This article shares findings from a participatory assessment study of a community-based environmental monitoring project in the Peruvian Andes. The objective of the project was to generate evidence to support sustainable livelihoods through participatory knowledge generation. With the use of narrative framing, the study retrospectively reconstructs the project's trajectory as perceived by the three stakeholder groups: the community, the researchers, and the implementing NGO. This analysis reveals discrepancies between the stakeholder groups both in their view of the course of events and their understanding of the purpose of the intervention. However, while the storylines depict differing project trajectories, they often agree in terms of long-term goals. The study also uncovers some neglected positive externalities that are of considerable significance to local stakeholders. These include community-to-community knowledge transfer, inter-generational knowledge sharing and ecosystem knowledge revival. The article illustrates how assumptions and expectations about participatory projects are encapsulated in narratives of positive change despite the limited level of agreement among stakeholders about what such a change should comprise. It sheds light on development narratives and their power to shape stakeholders’ perceptions in accordance with their beliefs and priorities. This is of special importance for ecosystem governance projects, which are sensitive to normative differences and subject to competing claims.  相似文献

This article chronicles recent changes in planning practice. It documents the rise of strategic planning and the move toward proactive planning centered on strategy, marketing, publicity and images. The author studies two cases. One is sub‐regional, of the ‘Great South’ of metropolitan Madrid. The other is regional, of the program ‘Madrid Metropolitan Region’. Planners created physical designs and rhetoric that encapsulated new images for the south and the entire metro area. The planners used the evoking image to craft the strategy, implement it, and build the institutions of regional planning and government. These cases suggest that external images (plans, photos) and internal images (in the mind's eye) are key to understanding how planning processes worked. It reveals the role images played in planning and political discourse, and how discourse was based on the image.  相似文献

Through an intimate view of a very unique planning experiment this article illustrates that planning and planners are important. The committed mediation of planners proved to be effective in this case. The structure planning process for Flanders was used as a vehicle for change. New planning concepts were introduced; the former very negative attitude toward planning changed considerably. Spatial planning came back on the political agenda, and a new élan and a new spirit in the planning community emerged. The article focuses on how the basis of public support vital for the adoption of the plan has been secured.  相似文献

This article extends Qviström's (2007; Geografiska Annaler: Series B, Human Geography 89 (3): 269–282) ideas concerning “landscapes out of order” within a re‐discovering and re‐imagining of spatial planning theory and practice. Taking the viewpoint that planners and decision‐makers order and manage space in prescribed and constrained ways, the article argues that this can hinder innovative practices which have the potential to deliver significant societal and environmental benefits. Using case studies from permaculture and guerrilla gardening, we illustrate how planning practice can be rooted in confrontation and legal challenge rather than with more positive and inclusive approaches, as is envisaged within spatial planning theory. Clearly, the ways in which such initiatives intersect with the planning system raise important questions about joined‐up policy across scales and sectors, and the ability of planning to be a proactive vehicle of environmental and social change. Our findings confirm that spatial planning theory is largely “disintegrated” (Scott et al. 2013; Progress in Planning 83: 1–52) from much contemporary planning and environmental practice and wider discourses of sustainability. This suggests an urgent re‐examination of the spirit and purpose of planning to embrace and promote the new even where they challenge established orthodoxy and planning order.  相似文献

Facilities that interpret local cultures to tourists can promote positive host-guest relations. However, developing these facilities can be challenging because of the cross-cultural context in which the planning must take place. A participatory approach to planning must be used so that the local residents can determine how their culture is to be portrayed to visitors. However, the planner should be familiar with both the cultures of the hosts and the guests so that the local culture is authentically presented, in a way which is appropriate for visiting tourists. Often interpretation planners from "western" cultures are brought in to coordinate the development of such facilities. These planners, as well as the agencies which sponser them, must be committed to working closely with residents of the community over long periods of time to develop the necessary understanding of the host culture, as well as to cultivate an atmosphere of cooperation.  相似文献

The aim of this paper was to develop a social sustainability tool to clarify what social sustainability means in land use planning processes. The tool was developed through a robust research process covering a large amount of scientific literature and built environment sustainability assessment tools. To assess how the developed tool works in practice, we used it as a coding system for the assessment of social sustainability in a case study from Finland. The case study includes the master planning process of a medium-sized city and the legal framework guiding it. The theoretical contribution of the paper lies in creating a holistic tool for the assessment of social sustainability in planning processes. This study also provides a strong practical contribution, as it goes beyond theoretical definitions to the pragmatic level by providing exemplary measures to be used in designing and implementing processes. Therefore, this paper is a valuable source for those stakeholders (for example planners, developers and policymakers), who struggle with the issue of the successful implementation of social sustainability practices, and it will help them to benchmark their processes against the themes found in the tool.  相似文献

Abstract

In a complex and changing field, influenced by globalization, technological development, and increased differentiation and complexity in all parts of society, urban planners are increasingly required to rethink and innovate the way they manage and develop cities. As the contemporary focus on public sector innovation and “liveability” in cities gains momentum, the pressure on planners to re-invent their practices is becoming an interesting focal point for urban studies and raises the question of how research can engage with, and participate in, the development of new urban planning practices. This article reports from the action research project “Create your City”, which intervened in the innovation strategy of the Technical and Environmental Administration of Copenhagen during the period 2011–2013. The article shows how researchers can engage with the contemporary challenges for urban planning by staging interventions that allow planners to imagine the city in new ways, and develop new planning practices in the process. By analysing the infrastructuring of “Create your City”, the article shows how the project contributed to the development of new innovative practices in the administration, and points towards new potentials for scholarly engagement in the field of urban planning.  相似文献

Much of the recent academic literature on spatial planning in Europe focuses on either cross-national comparison of planning frameworks and planning practices or on transnational and transregional initiatives and their impact on planning in European countries. From those publications, it can be gleaned how similar themes are translated differentially in different national contexts. Although it is also a great source of European integration and harmonization, the phenomenon of the knowledge exchange within transnational expert networks of European planners at the level of cities has received less attention. In this paper, the knowledge exchange among planners in such a network is studied, highlighting the role of “transfer agents” (academic and/or policy experts operating in communities in different policy arenas) in the exchange process. It builds on the insights from existing literature on policy transfer and policy learning, and tries to add a new perspective on this body of literature from an insiders' perspective, i.e. participatory observation. The idea is that policy transfer can be fruitfully approached as a process of knowledge and information transfer between producers, senders, facilitators and recipients. Often this exchange is to a very large extent a process of absorbing appealing labels for policy solutions from the international or national policy levels, and then adopting an interpretation of it suitable to one's own context. The authors try to give meaning to this exchange process by using two mechanisms, i.e. social interaction and conceptual replication. By combining these two mechanisms the authors try to uncover which policy lessons are being transferred among seven European cities that joined the expert network on European sustainable urban development (Pegasus).  相似文献

The theory and practice of strategic spatial planning makes a significant contribution to debates about contemporary European planning. Whilst its proponents describe a progressive style of governance and new territorial imaginations it is difficult to point to success on the ground. The paper argues that the normative conception of strategic spatial planning and focus on the failure of planners to live up to the ideal diverts attention from understanding the day-to-day work of planners and the ordinary politics of planning. We review some potentially helpful work in political sociology to develop framework that, rather than seeing planners failing to develop appropriate spatial and governance imaginations, may contribute to a better understanding of how planners pursue interests, attempt to manage the costs of collective action and assess institutional constraints and political opportunities.  相似文献

In December 1968 Ernest May asked how the US government could gain access to ‘long‐headed’ staffers to provide greater strategic depth to foreign policy. The challenge of long‐term strategy persists: how should government be organized to support it, how can the right people be found to staff it and how can political leaders make time for longer‐term policy‐making given the challenge of the immediate? The policy planning staff in the Foreign and Commonwealth Office have traditionally had the task of supporting longer‐range, broader foreign policy. A small group of diplomats—later leavened by externals from the media, non‐profit and private sectors—was meant to generate an improved approach to British interests and policy. As Robert Wade‐Gery recalls of its role in the 1960s, there was a push to forge fresh links with outside thinking. Did it work? Former policy planners can be circumspect about its achievements. One former British planner said he felt like ‘a spare part rattling around in a tin’, while former American planners have written about the challenge of injecting fresh thinking when detached from decision‐making. Other planners were dragged into operational work or speechwriting. Many planners nonetheless enjoyed the opportunity to think more broadly. Policy planning can be intellectually rich without being the source of actionable strategic thinking about the long‐term national interest. This article suggests that a greater focus on people rather than systems might help to foster more strategic, anticipatory and innovative thinking about the national interest.  相似文献

Due to the fragmented organizational landscape characterizing public transport, it is important to study and explore how regional governance of public transport adapts to national institutional reforms. By employing the term ‘governance cultures’ to a comparative case study of regional public transport planning in Sweden, we contribute to theories of governance by cultural sensitization. Combining governance theory with cultural analysis, we apply a cultural perspective to understand the two cases. We conclude that public transport planning in the Stockholm region is defined by ‘negotiations’ between stakeholders, whereas in the Västra Götaland region it is characterized by a governance culture of ‘collaboration’. The evidence from our case studies emphasizes the importance of understanding local governance practices as situated in cultural contexts as well as of viewing governance cultures as an important factor affecting the purpose, degree and outcomes of collaboration in planning practices.  相似文献

In efforts to become “smart cities,” local governments are adopting various technologies that promise opportunities for increasing participation by expanding access to public comment and deliberation. Scholars and practitioners encounter the problem, however, of defining publics—demarcating who might participate through technology-enhanced public engagement. We explore two case studies in the city of Calgary that employ technologies to enhance public engagement. We analyzed the cases considering both the definition of publics and the level of citizen participation in areas of participatory budgeting and secondary suites. Our findings suggest that engaging the public is not a straightforward process, and that technology-enhanced public engagement can often reduce participation towards tokenism. City councillors and planners need to critically confront claims that smart cities necessarily enhance participation. Moving beyond tokenism requires understanding “public” as a plural category. Municipal governments should seek to proactively engage citizens and communities utilizing helpful resources including, but not limited to, digital tools and smart technologies. This would allow planners to keep a “finger on the pulse” of publics' concerns, better identifying and addressing issues of equity and social justice. It is also important to consider how marginalized publics can best be recognized in order to bring their concerns to the fore in decision-making processes.  相似文献

As social constructions, heritage properties require the participation of all their stakeholders, especially in the case of UNESCO World Heritage Sites. The Atapuerca (Burgos, Spain) World Heritage Site is used as a test case for assessing the fulfilment of the local community’s development expectations, perceptions, and values. This paper is the first formal attempt to ascertain the opinions of residents in the surrounding villages — Ibeas de Juarros and Atapuerca — regarding the initiatives taken by the authorities, and the changes produced, since the site was included in the World Heritage List. The results show that many improvements can be made with the aim of democratizing the decision-making process, ensuring the involvement of the local community and improving their quality of life, in order to fulfil the spirit and recommendations of UNESCO.  相似文献

This article addresses how neoliberalism as a utopian ideal of the urban affects the practices of planners and parents, drawing on Stockholm, Sweden, as an example and foregrounding how these adult conceptions of the city are manifested, both socially and physically, and shape children's geographies. Through an analysis of planning documents and interviews with planners and parents, this study shows how Stockholm's planning is clearly conditioned by neoliberal beliefs, but rather than being linked with political sympathies, neoliberalism is expressed as a contemporary urbanism. This specific urbanism is not compatible with children's independent mobility and easy access to nature and play spaces, but demands, as expressed by planners and parents, certain “sacrifices” in order to be achieved. The study shows that age is an organizing norm in terms of spatial justice in the city and that ideological beliefs about the urban development affect how this (in)justice is organized. The planning documents reflect utopian neoliberal ideas about a specific urban identity, and when private actors are given more influence over what is being built and which spaces are developed, there is a deliberate transition from welfare‐planning values and the belief that children and adults have equal rights to urban neighbourhoods. This is expressed as a necessary transformation to a more urban and globally competitive city but given the extent to which welfare values are taken for granted in Sweden it is unlikely that the effect this transition will have on social and spatial justice in the city is recognized.  相似文献

Although recreational planning in national parks has long taken visitor characteristics and perceptions into consideration, economic valuation to date has not been part of such planning. Our study applies economic valuation for recreational planning in the Horton Plains National Park (HPNP) in Sri Lanka. The study, using a pretested questionnaire, interviewed 188 respondents in order to identify existing visitor satisfaction levels as well as visitor perceptions on available facilities. The existing visitor satisfaction at HPNP was 54%. Two alternative recreational scenarios were, therefore, developed based on visitor perceptions on how to enhance visitor satisfaction at the park. A hypothetical travel cost method and contingent valuation method (CVM) were used to estimate (1) the welfare benefits in terms of consumer surplus and (2) the demand in terms of willingness to pay (WTP) for the proposed recreational scenarios. The sample size for the economic study was 352 respondents. The per-visitor welfare benefits were financially valued at Sri Lanka Rupees (SLR) 3794 (USD 1 = SLR 130) and SLR 7045 for scenarios 1 and 2, respectively. These values show a 15 to 30 times increase from the existing value of the welfare benefits. The net present value of benefits also increased from SLR 516.8 million to SLR 5296.92 million and SLR 9835.73 million under scenarios 1 and 2, respectively. Under CVM, the estimated mean WTP values were SLR 132.00 and SLR 190.32 under scenarios 1 and 2, respectively. These values can be used as a tool for revising pricing policies at HPNP. Visitors' response to the proposed recreational scenarios suggests the need for planners to institute proper recreational schemes to enhance the welfare benefits of visitors. The study underscores the role economic valuation can play in policy decisions relating to recreational planning in national parks.  相似文献

The Greater Municipality Law (no. 5216) was enacted in 2004 in order to coordinate the governance of metropolitan areas in Turkey. In fact, this law has been a part of the restructuring process of the government in public domain as well as of the centralization and metropolitan governance approaches. However, the evaluation of this law displays many conflicts and uncertainties discussed by this study. Analysing the Law no. 5216, this study explores the case of Izmir Greater Municipality from the aspects of metropolitan governance approaches. The study findings suggest that this law conflicts with the issues of functionality along with its definition of metropolitan area boundaries, has problems related to the boundaries, efficiency and incomes of the district municipalities, causes complexities about the distribution of authority between district municipalities and greater municipalities in an unbalanced structure of responsibility and authority for planning issues, and has uncertainties related to the principles of sustainable planning and participation processes.  相似文献

Planning in Turkey is dominated by powerful market interests and authoritarian state regulation, resulting in a conflictual socio-political environment. Caught in the crossfire between interventionist urban policies and a planning education system that is oriented towards the public good, planners have come to feel alienated from their work. This paper considers how young planners respond to these challenges, drawing upon questionnaires and semi-structured in-depth interviews with planners with fewer than 10 years of experience. Their confrontation with entrepreneurial and authoritarian state interventions in urban development alienates them from their ideals, leading them to explore new ways of dealing with increasing political authority and economic neoliberalism. The participants of the study came up with a number of diverse responses related to this process. Disappointed with the practice of their profession ‘lost planners' begin searching for alternative pathways outside their practice towards a more meaningful society. In contrast, ‘profiteer planners' focus on getting more business and play a conformist and opportunistic role in the existing planning practice; while ‘struggling planners' develop alternative ways to pursue the public good by participating in urban movements. In short, they cope with alienation through politicization, solidarity and the identification of new means of engaging with society.  相似文献

Local and regional governments in western European peripheral areas aim to spur leisure-led regional development. We explore planning for leisure by applying an evolutionary economic geography (EEG) approach from a complexity perspective. We identify conditions which enable and constrain leisure development and its effects on the region as a whole. This means combining the local level of individual adaptations with the institutional setting and with the regional scale. We examine the Dutch province of Fryslân and explore by means of case study analysis how current leisure development processes can be explained in a complex evolutionary manner. We explore economic novelty as a result of individual adaptations; how such adaptations through interactions create emerging spatial patterns; how these spatial patterns form self-organizing new types of order; and the way this process is dependent on previous paths whilst also creating new pathways. Our findings show that although development is dependent on individual adaptations often stemming from a few actors, for such adaptations to have an effect on the region requires a connectivity between actors and a sense of urgency amongst those actors. Using a complex EEG approach allows us to explain leisure-led regional development as the product of these conditions. This can help planners deal with the complexity and unpredictability of this process, focusing not on a desired end goal as such, but on creating the conditions in which a more autonomous development can take place.  相似文献

At a time when the shortcomings of neoliberal development are well known, China's Belt and Road Initiative offers both an opportunity and a requirement to revisit the question of a more inclusive, equitable approach to infrastructure development. This article examines the case of the Northern Economic Corridor, a highway-centered regional trade corridor constructed through northwestern Laos in the early-mid 2000s that was co-financed by the Asian Development Bank and the governments of China and Thailand, and that has been subsequently included in the BRI as one of a group of regional corridors following the historical trajectories of the Silk Road. By examining the discursive politics of infrastructure's formal geography – and focusing on the practices that manage how publicly funded projects address predictable, negative impacts – this paper engages with emerging research on the BRI, wider scholarship on infrastructure, and the political geography of transnational development cooperation and financing at multiple scales. Specifically, I show how vulnerable populations were excluded from the protections of infrastructure mitigation along an early BRI project, and use this to argue that scholars, community advocates, infrastructure planners, financiers, regulators and others engaged with the BRI and other new infrastructure initiatives should rethink established conventions that demote the attention paid to “indirect” impacts. I highlight the arena of formal-geographic mitigation planning as a key field of engagement in the struggle to make new infrastructure live up to expectations about inclusive and equitable development.  相似文献
