faculty and campus activities in a case study of colleges and universities in Colorado. ‘Internationalization’ is a recent trend in US higher education and is sometimes given as a reason for hiring foreign-born faculty. A survey was used to explore how the definition and degree of internationalization would vary by institutional mission, goals and size as well as by the interests and expertise of key administrators and staff. None of these factors accounted for the survey results. Instead, the results indicate inconsistencies in institutional definitions of internationalization and in the implementation of resulting programmes. These inconsistencies may be a reason why foreign-born faculty can receive a mixed reception and encounter varied support on US campuses and raise a number of issues for further research on the discourse of contemporary US higher education.  相似文献

Collected sites are commonly seen as places requiring expert intervention to ‘save the past’ from destruction by artifact collectors and looters. Despite engaging directly with the physical effects of collecting and vandalism, little attention is given to the meanings of these actions and the contributions they make to the stories told about sites or the past more broadly. Professional archaeologists often position their engagement with site destruction as heritage ‘salvage’ and regard collecting as lacking any value in contemporary society. Repositioning collecting as meaningful social practice and heritage action raises the question: in failing to understand legal or illegal collecting as significant to heritage, have archaeologists contributed to the erasure of acts that aim to work out identities, memories and senses of place, and contribute to an individual’s or group’s sense of ontological security? This question is explored through a case study from the New England region of North America where archaeologists have allied with Native American and other stakeholders to advocate for heritage protection by taking an anti-looting/collecting stance. We explore alternatives to this position that engage directly with forms of collecting as meaningful social practices that are largely erased in site narratives.  相似文献

This article explores the emergence of collaborative institutional arrangements for managing natural resources in large-scale and complex resource settings, among numerous political jurisdictions and stakeholders. It examines four regional institutions in the United States: the Northwest Power and Conservation Council's Fish and Wildlife Program, the Chesapeake Bay Program, the CALFED Bay-Delta Program, and the Comprehensive Everglades Restoration Plan. While a wealth of literature has looked at the emergence of smaller-scale resource management institutions, and some literature has begun to look at the characteristics and successes of these regional institutions, theory is lacking to explain the formation of these regional institutions. We first introduce three relevant streams of literature—on common pool resources management, on policy entrepreneurs and social capital, and on science and information in policy change—to frame our analysis. The comparisons of the cases point to the importance of integrating key insights from the literature for understanding the formation of collaborative resource governance. We emphasize how science, leadership, and prior organizational experience interact in facilitating institutional change, particularly in the process of raising awareness about resource management problems. In tracing the formation of these institutions, we also identify how external institutional triggers can help spur collaborative governance.  相似文献

Tampere, the second largest city-region in Finland, has been accustomed to continuous change throughout its history. First, it developed from a small village into Finland's leading industrial town. When traditional industry fell into crisis, Tampere once more had to recreate itself and has since risen to a position in which it is among the top cities on the cutting edge of utilizing the possibilities of new knowledge-based technologies. The objective of this article is to recognize the internal and external forces that have had an impact on the development of Tampere, Finland, as well as the dynamics of the relationships between them. The objective is thus to identify those factors and forces that have laid the foundation for economic change and the development of the new knowledge economy. This article first frames the core concepts used in the analysis, and then, describes and analyses the development of Tampere from a small village into the leading industrial town in Finland, and further, into one of the pre-eminent cities of the knowledge economy.  相似文献

Policy entrepreneurship is often used to explain agenda setting through reference to the behavior of individual “change agents.” But there are still gaps in our understanding of what motivates entrepreneurs. Rational choice theory emphasizes the importance of material and nonmaterial incentives; however, it remains unclear what role institutions play. This article aims to empirically examine the relationship between incentives and institutional encouragement of innovation. Using a case study of the federal government of Canada, I find evidence that incentives matter. Government agencies with many incentives are more likely to encourage innovation than agencies with few incentives. These results underscore the importance of institutions in determining the motivations of policy entrepreneurs, and suggest future research should focus on the interplay among individual, political, and institutional factors.  相似文献

Abstract

Pit features, frequently reported at archaeological sites, are usually thought be culturally produced. The numbers and forms of pits found at an archaeological site influence inferences of human activity; therefore, the inferred cultural origin of pits at archaeological sites needs to be demonstrated, rather than assumed. Ethnoarchaeological study of dog digging behavior, combined with our understanding of the long symbiotic relationship between human beings and canines, suggests that canine disturbance may be a significant factor in site formation processes. Canines are the probable agent for certain commonly reported pit forms, and are probably implicated in the disturbance of human-dug pits much more often than commonly understood. Dogs dig under a variety of conditions, including those expected in hunter-gatherer, pastoral, and agricultural sites. Excavation of recent dog-holes reveals marked similarities with certain features reported in the archaeological literature.  相似文献

This paper examines some effects of the pursuit of neoliberalism on regional development policy and practice in Australia, and in particular on the activities and effectiveness of regional development organisations. The paper interprets data from a survey of 505 regional development organisations across Australia through the framework of Jessop's contribution to state theory and his identification of four key trends in economic management under neoliberalism. Regional development policies are seen as a response of governments to electoral pressure from regions, but a response that is constrained by the dominance of neoliberal ideology. The objectives of regional development are predominantly economic, but are often limited to the role of facilitation and the provision of information. Some responsibility for regional development has been shifted downwards to regions, but the effectiveness of the organisations given this responsibility is reduced by the short‐term and competitive nature of much of their funding, the lack of coordination between regional development actors at the local level, the proliferation of agencies and the competition between them. The paper concludes that regional development agencies in Australia are in many ways a product of neoliberalism, since they represent one way in which governments can be seen to be responding to regional pressure for assistance but they can do so without incurring significant costs. Yet regional development bodies are also a victim of neoliberalist thinking, since it denies them the resources and the powers they need to be more successful in their work.  相似文献

The literature on universities’ contributions to regional development is broad and diverse. A precise understanding of how regions may draw advantages from various university activities and the role of public policy institutions in promoting such activities is still missing. The aim of this paper is to provide a framework for analysing universities’ contributions to regional economic and societal development in differing national contexts and the policy institutions that underpin them. To do this, we review four conceptual models: the entrepreneurial university model, the regional innovation system (RIS) model, the mode 2 university model and the engaged university model. The paper demonstrates that these four models emphasize very different activities and outputs by which universities are seen to benefit regional economy and society. It is also shown that these models differ markedly with respect to the policy implications and practice. Analysing some of the public policy imperatives and incentives in the UK, Austria and Sweden, the paper highlights that in the UK, policies encourage all four university models. In contrast, in Sweden and Austria, policy institutions tend to privilege the RIS university model, whilst at the same time, there is some evidence for increasing support of the entrepreneurial university model.  相似文献
