This paper aims to discuss institutional capacity building in spatial planning focussing on two experiences of public policy in Portugal involving institutional cooperation. These experiences reveal the importance of factors associated with the roles of the central state and local political leadership in the way integrated tools of urban and territorial policy are implemented. They also show that the capacity to mobilize local agents is mitigated by the deep-rooted presence of highly personalized institutional ties, reflecting a relational model that is particularly characteristic of Portuguese society. We will conclude that territorial policies may be jeopardized when these policies are centred mainly upon the mobilization of local agents. In fact, these two case-studies, as well as similar experiences in Italy, suggest that, in southern Europe, two other aspects are central for the definition of territorial policies on the inter-municipal and local scales: the influence of the state, and the role of political leadership at local level.  相似文献

Ecosystem‐based management (EBM) represents a comprehensive approach to better govern the environment that also illustrates the collaborative trend in policy and public administration. The need for stakeholder involvement and collaboration is strongly articulated, yet how and for what purposes collaboration would be effective remains largely untested. We address this gap by developing and evaluating a set of hypotheses specifying how certain patterns of collaborations among actors affect their joint ability to accomplish EBM. Content analyses of management plans drawn from five EBM planning processes in Sweden are combined with analyses of the collaborative networks through which these plans have been developed. Our results indicate that system thinking and the ability to integrate across different management phases are favored by collaborations between different kinds of actors, and by project leaders being centrally located in the networks. We also find that dense substructures of collaboration increase the level of specificity in the plans in regards to explicating constraints on human activities. Having many collaborative ties does however not enhance the overall level of specificity. Our results also show that different network characteristics can give rise to similar EBM outcomes. This observed equifinality suggests there is no single blueprint for well‐performing collaborative networks.  相似文献

Arguments for collaborative rather than adversarial approaches to governance rest partly on two axioms: first, that collaborative approaches mitigate conflict to intermediate levels and second, that collaborative approaches help integrate science and values through various joint fact-finding strategies. Using questionnaire data in 1984 and 2001 of policy participants involved in Lake Tahoe water quality policy, this article investigates whether a shift from an adversarial to a collaborative policy subsystem is associated with (i) convergence in beliefs regarding water quality problems and policy proposals; and (ii) an increase in the use of science-based empirical beliefs and a decrease in the use of normative beliefs in supporting policy proposals. The findings send a mixed message to policymakers and researchers about science and collaboration. The analysis suggests that collaborative policy subsystems are associated with convergence in some beliefs between rival coalitions, but it also suggests that policy participants are no more likely to rely on science-based, empirical beliefs in collaborative than in adversarial policy subsystems.  相似文献

The effectiveness of collaboration is often explained by the alignment of social networks with collective-action problem characteristics, yet previous research on social tie formation has focused almost exclusively on actor and relational attributes. We theorize that collective-action problem characteristics together with actor and relational attributes explain social tie formation and that the relative effect of these factors varies with uncertainty about collaboration partners. The study tests seven hypotheses associated with these factors by estimating multilevel network models of collaboration and task engagement among managers responding to a major wildfire in Sweden. The combination of actors and tasks in a single model captured key characteristics of the collective action problem (task engagements and task interdependencies), and disentangled the relative effects of these factors from actor and relational attributes. Results suggest that social tie formation can be explained both by actors’ task engagements, and actor attributes associated with leadership, professionalization, and experience. Further, the effect of task engagements decreases in organizational relationships where collaborative uncertainty is high. Since the alignment of social ties with problem characteristics is supposedly positively associated with collaborative effectiveness, this finding suggests that risk-aversion is a more deep-rooted driver of tie formation than the pursuit of collective performance.  相似文献

This paper presents a theory of the role of culture in collaborative policy networks. It builds on the literature that analyzes the factors related to the formation, maintenance, and dissolution of collaborative arrangements by demonstrating the importance of hitherto undertheorized cultural factors. Cultural theory indicates that actors with different cultural viewpoints have distinct and predictable biases in terms of their expectations of collaboration and their preferences concerning how collaborative policy networks are structured. These biases, in turn, shape how collaborative partners are chosen and how collaborative relationships are maintained over time. The theory is illustrated with a case study of the rise and dissolution of a coalition within a housing policy network in Los Angeles. The case illustrates that cultural differences can impede collaboration even when organizations share similar policy goals.  相似文献

This paper examines collaborative management groups from the perspective of policymakers seeking to increase coordination within a policy network. While governments often support collaborative groups as a tool to address perceived network failures such as a lack of coordination, the net impact groups have is unclear. I use valued exponential random graph models (ERGMs) to model relationships of varying strength among a regional network of organizations involved in 57 collaborative groups. This provides a unique opportunity to study the interplay between numerous groups and organizations within a large‐scale network. Valued ERGMs are a recently developed extension of standard ERGMs that model valued instead of binary ties; thus, this paper also makes a methodological contribution to the policy literature. Findings suggest that participation in collaborative groups does motivate coordination and cooperation amongst individual network organizations; however, this effect is strongest for: (i) organizations that are not already members of another group and (ii) organizations that do not have a preexisting tie. These results support a transaction‐cost–based perspective of how government‐sponsored collaborative groups can influence network coordination; further, they also provide an empirical example of the Ecology of Games, in which multiple collaborative institutions have interactive effects on one another within a policy network.  相似文献

We examine two related questions that are key for understanding collaborative outcomes in complex governance systems. The first is the extent to which collaboration among policy actors depends upon their joint participation in policy forums. The second is how the scales at which these forums operate conditionally affect the likelihood of collaboration. We address these questions using data from a recent survey on actors’ collaborative interactions as well as their participation in climate change adaptation policy forums in the Lake Victoria region in East Africa. Exponential random graph models show that actors are more likely to collaborate if they jointly participate in policy forums. However, this effect weakens at progressively higher spatial levels at which forums operate. Similarly, collaboration is less likely among actors jointly participating in forums that sponsor decision making at the higher collective choice level rather than lower operational choice level. While policy forums may catalyze collaboration, our findings suggest that their capacity to do so may be subject to scale‐dependent transaction costs of political contracting.  相似文献

Within the debates about the socio-economic advantages of cohesive urban regions, several barriers to institutional integration are said to exist, especially when a metropolitan government is absent and integration relies on inter-municipal cooperation. Some barriers are associated with different urban region structures, such as the asymmetric power relations and sociocultural contrasts between municipalities in systems with dominant core cities, or the lack of a leading city to overcome fragmentation and provide a shared identity in polycentric urban regions (PURs). This paper investigates whether urban regions formed around second-tier cities, whose features depart from both dominant core and PUR models, are able to mitigate these barriers when pursuing integration strategies. The analysis relies on interviews with municipal leaders in three representative European case studies, examining how they perceive the barriers to inter-municipal relations in second-tier urban regions. The findings show that perceptions vary not only between regions, with the three cases following different trajectories of integration, but also within regions, according to the geographical and socio-economic context of municipalities and the legacy of past relations. In general, barriers to integration are not minimized without explicit efforts to rebalance power relations, approach political cultures, mobilize core city leadership and develop a metropolitan identity.  相似文献

This article investigates the role of power and ideology in the endogenous formation of policy networks. According to the Advocacy Coalition Framework (ACF), shared ideology (conceptualized as a system of policy‐relevant beliefs and values) is the primary driver of collaboration within policy subsystems. On the other hand, Resource Dependency Theory suggests that power‐seeking is an important rationale behind network structure, and that collaborative ties are formed primarily on the basis of perceived influence. Hypotheses are tested using a new method of egocentric network correlation, based on survey data of policy networks in five regional planning subsystems in California (N = 506). Results suggest that ideology is an important force behind network cohesion: Not only do policy elites systematically avoid networking with ideologically dissimilar actors but collaborative ties are also systematically formed among actors with shared beliefs. Power‐seeking does not operate on a network‐wide scale but may drive network formation among coalitions of ideologically similar agents.  相似文献

This paper studies the relation between coalition structures in policy processes and policy change. While different factors such as policy images, learning processes, external events, or venue shopping are important to explain policy change, coalition structures within policy processes are often neglected. However, policy change happens as a result of negotiations and coordination among coalitions within policy processes. The paper analyzes how conflict, collaboration, and power relations among coalitions of actors influence policy change in an institutional context of a consensus democracy. Empirically, I rely on a Qualitative Comparative Analysis to conduct a cross‐sector comparison of the 11 most important policy processes in Switzerland between 2001 and 2006. Coalition structures with low conflict and strong collaboration among coalitions as well as structures with dominant coalitions and weak collaboration both facilitate major policy change. Competing coalitions that are separated by strong conflict but still collaborate strongly produce policy outputs that are close to the status quo.  相似文献

Collaborative governance processes seek to engage diverse policy actors in the development and implementation of consensus-oriented policy and management actions. Whether this is achieved, however, largely depends on the degree to which actors with different beliefs coordinate their actions to achieve common policy goals—a behavior known as cross-coalition coordination. Drawing on the Advocacy Coalition Framework and collaborative governance literatures, this study analyzes cross-coalition coordination in three collaborative environmental governance processes that seek to manage water in the Colorado River Basin. Through comparative analysis, it highlights the complex relationship among the institutional design of a collaborative governance process, how and why actors choose to engage in cross-coalition coordination, and the consequent policy outputs they produce. The findings advance policy scholars’ nascent understanding of cross-coalition coordination and its potential to affect policymaking dynamics.  相似文献

The literature on the management of policy networks has expanded greatly in the past decade. In spite of this attention, no consensus has emerged on how to measure collaboration or even what constitutes collaboration. This article uses data from a postdisaster survey to compare some existing approaches to measuring collaboration. We analyze various survey‐based measures ranging from respondent‐defined collaboration to activity‐based or contact‐based measures. We recommend that scholars consider opportunity costs as a key component in differentiating between significant collaboration and basic coordination (or “parallel play”). Based on this opportunity cost approach, we consider the distinctiveness of disaster collaboration.  相似文献

Support for the "democratization of the policy sciences" has led to the development of a number of frameworks and theories to enhance the normative, multidisciplinary approach to policy analysis. However, this approach has been challenged for failing to produce the objective empirical and normative standards implied by its scientific aspirations. One consideration that has been advanced under a variety of rubrics is "participatory policy analysis." This is a methodological proposal that expands the range of actors/stakeholders involved in the making and execution of public policy in a discursive or deliberative mode. While much of the research on policy networks is focused on the management and coordination of such networks (i.e., collaborative management), there is little attention on analysis of networks as a participatory policy analytical approach. We propose a theory of "collaborative policy networks" that examines not only the stakeholder composition of a group or the partnerships between any two stakeholders but also the way these stakeholders are embedded in various degrees of institutionalized structure and the discursive tendencies of exchange among them that leads to policy initiative, implementation, evaluation, and possibly termination. Collaborative policy networks are characterized by discursive properties, specifically reciprocity, representation, equality, participatory decision making, and collaborative leadership. We suggest that the results of such research can identify structural signatures of collaborative policy networks that serve as "stamps" of the common nature of such networks that, if fostered, can inform and improve the attempt of networks of partners to achieve policy goals.  相似文献

Individual local governments are key players in Sweden's strategy for climate adaptation but their authority does not match the scale of climate change and its impacts. Competences are divided among local, regional and national authorities. Climate adaptation thus requires cooperation, particularly in metropolitan regions. This raises issues of coordination, legitimacy and effectiveness of adaptation measures recommended in local Master Plans. The focus here is on how the 13 municipalities in the Gothenburg Metropolitan Area—expected to be the part of Sweden most affected by impacts of climate change—address and act upon issues of climate change adaptation within the framework of Sweden's Planning and Building Act, which places responsibility for the “common interest” of climate adaptation with local governments. Analysing municipal Master Plans, as well as the comments on these plans from the regional County Administrative Board and from Göteborg Region Association of Local Authorities, the inter-municipal association charged with infrastructural planning, I identify patterns in terms of coordination, legitimacy and effectiveness of planning for climate change adaptation. Results are discussed in relation to propositions from recent research on planning for climate adaptation in multi-level contexts.  相似文献

Coordination in international tax policy is extremely problematic. Economists and political scientists have explained this lack of coordination by arguing that tax competition triggers a prisoner's dilemma. In this article I argue that not all international tax policy can be reduced to the prisoner's dilemma syndrome. Transfer pricing policy, the object of this study, can be modeled as a coordination game. By drawing upon game theory and new institutional analysis, I argue that institutional entrepreneurs who decide to play their favorite option first can facilitate the emergence of international policy coordination. This idea is examined in the context of the creation of the new Organization for Economic Cooperation and Development rules on transfer pricing. The conclusion is that coordination emerges in transfer pricing policy through a process of conflictual institutionalization.  相似文献

The contemporary trend within natural resource governance sees a strong increase in collaborative management. A successful turnout of these arrangements is, however, dependent upon the formation and characteristics of advocacy coalitions. Uncovering the rationale determining coalitions is therefore a key undertaking in policy analysis and the advocacy coalition framework (ACF) has been widely applied for this purpose. This article aspires to test several important hypotheses regarding the nature of coordination networks and the formation of coalitions, treating the ACF both as an inspiration and as a framework in need of further refinement. This is done in the context of a complex and conflict‐ridden policy subsystem: the Swedish carnivore‐management subsystem. The results indicate, firstly, that perceived belief correspondence, and not perceived influence, is the driving mechanism behind coordination; and, secondly, that the catalog of beliefs shared by actors within a coalition is composed by policy core beliefs, in particular, with a more normative content, while no connection between deep core beliefs and coordination is found.  相似文献

New regional policies in Norway and many other countries try to empower their regions through creating a balance between central governing with emphasis on redistribution of activities and resources, and local mobilization with emphasis on self reliance, innovation and learning by doing. In Norway municipalities and counties have for a long period had this double function, but we now see that the vertical policy of implementing national welfare policy has grown and become dominant. As a consequence, the horizontal policy of social mobilization has been neglected, and has to some extent been taken over by inter-municipal and interregional organizations. Normally, these organizations are in practice organized as regional development agencies. They seem to be vulnerable political institutions that seek legitimacy from--and need acceptance and support from--both territorial and sectoral governments. The regional planning process is regarded as an important tool in their political institution building process. In this paper I want to explain how regional planning and institution building in Norway in practice have moved towards a two-parallel system.  相似文献

We use regression and factor analyses to explain intermetropolitan variation in the proportion of jobs in disaggregated service sectors in American metropolitan areas. Central place theory postulates of centrally located establishments serving a surrounding complementary region partially explain the positive relationship between metropolitan size and the proportion of jobs in an area in services. Regional variation in demand following several decades of substantial shifts in population and economic output is an additional influence. Intermetropolitan clustering of service sectors is also occurring. A factor analysis of employment proportions in twenty-two disaggregate service sectors identified five intersectoral service clusters. The factor analysis accounted for substantially more variance than the regression equations. We interpret this result as evidence of the emergence of service-based spatial industrial complexes. We argue that agglomeration of information-intensive intermediate services is driven by an attraction to labor markets endowed with pools of skilled professionals who can flexibly apply their talents in a variety of sectors. Unusual demographic characteristics of some metropolitan areas probably explain clusters of final demand services.  相似文献

Despite collaborative governance's popularity, whether collaboration improves policy performance remains uncertain. This study assesses the link between collaborative decision making and licensed environmental management protocols in the Federal Energy Regulatory Commission's (FERC's) process for licensing hydropower facilities in the United States. Using results from a previous study of FERC relicensing (Ulibarri, forthcoming), one high‐, one medium‐, and one low‐collaboration case were selected. Using documents including meeting minutes, public comments, and issued licenses, I assessed collaboration and license outputs, then conducted process tracing to examine whether and how differences in collaboration produced differences in license quality. High collaboration resulted in jointly developed and highly implementable operating regimes designed to improve numerous resources, while low collaboration resulted in operating requirements that ignored environmental concerns raised by stakeholders and lacked implementation provisions. These results support the hypothesis that collaboration can improve environmental outcomes, revealing the pragmatic value of collaboration.
