This article examines the way gender mainstreaming is interpreted by specific non-governmental organizations (NGOs) in India whose development initiatives draw upon particular ideologies of gender equality in their attempts to apply gender analysis. Its purpose is to locate and situate gender mainstreaming in the culturally specific contexts in which it is practiced to capture the complex realities in which gender policies are implemented and women are positioned to effect change. This is an important focus given that gender mainstreaming now pervades transnational governance and yet is informed by feminist analysis. Moreover, NGOs form key sites in which these policies are expected to be implemented. Of the critiques of gender mainstreaming which have emerged in the last 10 years, I examine how potentially conflicting models of gender inequality and equality take local expression and expand on the importance of framing in making gender mainstreaming meaningful by attending to indigenous interpretations of feminism and gender equality. The analysis I offer provides an ethnographic and comparative contribution to an understanding of gender mainstreaming as a contested site whose possibilities and limitations can be revealed by an attention to its feminist origins, namely a focus on context, process and identity formation.  相似文献

Theoretically, this article reveals the long-term risk for local non-governmental organisations (NGOs) of participating in transnational advocacy networks (TANs), accepting money from foreign sources and throwing ‘boomerangs’ internationally—a strategy used by local NGOs to seek international allies to pressure repressive and unresponsive states at home. Focusing primarily on the suppression of environmental NGOs that oppose natural-resource extraction, this article examines three cases—Russia, India and Australia—to illuminate the consequences of this trend for local civil society and TANs. It also documents a global trend towards states depicting local NGOs with international linkages as subversive agents of foreign interests, justifying legal crackdowns and the severing of foreign funding and ties. State framing of NGOs as agents of foreign interests is repressing local environmental activism, depoliticising civil society and weakening international NGO alliances—a conclusion with far-reaching consequences for the future of TANs, local NGOs and environmental activism.  相似文献

Gender equality and women's empowerment has become a cornerstone for successful development. Religious teachings and practices, like ‘traditional culture’, are often viewed as contributing to gender inequality and oppression. The increased engagement by donor agencies with religious organisations prompts questions about how religion, gender and development intersect in particular places, and the implications this intersection has for the transnational ‘gender agenda’ of development agencies. This article focuses on the dialogue about gender in the Papua New Guinea Church Partnership Program. Analysing the struggles taking place, it argues that the processes that shaped local Christianities are also at work in the churches' translations of the ‘gender agenda’. These churches are gradually emerging as agents for gender justice as they develop their own approaches to gender work that support the churches' mission to ‘live the Gospel’ in their practice of holistic integral human development. However, to progress further, in recognising the necessity for men to lead the struggle for gender justice, the dialogue must focus on the personal transformation of men in relation to their understanding of masculinities and gendered power dynamics. From this foundation, structural and political change can be advanced.  相似文献

Transnational ties add new complexities to the continuous and dynamic processes of identity formation. Based on self‐reflexive narratives, this paper examines the authors' identity transformations associated with their respective transnational experiences. We are two Asian women from India and China, respectively, who are international students pursuing doctoral degrees in Canada. Although we share similar demographic and economic backgrounds, we perform distinct transnational acts. Focusing specifically on social and cultural linkages, we have identified reasons that have influenced our cross‐border involvements. Based on our findings, we present an emergent conceptual framework that highlights interactive psychological, sociocultural and economic processes that influence the formation of individual transnational identities. We also share with our readers some methodological lessons learnt along our path of self‐expression, analysis and representation .  相似文献

ABSTRACT. This article asks why transnational Jewish donor organisations have been increasingly providing financial support to Palestinian social movements and NGOs in Israel when many of the main recipients are strong critics of the Jewish character of the state and act to promote Palestinian national claims within Israel. The article evaluates a number of plausible explanations, some generated by interest‐centric theories while others are driven by ideational underpinnings. The study concludes that the donors do not view the interests of the Jewish state and the Palestinian Arab minority in Israel (PAI) in zero‐sum terms. Having internalised liberal values of minority rights and pluralism in their countries of residence (mainly the United States), donating foundations believe that the development of the PAI is both normatively desirable and strengthens Israel as a whole because it facilitates the minority's integration into Israel's society and bolsters its civic culture, and therefore, it also contributes to the country's security. These findings are theoretically significant because they demonstrate how the interpretation of communal interest is strongly related to the normative social environment in which transnational activists operate.  相似文献

This paper explores the situation of community engagement in the heritage sector in China, which is facing increasing international pressure particularly through donor agencies. It is argued that government-led residents’ committees do not essentially serve the interest of the local communities, whilst grassroots civil societies and NGOs are, to a great extent regulated, by the prevailing political power. Given the situation of insufficient community involvement in the sector of cultural heritage conservation in China, local government has adopted the international approach introduced by donor agencies, but this has not resulted in power sharing and the state constrains community involvement within certain limits. In addressing the question of how China's rapid socioeconomic transformation is changing the nature of its international engagement we need to move beyond a traditional focus on state-centric analysis. Obviously a major stimulus for China's international engagement over the past 25 years of reform and opening has come from non-state economic activity. Growing economic interdependence, accelerated after China's accession into the World Trade Organization, provides the strongest argument in favour of a peaceful rise of China scenario in which both regional and global security are enhanced rather than threatened. Far less attention, however, has been given to the role and influence of Chinese non-governmental organisations (NGOs) and their transnational linkages. I argue in this article that in order to obtain a more comprehensive picture of China's ongoing process of reform and opening to the outside world we need to incorporate a civil society dimension into our analysis. This is of particular relevance to ongoing foreign policy debates over democracy and human rights promotion in China. Indeed, in the absence of a more detailed understanding of current developments taking place at the grassroots, international support for progressive reform runs the risk of undermining positive change from below.  相似文献

The European Union is seen to operate at the international level by promoting ideas and values, rather than by exerting military or economic power. As a gender actor, the EU has played a key role in the development of formal equality, which is presented as a foundational principle of European integration. It therefore follows that normative power Europe should seek to promote these values in external affairs. This article interrogates the role of the EU as a normative gender actor in relation to its implementation of the Women, Peace and Security (WPS) agenda, set out in UN Security Council Resolution 1325 and related resolutions. Documentary analysis will be supplemented by a detailed assessment of speeches and public statements about the role of the EU as a gender actor in external affairs. This data will be used to assess whether there is a disjuncture between the dominant narrative about gender equality as a fundamental value of the EU and the actions of the organization. It will also allow us to assess whether gender mainstreaming is a tool for public diplomacy or has made a significant change to the way the external relations agenda is formulated and implemented. Additionally, the article will draw attention to the institutional obstacles to the EU performing a role as a gender actor in external affairs. It identifies a critical tension between framing the WPS resolutions as an extension of the EU's equality on the one hand, and understanding that gender mainstreaming is a mere policy tool in international affairs. In doing so, it highlights how competing institutional demands can ultimately undermine core values (e.g. equality) when they are used instrumentally.  相似文献

This article examines a number of factors which facilitate the adoption and success of policies and projects to promote grassroots sustainable development – that is, the sustainable, multiple use of forests at the community level, including aspects of local self-reliance and control of economic resources. I will argue that the extractive reserve legislation in Brazil and community forestry projects in Mexico and Peru depended on the formation of pro-grassroots development coalitions. The exact make-up of those coalitions depended on three factors: (1) the initial disposition of key governmental and dominant class actors to such policies; (2) the intensity of local conflicts and the extent of community organization; and (3) the involvement of international actors. The cases suggest that in the absence of serious government or upper class opposition, the adoption and durability of such policies and projects can be promoted by the formation of a coalition of organized communities, domestic non-governmental organizations (NGOs), some allied government agencies, and support from international actors. However, when key government agencies and socio-economic élites are fundamentally opposed to sustainable development initiatives at the grassroots level, much higher levels of community organization, conflict, and domestic and international support appear to be necessary.  相似文献

Human rights-based approaches (HRBAs) can challenge the underlying structures and power relations that perpetuate poverty. They have thus emerged in the development field as a prominent instrument for addressing development issues. Access to clean water and sanitation are now internationally acknowledged as human rights, and have become a stand-alone Sustainable Development Goal of the international community’s commitment to international development. This paper analyses the potential use of HRBAs by local Non-Governmental Organisations (NGOs) working on sanitation issues in slums in Mumbai. It is argued that it is more productive for local NGOs to build (i) partnerships with duty-bearers (in this case the state and the Municipal Corporation of Greater Mumbai) and (ii) the capacity of rights-holders, in particular women, than to rely on litigation strategies to create momentum for change. HRBAs are more useful as a political tool for NGOs for establishing good working relationships with government agencies rather than as a legal instrument, which can be counter-productive to the poverty reduction objectives of NGOs.  相似文献

The transnational agrarian movements (TAMs) which have emerged in recent decades have been actively engaged in the politics and policies of international (rural) development. Intergovernmental and non‐governmental development agencies have welcomed and supported TAMs in the context of promoting international ‘partnerships for development’. The analysis in this article revolves around the politics of TAM representation, intermediation and mobilization around the issue of land. It focuses on La Vía Campesina in relation to three other coalitions: the International Federation of Agricultural Producers, IPC for Food Sovereignty and International Land Coalition. It is argued here that ‘people linked to the land’ are socially differentiated and thus have varied experiences of neoliberal globalization. Their social movements and organizations are just as differentiated, ideologically, politically and institutionally. This differentiation is internalized within and between TAMs, and partly shapes TAMs’ political agendas and strategies in their interaction with international development institutions.  相似文献

Abstract:  International aid is a dynamic bundle of geographical relationships at the intersection of war, neoliberalism, nature, and fear. The nexus between development and security warrants further conceptualization and empirical grounding beyond the instrumentalist and alarmist discourses that underwrite foreign aid. This article examines two such discourses, that of "aid effectiveness" and securitization, that serve to frame an analysis of aid to Sri Lanka. Since 1977, neoliberal policies of international assistance have shaped the country's economy and polity, and, since 1983, government troops and militant rebels have been at war. International aid focuses on economic development and support for peace negotiations, but little attention has been paid to the ways in which these agendas intersect to shape donor behavior and aid delivery. Drawing from research on international aid agencies operating in Sri Lanka, in particular the Canadian International Development Agency, the geopolitics of aid are analyzed.  相似文献

There has been growing interest in the prospects for a new trade union internationalism in recent years, following the end of the Cold War and the coming together of the main national union organisations into one confederation, the International Confederation of Free Trade Unions (ICFTU). For the first time in decades, geopolitical straitjackets and defensive nationalistic postures are giving way to more open, internationalist perspectives as unions attempt to get to grips with global capitalism. However, despite some well‐publicised grassroots globalisation campaigns, effective international labour organising and networking remains thin on the ground. One of the reasons for this is that, despite the rhetoric of globalisation and the reality of multi‐layered governance, the "national" space remains the critical scale at which unions operate. Variations in both union organisation and the politico‐institutional context within which unions operate nationally continue to shape international solidarity activities. This theme is pursued in this paper through the contrasting cases of the UK and Norwegian trade union movements. Although both union movements have been subject to similar problems in recent years, in terms of membership decline and the pressures of increasing global economic integration, the different national political and economic contexts within which unions are embedded have been important in facilitating or constraining international strategies.  相似文献

Although there is a body of research regarding the development of village self-governance in China, there is only limited research regarding the activity of international non-governmental organisations (NGOs) in relation to this development. The paper fills this gap through an analysis of the activities and effects of the village self-governance programs of three American-based NGOs: the International Republican Institute (IRI), the Carter Center and the Ford Foundation. These NGOs have assisted in the implementation of a number of reforms to village self-governance in China. NGO involvement in village democracy in China exemplifies a process of 'political globalisation' that involves the intermingling of layers of power and interests at the national and international levels. The paper concludes that, through this process of political globalisation, rural political reforms in China are both promoted and exploited by national and international political actors.  相似文献

Tanzania's pastoralist land rights movement began with local resistance to the alienation of traditional grazing lands in Maasai and Barabaig communities. While these community–based social movements were conducted through institutions and relationships that local people knew and understood, they were not co–ordinated in a comprehensive fashion and their initial effectiveness was limited. With the advent of liberalization in the mid–1980s, they began to gain institutional legitimacy through the registration of pastoralist Non–Governmental Organizations (NGOs). Registered NGOs provided community leaders with a formal mechanism for co–ordinating local land movements and for advocating for land rights at the international level. The connections of pastoralist NGOs to disenfranchised communities, and their incorporation of traditional cultural institutions into modern institutional structures, resonated with the desires of international donors to support civil society and to create an effective public sphere in Tanzania, making these NGOs an attractive focus for donor funding. In spite of their good intentions, however, donors frequently overlooked the institutional impacts of their assistance on the pastoralist land rights movement and the formation of civil society in pastoralist communities. NGO leaders have become less accountable to their constituent communities, and the movement itself has lost momentum as its energies have been diverted into activities that can be justified in donor funding reports. A political movement geared towards specific outcomes has been transformed into group of apolitical institutions geared toward the process of donor funding cycles.  相似文献

Timor-Leste's struggle for independence has won it high international profile. Yet there is little known internationally about the role women played in the resistance movement and how independence has affected them. Has democratisation brought women greater freedom and rights? This article argues that some East Timorese women benefited from the construction of a new democratic state by mobilising and unifying in the political space created post-1999. East Timorese women's NGOs allied with international organisations and NGOs to form a campaign against domestic violence. This article takes a constructivist approach, analysing how international norms of women's rights and gender equality have: (1) emerged, (2) reached a tipping point, (3) cascaded and (4) been internalised in a post-conflict, democratising context.  相似文献

Australia is experiencing a major drought, one that has devastated the landscape and people for up to ten years. This major disaster has accelerated ongoing rural restructuring and created changes in the way farm family members order and live their lives. Yet despite evidence that drought is a gendered experience, that is, that generally women and men experience and respond to drought differently, and despite a rhetorical move to gender mainstreaming in Australian policy circles, drought policy remains significantly gender blind. In this article I use the example of emergency support to poverty stricken farm families to show how agricultural departments that attend to a notional norm of family farming as a unitary male pursuit can actively discriminate against women in their efforts to preserve the farm and support their families. The article exposes gender mainstreaming as an ‘empty signifier’ that is contextually grounded and that its success is highly dependent on making these issues transparent. For gender equity efforts to reach women at local levels, I argue that gender mainstreaming requires international collaboration by gender specialists to facilitate greater attention to gender assessments by national bodies. It also requires national coalitions of gender expert units, women's organisations and academics to work together to expose culturally specific gendered issues and discriminatory outcomes.  相似文献

The notion that women are ‘closer to nature’, naturally caring for land, water, forests and other aspects of the environment, has held powerful sway in certain development circles since the 1980s. Along with the rise in global environmental concern, ‘women, environment and development’ (WED) perspectives gained ground among many donor agencies and NGOs, complementing and sharing core assumptions with earlier‐established ‘women in development’ (WID) discourses. The materialist dimensions of WED were bolstered by fables about women's natural, cultural or ideological closeness to nature grounded in varieties of ecofeminist analysis. This proved a seductive mix for agencies wishing simultaneously to promote environmental protection and WID, as well as for certain forms of feminist activism and sisterhood‐construction, such as those around the 1992 United Nations Conference on Environment and Development. This contribution revisits these narratives and the politics of this strategic fix in the development of international environmentalism and explores the sustained critiques of these ecofeminist fables by feminist scholars and activists from the early 1990s onwards. It provides a critical review of the approach to gender and the environment in some current donor, NGO and other policy documents, which draw little from the feminist critiques of the 1990s. The author reflects on how, and for whom, women–nature links might have practical or strategic value today.  相似文献

Two key themes emerging from recent studies on disability are the shift in the conception of persons with disabilities, expressed in the UN Convention on the Rights of Persons with Disabilities (CRPD), from objects to subjects of policies concerning them and the recognition of the close interconnections between disability and poverty. Both themes have clear implications for international development cooperation. It is essential that the high number of persons with disabilities in developing countries is recognised and that the programmes implemented by non-governmental organisations (NGOs), including those in emergencies and disasters, are made fully inclusive of them. Community-based rehabilitation (CBR) programmes are important in achieving inclusiveness and fulfilling the rights of persons with disabilities. Italian NGOs such as AIFO (Associazione Italiana Amici di Raoul Follereau) have played an important role in helping launch CBR, most notably in Mongolia. Two sets of research data published in 2008 have measured the impact of Italian action on disability in international development cooperation. The reports on the one hand reveal inadequate levels of funding in general, and funding by banks and private companies in particular, and insufficient involvement of disabled persons' organisations, but on the other suggest that Italy's domestic experience of advanced disability legislation can be productively applied in international contexts to include and empower persons with disabilities.  相似文献
