The reformed planning system introduced in England in 2004 weakens the position of counties and unitary authorities. Regional bodies and central government have a larger say on the future shape of localities under these arrangements. In particular sub-regional strategies have a much bigger role within the new Regional Spatial Strategies. This paper examines the prospects for the influence of this new tier of planning, based on government guidance about sub-regional planning and on the evidence on emerging practice, particularly in the southern regions of England. The balance of influence of different actors is changing, both between government tiers and in wider governance relations. The prospects for integrated action in spatial terms are changing, as are the relationships to implementation.  相似文献

Across Europe, a series of revisions and realignments are currently taking place in sub-national governance structures. In England, this involves the creation of a new scalar construct through the dismantling of the regional tier and the creation of new sub-regional institutions. Through focusing on the move towards subsidiarity, this article considers the extent to which libertarian paternalism—or “don't do anything unless you have to”—and the adoption of some of these key principles by the UK government—can help to illuminate and explain such contemporary processes of restructuring and rescaling of governance. In turn, the article considers (i) the form, process and outcomes of planning practices within this restructuring; and (ii) the implications arising in respect of the democratic accountability and strategic efficiency of the new arrangements, and the interests that are being privileged therein.  相似文献

In Latin America and the Global South, policy-makers are adopting community-based natural resource management (CBNRM) principles for local governments. The idealized emphasis on ‘local’ collaborative approaches is known to neglect human geographic contexts and issues of capacity, power, and human drivers of change at larger scales. However, critiques lack empirical evidence of policy implementation decisions. How do local government and community actors choose to use decentralized environmental governance policies in relation to a threatened cultural and natural landscape across their jurisdictions? This question is explored in an ethnographic case of a high Andean wetland region in southern Ecuador by focusing on the context and micro-politics of two seemingly contradictory local government decisions: proposals to nationalize a local community protected area and to work with other local governments to construct a road across the wetlands that could threaten protected area status. When different sectors are devolved to different local actors without strong sub-state institutions for conflict management, decentralization may create incentives for conflict rather than conservation. Governance design depends on understanding how and why diverse local actors engage in boundary-spanning regional strategies, calling for additional contributions from political geographers.  相似文献

Recent research on local and regional economic development has focused upon transformations in local governance and institutional capacity. It has been argued that local authorities have ceded power to other actors and institutions involved in economic development and regeneration, and that the success of local and regional economic development is closely related to the strength of 'institutional capacity' within an area. In this paper, we examine these claims with reference to the operation of EU Structural Funds in the Humber Sub-region of the UK. Previous research on local governance and institutional capacity has had a limited empirical focus, drawing conclusions from studies of either economically 'successful' regions or regions undergoing regulatory and institutional transformation and precluding analysis of the nature and conditions of local governance and institutional capacity in less developed regions. Our case study evidence not only suggests that arguments about the declining influence of the local state are overdrawn, but also indicates a need for more nuanced accounts of the role of institutional capacity in regional development.  相似文献

In this paper we examine some of the major planning challenges facing the Paris region and we locate these in the context of problems of institutional coordination and cooperation. Finding the right institutions for metropolitan governance is a challenge for most of Europe's large cities. Our approach to the Paris region emphasizes the need to understand the evolution of institutions of governance and the struggles between political actors around these institutional legacies. Political competition motivates key actors in the multi-level governance of the region. We examine the struggle to develop new social housing and conflicts around transport policy in Paris. Political conflict and different perspectives on regional planning stand in the way of solutions to current problems. In the final part of the paper we discuss how potential political and institutional solutions might develop.  相似文献

This paper draws on a larger research project that investigates the networks and institutions shaping cultural policy across national, international and supranational contexts. Taking Britain as its touchstone, it identifies and maps some of the operational relations between culture, governance and nation shaping the development and orientation of contemporary cultural policy. It thus highlights key formal and informal domestic relationships and contexts within which Britain's local, regional and national cultural policy initiatives are situated. The British context – in which England figures strongly for historical, political and demographic reasons, and so draws a corresponding resistance across other constituents of nation – is shown to be both internally differentiated along various lines, and also embedded in the larger sphere of the European Union that redraws the boundaries of cultural policy and governance. In tracing the contours and interrogating the constitutive elements of Britain's domains of cultural policy, we seek to provide a foundation for understanding the intersections and influences that exist between fields of cultural governance, and their interdependence and fluidity.  相似文献

After decades of relative stability, the 1980s and 1990s witnessed a radical restructuring of local–central relations in Britain. This paper draws on neo-Foucauldian writings on ‘governmentality’ to argue that local state restructuring is a product of the ascendancy of neo-liberalism as a distinct political rationality. Material drawn from empirical research on local economic governance in the Scottish Highlands shows how the functioning of a distinct set of managerial ‘technologies’ — embedded in specific practices such as budgetary management, audit and targeting — is instrumental in giving the central state the capacity to shape local institutional practice. At the same time, however, local institutional actors retain some scope to adapt and ‘translate’ central directives to their own particular purposes. Whilst recent neo-Gramscian contributions argue that local governance must be seen as a product of national state restructuring, the neo-Foucauldian emphasis on governmental technologies specifies the precise mechanisms which give central state authorities the reach and capability to monitor and steer the activities of local institutions. In conclusion, the paper suggests that focusing on the reception of governmental technologies within sub-national institutional sites may offer a productive line of inquiry which can expose the internal contradictions and fissures of neo-liberal programmes.  相似文献

During the transition towards a more market‐oriented economy and entrepreneurial governance, local authorities have attempted to create new cross‐jurisdiction regional entities to enhance their competitiveness through making city‐region plans or regional strategic plans in China. This article analyses the process of region building in China through a case study of Nanjing city‐region. We argue that region building is a state‐led regional project in China, not a spontaneous process. City‐region planning has played a legitimacy‐seeking role in the construction of new regions. Based on the discourse provided by the city‐region plan, associated city networks are being created as a mechanism for plan implementation and regional coordination. This signals that regional planning is entering the stage of regional institution building. By assessing the capacity of regional institutions, we argue that the newly‐emerged regional institutions or urban networks have facilitated regionalization in terms of the increasing involvement of non‐state actors, the formation of regional coherence and identity and the enhanced inter‐city co‐operation. However, it is still difficult to establish effective regional governance due to competing local governments, the arbitrary political leadership and the fragmented planning functions.  相似文献

How do different ways of governing urban indigenous social spaces facilitate or frustrate local indigenous self-government? A major challenge in Norway is the absence of actors that represent the entire local indigenous population. The main Norwegian Sámi NGO is a driving force in establishing and governing indigenous spaces, but is now one of several and often competing organizations due to specialization (new organizations form to promote specific subgroups' interests) and partisanization (organizations compete in elections to the Sámediggi representative organ). Social media facilitate communication across organizational divides, but do not produce any unified local indigenous “voice”. Private businesses and public cultural institutions take part in establishing and governing indigenous spaces – the former often in complete autonomy from Sámi NGOs, the latter more likely to seek cooperation or coordination. Local and regional state-based actors generally do not take initiatives to establish indigenous spaces, but involve themselves as co-organizers with Sámi leads and as sources of (often unstable) economic support. The state-based Sámediggi is increasingly proactive: financing, facilitating contact between actors, and occasionally participating directly in urban indigenous governance. The Sámediggi provides a unifying representative voice at the macro level that is missing at the local level.  相似文献

This paper examines the involvement of new modes of governance (NMoG)/new actors, in establishing new regional regulatory frameworks in Southeast Asia. The basis for this discussion is a framework suggested by Kanishka Jayasuriya who argues that the activities of NMoG can facilitate the establishment of such regional regulatory frameworks. Concentrating on maritime services provided by one new actor, Private Military and Security Companies (PMSCs), this paper suggests that the current activities and working practices of PMSCs in Southeast Asia are more likely to undermine regional security cooperation and regional governance, thus challenging some of the tenets of Jayasuriya's framework.  相似文献

This analysis of the collaborative environmental governance regime of the Florida Everglades Restudy process (1992–2000) identifies the benefits of including multiple, complementary ad hoc organizations focused on different types of knowledge (science, policy, and local) and the importance of powerful key actors to developing a multi-purpose water management plan in the politicized space of a highly contested watershed. The multiple complementary organizations enabled participation by a wide range of stakeholder groups in the collaborative environmental governance regime, which consisted of a cooperative network of specialized spaces of power for action. Actors who inhabited organizations of multiple knowledge spaces and served in a leadership role proved to be particularly powerful in shaping the process. Through this analysis that considers the roles of both actors and institutions in shaping the Restudy's policy-making process, this case contributes to understandings of how collaborative environmental governance can be deployed to achieve an agreed policy outcome for contested common-pool resources.  相似文献

The Black Country, a region that is only loosely defined geographically, is an area located in the West Midlands of England, which its inhabitants claim holds a distinct geographical and cultural personality. However, despite the territory's perceived uniqueness, popular imaginations of England have often overlooked the Black Country's historical and socio-cultural individuality. Therefore, given those working in a number of disciplines have recognised local football spectator communities to be significant cultural arenas, through which localism is performed and remade, this article explores the role of fandom in imagining, preserving and/or contesting notions of ‘Black Countryness’. Utilising semi-structured interviews, netnography and participant observation, as key methodological techniques, this study explores how local-spectator communities at Walsall Football Club (one of three professional football teams based in the Black Country) continually (re)negotiate a collective sense of local and regional identity. By adopting a critical approach, guided by Hall's notion of ‘cultural identity’, this research, in line with other similar studies, highlights the significant role football fandom plays in imbuing particular locales with meaning. However, more importantly, by understanding football fandom is emergent from complex, productive and interconnected cultural processes, this article is also critical of local football spectator communities and their exclusionary, as well as inclusionary, practices and customs.  相似文献

The reconfiguration of food as a pharmaceutical in biomedical regimes has been considered by scholars along two axes: (1) food supplementation as humanitarian intervention, based on a specific value of life and delivered in ‘crisis’ situations with a short temporal horizon; (2) food supplementation as commodity, marketed as enhancing ‘wellness’ or potential, based on notions of risk in broad temporal frames. We consider nutraceuticals and ready‐to‐use‐therapeutic foods as they are deployed by state and commercial actors in South Africa in relation to two key figures: the pregnant woman and the HIV‐positive population. These biopolitical expressions of post‐apartheid regimes of knowledge, care and governance reveal how state distribution and the corporate marketing of supplements employ a future‐oriented logic that appeals to notions of power, energy and potential. Therapeutic foods in this context are thus not merely humanitarian technologies that reconfigure crisis as a chronic condition – the temporary becoming permanent – but are premised on new potentialities, in which the temporary may (re)shape the future.  相似文献

Europe and the United States—the West—urgently need political leadership, economic fortitude and a clear vision of the future if they are to contend with the challenges posed by emerging regional powers and to resist the downward pressures of ‘relative decline’, the central focus of David Marquand's book, The end of the West: the once and future Europe. Central to this goal will be the West's ability to ‘rebalance’ between its institutions and democracy; its power and commitments; and its political and moral authority. Europe must ‘rebalance’ on issues related to ethnicity and identity, governance and authority, and civilization and territory. EU enlargement and its institutional reform processes have exacerbated this imbalance. American foreign policy objectives currently exceed its resources and are hampered by lack of strategic clarity and intellectual vision which keeps the United States from achieving an adaptive leadership model more capable of successfully operating in an increasingly complex and multipolar world. For Europe to become internally healthy and externally productive—both politically and economically—it needs to regain balance between its utopian, institutional objectives and democratic support for its future ambitions and policy course. Strong leadership and a powerful vision of prosperity from the West will be vital to return the transatlantic partnership to global economic and political advantage.  相似文献

The European Union (EU) spreads its norms and extends its power in various parts of the world in a truly imperial fashion. This is because the EU tries to impose domestic constraints on other actors through various forms of economic and political domination or even formal annexations. This effort has proved most successful in the EU's immediate neighbourhood where the Union has enormous political and economic leverage and where there has been a strong and ever‐growing convergence of norms and values. However, in the global arena where actors do not share European norms and the EU has limited power, the results are limited. Consequently, it is not only Europe's ethical agenda that is in limbo; some basic social preferences across the EU seem also to be unsustainable. Can Europe maintain, let alone enhance, its environmental, labour or food safety norms without forcing global competitors to embrace them? The challenge lies not only in enhancing Europe's global power, but also primarily in exporting rules and norms for which there is more demand among existing and emerging global players. This means that Europe should engage in a dialogue that will help it to establish commonly shared rules of morality and global governance. Only then can Europe's exercise of power be seen as legitimate. It also means that Europe should try to become a ‘model power’ rather than a ‘superpower’, to use David Miliband's expression. The latter approach would imply the creation of a strong European centre able to impose economic pains on uncooperative actors. The former would imply showing other actors that European norms can also work for them and providing economic incentives for adopting these norms. To be successful in today's world, Europe needs to export its governance to other countries, but it can do it in a modest and novel way that will not provoke accusations of ‘regulatory imperialism’.  相似文献

ABSTRACT

In 2011, Ireland's National Tourism Development Authority (F?ilte Ireland) announced a plan to increase the number of food tourists to the country. According to the plan, Irish food will be recognized for the quality of its regional food experiences that evoke a unique sense of place. To further the plan, it created a program entitled ‘Place on a Plate’ which encourages restaurant owners/chefs to offer fresh locally sourced seasonal food and list the names of local suppliers on their menus. This paper examines the effectiveness of this ‘Place on a Plate’ strategy by examining 53 restaurant menus along the West Cork Food Trail in southwest Ireland to determine whether they contain: (1) a statement as to the origin of their food supplies, (2) a listing of local food producers, and (3) geographical place name references on individual menu items. The study found that the majority of restaurants do not include a statement as to the origin of their food supplies, indeed only three out of the surveyed restaurants provided complete food supply listings. The largest number of menu items to be connected with a place were linked with Ireland followed by West Cork and the Atlantic. The results suggest that the ‘Place on a Plate’ strategy has had a limited impact and that more education needs to occur about its potential to contribute to West Cork's gastronomic identity.  相似文献

Firms increasingly transcend the boundaries of regional innovation systems in their search for technology and complementary capabilities, and only rarely can they build their knowledge bases on science system output alone. Whereas the former decouple firms from regional user–producer networks, the latter raises important questions concerning the role of local science and education system actors in industrial development. By applying the “modes of innovation” concept on a Norwegian region, this paper discusses how science and education institutions can respond to the challenges of knowledge base complexity and globalization. It concludes that such institutions may play a vital role in supporting knowledge-based development, albeit different from that of academic knowledge exploration followed by linear technology transfer to industry.  相似文献

Abstract

This paper studies how the local governance reforms carried out between 1997–2014 shape state-society relations at Georgia’s local level. Drawing on Foucault’s concept of governmentality, I analyze how the reforms shape practices and actors at the local level. Research interviews with state officials at the national and subnational levels and citizens of the Georgian district Marneuli highlight both government rationalities and how people react to them. I argue that the reforms, which have been declared to promote participation and accountability, hardly contribute to bridging the huge gap between state and society, particularly with respect to the case of the Azeri minority in Marneuli. Thus far, the newly introduced formal actors at the local level, the municipalities, lack power. Societal action in absence of the state and interaction with the state via informal networks remains dominant. The study contributes to literature on state-building and transformation in Georgia by shedding light on the often-neglected local level and to the debate on external democracy promotion and policy transfer by empirically studying the effect of a policy transfer.  相似文献

In this paper, we look at what it means to ‘eat Hawai'i’ and examine how Hawai'i Regional Cuisine (HRC) imagines, produces, and consumes place through particular constructions of local foods. The term ‘local’ attaches to foods as a marker of numerous positive attributes such as seasonal, sustainable, and community-based. Drawing upon ongoing ethnographic research on Hawai'i Island, we examine spatial and discursive constructions of local and how this particular cuisine places itself in local food networks while simultaneously using place to localize itself within the Island's food networks. Using a case study approach to carefully contextualize localness, we show how Merriman's Restaurant and HRC complicate notions of alternative and local food systems in its discursive and material production and reproduction of Local food and locally grown food.  相似文献

Over the last decade, the global value chain (GVC) approach, with its associated notions of chain governance and firm upgrading, has proliferated as a mode of analysis and of intervention amongst development institutions. This article examines the adoption and adaptation of GVCs at four multilateral agencies in order to understand the purchase of value chain approaches within the development field. Mixing GVC perspectives with other theoretical influences and applied practices, these institutions deploy value chain frameworks to signal a new generation of policies that promise both to consolidate, and to advance beyond, the market fundamentalism of the Washington Consensus. To achieve this, value chain development frameworks craft interventions directed toward various constellations of firm and non‐firm actors as a ‘third way’ between state‐minimalist and state‐coordinated approaches. The authors identify key adaptations of the GVC framework including an emphasis on value chain governance as an instrument to correct market failure in partnership with state and development agencies, and upgrading as a de facto tool for poverty reduction. They find that efforts are ongoing to construct a ‘post’ to the Washington Consensus and that the global value chain is enabling this process by providing a new language and new object of development intervention: ‘the chain’ and the local–global linkages that comprise it.  相似文献
