Carol Shields, one of Canada's and America's most popular and critically acclaimed writers, is the perfect example of the former permeability of the Canada–United States border. Born Carol Ann Warner in Oak Park, Illinois, in 1935, she married Canadian engineering student Donald Shields and immigrated with him to Canada in 1957, becoming a Canadian citizen in 1971. Between her immigration to Canada and her death nearly half a century later, Shields criss-crossed the 49th parallel – traditionally known as the world's longest undefended border, until 9/11 drastically changed travel – with ease. Her fictional characters cross the Canada–United States border with equal ease. Shields crosses borders not only literally, but also figuratively, as she travels from genre to genre with ease. Most famous for her fiction, Shields published in many genres, including poetry, drama, short stories, biography, and literary criticism, and she incorporates these other genres in her novels. This paper identifies three sets of problems of a specific ethico-political type, generated by the interrelationship between ethics and politics in the areas of world justice and global politics. One instance in which this interrelationship is tested is that of the conflict of duties and values as it appears in the particular domain of the relations amongst sovereign nation states as well as between them and other social groups. Following the general Introduction, the main body of the paper contains the following three sections. (1) Without elaborating on the detailed mechanics of Kant's theory of perpetual peace, Section II discusses criticisms against the Kantian version of world peace in the context of which the first problem is encountered. The problem identified here is the ambiguity as to whether the establishment of a federated kind of peaceful co-existence between sovereign nations depends on the moral improvement of mankind or whether it is the other way round--i.e. whether ethical progress is a necessary presupposition or, rather, a consequence of political peace. That is, what is here identified as worrying is that the direction of dependence is not clear in such a proposal. Furthermore, such an approach, when applied to certain cases of inter-state differences, yields a rather alarming result as to the de-politicization of national states (Section II.2). (2) Yet such a type of international federalism requires a certain, peculiar, kind of legal enforcement of order without recourse to a supra state. So a re-examination of the notion of a legal order in general is needed. Given these requirements, Section III moves on to discuss moral conflict from the standpoint of relativism as it appears in the ethical and in the legal spheres. The second of our problems, identified in this section, is that, before discussing world justice we must first acknowledge the special relation and asymmetry between ethical standards and legal rules required by such a world order. (3) Finally, Section IV asks whether, given the above two problems, it is possible to envisage theoretically the logical possibility of moral conflict-resolution by postulating unchanging and encompassing super-norms of conduct. These special norms, if possible, would be able to direct action unequivocally when confronted with ethical or other dilemmas of duties (involving equally valid but conflicting demands among sovereign nations). This is the third problem. The Conclusion offers an evaluation of the whole discussion. These three ethico-political problems are shown to be interrelated. The overall thrust of the discussion is that it points to a number of philosophical difficulties in understanding the changing role of national states in a globalized political, economic and cultural environment. Accordingly, such difficulties have repercussions for any moral criticism of issues of world justice and global politics. I must make clear at the outset, though, that the discussion does not concern international relations theories per se.  相似文献

The electoral terms of the federal Coalition government under Prime Minister John Howard have been characterised by a blend of economic fundamentalism, neo-assimilationist social agendas, privatisation of infrastructure and of risk, and nostalgic politics. This is a particular Australian version of a wider neo-liberalism and, given the leadership role of the Prime Minister in this amalgam of doctrines and policies but also its considerably wider purchase, it is best designated as Howardism. To understand the successful acculturation of Howardism in the Australian body politic involves study of a range of factors. One of the least investigated, but also one of the most ubiquitous, is the role of media rhetoric. We present a selected history of recent media output and its relaying and amplification of key tropes of Howardism, focusing on three national commemorations.  相似文献

ABSTRACT. The aim of this article is twofold. First, it examines whether devolution fosters the rise of dual identities – regional and national. Second, it considers whether devolution encourages secession or, on the contrary, it stands as a successful strategy in accommodating intra‐state national diversity. The article is divided into three parts. First it examines the changing attitudes towards Quebec's demands for recognition adopted by the Canadian government from the 1960s to the present. It starts by analysing the rise of Quebec nationalism in the 1960s and the efforts of the Canadian government to accommodate its demands within the federation. It then moves on to consider the radically new conception of Canadian unity and identity embraced by Prime Minister Pierre Elliott Trudeau and its immediate impact upon Quebec. The paper argues that Trudeau's ‘nation‐building’ strategy represented a retreat from the pro‐accommodation policies set in place to respond to the findings of the 1963 Royal Commission on Biculturalism & Bilingualism (known as the B&B Commission). Trudeau's definition of Canada as a bilingual and multicultural nation whose ten provinces should receive equal treatment alienated a significant number of Quebeckers. After Trudeau, various attempts were made to accommodate Quebec's demand to be recognised as a ‘distinct society’– Meech Lake Accord, Charlottetown Agreement. Their failure strengthened Quebec separatists, who obtained 49.4 per cent of the vote in the 1995 Referendum. Hence, initial attempts to accommodate Quebec in the 1960s were replaced by a recurrent confrontation between Canada's and Quebec's separate nation‐building strategies. Second, the article explores whether devolution fosters the emergence of dual identities – regional and national – within a single nation‐state. At this point, recent data on regional and national identity in Canada are presented and compared with data measuring similar variables in Spain and Britain. The three modern liberal democracies considered here include territorially circumscribed national minorities – nations without states ( Guibernau 1999 ) – endowed with a strong sense of identity based upon the belief in a common ethnic origin and a sense of shared ethnohistory – Quebec, Catalonia, the Basque Country and Scotland. Third, the article examines whether devolution feeds separatism by assessing support levels for current devolution arrangements in Canada, Spain and Britain. The article concludes by examining the reasons which might contribute to replacing separatist demands with a desire for greater devolution.  相似文献

In both liberal democracies like Australia and Canada and autocracies like Singapore, the state has stepped in to try to manage ethnic claims that had hitherto been marginalised or suppressed. Once the concept of corporatism is rescued from its recent economic-focused excursion, it provides a framework within which to examine new state strategies for managing ethnicity, and the resultant politics of national identity. The states have sought to license or create ethnic institutions as channels for ethnic interest articulation, for ethnic elite cooptation, and for the funding and political control of ethnic assertions. The corporatist strategies for ethnic management imply also attempts by the states to unify the disaggregated polyethnic societies by seeking new myths of organic national unity. The attempts to manage ethnic politics within these new institutional and ideological parameters generate tensions which exacerbate rather than ameliorate the decline in state authority.  相似文献

Studies of gender and politics have typically been studies of women and politics. In contrast, this paper places men at the centre of its inquiry by drawing on interviews with 15 current federal male politicians. Of concern is exploring the ways in which men conceptualise the question of gender equity in the Australian parliament. Three frameworks are identified in the men's narratives. These are that the parliament is a masculinised space but that this is unavoidable; that the parliament is now feminised and women are advantaged; and that the parliament is gender neutral and gender is irrelevant. It is argued that collectively these framing devices operate to mask the many constraints which exist to marginalise women from political participation and undermine attempts to address women's political disadvantage as political participants. The paper concludes by highlighting the significance of the paper beyond the Australian context and calling for further research which names and critiques political men and their discourses on gender and parliamentary practices and processes.  相似文献

国民党与南京国民政府为标榜是孙中山民主革命思想与事业的合法继承者,把孙中山从“总理”推尊演绎成了“国父”圣符,并为之举行了逝世纪念、奉安纪念与诞辰纪念三种典礼仪式。从仪式政治与国家祭祀的角度对前两种典礼仪式进行系统的史学考察,并挖掘和诠释其表象背后的政治思想与社会文化内蕴,不仅有利于把握“后孙中山时代”民国官方对孙中山政治遗产的利用与运作体系,而且有利于继承和弘扬孙中山的民主革命精神与思想。  相似文献
