Development of codified and tacit knowledge is important for capacity building in regional communities. To do so regions need active cooperation and trust building between public organizations related to research and education, private companies and organizations and the civil society so as to cross sector barriers and to mobilize to meet regional challenges proactively. Such processes must enjoy wide support in the regional community; mobilization for change must take place from below and across a broad front. Actors from outside can stimulate such processes, but they cannot take responsibility for them. The role in building out the community that is held by democratically elected bodies, make it natural to demand or expect that such actors take an initiative towards improvement, which brings challenges that are discussed later in this article.  相似文献

Trust is said to be necessary for creating and maintaining territorially embedded industrial systems. On the basis of data for the Norwegian home‐building sector, this article analyses trust and price competition; how trust is built and dismantled; and trust and place. The main findings are that: trust and price competition interact, but trust is more important in the design and planning phases than in the construction phase; economic factors are important for building trust, together with competence and team work; and trust is related to space, partly through places embodied in trust and partly through trust embedded in places. However, this embeddedness is not like that which has long been claimed to exist in territorially embedded industrial systems, but embeddedness where trust acts as a reinforcement, contingent upon other factors, as a capacity restraint and a socially constructed need for face‐to‐face meetings.  相似文献

Indigenous voices in government‐led natural resource management planning processes are often marginalised, misinterpreted, or excluded. Third parties, including government‐employed geographers, can act as knowledge brokers in defining Indigenous values and interests so they might be included in government planning processes. This paper reviews and assesses a research partnership that evolved to document the complex and diverse ecological and hydrological values held by Ngan'gi speakers about the Daly River and connected water places in the Northern Territory, Australia. The development of trust through the slow building of a relationship based on place‐based dialogue, a key aspect of participatory action research (PAR), created the foundation from which a mutually beneficial and respectful research partnership was able to, and continues to, evolve. Both research partners' perspectives are revealed here to articulate why the research partnership was deemed a success. Key lessons learned from the research partnership include the importance of trust, respect for place‐based learning, researcher and institutional flexibility, and awareness of the intricacies of relationship building and the benefits that research engagement can bring to Indigenous people and communities. We aim to further dialogue among geographers and interested disciplines as to the potential for PAR methods to foster mutually beneficial Indigenous–non‐Indigenous research partnerships.  相似文献

This paper analyses the relationship between trust and reputation, legal and informal rules in the process of quality identification of products and economic agents. After a discussion over the main approaches and conclusion reached by historiography, sociology and economics, we shall study the wine market in XIXth-century France. We shall stress the role rules and trust played during the last quarter of the XIXth century, in response to phylloxera, on the one hand, technical progress and the development of the international markets, on the other hand. We shall further consider the debates over individual and collective wine trademarks and their practises all along the XIXth century. This analysis will lead us to consider the question of the link between the legal protection of private property, trust anchored to a given territory and market dynamics. Our main conclusion is that rules, trust and reputation act much less as substitutes than as complements in the market dynamics. Trust has to be included in a given cognitive and institutional framework without which it could not intervene in the market coordination process.  相似文献

New regional policies in Norway and many other countries try to empower their regions through creating a balance between central governing with emphasis on redistribution of activities and resources, and local mobilization with emphasis on self reliance, innovation and learning by doing. In Norway municipalities and counties have for a long period had this double function, but we now see that the vertical policy of implementing national welfare policy has grown and become dominant. As a consequence, the horizontal policy of social mobilization has been neglected, and has to some extent been taken over by inter-municipal and interregional organizations. Normally, these organizations are in practice organized as regional development agencies. They seem to be vulnerable political institutions that seek legitimacy from--and need acceptance and support from--both territorial and sectoral governments. The regional planning process is regarded as an important tool in their political institution building process. In this paper I want to explain how regional planning and institution building in Norway in practice have moved towards a two-parallel system.  相似文献

Land-use policies have long been recognized as important driving forces of urbanization, but little research has been conducted on the interrelationship of actors, policy decision processes and changes in the built environment. In this paper, we use the advocacy coalition framework to analyse policy decisions that affected the development of the built environment in three Swiss municipalities between 1970 and 2007. We found that all three municipalities experienced the same major policy changes, namely a new definition of the role of urban management (1970s); the adoption of an environment- and problem-oriented approach in land-use planning (1980s) as well as an increased emphasis on public participation and intra-municipal coordination (1990s). Although national laws and actors have shaped the crucial driving forces of urban change, local actors, their coalitions and the local distribution of resources crucially determined these decisions in the study period. Our findings suggest that a stronger focus on local actors, their coalitions and resources could greatly improve our understanding of spatial development processes in Switzerland. For instance, as land ownership turned out to be a crucial resource, Swiss municipalities could benefit from engaging more actively in the land market.  相似文献

Trust is a key mechanism for explaining the ease and frequency of knowledge spillovers within regions. While the importance of trust is virtually uncontested, there have been few attempts to rigorously disentangle the way in which trust formation is related to space and proximity. The aim of this paper is to advance the understanding of trust formation in terms of its main antecedents within the context of regional studies. This is done by reviewing the rich literature on trust formation from psychology, sociology, and organization studies and connecting it conceptually to different types of proximity. In doing so, the paper maps out a number of avenues for future research on trust and geography.  相似文献

The paper explores processes of transnational network building in Europe in the 19th and 20th centuries. The first section reviews several relevant literatures. It concludes that historiographies of Europe often recognize the pivotal importance of transnational network building, but fail to analyse network developments as well as their entanglement with wider historical processes. Specialized infrastructure studies exist in economic and technological history, but have a distinct (sub)national focus. The networking of Europe has not been investigated. The second section presents a preliminary narrative of transnational network building in the 19th and 20th century. It highlights the relationship between network building and political events in different eras, as well as different types of ambiguities or tensions. The conclusion suggests a number of topics for further research.  相似文献

The objective of this research is to examine in depth the brokerage roles that supporting institutions play in conducting local business and applying technical knowledge inside clusters. We identify three main roles: a coordination role, characterized by the efforts that organizations play in internally coordinating themselves and establishing a shared institutional framework; an interconnector role, where organizations foster communication along the value chain of the industry; and a gatekeeper role that allows organizations to connect cluster members with external networks. Results obtained in the Toy Valley cluster provide evidence that each kind of supporting organization tends to specialize in specific roles, since universities are best for a coordination role with regard to technical knowledge while private organizations are key for vertical communication and coordination. Similar results were obtained when analysing the extra-cluster contacts that these organizations develop as gatekeepers, as they tend to establish specific communication conduits with similar alters in external networks.  相似文献

This paper provides a unique perspective on trust in Australian society using data from the first wave of a longitudinal study of young people in Queensland. Questions central to young people's expectations regarding institutions and significant others are interrogated. Trust assumes critical importance in this context because it is an important aspect of the future-oriented deliberative processes young people engage in. Gender, indigenous status and religiosity are key determinants of trust across a range of indicators. Boys are less likely than girls to trust significant others such as friends and siblings or to trust environmental groups, but are more trusting of sportspeople, television and the Internet. Aboriginal children are more trusting of their siblings, teachers and neighbours, but less so of their parents. ‘Smart’ children are more trusting of their teachers and schools and feel more confident about their future, while general life satisfaction is positively associated with most measures of trust.  相似文献

Mutual trust among individuals is frequently cited as an important factor in encouraging collective action, particularly in environmental policy settings. Yet the precise role of trust in the collective action process remains uncertain. This article explores the hypothesis that trust is overrated as a cause of cooperation. It initially tests this hypothesis through two case studies of voluntary collective action in a new context: the creation of multiactor Habitat Conservation Plans to protect endangered species. The two cases suggest that institutional mechanisms and political leadership can play an important role in encouraging collective action without relying on trust among cooperators. Besides their theoretical implications, the results suggest policymakers might spend more energy on creating incentives and assurance mechanisms to encourage collaboration, rather than the potentially fruitless task of building of social capital among rival stakeholders.  相似文献

In the development process of housing at a local level, several actors are involved. As a result, there is a need for coordination between the actors. The market can take care of this coordination. However, housing is generally considered to be, at least partly, the responsibility of the public sector. Leaving the development entirely to market forces is not an option for several reasons. But the other extreme, in which the public sector is entirely responsible for housing development is not considered a feasible option either. This paper investigates, using four case studies of housing development processes in different countries, what the role of the public sector, represented by the local planning authority, in such processes is, and how this can be put into effect. To that aim, the notion of 'induced cooperation' is introduced, as an approach for the local planning authority to pursue its housing and land use policy aims in an environment of mutual dependency.  相似文献

Network interaction is embedded in social settings, which allows for the development of trust. Trust is supposed to be an efficient functional equivalent of contracts, guarantees, insurances, safeguards, etc. Trust between actors reduces transaction costs. However, trust cannot be introduced and enforced within interaction relationships. It is argued that trust is more likely to occur and to be prevalent when actors have the spatial capability for personal, direct interaction. Thus, proximity and trust are supposed to be positively related to each other. Proximity is strongly interrelated with embeddedness. In the discussion about morality in organisations, there is an assumption we referred to as the 'moral spill-over effect': it is impossible, it is said, to restrict moral competencies and moral behaviour to one particular situation, environment, or topic. However, we argue that, even though trust is a term that is described in moral theory, trust and morality are not necessarily positively correlated. This means that even if embeddedness and proximity in a network lead to an increase of trust between network partners, it does not necessarily produce moral spill-over effects. Thus, proximity and morality do not necessarily have to be positively correlated with each other. The influence of proximity on morality can be positive or negative, depending on the social surrounding in which network collaboration is embedded.  相似文献

Policy advocacy is an increasingly important function for many nonprofit organizations, yet their advocacy activities have largely escaped theoretical grounding. The literature on nonprofits has described how they engage in policy advocacy, without linking them to theories of policy change. The policy studies literature, on the other hand, has explained how various forms of influence result in policy change, but has largely ignored organizational perspectives on those processes. These two literatures remain largely disconnected. Drawing upon interviews with a purposive sample of policy advocacy directors at 31 nonprofit organizations, this study applies Q‐methodology to identify and describe six distinct policy advocacy strategies employed by the organizations, and their resonant theoretical views of policy processes. These findings suggest strategic approaches for nonprofits seeking to influence policy processes. They also enhance the academic literature on policy processes by adding the advocates’ views and expectations. Implications for further research are also identified.  相似文献

This article investigates the relationship between urban gardening and planning by building upon the results of field research on gardening initiatives in the city of Rome, Italy. The work is aimed at suggesting that, while often associated in geography and planning literature with urban informality practices (e.g. accidental city or self‐made urbanism), urban gardening actually presents the character of a distinctive form of people's interaction with urban space, here defined as “informal planning”. This includes practices that are intentionally put forward by local dwellers with the intention of urban space planning and organizing public life in the absence of legal definition, guidance and funds provided by public authorities or the private sector. Urban gardening cases in Rome exemplify the emergence of informal planning and show how, by questioning the counterplanning tradition that understands urban gardening as an antagonist spatial practice opposing institutional planning, informal planning can open up collaborative possibilities. A new mode of interaction between citizens' agency and the formal planning initiatives of local administration can lead to creative solutions to address some of the problems associated with the neoliberal transformation of the city space, most notably the decrease in public space and its deterioration.  相似文献

How do advocacy organizations make tactical choices? This paper contributes to theory building in advocacy studies by examining how the decision‐making processes of advocacy organizations are affected by the choices of their peers. Drawing on qualitative interviews with practitioners in two contexts—the European Union and the United States—I document that organizations face pressures toward cohesion and differentiation with the tactical choices of other organizations. Other important processes—such as rational evaluation of political opportunities, resource dependence, and ideological constraint—are also reported to be influential, although these processes are sometimes influenced by relational dynamics. These findings suggest new variables and relationships of interest for future quantitative research and provide insight into the growing complexity of climate politics.  相似文献

Despite their implication in almost all aspects of the field, organizations remain a black box within critical geopolitics. The majority of the literature looks at organizations from the outside, either treating them as producers of geopolitical representations or as geopolitical actors. An explicit engagement with what organizations are, what makes their actorness and what fashions them with power is missing. This contribution draws on ideas from actor-network theory (ANT) to conceptualize organizations as socio-material networks that emerge from continuous processes of ordering. Tracing these processes along the associations they establish should be an important task of a critical geopolitics. The paper sketches a research agenda around four nodes for such a focus on the socio-material practices of ordering: the circulation of geopolitical ideas, the production of geopolitics, governance at a distance and technologies of ordering.  相似文献

The aim of this article is to use theories of bonded and embedded trust to explain the ‘roller-coaster’ nature of the Australia-Indonesia relationship. An examination of Prime Minister Keating and President Suharto as a case of bonded trust between leaders reveals the value such a relationship has in building trust in bilateral relations. However, it also reveals that such trust cannot survive changes in leadership if it has not become more broadly embedded in both government and society. This is particularly problematic given Australia’s tendency for rapid leadership and ministerial turnover across the past decade. While President Joko Widodo and Prime Minister Turnbull were able to develop a warm relationship which helped to reset the relationship and enabled them to navigate diplomatic incidents, Malcolm Turnbull’s recent political demise only serves to further highlight the necessity of building trust between societies. Without trust, cooperation between the two states will be limited. Building trust between societies will be required if Australia wants to develop a trusting relationship with Indonesia capable of undertaking deeper forms of cooperation on more sensitive issues – something which will be fundamental to Australia’s ability to navigate growing strategic uncertainty in the region.  相似文献

This paper examines collaborative management groups from the perspective of policymakers seeking to increase coordination within a policy network. While governments often support collaborative groups as a tool to address perceived network failures such as a lack of coordination, the net impact groups have is unclear. I use valued exponential random graph models (ERGMs) to model relationships of varying strength among a regional network of organizations involved in 57 collaborative groups. This provides a unique opportunity to study the interplay between numerous groups and organizations within a large‐scale network. Valued ERGMs are a recently developed extension of standard ERGMs that model valued instead of binary ties; thus, this paper also makes a methodological contribution to the policy literature. Findings suggest that participation in collaborative groups does motivate coordination and cooperation amongst individual network organizations; however, this effect is strongest for: (i) organizations that are not already members of another group and (ii) organizations that do not have a preexisting tie. These results support a transaction‐cost–based perspective of how government‐sponsored collaborative groups can influence network coordination; further, they also provide an empirical example of the Ecology of Games, in which multiple collaborative institutions have interactive effects on one another within a policy network.  相似文献
