The paper surveys Russia's engagement, both in terms of policy formulation and implementation, with the main initiatives outlined at the 1992 United Nations Conference on Environment and Development (UNCED). Although coverage extends through the entire period from 1992 to present, a particular focus is on recent developments under the Putin administration, a period characterized by an ostensibly utilitarian approach to environmental management. Russia's response to the recent World Summit on Sustainable Development (WSSD) is assessed in the broader context of the country's problems in effecting major environmental policy changes.  相似文献

This paper examines a recent dispute generated by the Queensland State Government proposal to build the Traveston Crossing Dam on the Mary River in southeast Queensland, Australia. It is particularly concerned with the ways in which interrelated issues of belonging, community identity, and social diversity were negotiated during the anti‐dam campaign. As an unusual alliance of farmers, environmentalists, urban retirees, some Aboriginal people and others, it takes a view of the anti‐Traveston Crossing Dam campaign as a fluid network of people and approaches the notion of community identity as the symbolic construction of similarity. Locally specific, the paper describes pertinent aspects of community politics in the context of rural socioeconomic change, and the mobilisation of heritage. With regard to local senses of belonging, it also discusses the involvement of Aboriginal people during the campaign. More broadly then, this paper attempts to make an ethnographic contribution to the study of environmental disputes and the politics of alliance in peri‐urban areas of settler‐descendant societies such as Australia.  相似文献

Environmentally Sensitive Areas (ESAs) designated under EC Structure Regulation 797/85 now cover 1.4 million ha of the Scottish countryside and are likely to make a substantial contribution to the regulation of landscape change. Visual changes to landscapes with (policy on) and without (policy off) the ESA programme in two Scottish ESA areas, Breadalbane and the Machair, are predicted through impact-assessment procedures and computer manipulation of photographic images. The methodological requirements for such predictions are outlined and substantial differences in landscape characteristics under policy on/off scenarios are revealed. Such approaches to landscape change are an essential foundation for the development of environmental cost-benefit analyses and will contribute to public consultation processes.  相似文献

ABSTRACT

The two books that are investigated in this review essay consider new ways to explain policy processes by focusing on a spectrum of methodological approaches, theories, time periods and political systems. The first book examined investigates policy change in Australia and considers for the first time how relevant the Policy Agendas Project (PAP) is for the Australian political system. A recent contribution to the Comparative Agendas Project (CAP), the second book reviewed is a collection of comparative studies applying different methodologies and theories to analyse CAP datasets with the view to exploring how policy changes in a variety of political systems. Together these books showcase the best of PAP/CAP’s qualities to provide a common platform for cross-comparative policy change studies and standalone country-specific studies. These books are also an indispensable resource for Australian political scientists interested in the unique policy change dynamics in Australia.  相似文献

The extent to which the Pacific Solution and other refugee policy developments under the Howard government were contested within Canberra circles will not be known until cabinet files are opened many years hence. However, if recent research into the White Australia policy is anything to go by, the files may shed unappreciated nuance on the context and reasoning behind such developments. We cannot pre-empt this research, but we can explore documents to which we do have access to deepen insight into Australia's refugee policy foundations, and to prepare the ground for more informed assessments of recent developments. Using archived policy files, this article examines the internal debates that surrounded Australia's accession to the 1951 Convention and 1967 Protocol relating to the Status of Refugees. The picture that emerges challenges simplistic assessments as to the motives of policy makers of the time. It also shows how different government departments—in this case Immigration and External (now Foreign) Affairs—can support policy changes for different reasons, at different speeds, and not always in the order that might be expected.  相似文献

States have increasingly taken leading roles in U.S. environmental policymaking over the past two decades. As laboratories of democracy, states have developed different levels and mixes of policies to address climate change, nonpoint source pollution, alternative energy, and other challenging environmental issues. Policy scholars have sought to explain variation in state environmental policy through two primary theoretical lenses: internal determinants and regional diffusion. While our understanding of state environmental policy adoption has grown to identify which variables are most important, less is known about how these variables interact in particular states to influence policy adoption. This study examines the interactions of variables from both theories to explain how state policies for small‐scale wind energy promotion were adopted in three U.S. states. Our results highlight the nuanced role of citizen ideology, which may be important in contexts at either end of the ideological spectrum but less important in the middle—where economic development is more critical. Results also indicate that interstate competition may be over environmental as well as economic leadership. Interestingly, strength of the wind resource is not necessarily correlated with policy adoption for small‐scale wind energy promotion.  相似文献

ABSTRACT

Faced with an increasingly authoritarian and assertive China, the United States (US) under President Trump administration’s has embarked on a course toward a more openly competitive US–China relationship. However, the debate in Australia has viewed the new era of US-Sino strategic competition mostly negatively. Indeed, arguments have been made for a need to ‘radically’ rethink Australia’s defence policy in order to prepare for a ‘post-US-led’ regional order. For some analysts, Canberra has even no other choice than to adopt a strategy of ‘armed neutrality’ to deal with an emerging China-dominated regional order and a declining US, confused and unwilling to defend its allies. In contrast, this article argues that on balance Trump’s course correction on China is positive for Australia as the US is likely to maintain its robust engagement in the Indo-Pacific. While the president’s inconsistencies partly undermine US declaratory statements in regards to greater competition with China, a bipartisan consensus is likely to continue to shift US policy in this direction. While greater US-Sino competition requires Australia to assume greater responsibilities for regional security, radical changes to its defence policy and security alignment are not needed.  相似文献

This article compares the emergence of a policy of multiculturalism in Canada and Australia between the 1960s and 1970s. It charts the rise of the policy in the two countries through the adoption of a philosophy of multiculturalism as the basis of their national identities. There is a distinction between philosophy and policy: a multicultural policy emerged out of a philosophy of multiculturalism. Furthermore, a philosophy of multiculturalism replaced the ‘new nationalism’ as the foundation of the national identities of both English‐speaking Canada and Australia. The abandonment of the White Canada and White Australia policies and the adoption of non‐discriminatory immigration policies in both countries were also of importance in the emergence of a policy of multiculturalism. There are many similarities in the Canadian and Australian experiences. However, the major differences are explained by the presence of the French‐Canadians in Canada and the early non‐British migration that Canada received in the late‐nineteenth century compared with Australia.  相似文献

This paper analyses the substantial financial subsidy, alongside other regulatory changes, introduced to support private health insurance in Australia at the end of the 1990s. The concept of policy layering is developed and refined theoretically in terms of changes in policy paradigms in order to chart a lengthy period of tense layering in Australian health-care politics between private and public health insurance and the bipartisan convergence on a universalism plus choice policy paradigm during the 1990s. This is the key dynamic underlying the Coalition's support of private health insurance after 1996 rather than a neo-liberal ambition to dismantle the health-care state and return to a predominately privately financed health-care system with a residual, public safety net.  相似文献

Economic and social considerations in natural resource management include the need for community participation and a greater appreciation of social and economic processes in understanding environmental problems. It is anticipated that new frameworks will guide these inclusions and redirect planning and management activities to achieve environmental sustainability. This paper examines issues of participation and the nature of ‘community’ through an analysis of relevant natural resource management policy documents and a case study of a public drinking water supply catchment in Western Australia. The findings indicate that if NRM strategies are to be successful, then a much wider and more inclusive view of community is needed, one that fully captures the different stakeholder groups beyond farmers, such as town residents, indigenous people, and those involved in other land uses. We need strategies that can accommodate differences within and between communities.  相似文献

State legislative decision making on natural gas policy has become a balancing act, as legislators are forced to grapple with tensions between economically beneficial policies and environmental impacts. Despite increased public attention to the benefits and costs related to hydraulic fracturing, there has been little scholarly attention paid to how policy framing affects legislator behavior on this issue. We analyze recorded votes on bills relating to natural gas policy in Wyoming, Colorado, and New Mexico between 1999 and 2008; a time period spanning the recent boom. Using a novel database of bill frames, we create a ratio measure that accounts for the proportion of environmental to economic arguments within each piece of legislation. We find status quo–challenging, anti‐development policies can receive bipartisan support, as long as economic frames balance or are greater than environmental frames. Framing natural gas as a win‐win scenario where economic benefit and environmental protection can be achieved simultaneously is an effective legislative strategy. Using the case of natural gas policy, this study demonstrates bill framing substantively affects state legislator vote choice and implies bipartisan compromise is possible given the right balance of frames.  相似文献

ABSTRACT

The Turnbull government presented Australia’s fifth national multicultural policy statement in March 2017. This article analyses the policy statement and argues that it represents the most significant change to Australian multicultural policy in four decades. Among other things, it abandons the language of government responsiveness to cultural diversity that previously defined Australian multiculturalism. The 2017 policy amounts to a new form of post-multiculturalism—different from earlier conservative, neoliberal and centre-left versions—in that it seeks to ‘mainstream’ multicultural policy on the grounds that Australian multiculturalism has succeeded in its intended task. While a mainstreaming strategy of this sort is, I argue, theoretically consistent with Australia’s liberal nationalist approach to cultural diversity, the institutional and attitudinal conditions that it presupposes are yet to be fully realised in Australia. More multicultural work needs to be done before this kind of post-multiculturalist approach is practicable.  相似文献

Voluntary environmental programs have emerged as important instruments of environmental policy. Despite considerable scholarly scrutiny, there remain debates about whether they reduce pollution among participants, and their overall impact at the country level. We present a cross‐national analysis of the efficacy of ISO 14001, the most widely adopted voluntary environmental program in the world. While several single country studies have explored the effect of ISO 14001 participation on pollution reduction at the facility level, this is the first article to assess (i) national level pollution reduction effects of ISO 14001 participation levels, (ii) across a large number of countries, and (iii) across two pollutants. We examine whether all else equal, the national level uptakes of ISO 14001 are associated with reductions in air emissions (sulfur dioxide, SO2) and water pollution (biochemical oxygen demand, BOD). Because firms, regulators, and environmental groups tend to focus more on visible types of pollution than less visible ones, we hypothesize that ISO 14001 uptake will be associated with more pronounced reductions in air pollution (visible) in relation to water pollution (less visible). Our analyses of pollution levels for a panel of 138 (72 for BOD) countries for the 1991–2005 period suggest that a 1 percent increase in aggregate levels of ISO 14001 adoption is associated with about a 0.064 percent reduction in SO2 emissions, all else equal. In contrast, we do not find a statistically significant relationship between ISO 14001 adoption levels and changes in water pollution (BOD).  相似文献

A lack of clear political commitment together with confusing rules and enforcement often characterize the institutional context of policy implementation and regulatory compliance in developing countries. By connecting such contextual features to existing models of policy implementation and regulatory compliance, we examine how regulatory factors are related to basic and proactive corporate environmental management practices in the Pearl River Delta region in China. Drawing on data derived from both a survey and in‐depth interviews, we show that a perception of clear political commitment to environmental protection across multiple government levels and units is positively associated with business efforts in basic environmental practices, regardless of the specific enforcement intensity. Nevertheless, a perception of clear political commitment is not related to proactive environmental practices. Conversely, a perception of policy ambiguity, in the form of confusing regulatory standards and enforcement, is negatively associated with corporate efforts in both basic and proactive environmental practices; yet, intensive inspections mitigate these negative associations with policy ambiguity.  相似文献

This paper compares the intent of three Australian social housing policy interventions in the decade to 2011 with outcomes shown in time series data from the Australian Bureau of Statistics Census. The three policy interventions are the supply stimulus that occurred in 2009 with funding to construct almost 20 000 new social housing dwellings by 2012, the push to diversify social housing supply through the transfer of public housing stock to community not‐for‐profit housing providers, and the physical renewal of public housing estates to reduce concentrations of social deprivation. Its aims are threefold: to understand how the supply and geography of social housing dwellings has changed over the past decade; to relate these changes to the objectives of social housing policy in the time period; and to identify issues for the future of social housing in Australia emerging from identified disparities between policy rhetoric and supply reality. The paper employs quantitative analysis of social housing supply for all of Australia and mapping of social housing supply changes in the east‐coast mainland state capital cities. This analysis reveals the overall stagnation of social housing supply in Australia over the previous decade, combined with evidence of stock loss in areas of renewal in some cities.  相似文献

One important criterion for assessing the quality of democratic governance is the extent to which the policy process effectively translates citizen preferences into collective choices. Several scholars have observed a discrepancy between citizen preferences for strong environmental protection and weak policies adopted in the United States, indicating that the United States may fall short on this criterion. We examine one possible mechanism contributing to this discrepancy—legislator defection from campaign promises. Our data indicate that legislators in the U.S. Congress routinely defect from their campaign promises in environmental protection, undermining the link between citizen preferences and policy choice. We also find that legislators are much more likely to defect from pro‐environmental campaign promises, which moves government policy toward less stringent environmental programs. Finally, the propensity of legislators to defect from their campaign promises is systematic, with defection affected by partisanship, constituency influence, the influence of the majority party, and the likely consequences of defection for policy choice. These findings contribute empirical evidence relevant to the “mandate theory” perspective on how citizen preferences are translated into collective choices through the policy process. These findings may also complement research in comparative politics concluding that legislatures selected through single member districts adopt less stringent environmental policies than do legislatures chosen via proportional representation in that the mechanism for this effect may go through legislator defection from campaign promises.  相似文献

1973年第一次全国环境保护会议是新中国环保事业起步的标志。因环境污染主要是"三废"造成的,故环境保护的重点首先集中于"三废"综合利用,党和政府提出了"三十二字"方针,出台了"三同时"政策。随着对环境保护概念理解的深化,环境保护工作的重点开始从环境污染治理转向环境管理,进而转向自然环境保护。环境治理模式从单纯的行政手段,逐步转变为立法、经济、行政等多种手段并行,而以立法手段为主。把宣传教育同追究行政责任、经济责任直至刑事责任结合起来,成为一条行之有效的经验。治理环境污染经历了从治标到治本、从"三废"利用到环境保护的变化。这种变化,是由于环境逐渐恶化及污染日益严重的状况引起的,因此要求必须对环境保护进行全国性的总体规划,使环保工作计划化、制度化和法律化。  相似文献

This article analyses the results of the most recent and largest cross-national survey on the international relations discipline. Completed by scholars in 20 countries, the survey covered the areas of teaching, research, foreign policy, the profession, and the relationship between policy and academia. From an Australian perspective, the key findings include the strong link between what academics teach and research; the narrowing epistemological gap between the USA and Australia; the curious pessimism of scholars on a wide range of foreign policy issues; and the ability of scholars to define research quality independently of other national settings. The most significant and alarming finding, however, concerned how the present structure of the field is undermining scholars'attempt to forge closer, more influential ties with policy makers in Canberra. In fact, it is clear from the results that what academics research and how they go about it is actually counterintuitive to this goal. The article concludes with three recommendations aimed at rectifying this problem.  相似文献

The role of surface water drainage in environmental change in Australia is rarely appreciated. Drains can modify surface water hydrology, not only altering flow regimes but also rapidly dispersing contaminants and altering the natural hydrological balance of associated flora and fauna. Yet drainage continues to be considered a viable management strategy rather than as a cause of land degradation. The impact of surface water drainage in an inherently saline area of South Australia, the Upper South East, is investigated. Surface water drains were constructed by developers in an attempt to increase the area of land available and viable for agricultural land use. Drainage strategies altered the natural direction, magnitude and frequency of surface water flow. The Upper South East has experienced periods of both increased surface water and flooding, and surface water deficit, in the past one hundred years. The region now receives less surface water than under pre‐European conditions, but local runoff is channelled into and through the wetlands more rapidly than before European settlement. Future management strategies are likely to continue this trend, to the detriment of remnant natural wetlands.  相似文献

Recent surveys in Australia show that improving the global environment rates high as a public policy concern. Responding to these challenges at a global level requires more than finding the best or most appropriate scientific, economic and technical approaches. It also requires that global environmental governance be based on sound normative principles. Two of the most important principles respond to the challenge that, while humanity is outstripping its ecological footprint, contributions to global environmental change are uneven and the experience of environmental harm is being displaced across time and space. Improving the global environment should therefore take into account the precautionary principle and the principle of common but differentiated responsibilities. Improving the global environment also requires a more robust institutional framework. The model favoured here is to build on UNEP to establish a more coherent, more authoritative and more independent environmental organization.  相似文献
