Rates of car ownership in Australia are among the highest in the world. Private cars have shaped the urban form of Australian cities and the daily routines of their residents, making it possible to fulfil geographically stretched responsibilities for work, family, and social lives. But the dominance of the private car in Australian lives and landscapes should not be confused with universality. Aggregate, population‐wide statistics of car ownership and use mask the fact that not all Australians are equally car dependent. In this paper, we report on the results of a household sustainability survey conducted in metropolitan Sydney and Wollongong. Overseas‐born persons, migrants, and (some) ethnic minority groups were found to own fewer cars – and to use them less – than their Anglo‐Australian and Australian‐born counterparts. These differences were not attributable to socio‐economic or demographic factors. Our findings, which point towards the existence of diverse cultures of transport within the Australian population, are significant for transport planning and policymaking. Given profound concerns about the environmental implications of car use, the environmentally (more) sustainable transport behaviours of ethnic minorities and migrants should be supported. A shift in research focus away from the most car‐dependent groups in Australian society may also be more widely instructive. The transport practices, experiences, and strategies of those who own and drive cars at below‐average rates may indeed contribute practical lessons to inform planning for more environmentally sustainable transport futures.  相似文献

Abstract

In many countries, rural areas have shown a new spatial-economic dynamics that have meant a contrast with the traditional urban-rural dichotomy. In particular, the need to use economic-ecological sustainability as a guiding principle for new rural development is a prominent feature. But how will rural areas, sometimes suffering from lack of economic development, peripheral positions and relatively low social well-being be able to face new challenges? Can they be attractive, innovative and developed (“hot spots”) while maintaining their sustainability and continuity? This question was the background in conducting our research. Hence, this study aims to answer this question in three steps, namely (i) offering a contemporary overview, (ii) identifying the critical factors for and (iii) developing a set of sustainable development scenarios. In order to reach our aims, we applied the so-called pentagon model and used multi-criteria analysis, namely regime analysis. The data and information deployed in this study were obtained from field surveys conducted in 60 European and 17 Turkish rural areas. The results show that future choices are different among rural users and between European and Turkish villages. European users seem more consistent about their future and their will while the will of Turkish villages are still more concentrated on economic development rather than sustainable development itself.  相似文献

伴随着全球气候变化和粮食危机出现,乡村地区成为可持续性转型研究的新焦点。乡村社区可持续性是可持续发展研究的重要领域,对促进我国乡村振兴、城乡融合和可持续发展具有重大意义。根据世界可持续发展历程,结合国内外研究文献分析,乡村社区可持续研究可以划分为起步、拓展和逐步深化三大阶段。可持续性、脆弱性、韧性是可持续发展理念下演变的不同研究主题,是当前城乡发展研究的三大热点议题。乡村发展多功能、多维度、多主体等趋势下,乡村社区可持续性包含社区生态、社区产业、社区空间、社区规划、社区治理等多维度实施路径。未来的乡村社区可持续性研究,要重视多维度综合的乡村社区可持续性评定、乡村社区风险识别与监测、乡村社区可持续性转型、乡村社区生活质量与乡村吸引力提升和现代化治理等问题的深入探讨。实现中国乡村社区可持续性,应综合考虑较优越的政治背景、较大的地域环境差异等基本特征与现实问题。  相似文献

In 2002, the World Heritage Committee declared heritage to be ‘an instrument for the sustainable development of all societies’. The term ‘sustainable development’, however, is inscribed with a complex economic, environmental and social agenda that challenges contemporary World Heritage management practice. This paper draws on a content analysis of six industrial UK World Heritage Site management plans. The analysis focuses on the extent that each plan integrates four key sustainability dimensions. Findings indicate that the planning frameworks and collaboration processes in operation at each site ensure conservation of the historical physical fabric but limit the development of a sustainable local cultural economy. A sustainable heritage management framework is presented based on the adoption of a long‐term strategic orientation and extensive local community participation in decision making. The framework is relevant to other complex heritage sites such as historic towns and cultural landscapes.  相似文献

This paper focuses on the response of the Greek statutory spatial planning system to the concept and principles of sustainability. The query to be answered is the following: Have the structure, institutions, processes and instruments of the planning system been affected by sustainability principles and in what way? Furthermore, are there any public policy results contributing to sustainable development and attributable to spatial planning? Methodological approach is based on cross-examination of a group of assumed sustainability criteria on the one side and recent changes/transformations in the key-factors of the spatial planning system (institutions, processes, instruments) on the otherside. The approach is complemented by reverse direction considerations: in cases of operational processes leading evidently up to sustainability the responsible policy sector is acknowledged and any factual connection to spatial planning is addressed. The main conclusion is that for the time being sustainability objectives in strategic and top-down spatial planning in Greece rather perform the function of a political manifesto and 'legalize' traditional weaknesses than drive real development towards a sustainable course. The chances for operational success are expected slim in the near future and originate mostly from the European Union (EU) political and economic pressures, producing however fragmented, single-dimension (mainly environment conservation) results for which commitment of the involved societies has never been accomplished and confirmed.  相似文献

This paper explores the concept of heritage as part of sustainable development planning. Heritage is taken to include both the cultural and natural spheres to incorporate people, activities, landscapes, monuments, landmarks, artefacts, and nature. Heritage planning then involves the sustainable development of the cultural and natural environment to prepare for its stewardship, research, and communication for the benefit of society. This perspective leads to broader questions on approaches to heritage planning where the cultural environment is considered specifically within sustainable development planning just as the natural environment is studied separately in specialised disciplines. The paper proposes that in developing resource‐management plans the effects of cultural resources on natural resources, and vice versa, must be integrated and addressed. Seoul, Korea, an historic metropolitan city that has gone through radical political and economic changes, is examined as a case study. It identifies how the city is integrating sustainability of the contextual association of the cultural and natural environment with promotion of economic growth.  相似文献

‘Consumption’ is a central concept in the global environmental sustainability agenda. However, one important argument from Agenda 21 — that all social actors must now practise ‘sustainable consumption’— has been publicly and politically marginalised in high‐income countries such as Australia. Geographers potentially have a role in bringing consumption back onto the agenda by constructing a critical geography of consumption. Such research can help understand how the contextual use of natural resources is perceived and practised, and how consumption helps to shape contemporary social relations. This body of knowledge is vital for building sustainable development into everyday lives. Yet a focus on urban consumption perceptions and practices appears somewhat lacking in Australian geography. Ways forward can be drawn from international geography, such as in the United Kingdom where a substantial body of work has drawn a complex picture of contemporary consumption and environmental understanding. It has also challenged prevailing ‘ecological modernisation’ policy approaches, which ignore consumption's cultural facets. In sum, considering consumption in Australia can offer insights into cultural practices expressed through consumption; can challenge and add to European geographical literatures, and can also contribute to sustainability debates by offering alternatives to currently ineffective policy discourses.  相似文献

In many European metropolitan regions, new economic centres have emerged at the edge of large cities or in their (post-)suburban areas. This paper explores the possible contribution of these new centres to a more sustainable regional development of European metropolitan regions. The realization of sustainable business parks is even more complicated at 'greenfield' sites than at 'brownfield' sites. With the absence of space scarcity or congestion problems, the temptation to choose easier, less sustainable solutions is hard to resist. Nevertheless, in the Dutch Randstad region, some edge-city and suburban business locations try to meet high sustainability standards. Two case studies in Hoofddorp and Almere illustrate the tough road towards truly sustainable business parks, focusing on the role of the various stakeholders that either encourage or discourage the realization of sustainability potentials.  相似文献

Sustainability has been a core conceptual framework for community development since the approach was popularized in 1987, although in its essence it reflects a long history of environmental conservation reactions to industrialization. Resilience, as a framework for understanding and approaching community development, emerged more gradually out of ecological studies in the 1980s, but has only recently, since the mid-2000s, emerged as a focus of public interest as a way of responding and adapting to the planet's growing anthropogenic changes. For many, sustainability and resilience are slightly nuanced perspectives on the same phenomenon. For others, however, there are distinct differences between them, with sustainability's conservation goals being in opposition to the adaptation goals of resilience. Two major reasons for these confusions are (1) both concepts are defined and used in many different ways to achieve a variety of political goals that may not reflect their core definitions, and (2) both concepts share similar goals and some common approaches, such as a focus on climate change and seeking a balance between humans and nature. Returning to the core definitions of conservation and adaptation helps to clarify their similarities and differences, as well as to articulate indicators for understanding how each applies to community tourism development. Indicators from research in rural Taiwan tourism communities were therefore based on responses to the questions: What does the community want to conserve and how do they want to do it (sustainability)? What do they want to change and how do they want to do it (resilience)? Preliminary results suggest that the new ideal community is the one that is both sustainable and resilient.  相似文献

Cultural sustainability has become a growing priority within sustainable development agendas, and is now often depicted as a fourth pillar, equal to social, economic, and environmental concerns. Museums and libraries play a unique role within cultural sustainability by preserving their communities’ heritage. However, sustainability policy and research within these sectors still tends to focus on the social, economic, and environmental pillars. This article provides a critique of sustainability policy and research for museums and libraries. It argues that more explicit coverage of cultural sustainability is required to not only improve the contributions of museums and libraries to cultural sustainability, but also to provide an increased understanding and appreciation of the value of these institutions necessary for their continued survival.  相似文献

Modern cities in the open European space-economy are powerhouses of creative ideas, smart technologies, sustainable developments and socio-economic wealth. They play a pivotal role in the future of an urbanized Europe, but they are also confronted with grand challenges, notably far-reaching demographic transformations, environmental decay and climatological change, unequal social participation and ever-rising mobility trends. The challenges for urban environments may be turned into new opportunities, in particular, in such domains as advanced infrastructure and logistic systems, environmental and climate-neutral facilities, creative and knowledge-intensive strategies for socio-economic prosperity and well-being. Cities—and in particular metropolitan areas—may thus act as spearheads of sustainable economic growth for European countries. These observations call for appropriate long-range policy strategies for metropolitan areas—and networks of cities—in the highly diversified European space-economy. Such policy actions would need to be supported by solid, multidisciplinary and evidence-based research on the challenges and opportunities of urban environments in Europe. The main contribution of this paper lies in the systematic strategic approach to transform urban megatrends and challenges into research and policy concerns for Europe. The analytical framework employed to highlight and better understand such research and policy response in Europe from a typological perspective is built around four interconnected pillars (cornerstones) that form the focal points for identifying strategic future images that may be instrumental in mapping out the research and policy challenges for the “New Urban Europe”.  相似文献

Sustainable development as a process towards sustainability requires collaboration among societal actors and stakeholders at multiple levels. A key issue is to provide them with that they have comprehensive and transparent knowledge base representing the state and trends of different dimensions of sustainability. This study addresses the need to analyse and present data of sustainability as a foundation for the sustainable development process within municipalities, and among them. As a case study, we focus on 18 municipalities in the crisis-struck Bergslagen region in Sweden and compare them with 101 surrounding municipalities. Data from 2001 and 2006 on 15 indicators representing ecological, economic and social sustainability criteria were transformed to a common scale through normalization around the median, and summarized. Bergslagen region municipalities performed poorer than the surrounding ones for all dimensions in 2006. The change from 2001 to 2006 was positive for economic and social criteria, while the ecological dimension developed negatively in all municipalities. We stress the need for municipalities to collaborate with each other and other actors both at municipal and regional levels, and to use sustainability indicators as a base for informed planning processes. We propose visualization of indicators using maps to support decision-making and social learning.  相似文献

Climate change and resource depletion are driving the transition to renewable energy sources. Both the supply of renewables and the demand for energy are influenced by the physical environment and therefore concern spatial planning and landscape design. Envisioning the long-term development of alternative energy landscapes – that is sustainable energy landscapes – present spatial planners and landscape architects with new challenges. The first paper of this two-part series discussed several existing approaches to long-term regional planning and landscape design, and presented an alternative, five-step approach for the composition of integrated visions [Stremke, S., Kann, F. Van & Koh, J. (2012) Integrated Visions (part I): Methodological Framework, European Planning Studies, [20(2), pp. 305–320]. This paper illustrates how the five-step approach was employed to compose a set of integrated visions for the development of sustainable energy landscapes in south of the Netherlands. The proposed five-step approach is then examined with respect to a set of criteria stressed in the planning and design literature.  相似文献

A variety of actors in Canada and the United States are actively constructing a vision of a greener society that includes an environmentally sustainable energy future. Canadian provinces and states in the United States share environmental management, corporations collaborate to drive green development and implement local energy projects, and activists on both sides of the border share environmental protest strategies and mobilization frames. A transition to regionalism of greener energy resources along the Vermont–Canadian border is indicative of a larger “new regionalism” of sustainable identity, despite very concrete and pressing external pressures and energy challenges concerning global climate change, resource depletion, and energy sustainability challenges within the larger nations of both Canada and the United States. In this article, we aim to characterize this green visioning of a sustainable energy future, by focusing especially on the Vermont–Canadian border region, and additionally point to the benefits and contradictions that result.  相似文献

It can be argued that creating a reputation for sustainable development for the benefit of a competitive advantage resonates with institutional theory. In principle, this opens up the possibility to relate a given sustainability agenda with theoretical frameworks based on old institutional economics (OIE) and/or new institutional economics. This is particularly true in arenas where qualitative factors cause a discontinuous change from the previous structure, such as amid urban regeneration. Using empirical evidence from three very different European cities, Budapest, Amsterdam and Trondheim, it is shown that OIE has plenty to offer for a “patchy” and evolving problem area such as the analysis of planning and property development in an urban setting. The position taken here is that good community governance needs the support of the private sector too. Smart policies, regulations and especially incentives set at the local and regional levels are an imperative to meet the sustainability goals set out in the Rio-1992 agenda. This international comparison attempts to provide some guiding answers to the empirical question as to how sustainable the three cases of country- and city-specific governance are in terms of their property development.  相似文献

This article is focused upon exploring the development of the green economy in particular locations, with the aim of identifying why some cities and regions have been successful in engendering green growth. To date we have little idea where the green economy is developing, nor much insight, beyond anecdotal evidence, into why certain cities and regions appear to be more successful than others in this regard. We position our analysis within the context of research on socio‐technical transitions that has theorized the potential shift to a more sustainable economy. We review the literature on sustainability transitions and the development of the multi‐level perspective encompassing niches, regimes and landscapes. However, most research into socio‐technical transitions has not given adequate consideration to the influence of places and spatial scale in these transition processes, and we therefore critique the socio‐technical transitions literature from a geographical perspective. In this article we are interested in four key questions. What role does the enabling and facilitative state play in these cities and regions? What new institutional forms and governance structures are being developed? How do actors in particular cities and regions construct their green vision, and how do they encourage other actors to buy‐in to this vision? How are links across levels and spatial scales developed to connect niches with the regime? We address these through a focus upon the Boston city‐region in the USA, drawing upon both primary and secondary research material. We utilize this case study example to re‐examine and re‐theorize work on sustainability transitions from a spatial perspective.  相似文献

In recent years, the challenges of urban regeneration and sustainability have been brought together in discourses concerning the re-shaping of inner-city districts of large cities. Currently, sustainable development in regeneration policies is mostly dominated by the environmental dimension and qualities of the built environment, with some focus on the more easily quantifiable aspects of social and economic dimensions. There is, however, limited discussion about integrating socio-economic aspects of sustainable regeneration in the literature. This paper presents a critical exploration of the role of the existing small business base in facilitating more sustainable urban re-development from a socio-economic standpoint. Indigenous food outlets in Birmingham's Eastside district—a re-development initiative branded as exemplar of sustainable urban development—are used to illustrate the role of small businesses in the day-to-day life of districts undergoing regeneration. The paper reflects on challenges and benefits from retaining and supporting established businesses throughout the re-development process and concludes with some reflections on lessons learnt from the case study. It argues that planners, policy-makers and developers should accord greater attention to the role of established businesses to foster urban districts that strive towards integrating aspects of socio-economic sustainability.  相似文献

The spatial analysis of cultural change is the focus of this study. The house types in Tanzania and changes in their spatial distribution for the century between I860 and 1965 provide an important indicator of changing cultural variations on a country—wide scale. The housing oj Tanzanians is more likely to reflect their cultural traditions than houses in the industrialized areas of the world because the overwhelming proportion of the people build their own houses. Approximately 100 references from European explorers, anthropologists and governmental records, as well as extensive personal observations in the early 1960s are used to reconstruct the spatial pattern of house types in three general time periods. The house types of some groups have changed in response to cultural contacts resulting from movements of people and ideas. House type analysis based on the systematic use of a wide variety of sources enables the spatial patterns of historical cultural landscapes to be reconstructed and trends identified. Although this methodology can be applied in a variety of geographical areas, it is especially valuable for areas such as tropical Africa where most of the material culture does not remain extant for more than about one generation.  相似文献
