Abstract: This article develops an understanding of the internationalization of the state which draws on materialist state theory, regulation theory and the scale debate in radical geography. It introduces the concept of “second‐order condensations of societal relationships of forces” which aims at advancing Poulantzas’ state theoretical approach and applying it to the analysis of international state apparatuses, their functions and their relationship to state apparatuses on other spatial scales. The empirical and political relevance of the theoretical considerations is elucidated with examples from international resource and environmental policy.

Close examination of the scalar politics of environmental organizations engaged in contesting the terms of neoliberal globalization highlights four limitations of current theorizations of scale in radical geography. First, this body of work has paid little attention to environmental NGOs and movements as important actors in scalar politics. This is not only an empirical gap, but a theoretical one: taking environmental actors and issues into account requires rethinking the ontologies and dynamics in scale theory. Second, recent attention to social reproduction in scale debates must be extended to the reproduction of environmental conditions. Third, sharp analytical distinctions between scalar structuration and the production of nature are untenable and reproduce a culture/nature dualism. Fourth, sharp distinctions between politics within or about established scales, versus politics among scales, are unstable and miss the precise strategies pursued in some politics of scale. These arguments are illustrated and explored via case material drawn from current struggles over efforts to define environmental governance as a form of regulatory expropriation in international trade agreements.

The evident failures of international peacebuilding and statebuilding interventions (PSBIs) have recently prompted a focus on the interaction between interventions and target societies and states. Especially popular has been the ‘hybridity’ approach, which understands forms of peace and governance emerging through the mixing of local and international agendas and institutions. This article argues that hybridity is a highly problematic optic. Despite contrary claims, hybridity scholarship falsely dichotomizes ‘local’ and ‘international’ ideal‐typical assemblages, and incorrectly presents outcomes as stemming from conflict and accommodation between them. Scholarship in political geography and state theory provides better tools for explaining PSBIs’ outcomes as reflecting socio‐political contestation over power and resources. We theorize PSBIs as involving a politics of scale, where different social forces promote and resist alternative scales and modes of governance, depending on their interests and agendas. Contestation between these forces, which may be located at different scales and involved in complex, tactical, multi‐scalar alliances, explains the uneven outcomes of international intervention. We demonstrate this using a case study of East Timor, focusing on decentralization and land policy.

In this comparative study of two water basins in the Middle East, we examine the hydro-political construction of scale as central to state and nation building, and their territorial consolidation. We argue that scalar negotiations and constructions of freshwater became central to the very consolidation of both Turkey and Israel. The examples we offer also illustrate the usefulness of a performative approach to scale, benefiting from but moving beyond a politics of scale approach. The comparative focus on hydro-scalar politics and performativities in relation to state and nation building offered a) lends to an enriched understanding of water politics in these two contested river basins, b) enables fuller understanding of how water becomes central to the processes by which nations, states, and territories are consolidated in this region, and c) contributes to recent debates in political geography by demonstrating the value of scalar and performative approaches. Underscoring these linkages, the analysis differs from many works on water in the Middle East, contributes to studies of state and nation building as contested processes, and avoids the assumption of state or national scales as ontological pre-givens.

In this article, we criticize the bipolar polemic on globalization that tends to be limited to arguing over its desirability or destructiveness, and argue that it is necessary to probe deeper into the power relationships that are produced by the restructuring of relationships in time and space. The theoretical debate on politics of scale opens the way to investigate the reconfiguration of scalar organization in capitalism, which has complex and contradictory effects on power relations. It demonstrates that oppositional politics can ‘jump scale’ by rearticulating issues at larger scales to mobilize leverage. We criticize the debate on ‘politics of scale’ for leaving several central questions relatively unexplored: what is the actual relation between jumping scale and empowerment, and what type of empowerment are we talking about? With reference to a case study of a mining conflict in Tambogrande, Peru, we discuss the way in which local farmers were able to network with organizations at national and international scales and rearticulate their claims at these scales. The case demonstrates that globalization enabled the opposition narrative to be rescaled. Hence, globalization can be seen as a redistribution of potential for empowerment. The case also shows, however, that rescaling necessitated a rearticulation of political claims to accommodate hegemonic discourses at the national and international scales.

This paper investigates the scalar practices of collectively organized informal workers and the political implications of such practices. It illustrates how the studied group organizes across scales – hence, a 'glocal movement'– and stresses the importance of an analysis that integrates these multiple scales of collective organizing, as they may have a bearing on each other. In so doing, it contests a common tendency to analytically privilege one or other scale of resistance and agency. In particular, I argue that networking across scales may be of significance for local struggles and thus play a role in local politics. The transnational activities of the studied group assist it in challenging local power relations and dominant place projects that repress informal livelihood activities. This paper comprises a conceptual discussion of notions of scale, of conceptions of the spatialities and scales of resistance as well as of place, followed by an empirical illustration that refers to an association of informal vendors in Maputo, Mozambique, and its international connections. The analysis is based on interviews with vendors, leaders of the association and with the international partners of the association.

This paper signals how border externalization can inform geographical debates about scale and in turn, foster research on how scale intersects with recent forms of border and migration control. It interrogates what scales are being produced and struggled over, pointing to the contingency of scalar work in border externalization, specifically through the EU Migration Routes Strategy. Debates on scale and changing borders are worked through to arrive at the notion of “itinerant scale”, in order to highlight a very distinct spatial imaginary and implementation of border work. Instead of sitting at the edges of nation-states, staying in designated places for long, or pushing through some sort of region imagined as a buffer or frontline, borders are envisioned and designed to be mobile devices and reiterated along shifting migratory routes. This complex scalar production unfolds through a mix of policies, cartographies, surveillance infrastructures and atypical institutional agreements, reaching and acting simultaneously at local, national and regional levels, aiming at the management and contention of suspicious bodies on the move.

Environmental burdens, such as proximity to hazardous sites, tend to be inequitably borne by poor Americans in general, and by Americans of color in particular. So argues a loose coalition of grassroots organizations and public-interest groups known as the Environmental Justice (EJ) movement. Prompted by that movement, the national government and some state legislatures have established policies to address future inequity. Those policies assume that the scope of environmental injustice spans the country, with many hazardous facilities dotting the landscape in communities of color and/or of the poor. However, various industries and also some social scientists call into question the argument that inequities occur on a national, or even state-wide, scale. Their counter-arguments typically espouse a market-based explanation that localizes the problem: any inequitable risks result from the impersonal forces of the marketplace functioning within individual communities. The politics of EJ pivot around defining the scales of inequity and its resolution. This paper examines the debates over environmental justice in terms of the tension between the scale(s) of the problem itself and the scale(s) at which the problem is to be resolved (or at least ameliorated) via government policy. The paper also sketches several theoretical and political implications of the debates. Theoretically speaking, market-based explanations tend to privilege the local scale, thereby ignoring vital factors that help us to understand environmental inequity as a phenomenon operating at a multitude of scales from the local to the national and international scales. Politically speaking, if the inequities were particular to discrete locales, then extensive governmental involvement would be unnecessary.

This article investigates the formative staffing practices of the League of Nations Secretariat. Drawing on the social theory of Pierre Bourdieu, it argues that core traits of the League's institutional capacity and identity was produced through the institutionalization of recruitment practices in the League's formative years from 1919 to 1923. Through an exploration of early negotiations and practices of staffing, we show how the League built and balanced legitimacy, by combining a clearly international make-up of the League Secretariat with acute sensitivity to state interests, and autonomy, by defending the Secretary-General's exclusive prerogative of staffing, in a way that has been defining for the trajectory of international organizations (IOs) until today. The article thus turns to the institutional landscape where the individual and its surroundings meet: through the daily staffing practices of the Secretariat, it explores how an institution came to be, function and assert its influence as an autonomous and legitimate diplomatic agent in a broader international field. As such, the article, as an innovative contribution to the field, argues that international historians should connect thorough institutional investigations with elements of the ‘cultural turn’ in International History, in order to properly engage with and understand IOs as diplomatic actors.

ABSTRACT

This article examines relations between Anzac heritage and Australian national identity, among migrant visitors to the Australian War Memorial (AWM). What meaning could a story derived from Australian involvement in the First World War have to migrants who moved to Australia after the Second World War? Participants in qualitative interviews were eleven first-generation Australians, whose countries of birth were England, Greece, Ireland, New Zealand, Philippines, Scotland, South Africa and Sri Lanka, with parental countries of birth extending to Austria, Germany, India and Japan. Drawing on sociomaterial assemblage theory, the findings illustrate the concept of nested assemblages. At increasing scalar levels, the migrants form visitor-AWM assemblages, they may (or may not) feel part of a national Anzac heritage assemblage, and as migrants they are entangled in multiple national assemblages concurrently. Assemblages pertaining to family, faith, learning and memorialising were additional networks at play. Mapping interrelations amongst these assemblages showed migrants as actively gathering and interpreting heritage, sometimes as the enactment of national identity and at other times as the performance of informal, lifelong learning. The findings have importance to institutions seeking to be responsive to diverse and changing populations, particularly those wrestling with tensions around national identity.

This paper explores the politics of scale in the context of youth citizenship. We propose the concept of ‘brands of youth citizenship’ to understand recent shifts in the state promotion of citizenship formations for young people, and demonstrate how scale is crucial to that agenda. As such, we push forward debates on the scaling of citizenship more broadly through an examination of the imaginative and institutional geographies of learning to be a citizen. The paper's empirical focus is a state-funded youth programme in the UK – National Citizen Service – launched in 2011 and now reaching tens of thousands of 15–17 year olds. We demonstrate the ‘branding’ of youth citizenship, cast here in terms of social action and designed to create a particular type of citizen-subject. Original research with key architects, delivery providers and young people demonstrates two key points of interest. First, that the scales of youth citizenship embedded in NCS promote engagement at the local scale, as part of a national collective, whilst the global scale is curiously absent. Second, that discourses of youth citizenship are increasingly mobilised alongside ideas of Britishness yet fractured by the geographies of devolution. Overall, the paper explores the scalar politics and performance of youth citizenship, the tensions therein, and the wider implications of this study for both political geographers and society more broadly at a time of heated debate about youthful politics in the United Kingdom and beyond.

Despite their theoretical and political potential, recent debates on enclosure usually lack an effective consideration of how space is mobilized in the process of dispossession. This article connects the analysis of enclosure's general spatial rationality to a range of illustrations of its particular formations and procedures. Enclosure is understood as one of capitalism's “universal territorial equivalents”, a polymorphous technique with variegated expressions in time but also with a consistent logic that uses the spatial erosion of the commons to subsume non‐commodified, self‐managed social spaces. In response to the ever‐changing nature of commoning, successive regimes of enclosure reshape the morphologies of deprivation and their articulation to other state and market apparatuses in order to meet shifting strategies of capital accumulation and social reproduction. Through a spatially nuanced account of these phenomena, I outline a tentative genealogy of enclosure formations that allows tracking diverse geographies of dispossession across different scales and regulatory contexts in various historical stages of capitalist development.

This study brings together the often disparate scholarship on the League of Nations and the ILO. It follows the interactions between the League, women internationalists, and the ILO, which evolved around the question of woman-specific labor legislation and the equality of women's status. These interactions resulted in a broadening mandate of international gender policies while deepening the institutional and legal distinction between women's ‘political and civil’ as opposed to their ‘economic’ status. The ILO insisted on certain forms of women-specific labor regulation as a means of conjoining progressive gender and class politics, and was anxious to ensure its competence in all matters concerning women's economic status. The gender equality doctrine gaining ground in the League was rooted in a liberal-feminist paradigm which rejected the association of gender politics with such class concerns, and indeed aimed to force back the ILO's politics of gender-specific international labor standards. As a result of the widening divide between the women's policies of the League and the ILO, the international networks of labor women reduced their engagement with women's activism at the League. The developments of the 1930s deepened the tension between liberal feminism and feminisms engaging with class inequalities, and would have problematic long-term consequences for international gender politics.

Indonesia's peatlands can be considered as conflict arenas where different state projects and actors compete. The case presented here stands for a new conservation controversy. The Berbak Carbon Initiatives overlap with a settlement project, inducing struggles among different state apparatuses, transnational actors, and peasants. This article is based on a novel conceptual approach building on political ecology, politics of scale and state theory for investigating divergent and transnationalised state projects. Empirically we draw on qualitative research conducted in the province of Jambi, Sumatra. We argue that the territorial conflicts mirror the contradictory interests of different state apparatuses influenced by conservation‐oriented and development‐oriented actors in society but also by supra‐national planning institutions. In our case, the contestation becomes visible through inconsistent notions of development and property. We show how political change challenges the implementation of a forest carbon project, illustrating the high risks of mitigating climate change through offsetting.

The Italo-Ethiopian War led to an extensive debate in the Union of South Africa about the future of the League of Nations’ system of collective security. The different political and social groupings in the dominion interpreted the meaning of the war for the Union from a diversity of perspectives. The Italian aggression in East Africa reverberated in the context of concurrent debates about the Union's position in relation to the British Empire. These debates were influenced by the tensions between Afrikaners and English-speaking South Africans but also by disagreement within the Afrikaner community about South African policies vis-à-vis the British Empire. The Afrikaner-dominated Union Government had to navigate between its commitments to the League on the one hand and criticism from the extreme nationalist Afrikaner opposition on the other, which claimed that South Africa's sovereignty was diminished by Britain's leading role in the League. As a mandatory power in South West Africa, the Union was also concerned to sustain League principles in order to safeguard its sub-imperialist aspirations on the continent. The public debates were strongly influenced by a discourse on ‘civilisation’, which not only reflected ambiguous views of the status of Ethiopia as a member of the League of Nations, but also raised questions about the stability of white hegemony in a segregationist state.

Integration into global production networks poses significant challenges, and also opens up opportunities, for labour agency. Governance by lead firms affects working conditions and can drive precarious employment; this interacts with and can constrain national labour legislation covering labour rights. The global production networks (GPN) approach facilitates examination of commercial value chains, their interaction with institutionally and societally embedded labour markets, and potential leverage points for labour contestation transcending local, national and global scales. This informs analysis of commercial/societal articulations as contested processes opening space for multi‐scalar labour agency within global production networks. This article examines how tensions between global commercial and societally embedded dimensions of global production networks drive precarious work, and seeks to understand the implications for emergent forms of multi‐scalar community‐based labour agency. These questions are explored through an examination of labour casualization and contestation in South African fruit production in 2012–13, using the GPN approach. The authors find that multi‐scalar channels of labour agency leveraging both global commercial and government actors can enable reworking by unorganized community‐based labour to bargain for better pay and conditions, but if the underlying global commercial logic is to be challenged, more systemic strategies are required.

Recent writings in economic geography have questioned the way the literature has featured the regional scale in discussing issues of innovation and economic competitiveness, and called for a different conceptualization of scale. This paper takes up the challenge to go beyond what is called the 'regional gaze', by presenting a critical review of the regionalist literature and outlining an alternative approach. The critique of the 'regional gaze' is developed in two steps: first, by discussing the influence of strategic management discourse; and second, by invoking the twin concepts of lifeworld–systemworld. This critical account results in identifying various windows for elaborating an alternative conceptualization of the relationship between economic development and space. A first alternative is found in the dimension of the 'non–local' or 'extra–local', but the significance of these notions is considered to be limited. Drawing on recent work on scaling and the 'politics of scale', a relational–scalar approach is proposed that focuses on the question of how scalar qualities are socially produced and contested. What is called for is a geographical imagination that sees innovation and economic competitiveness as braced on spatialized networks rather than bounded territories scaled at the regional level. An illustration of how such a perspective may be elaborated is found in recent discussions on the concept of 'global production networks'.
