This article examines the role of the state in the appropriation and control of land in Indonesian palm oil and agrofuel production. Drawing on political ecology and critical state and hegemony theory, it focuses particularly on the legal state strategies that support the hegemonic project of agro‐industrial and export‐oriented palm oil and agrofuel production. The article analyses the structural, strategic and spatial selectivities — the mechanisms of marginalization and privilege — that accompany the strategies the state employs. Three important strategies are discussed, namely the codification of land ownership, the concentration of land possession and the valorization of natural resources in the context of de‐ and recentralization. The article concludes that these legal state strategies represent an important means to organize and protect a large‐scale palm oil project as they succeed in universalizing dominant interests whilst at the same time (partially) integrating subaltern interests. 相似文献

This paper examines whether an "issue definition" perspective developed by Baumgartner and Jones (1993) can account for the dynamics of state economic development policy. The analysis centers on a case study of Louisiana, and shows that efforts to redefine tax exemptions as a threat to the environment were only partially successful in leading to policy change. I speculate on the reasons for this failure, concluding with the fact that special conditions made it harder to redefine the economic development issue there. I argue further that the dynamics of issue redefinition differ by issue type and according to the level of government responsible for a particular policy. 相似文献

More specifically, she selectively reviews the body of published research comparing China and India, with emphasis on the literature covering the two countries' economic achievements, the nature of reforms and institutions, as well as the overall social contexts within which development and growth are occurring. The author addresses such major questions as the importance of timing and location in the two countries' development trajectories as well as the implications of different modes of guidance (market versus state direction) for those trajectories. This article looks at the place of government in the development of market economies. Using ideas from Adam Smith, and illustrations from Anglo-American economic history, it shows how government was deeply involved in creating the conditions for capitalism and in moulding a sustaining environment for private enterprise. Discussions of rural development in the highlands of Papua New Guinea have often centred on coffee, and been couched either in narrowly economic terms or in class analysis terms. Fresh food marketing has received less attention, although it is an important activity for many highland people. An approach which takes into account the subjectivity of actors, and the contests of power which permeate markets, is explored in this paper. The history and present forms of fresh food marketing in the Eastern Highlands Province of Papua New Guinea are then outlined. The author concludes by arguing for a geography of rural development, which is based on close attention to social interaction at the local level, coupled with an awareness of global structures provided by non-universalist political economy. 相似文献

Current western aid and development policy aims to promote ‘good governance’ in the third world. Few would deny that competent, open and fair administration is both a worthy aim and a self-evident requirement of development. However, the current orthodoxy clearly illustrates the technicist fallacy, which is implicit in the following quotation from Pope, that the effective administration or ‘management’ of development is essentially a technical or practical matter. This article argues that development is fundamentally a political matter and that it is illusory to conceive of good governance as independent of the forms of politics and type of state which alone can generate, sustain and protect it. The setting up of the National Economic Development Council(NEDC) and other reforms to the institutions of economic policy-makingin the early 1960s are regarded by commentators as the firstconcerted attempt by government to confront the issue of Britain'srelative economic decline. The general assessment of these reformsis that they failed, largely due to the possessive individualistculture of British peak organizations. This article investigatesthese issues from the perspective of negotiations on financialprovision for the unemployedone of the first issues tobe considered by the NEDC. It shows that in this area the mainproblem was the nature of the Whitehall policy-making processand the failure of government to co-ordinate its policy position.This caused both sides of industry to question government commitmentto the tripartite process and seriously undermined the entireNEDC project at an early stage. These findings are consistentwith recent theoretical analyses of British government whichemphasize the complexity of the policy process and co-ordinationproblems within Whitehall. 相似文献

Aboriginal and Islander people in Queensland remain unempowered in the policy making process of government. This is achieved by downgrading and under‐resourcing the relevant portfolio, by co‐locating it with welfare, by giving other departments statutory rights in decision making on indigenous issues which are not reciprocal, by relocating key indigenous policy areas into otherwise antagonistic departments, by ghettoising the issues in Cabinet and by failing to elucidate clear policy guidelines on indigenous issues. The Goss government has also ensured that indigenous people remain unempowered outside of government by failing to legislate for regional land councils, Aboriginal majority on national parks boards of management and an Aboriginal‐controlled statutory acquisitions fund and by retaining excessive discretionary power in the administration of the 1991 Land Acts. 相似文献

This article examines the results of, and the prospects for, the declared shift of NGOs from relief operations to development activities in the Red Sea Province of eastern Sudan. Statistical and qualitative information contained in the reports of NGOs themselves provides the main data source on which the analysis is based. Although NGOs have been successful in conducting massive relief operations in the area, the article asserts that they have not yet and are not expected to achieve any tangible results on the development front. The main reason for this is the apparent misconception of development on the part of the NGOs as an isolated, localized activity which they can perform; another is the NGOs' failure to recognize the difference in the methods, means and prerequisites necessary for relief and for development; a third is the failure of NGOs to equip local institutions to absorb and/or sustain any achieved ‘development’, since most NGOs operate in complete isolation from governmental and traditional Beja institutions. 相似文献

人为因素造成的旅游地生态环境退化已成为阻碍旅游可持续发展的重要因素,因此研究游客环保行为具有必要性.本研究选取九寨沟与青城山-都江堰为案例地,采用便利抽样法搜集数据,依据空间距离和区域经济水平划分游客样本,并构建4个游客价值观驱动保护旅游地环境行为模型.不同模型比较分析发现:(1)利他价值观、环境世界观与环保道德规范对游客环保行为的正向作用具有普遍性规律,不受空间距离与区域经济水平影响;(2)利己价值观对游客环保行为的作用机理存在区域差异,空间距离具有削弱作用,区域经济水平具有增强作用. 相似文献

States, markets, and governance are among the pressing issues of our day. The global market exerts dynamic pressures on our societies, economic agents, and systems of government, especially in the developing world. Typically, most analysis begins with the idea that global markets have increasingly intruded upon the capacity of the institutions of government to manage the process of change. Our societies are seen as increasingly subject to the vagaries of market forces, to the delight of some and the regret of others.
This article argues that much thinking about states and markets is flawed, making it highly likely that policy-makers, among others, will commit mistakes in their responses to the undoubted pressures for change. If we alter the way we think about the state and the market, we will see opportunities to change what we do about them and how they evolve over time. The article argues that we should retreat from understandings of the market and governance that involve a clear distinction between states and markets, proposing a radical reformulation wherein states and markets are no longer seen as separate entities, but as a state-market 'ensemble of governance', or 'condominium'. Drawing on Adam Smith, this approach leads to a reinterpretation of the relationship between private interests in market processes and the wider public good. This model is used to interpret contemporary patters of global trade and finance, and the article concludes that this new way of thinking can help us to realise better our normative preferences about the sort of world in which we wish to live. 相似文献
